Pro-independence fighters in the Indonesian-ruled West Papua region have proposed the terms of release for the New Zealand pilot taken hostage almost 18 months ago.

The armed faction of the West Papua National Liberation Army (TPNPB) kidnapped Phillip Merhtens, a 38-year-old pilot working for the Indonesian internal feeder airline Susi Air, in February last year after he landed a small commercial plane in a remote, mountainous area.

The group has tried to use Mehrtens to broker independence from Indonesia.

It is now asking the New Zealand government, including the police and army, to escort the pilot and for local and international journalists to be involved in the release process.

Both Foreign Affairs and the minister’s office say they are aware of the proposed plan.

In a statement, they say their focus remains on securing a peaceful resolution and the pilot’s safe release.

“We continue to work closely with all parties to achieve this and will not be discussing the details publicly.”

The Guardian reports that Indonesian human rights advocate Andreas Harsono, who covers the country for Human Rights Watch, said the proposal was “realistic”, despite Indonesia’s ongoing restriction on reporters and human rights monitors in the region.

The West Papuan resistance movement OPM has blamed the tragic death of a New Zealand helicopter pilot in a remote part of the troubled Melanesian region on Indonesia’s security forces and “every nation supporting barbarity”.

In a statement today, the OPM (Free Papua Organisation) chairman-commander Jeffrey Bomanak claimed his movement had undertaken a “thorough investigation” and unilaterally rejected any implication of responsibility for the death of pilot Glen Conning.

He also expressed sincere apologies to the pilot’s family.

Bomanak said the OPM “respects civilians from Sorong to Merauke” and also from “other parts of the world”.

The Jakarta Post reports that Glen Malcolm Conning, 50, a pilot for PT Intan Angkasa Air Service, was killed yesterday after landing in a remote part of Central Papua province with two Indonesian health workers and two children, all of whom survived.

The Cartenz Peace Taskforce, assembled to deal with Papuan independence fighters, retrieved his body from the remote area and transported it to Timika near the Freeport copper and gold mine, reported the newspaper citing a military statement.

“The body of the pilot has been evacuated from the Alama district to Timika and arrived at 12:50 pm local time. The body is currently at the Mimika General Hospital for an autopsy,” Cartenz spokesman Adjutant Senior Commander Bayu Suseno said.

Mimika police head Adjutant Senior Commander I Komang Budiartha told reporters yesterday that three helicopters had been dispatched for the search effort, according to The Post.

‘Heart-broken’ for loss
RNZ Pacific reports that a statement by Natasha Conning on behalf of his family said he was truly loved by his family and friends, who he had cherished spending time with when he was not flying or being in the outdoors.

“Our hearts are broken from this devastating loss,” she said.

The OPM has been waging a low-level liberation struggle in West Papua against Jakarta since a contested UN-supervised Act of Free Choice vote in 1969 in the former Dutch colony, which has been widely condemned as a sham.

In the OPM statement today, Commander Bomanak said: “From the beginning of the brutal invasion and illegal annexation, our war of liberation is the very defence of our homeland, just as it would be for you, and as it was during WWII.”

The “barbarity” of the Indonesian military and police was well known and “illegally supported by a tyranny of vested interests — geopolitical and trade from every nation with armament exports and a resource industry that steals our natural resources”, Bomanak said.

He said the death of the New Zealand pilot was “another tragic chapter in six decades of international support for Indonesia’s crimes against humanity”.

Bomanak also criticised the New Zealand government for allowing citizens to be employed by the “rogue state”.

NZ hostage pilot
In February 2023, pro-independence fighters took another New Zealand pilot hostage. Phillip Mehrtens, 37, who was captured shortly after landing his plane in the remote mountainous area of Nduga to drop off passengers.

He has been held hostage ever since and has featured in several videos and photographs circulated by his captors.

A spokesperson for the West Papua Action Aotearoa (WPAA) group, former Green MP Catherine Delahunty, said in a statement that the killing of Conning was an “utter tragedy for his family and friends”, adding that her movement was concerned over the killing of any civilians in West Papua.

She also noted that the area of the tragedy was a “conflict zone” and that the Indonesian military had a responsibility for the safety of pilots flying there.

