<p>Indonesia’s military regional command in Papua has denied claims made by a pro-independence West Papuan group that abducted New Zealand pilot Phillip Mehrtens more than a year ago that the army had staged a bombing attack, <a href="https://www.thejakartapost.com/indonesia/2024/04/01/tni-denies-bombing-papua-district-in-bid-to-free-nz-pilot.html" rel="nofollow"><em>The Jakarta Post</em> reports</a>.</p>
<p>Responding to a claim by the West Papua National Liberation Army (TPNPB) that aerial bombing had taken place in an area in Nduga regency where Mehrtens had been taken hostage on February 7 last year, the Indonesian Military (TNI) said it had deployed only flyby operations there.</p>
<p>Lieutenant Colonel Candra Kurniawan, a spokesperson for the Cendrawasih Regional Military Command in Papua province, denied that any military operation involving aerial bombs had taken place.</p>
<p>He said soldiers from the Nduga District Military Command 1706 only carried out routine patrols in the region.</p>

<p>“This [patrol] was conducted together with the local community. There has been nothing like an air strike,” Candra told the Bahasa-language <em>Tempo</em> on Saturday.</p>
<p>He also rebuffed TPNPB’s claim that TNI soldiers had engaged in a firefight with members of pro-independence group.</p>
<p>“Many [TNI] members are in the field serving the community, the situation is also conducive,” Colonel Candra said.</p>
<p>On March 30, TPNPB spokesperson Sebby Sambom said in a statement received by <em>Tempo</em> that the military had deployed aerial attacks using “military aircraft, helicopters and drones” and destroyed four of the group’s posts in Nduga.</p>

<p>The Human Rights Lawyers Association (PAHAM) Papua has demanded a “thorough and impartial” investigation into the <a href="https://en.jubi.id/discovery-of-michelle-kurisi-ndogas-body-sparks-investigation-amidst-speculation-of-tpnpb-involvement/" rel="nofollow">death of Michelle Kurisi</a>, a civilian involved in gathering information about a New Zealand pilot held hostage by West Papuan pro-independence fighters.</p>
<p>She was tragically killed on August 28 in Kolawa District, <a href="https://en.wikipedia.org/wiki/Lanny_Jaya_Regency" rel="nofollow">Lanny Jaya Regency</a>, in the Mountainous Papua Province.</p>
<p dir="ltr">Following Kurisi’s killing, a statement claiming responsibility for the act was made by the West Papua National Liberation Army (TPNPB) spokesperson, Sebby Sambom.</p>
<p dir="ltr">The <a href="https://en.jubi.id/tag/tpnpb/" rel="nofollow">TPNPB</a> alleged that the victim had collaborated with security forces and had engaged in spying activities during her visit to Nduga, where she was collecting data on refugees, including information related to the release of the New Zealand pilot Philip Mehrtens who has been held hostage by a TPNPB group since February 7.</p>
<p dir="ltr">Gustaf R. Kawer, chair of PAHAM <a href="https://en.jubi.id/tag/papua/" rel="nofollow">Papua</a>, said that the focus of the investigation should not be to find a scapegoat or advance a politically motivated narrative.</p>
<p dir="ltr">Instead, it should prioritise an independent inquiry that delved into the victim’s daily life, her occupation, work-related relationships, and her mission to Nduga, including identifying the institutions or parties she was collaborating with.</p>
<p dir="ltr">He said it was crucial to determine who was with her until she met her tragic end.</p>
<p dir="ltr"><strong>‘Close ties with police officers’</strong><br />“Based on PAHAM Papua’s digital tracing and monitoring efforts,” Gustaf Kawer said in a media release, “it appears that the victim had close ties with several high-ranking police officers in Papua and was actively involved in various conflicts in the region.”</p>
<p dir="ltr">Therefore there was a pressing need for an in-depth, impartial investigation into Michelle Kurisi’s death by a neutral entity.</p>
<p dir="ltr">This would help prevent claims and narratives driven by political interests.</p>
<p dir="ltr">Kawer stressed the importance of gathering witnesses and evidence — including the victim’s digital footprint — her recent activities, and communications with various parties, particularly during her trip to Nduga.</p>
<p dir="ltr">These elements were critical in unravelling the motive behind her murder, he said.</p>
<p dir="ltr">Furthermore, the victim’s participation in a a webinar titled “Indonesia Walk Out Why?” hosted by Bishop Joshua Tewuh was noteworthy.</p>
<p dir="ltr">During this event, she expressed support for the United Liberation Movement for West Papua (ULMWP) delegation and criticised the Indonesian government strongly.</p>
<p dir="ltr"><strong>Speculation about motive</strong><br />Given her recent track record, there was speculation about the motive behind her murder, Kawer said.</p>
<p dir="ltr">It was possible that her death was not solely orchestrated by the <a href="https://en.jubi.id/tag/tpnpb/" rel="nofollow">TPNPB</a> but could involve groups with vested interests in <a href="https://en.jubi.id/tag/papua/" rel="nofollow">Papua</a>, aiming to silence her for her statements or to manipulate the narrative surrounding the Papua conflict.</p>
<p dir="ltr">In light of these circumstances, Gustaf Kawer urged the Indonesian government to establish an independent team, through the Indonesian National Human Rights Commission (Komnas HAM), to investigate cases of extrajudicial killings thoroughly.</p>
<p dir="ltr">This action was essential to prevent unfounded claims and protect civilians in <a href="https://en.jubi.id/tag/papua/" rel="nofollow">Papua</a>, whether by the TPNPB or the security forces,he said.</p>