Delahunty said the New Zealand government needed to respond to the dangerous situation “affecting our pilots” by calling on Indonesia to allow the UN Human Rights Commissioner and foreign media into West Papua.

She said the government should stop “sitting on their hands and start negotiating with Indonesia for peace, human rights and self-determination in West Papua”.

All parties, including West Papuan pro-independence fighters who took Phillip Mehrtens hostage, want the New Zealand pilot released but freeing him is “complicated”.

In February 2023, Mehrtens, a husband and father from Christchurch, was working for Indonesian airline, Susi Air, when he landed his small Pilatus plane on a remote airstrip in Nduga Regency in the Papua highlands.

He was taken hostage by a faction of the West Papua National Liberation Army (TPNPB) commanded by warlord Eganius Kogoya.

The rebels, who also torched his aircraft, later claimed he had breached a no-fly order that they had issued for the area.

Sixteen months on, and despite failed attempts to either rescue or secure Mehrtens’ release, there’s been very little progress.

A Human Rights Watch researcher in Indonesia, Andreas Harsono, said it was a complex situation.

“It is complicated because there is no trust between the West Papuan militants and the Indonesian military,” he said.

Harsono said as far as he was aware Mehrtens was in an “alright physical condition” all things considered.

In a statement in February, the TPNPB high commander Terianus Satto said they would release Mehrtens to his family and asked for it to be facilitated by the United Nations secretary-general.

Failed rescue bid
Harsono said the situation was made more difficult through a failed rescue mission that saw casualties from both sides in April.

“Some Papuans were killed, meanwhile on the Indonesian side more than a dozen Indonesian soldiers, including from the special forces were also killed. It is complicated, there is no trust between the two sides.”

United Liberation Movement for West Papua (ULMWP) executive secretary Markus Haluk — speaking through a translator — told RNZ Pacific space for all parties, including the West Papua National Liberation Army, needed to be made to discuss Mehrtens’ release.

“They never involve TPNPB as part of the conversation so that’s why that is important to create the space, and where stakeholders and actors can come together and talk about the process of release.”

Meanwhile, in a statement sent to RNZ Pacific, a spokesperson from the Ministry of Foreign Affairs and Trade said Mehrtens’ safety and wellbeing remained MFAT’s top priority.

“We’re doing everything we can to secure a peaceful resolution and Phillip’s safe release, including working closely with the Indonesian authorities and deploying New Zealand consular staff.

“We are also supporting Phillip’s family, both here in New Zealand and in Indonesia,” the spokesperson said.

More videos appear to have been released by the West Papua National Liberation Army (TPNPB) showing New Zealand hostage Phillip Mehrtens.

The New Zealander was taken hostage more than a year ago on February 7 in Paro in the highlands of the Indonesian-ruled region of West Papua while providing vital air links and supplies to remote communities.

In the recent videos he is seen surrounded by armed men and delivers a statement, saying his “life is at risk” because of air strikes conducted by the Indonesian military.

He asks Indonesia to cease airstrikes and for foreign governments to pressure Indonesia to not conduct any aerial bombardments.

RNZ has sought comment from the Ministry of Foreign Affairs and Trade.

Earlier this year Foreign Minister Winston Peters strongly urged those holding Mehrtens to release him immediately without harm.

Peters said his continued detention served no-one’s interests.

In the last year, a wide range of New Zealand government agencies has been working extensively with Indonesian authorities and others towards securing Mehrtens release.

The response, led by the Ministry of Foreign Affairs and Trade, has also been supporting his family.

Indonesia’s military regional command in Papua has denied claims made by a pro-independence West Papuan group that abducted New Zealand pilot Phillip Mehrtens more than a year ago that the army had staged a bombing attack, The Jakarta Post reports.

Responding to a claim by the West Papua National Liberation Army (TPNPB) that aerial bombing had taken place in an area in Nduga regency where Mehrtens had been taken hostage on February 7 last year, the Indonesian Military (TNI) said it had deployed only flyby operations there.

Lieutenant Colonel Candra Kurniawan, a spokesperson for the Cendrawasih Regional Military Command in Papua province, denied that any military operation involving aerial bombs had taken place.

He said soldiers from the Nduga District Military Command 1706 only carried out routine patrols in the region.

“This [patrol] was conducted together with the local community. There has been nothing like an air strike,” Candra told the Bahasa-language Tempo on Saturday.

He also rebuffed TPNPB’s claim that TNI soldiers had engaged in a firefight with members of pro-independence group.

“Many [TNI] members are in the field serving the community, the situation is also conducive,” Colonel Candra said.

On March 30, TPNPB spokesperson Sebby Sambom said in a statement received by Tempo that the military had deployed aerial attacks using “military aircraft, helicopters and drones” and destroyed four of the group’s posts in Nduga.

Negotiations for the release of New Zealand pilot Phillip Mark Mehrtens, who has been held captive by the West Papua National Liberation Army (TPNPB) for more than a year, has been hindered by customary issues and “interference of other parties”, say the Indonesian police.

Senior Commander Faizal Ramadhani, head of the Cartenz Peace Operation, made this statement following a visit from New Zealand’s Police Attaché for Indonesia, Paul Borrel, at the operation’s command post in Timika, Mimika Regency, Central Papua Province, last Tuesday.

Mehrtens has been held by the pro-independence group since he was seized on February 7 last year.

The armed group led by Egianus Kogoya seized Mehrtens after he landed his aircraft at Paro Airport and the militant group also set fire to the plane.

The senior commander told local journalists he had conveyed this information to Borrel.

“The negotiation process is still ongoing, led by the Acting Regent of Nduga, Edison Gwijangge,” said Senior Commander Faizal.

“However, the negotiation process is hindered by various factors, including the interference of other parties and customary issues.”

The commander was not specific about the “other parties”, but it is believed that he may be referring to some calls from pro-independence groups for an intervention by the United Nations.

Negotiations ongoing
The chief of Nduga Police, Adjutant Senior Commmander VJ Parapaga, said that efforts to free the Air Susi pilot were still ongoing. He said the Nduga District Coordinating Forum (Forkopimda) was committed to resolving this case through a “family approach”.

“We bring food supplies and open dialogue regarding the release of the pilot,” said Parapaga when contacted by phone on Tuesday. He said efforts to release Phillip Mehrtens remained a top priority.

New Zealand’s Police Attaché Borrel commended the efforts made by the Cartenz Peace Operation Task Force, saying he hoped Mehrtens would be released safely soon.

“We express our condolences for the loss of the Indonesian Military (TNI) and police members during the pilot’s liberation operation,” Borrel said.

“We hope that the Cartenz Peace Operation can resolve the case as soon as possible.”

Medication delivered
Meanwhile, Papua police chief Inspector-General Mathius Fakhiri said several items requested by Merhtens had been delivered to him — including asthma medication, aromatherapy candles and disinfectants.

The armed group led by Egianus Kogoya seized Mehrtens after he landed his aircraft at Paro Airport and the militant group also set fire to the plane.

Inspector-General Fakhiri said the police always provided assistance to anyone who could deliver logistical needs or requests made by Mehrtens.

He added that the security forces were ready to help if the New Zealand pilot fell ill or needed medicine, shoes or food.

“We hope that he continues to receive logistical support so that he remains adequately supplied with food. This may also include other necessities for his well-being, including medication,” said the inspector-general.

‘Free Papua’ issue
Inspector-General Fakhiri said it had been hoped to reach an agreement in November and January.

But he said there were other parties “deliberately obstructing and hindering” the negotiations, resulting in stalled operation.

“From our perspective, they are exploiting the issue of the abduction of the Susi Air pilot as a Free Papua issue,” he said.

The inspector-general said he hoped that the New Zealand government would trust Indonesia to work towards the release of Mehrtens.

“There is a third party that always tries to approach the New Zealand government to use the hostage issue to bring in a third party. We hope that [this request] will not be entertained,” he said.

Tomorrow will mark one year since the 38-year-old New Zealander was taken hostage in Papua by independence fighters in the Nduga Regency province.

Mehrtens was taken hostage a year ago on February 7 in Paro, Papua, while providing vital air links and supplies to remote communities.