<p>An Australian author-poet and advocate for West Papuan independence has condemned a reported threat against the life of a New Zealand hostage pilot, Philip Mehrtens, held by Papuan liberation fighters and appealed to them to “keep Philip safe”.</p>
<p><a href="http://www.jimaubrey.com.au/about.htm" rel="nofollow">Jim Aubrey</a>, a human rights activist who has campaigned globally on freedom struggles in East Timor, West Papua and Tibet, d<span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">eclared such a threat was “not in his name”.</span></p>
<p><span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">In a statement in English and Bahasa today, Aubrey said he would never support a “senseless and stupid act”  such as killing pilot Mehrtens, who has been held captive in the remote Papuan highlands for more than three months since February 7.</span></p>

<p><span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">“Any acts of braggadocio and careless support by any West Papuan group and/or solidarity members of this current threat, in thinking that international governments are going to suddenly act with governance of care and respect are baseless and profoundly naive,” he said.</span></p>
<p><span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">“The list of criminal accessories to Indonesia’s six decades of crimes against humanity is very long . . . long enough for anyone to know that they do not care.”</span></p>
<p><span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">Aubrey said he believed that a third party, “such as an appropriate minister from Papua New Guinea who has previous and ongoing affiliation with OPM, should act as the intermediary on the ground to resolve the crisis”.</span></p>
<p><span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">He called for immediate withdrawal of the more than 21,000 Indonesian security forces  from the Melanesian region that shares an 820 km-long land border with Papua New Guinea.</span></p>
<p><span class="x4k7w5x x1h91t0o x1h9r5lt x1jfb8zj xv2umb2 x1beo9mf xaigb6o x12ejxvf x3igimt xarpa2k xedcshv x1lytzrv x1t2pt76 x7ja8zs x1qrby5j">“Included in this approach is the immediate cessation of all Indonesian air and ground combat operations and the immediate exit of Indonesian defence and security forces from all conflict regions in West Papua,” he said.<br /></span></p>
<p>Other West Papuan activists and advocates have also criticised the reported threat.</p>
<p>According to Reuters news agency and reports carried by the <a href="https://www.abc.net.au/news/2023-05-27/west-papua-hostage-nz-pilot-philip-mehrtens-indonesia/102400786" rel="nofollow">ABC in Australia</a> and <a href="https://www.rnz.co.nz/news/world/490764/papua-rebels-threaten-to-shoot-new-zealand-hostage-if-denied-talks" rel="nofollow">RNZ today</a>, the West Papuan rebels had threatened to shoot 37-year-old Mehrtens if countries did not comply with their demand to start independence talks within two months.</p>
<p>Citing a <a href="https://www.facebook.com/permalink.php?story_fbid=pfbid0bqDar3Ew4aKuDtHisQdBJ8b7msBSfUnJjFRRnwVVSRCaNHvhHRaPyHZ5qsDJCo55l&amp;id=100090043467994" rel="nofollow">new video released yesterday</a> by the West Papua National Liberation Army-OPM (TPNPB-OPM) yesterday, the news reports said the fighters, who want to free Papua from Indonesian rule, kidnapped Mehrtens after he landed a commercial plane in the mountainous area of Nduga. The guerillas set the aircraft ablaze.</p>
<p>In the new video, a Mehrtens holds the banned <a href="https://en.wikipedia.org/wiki/Morning_Star_flag" rel="nofollow"><em>Morning Star</em> flag</a>, a symbol of West Papuan independence, and is surrounded by Papuan fighters brandishing what one analyst said were assault rifles manufactured in Indonesia.</p>

<p>Mehrtens is seen talking to the camera, saying the pro-independence rebels want countries other than Indonesia to engage in dialogue on Papuan independence.</p>
<p>“If it does not happen within two months then they say they will shoot me,” Mehrtens said in the video, which was shared by West Papuan rebel spokesperson Sebby Sambom.</p>
<p>The video was verified by Deka Anwar, an analyst at the Jakarta-based Institute for Policy Analysis of Conflict (IPAC), according to the news agency reports.</p>
<p>A spokesperson for New Zealand’s Ministry of Foreign Affairs said in an e-mail to Reuters today that they were aware of the photos and videos circulating.</p>
<p>“We’re doing everything we can to secure a peaceful resolution and Mr Mehrtens’ safe release,” the spokesperson added.</p>
<p>Indonesia’s military spokesperson Julius Widjojono said today that the military would continue to carry out “measureable actions” in accordance with standard operating procedure.</p>
<p>The Indonesian Foreign Ministry did not respond to requests for comment.</p>
<p><strong>Prioritising ‘peaceful negotiations’</strong><br />Indonesian authorities have previously said they were prioritising peaceful negotiations to secure the release of the Susi Air pilot, but have struggled to access the isolated and rugged highland terrain.</p>
<p>A low-level but increasingly deadly battle for independence has been waged in the resource-rich Papua region — now split into five provinces — ever since it was controversially brought under Indonesian control in a vote overseen by the United Nations in 1969.</p>
<p>The conflict has escalated significantly since 2018, with pro-independence fighters mounting deadlier and more frequent attacks, largely because they have managed to procure more sophisticated weapons.</p>
<p>Rumianus Wandikbo of the TPNPB — the armed wing of the Free Papua Movement — called on countries such as New Zealand, Australia and Western nations to kickstart talks with Indonesia and the pro-independence fighters, reports Reuters.</p>
<p>“We do not ask for money…We really demand our rights for sovereignty,” he said in a separate video.</p>

<p>Captured pilot Philip Mehrtens has called on the Indonesian government to stop military operations in the Nduga highlands in a bid to rescue him while his West Papuan rebel captors have condemned New Zealand for alleged “collusion” with Jakarta.</p>
<p>According to Mehrtens, last weekend the Indonesian military (TNI) dropped bombs on an area where he was being held along with other Nduga residents.</p>
<p>“Indonesia dropped bombs on this [Nduga] area last weekend, and it was unnecessary because it was dangerous for me and the people here,” <a href="https://asiapacificreport.nz/2023/04/26/im-alive-healthy-stop-the-bombs-says-kidnapped-nz-pilot-in-new-papua-video/" rel="nofollow">Mehrtens said via a video recording</a> made on Monday and received by Jubi yesterday.</p>
<p>In the 1min 38sec video, Mehrtens was seen wearing a black t-shirt and shorts. He was sitting flanked by two men, allegedly West Papuan National Liberation Army (TPNPB) members. He also said he was in good health.</p>
<p>“Today, April 24, 2023, it has been almost three months since the TPNPB captured me in Paro.</p>
<p>“I am alive and well. I live with the people here, sit together, walk together, rest together, there is no problem with me,” Mehrtens said in the poor quality video, alternating between two languages, Bahasa Indonesian and English.</p>
<p>In a written statement, TPNPB spokesperson Sebby Sambom urged President Joko Widodo to immediately stop military operations in Nduga and asked Indonesia to open negotiations.</p>
<p><strong>‘Negotiations, not military operations’</strong><br />i“We emphasise that the release of Philip Mark Mehrtens must be through negotiations, not through military operations. Therefore, Indonesian President Joko Widodo must stop military operations in Nduga immediately, otherwise they only jeopardise the pilot’s life,” Sambom said.</p>