In a statement yesterday, Foreign Minister Winston Peters strongly urged the West Papuan pro-independence fighters holding Mehrtens to release him immediately without harm.

Peters said his continued detention served nobody’s interests.

“We strongly urge those holding Phillip to release him immediately and without harm,” he said.

For the last year, a wide range of New Zealand government agencies has been working extensively with Indonesian authorities and others towards securing Mehrtens release.

The response, led by the Ministry of Foreign Affairs and Trade, has also been supporting his family.

The Foreign Minister said they knew Mehrtens was able to contact some friends and family just before Christmas to assure them that he was alive and well.

He said he had spoken with the Mehrtens family recently and assured them the government was exploring all avenues to bring the pilot home.

The Human Rights Lawyers Association (PAHAM) Papua has demanded a “thorough and impartial” investigation into the death of Michelle Kurisi, a civilian involved in gathering information about a New Zealand pilot held hostage by West Papuan pro-independence fighters.

She was tragically killed on August 28 in Kolawa District, Lanny Jaya Regency, in the Mountainous Papua Province.

Following Kurisi’s killing, a statement claiming responsibility for the act was made by the West Papua National Liberation Army (TPNPB) spokesperson, Sebby Sambom.

The TPNPB alleged that the victim had collaborated with security forces and had engaged in spying activities during her visit to Nduga, where she was collecting data on refugees, including information related to the release of the New Zealand pilot Philip Mehrtens who has been held hostage by a TPNPB group since February 7.

Gustaf R. Kawer, chair of PAHAM Papua, said that the focus of the investigation should not be to find a scapegoat or advance a politically motivated narrative.

Instead, it should prioritise an independent inquiry that delved into the victim’s daily life, her occupation, work-related relationships, and her mission to Nduga, including identifying the institutions or parties she was collaborating with.

He said it was crucial to determine who was with her until she met her tragic end.

‘Close ties with police officers’
“Based on PAHAM Papua’s digital tracing and monitoring efforts,” Gustaf Kawer said in a media release, “it appears that the victim had close ties with several high-ranking police officers in Papua and was actively involved in various conflicts in the region.”

Therefore there was a pressing need for an in-depth, impartial investigation into Michelle Kurisi’s death by a neutral entity.

This would help prevent claims and narratives driven by political interests.

Kawer stressed the importance of gathering witnesses and evidence — including the victim’s digital footprint — her recent activities, and communications with various parties, particularly during her trip to Nduga.

These elements were critical in unravelling the motive behind her murder, he said.

Furthermore, the victim’s participation in a a webinar titled “Indonesia Walk Out Why?” hosted by Bishop Joshua Tewuh was noteworthy.

During this event, she expressed support for the United Liberation Movement for West Papua (ULMWP) delegation and criticised the Indonesian government strongly.

Speculation about motive
Given her recent track record, there was speculation about the motive behind her murder, Kawer said.

It was possible that her death was not solely orchestrated by the TPNPB but could involve groups with vested interests in Papua, aiming to silence her for her statements or to manipulate the narrative surrounding the Papua conflict.

In light of these circumstances, Gustaf Kawer urged the Indonesian government to establish an independent team, through the Indonesian National Human Rights Commission (Komnas HAM), to investigate cases of extrajudicial killings thoroughly.

This action was essential to prevent unfounded claims and protect civilians in Papua, whether by the TPNPB or the security forces,he said.

New Zealand pilot Phillip Mehrtens has now been held hostage in West Papua for four months. Stalled attempts to negotiate his release, and an unsuccessful Indonesian military rescue attempt, suggest a confused picture behind the scenes.

Members of the West Papua National Liberation Army (TPNPB) kidnapped Mehrtens on February 7, demanding Indonesia recognise West Papua’s independence.

The Nduga regency, where Mehrtens was taken and his plane burnt, is known for pro-independence attacks and military reprisals.

New Zealand’s Ministry of Foreign Affairs and Trade has said: “We’re doing everything we can to secure a peaceful resolution and Mr Mehrtens’ safe release, including working closely with the Indonesian authorities and deploying New Zealand consular staff.”