<p>In a separate statement received today by Asia Pacific Report from the Free Papua Movement (OPM) leader, Jeffrey Bomanak, the pro-independence fighters called on New Zealand Prime Minister Chris Hipkins to “resign” over a failure to press the Indonesian government for a negotiated solution.</p>
<p>In the statement dated April 28 and addressed to the New Zealand and Australian parliaments, Bomanak said:</p>
<p><em>“My people have been in a war of liberation from Indonesia’s illegal invasion and annexation for six decades. Our fallen number hundreds of thousands of men, women, and children.</em></p>

<p><em>“Your governments helped Indonesia to steal the land that has never been theirs. You call it ‘Cold War geopolitics’. We call it collusion and complicity in six decades of Indonesia’s crimes against humanity.</em></p>
<p><em>“You call it ‘national interest”. We call it being a wilful accessory to allow you to plunder a vulnerable people … an accessory in the manipulation of events for the economic rape of our ancestral lands.</em></p>
<p><em>“You call it ‘foreign policy’. We call it treachery and deceit of the same people who were your friends and allies during the Second World War.</em></p>
<p><em><strong>‘Why are you afraid of Indonesia?’</strong></em><br /><em>“Our rights to freedom and nation-state sovereignty are no different to yours … no different to the valiant Ukrainian people, whom you have no problem supporting.</em></p>
<p><em>“Why are you so afraid of Indonesia? Why can East Timor be liberated and not West Papua?”</em></p>
<p>Earlier, Sambom said the video containing the Mehrtens testimony was also addressed to the New Zealand government and Mehrtens’ family.</p>
<p>“We initially made a video showing Mehrtens in good health for the New Zealand government and the pilot’s family in New Zealand. However, because Indonesia is bombing the Nduga Region, we want the people to know,” he said.</p>
<p>Mehrtens has been held hostage by the TPNPB for 79 days since he was arrested on February 7.</p>
<p>The Indonesian government so far has increased the status of military operations.</p>

<p><strong>‘Land combat alert’</strong><br />On April 18 in Timika, TNI commander Admiral Yudo Margono upgraded operations in Papua to a “land combat alert”.</p>
<p>Admiral Margono said the operation was upgraded after the TPNPB attacked TNI troops on April 15.The casualties were unconfirmed as the military admitted one soldier had been killed while the rebels claimed up to 13 dead and several captured.</p>
<p>He said the increase in the status of this operation aimed to awaken the combat instincts of TNI soldiers.</p>
<p>“The land combat alert means the operation is increased,” Admiral Margono said at the time at Yohanis Kapiyau Air Base in Central Papua’s Timika.</p>
<p>A military observer from the Institute For Security and Strategic Studies (ISSES), Khairul Fahmi, said the combat alert in Papua meant that all troops were ready to fire.</p>
<p>“’Combat alert’ is the term for the condition of the troops ready for battle. This means that soldiers are allowed to shoot their weapons at any time whenever the threat is present,” Fahmi said.</p>
<p>“The troops no longer need to hesitate to open fire if there is an obstacle or attack.”</p>

<p>The West Papua National Liberation Army (TPNPB) has denied Indonesian media claims that Egianus Kogoya, the commander of a TPNPB faction, asked for money and weapons to free the New Zealand pilot they are holding hostage.</p>
<p>“No, we never asked for money and weapons in exchange for releasing pilot Philip Mark Mehrtens. That’s just propaganda from the Indonesian security forces,” said TPNPB spokesperson Sebby Sambom.</p>
<p>“This is a political issue, the New Zealand pilot is a guarantee of political negotiations.”</p>
<p>Previously, Papua Police spokesperson Senior Commander Ignatius Benny Ady Prabowo had said the police would not follow a request for firearms and cash in exchange for releasing the Susi Air pilot.</p>
<p>“That was their request at the beginning. But of course we don’t respond. We will not give weapons that will later be used to shoot the authorities and terrorise the community,” Prabowo told reporters.</p>
<p><strong>‘Psychologically disturbing’</strong><br />The <a href="https://asiapacificreport.nz/2023/03/01/papuan-churches-plea-to-rebel-leader-egianus-kogoya-to-free-nz-pilot/" rel="nofollow">Papuan Church Council said</a> the capture of Philip Mehrtens as a hostage was “psychologically disturbing” for his wife, family and children.</p>
<p>The council demanded that the pilot be released in an open letter. With his release, of Philip Mark Mehrtens, the council said Kogoya would get sympathy from the global community and the people of Indonesia.</p>
<p>“There must be a neutral mediator or negotiator trusted by both the TPNPB, the community, and the government to release the pilot. Otherwise, many victims will fall,” said Reverend Socratez Sofyan Yoman, a member of the Papuan Church Council.</p>
<p>A New Zealand Ministry of Foreign Affairs spokesperson said the welfare of its citizens was a top priority.</p>
<p>“We are doing everything we can, including deploying New Zealand consular staff to ensure the safe release of our citizen taken hostage,” she said.</p>
<p>The spokesperson added that New Zealand was working closely with Indonesian authorities to ensure the safe release of Mehrtens.</p>