Meanwhile, the Indonesian military (TNI) has continued its military operation to hunt down the TPNPB — including by bombing from aircraft, according to Mehrtens in one of several “proof of life” videos released by the TPNPB.

Early negotiations
From late February, I was authorised by the TPNPB to act as an intermediary with the New Zealand government. This was based on having previously worked with pro-independence West Papuan groups and was confirmed in a video from the TPNPB to the New Zealand government.

In this capacity, I communicated regularly with a New Zealand Police hostage negotiator, including when the TPNPB changed its demands.

The TPNPB had initially said it would kill Mehrtens unless Indonesia recognised West Papua’s independence. But, after agreeing to negotiate, the TPNPB said it would save Mehrtens’ life while seeking to extract concessions from the New Zealand government.

Its current position is that New Zealand stop its citizens from working in or travelling to West Papua, and also cease military support for Indonesia.

In late May, however, frustrated by the lack of response, the TPNPB again said it would kill Mehrtens if talks were not forthcoming.

My involvement with the New Zealand government ended when I was told the government had decided to use another channel of communication with the group. As events have unfolded, my understanding is that the TPNPB did not accept this change of communication channels.

Latest in a long struggle
The TPNPB is led by Egianus Kogeya, son of Daniel Yudas Kogeya, who was killed by Indonesian soldiers in an operation to rescue hostages taken in 1996. The TPNPB is one of a small number of armed pro-independence groups in West Papua, each aligned with a faction of the Free West Papua movement.

The West Papua independence movement grew out of Dutch plans to give West Papua independence. Indonesia argued that Indonesia should be the successor to the Dutch East Indies in its entirety, and in 1963 assumed administration of West Papua with US backing. It formally incorporated West Papua in 1969, after 1035 village leaders were forced at gunpoint to vote for inclusion in Indonesia.

As a result of Indonesians moving to this “frontier”, more than 40 percent of West Papua’s population is now non-Melanesian. West Papuans, meanwhile, are second-class citizens in their own land.

Despite the territory having Indonesia’s richest economic output, West Papuans have among the worst infant mortality, average life expectancy, nutrition, literacy and income in Indonesia.

Critically, freedom of speech is also limited, human rights violations continue unabated, and the political process is riven by corruption, vote buying and violence. As a consequence, West Papua’s independence movement continues.

There have been a number of mostly small military actions and kidnappings highlighting West Papua’s claim for independence.

“Flag-raising” ceremonies and street protests have been used to encourage a sense of unity around the independence struggle.

These have resulted in attacks by the Indonesian military (TNI) and police, leading to killings, disappearances, torture and imprisonment. Human rights advocates suggest hundreds of thousands have died as a result of West Papua’s incorporation into Indonesia.

Illustrating the escalating conflict, in 2018 the TPNPB kidnapped and killed more than 20 Indonesian workers building a road through the Nduga regency. It has also killed a number of Indonesian soldiers, including some of those hunting for Mehrtens.

Negotiations stalled
TPNPB spokesperson Sebby Sambom has said foreigners were legitimate targets because their governments support Indonesia. Despite Kogeya’s initial claim that Mehrtens would be killed if demands were not met, Sambom and TPNPB diplomatic officer Akouboo Amadus Douw had responded positively to the idea of negotiation for his release.

Since talks broke down, however, the TPNPB has said there would be no further proof-of-life videos of Mehrtens. With the TPNPB’s late May statement that Mehrtens would be killed if New Zealand did not negotiate, his kidnapping seems to have reached a stalemate.

The TPNPB has told me it is concerned that New Zealand may be prioritising its relationship with Indonesia over Mehrtens and has been stalling while the TNI resolves the situation militarily.

At this stage, however, Mehrtens can still be safely released. But it will likely require the New Zealand government to make some concessions in response to the TPNPB’s demands.

Meanwhile, the drivers of the conflict remain. Indonesia continues to use military force to try to crush what is essentially a political problem.

And, while the TPNPB and other pro-independence groups still hope to remove Indonesia from West Papua, they feel they have run out of options other than to fight and to take hostages.

The president of a West Papuan advocacy group has appealed to the militants holding New Zealand pilot Philip Mehrtens hostage to free him unconditionally and unharmed, describing him as an “innocent pawn”.