<p>A researcher at Human Rights Watch in Jakarta is calling for the immediate release of the six hostages — including a New Zealand pilot — being held by a rebel group in Indonesia’s Papua region.</p>
<p>The rebels in Highlands Papua are threatening to execute Susi Air pilot Phillip Mehrtens if their demands are not met.</p>
<p>Five other people are also believed to have been <a href="https://asiapacificreport.nz/2023/02/07/papuan-rebels-seize-nz-pilot-hostage-set-local-plane-on-fire-say-reports/" rel="nofollow">taken hostage in the attack</a>.</p>
<p>The West Papua National Liberation Army (TPNPB) has posted an ultimatum on social media demanding Jakarta negotiate with them over independence for the region.</p>
<p>“Pilot is still alive and he will be held hostage for negotiations with Jakarta, if Jakarta is obstinate, then the pilot will be executed,” the statement read.</p>
<p>“We will take the New Zealand citizen pilot as hostage and we are waiting for accountability from the Australian government, the New Zealand government, the European Union governments, and the United Nations, because for 60 years these countries have supported Indonesia to kill Indigenous Papuans.”</p>
<p>Researcher Andreas Harsono knows the main spokesperson of the rebel group, Sebby Sambom, after decades of research in the field.</p>
<p><strong>Personal appeal</strong><br />He made a call to him personally to let the hostages go.</p>
<p>“I call on this group to immediately release all of the hostages including the pilot — it is a crime to kidnap anyone including this pilot,” he told RNZ Pacific.</p>
<p>“I do not know how to measure the seriousness of such a threat but this is a hostage situation, things could be out of control. So the best way is to negotiate and ask them to release the pilot.”</p>

<p>Harsono noted the difficulties for New Zealand attempting to negotiate with the group, particularly given their demands.</p>
<p>“I don’t think it is easy or even internationally accepted to pressure the New Zealand government to negotiate for West Papuan independence from Indonesia,” he said.</p>
<p>“It is way too complicated for any country in the world, including New Zealand, to negotiate the independence of this particular territory. But, of course, the Papuan people have suffered a lot and the Indonesian government should do more to end impunity and human rights abuses in West Papua.</p>
<p>“But this is a hostage situation. The most important thing is to call on this group to immediately and unconditionally release all of the hostages, including the New Zealand pilot.”</p>
<p><strong>Very remote region</strong><br />Harsono said he did not know whether the passengers had been taken hostage, nor did he know if they were indigenous Papuans.</p>
<p>“The area is very remote, only certain people go there, mainly construction workers, and there were killings against Indonesian workers back in 2018,” he said.</p>
<p>Indonesian authorities say they are <a href="https://asiapacificreport.nz/2023/02/09/indonesian-security-forces-have-no-idea-where-nz-pilot-hostage-is/" rel="nofollow">facing difficulties locating Merhtens</a> because of the lack of telecommunications facilities in Paro district and the absence of any Indonesian military or police post in the area.</p>
<p><em>Jubi News</em> quotes Papua Police spokesperson Ignatius Benny Ady Prabowo, saying they were continuing to track the whereabouts of Mehrtens and were preparing to go to Paro district.</p>
<p>He said that before the burning of the plane, rumours had been circulating that a rebel group had threatened 15 construction workers who were building a health centre in the district.</p>
<p>New Zealand’s Prime Minister, Chris Hipkins, told Radio New Zealand: “The New Zealand embassy in Indonesia is working on the case.”</p>