United Liberation Movement for West Papua (ULMWP) president Benny Wenda said he held  “deepest concern” for the life of Mehrtens, captured on February 7 by guerillas fighting for the independence of Papua.

Fighters of the West Papua National Liberation Army (TPNPB), armed wing of the rebel West Papua Organisation (OPM), have demanded third party negotiations for independence and have recently called for Papua New Guinea Prime Minister James Marape as a “mediator”.

“Currently, the priority of all parties involved in this tragic ordeal is to help and assist the pilot to return home safely and rejoin his family and friends,” said Wenda in a statement.

He condemned the impact of the “brutal martial law” imposed by Indonesian security forces in the West Papua region.

“Philip Mehrtens’ condition is being made significantly more precarious by the Indonesian government’s refusal of outside aid and determination to use military means,” he said.

Jakarta’s aggressive stance went hand-in-hand with its increased militarisation of the region.

Mehrtens ‘innocent human being’
“Mehrtens is an innocent human being who has been unwittingly made into a pawn in a decades-old conflict between the colonial power of Indonesia and the indigenous resistance of West Papua.

“Therefore, securing Mehrtens’ safe return must be the top priority for all parties involved, as his life has been thrown into chaos through no fault of his own.”

Wenda said he was aware of a threat made by the TPNPB last week to shoot the pilot.

“It is indeed tragic that the life of the pilot is at risk, and I understand where the Liberation Army is coming from; however, I cannot comprehend why the blood of an innocent family man should be shed on our ancestral land.

“For more than 60 years, the blood of hundreds of thousands of innocent Papuans has been shed on this sacred land as a result of Indonesian military operations.

“We do not need to shed the blood of another innocent.

“As Papuans, we do not take innocent lives; nor do we have a tradition of genocide, killings, massacres, or land theft.

Peaceful resolution
“This is not a teaching handed down from our ancestors. We have dignity and tradition and as our ancestors always taught us, the killing of an innocent person is strictly prohibited.

“We believe in this, and every Papuan knows it.

Wenda said the ULMWP sought a peaceful resolution to “reclaim our stolen sovereignty”.

“This does not imply that we are weak or ineffective, nor does it indicate that the international community has turned a blind eye to the crimes committed by the Indonesian security forces.

“The world is currently watching Indonesia closely due to their inhumane treatment, barbaric behaviours, genocidal policies, ecocide, and acts of terror against our people.

In a message to the TPNPB, he warned the rebels to “reconsider the threat” made against and what the pilot’s death would “mean to his grieving family, as well as to our national liberation cause”.

“All West Papuans know that international law is on our side: Indonesia’s military occupation and initial claim on West Papua being clearly wrong under international law.

“But so too is taking the life of an innocent person who is not involved in the conflict.

Wenda said it should never be forgotten that “truth is on our side and Jakarta knows it”.

“One day we will win. Light will always overcome darkness.”

Mourning for Beanal

Meanwhile, West Papuans have mourned the death of Tom Beanal, a freedom fighter, head of the Papua Presidium Council, and leader of the Amungme Tribal Council.

Wenda said that on behalf of the ULMWP and the West Papuan people, he expressed sympathy and condolences to Beanal’s family, friends, and “everyone he inspired to join the struggle”.

Tom Beanal was a member of the Amungme tribe. Along with the Kamoro people, the Amungme have been the primary victims of the struggle over the Grasberg Mine, the world’s largest gold and second largest copper mine. It is opened and operated by the US mining company Freeport McMoran.

“Amungme and Kamoro people are the indigenous landowners – tribes who have tended and protected their forest for thousands of years. But they have been forced to watch as their lands have been destroyed, physically and spiritually, by an alliance of big corporations and the Indonesian government,” Wenda said.

An Australian author-poet and advocate for West Papuan independence has condemned a reported threat against the life of a New Zealand hostage pilot, Philip Mehrtens, held by Papuan liberation fighters and appealed to them to “keep Philip safe”.

Jim Aubrey, a human rights activist who has campaigned globally on freedom struggles in East Timor, West Papua and Tibet, declared such a threat was “not in his name”.

In a statement in English and Bahasa today, Aubrey said he would never support a “senseless and stupid act”  such as killing pilot Mehrtens, who has been held captive in the remote Papuan highlands for more than three months since February 7.

“Any acts of braggadocio and careless support by any West Papuan group and/or solidarity members of this current threat, in thinking that international governments are going to suddenly act with governance of care and respect are baseless and profoundly naive,” he said.

“The list of criminal accessories to Indonesia’s six decades of crimes against humanity is very long . . . long enough for anyone to know that they do not care.”

Aubrey said he believed that a third party, “such as an appropriate minister from Papua New Guinea who has previous and ongoing affiliation with OPM, should act as the intermediary on the ground to resolve the crisis”.

He called for immediate withdrawal of the more than 21,000 Indonesian security forces  from the Melanesian region that shares an 820 km-long land border with Papua New Guinea.

“Included in this approach is the immediate cessation of all Indonesian air and ground combat operations and the immediate exit of Indonesian defence and security forces from all conflict regions in West Papua,” he said.

Other West Papuan activists and advocates have also criticised the reported threat.

According to Reuters news agency and reports carried by the ABC in Australia and RNZ today, the West Papuan rebels had threatened to shoot 37-year-old Mehrtens if countries did not comply with their demand to start independence talks within two months.

Citing a new video released yesterday by the West Papua National Liberation Army-OPM (TPNPB-OPM) yesterday, the news reports said the fighters, who want to free Papua from Indonesian rule, kidnapped Mehrtens after he landed a commercial plane in the mountainous area of Nduga. The guerillas set the aircraft ablaze.

In the new video, a Mehrtens holds the banned Morning Star flag, a symbol of West Papuan independence, and is surrounded by Papuan fighters brandishing what one analyst said were assault rifles manufactured in Indonesia.

Mehrtens is seen talking to the camera, saying the pro-independence rebels want countries other than Indonesia to engage in dialogue on Papuan independence.

“If it does not happen within two months then they say they will shoot me,” Mehrtens said in the video, which was shared by West Papuan rebel spokesperson Sebby Sambom.

The video was verified by Deka Anwar, an analyst at the Jakarta-based Institute for Policy Analysis of Conflict (IPAC), according to the news agency reports.

A spokesperson for New Zealand’s Ministry of Foreign Affairs said in an e-mail to Reuters today that they were aware of the photos and videos circulating.

“We’re doing everything we can to secure a peaceful resolution and Mr Mehrtens’ safe release,” the spokesperson added.

Indonesia’s military spokesperson Julius Widjojono said today that the military would continue to carry out “measureable actions” in accordance with standard operating procedure.

The Indonesian Foreign Ministry did not respond to requests for comment.

Prioritising ‘peaceful negotiations’
Indonesian authorities have previously said they were prioritising peaceful negotiations to secure the release of the Susi Air pilot, but have struggled to access the isolated and rugged highland terrain.

A low-level but increasingly deadly battle for independence has been waged in the resource-rich Papua region — now split into five provinces — ever since it was controversially brought under Indonesian control in a vote overseen by the United Nations in 1969.

The conflict has escalated significantly since 2018, with pro-independence fighters mounting deadlier and more frequent attacks, largely because they have managed to procure more sophisticated weapons.

Rumianus Wandikbo of the TPNPB — the armed wing of the Free Papua Movement — called on countries such as New Zealand, Australia and Western nations to kickstart talks with Indonesia and the pro-independence fighters, reports Reuters.

“We do not ask for money…We really demand our rights for sovereignty,” he said in a separate video.

There were ten stories in a Google Alert media feed last week for “Indonesia-Australia”.

One covered illegal fishing in the Indo-Pacific claiming economic losses of more than US$6 billion a year — important indeed.

Another was an update on the plight of New Zealand pilot Philip Mehrtens, held hostage since February 7 by the Tentara Pembebasan Nasional Papua Barat (TPNPB-West Papua National Liberation Army).

This is the armed wing of the Organisasi Papua Merdeka, (OPM Free Papua Organisation) that has been pushing its cause since the 1970s.

A major story by any measure. The Indonesian military’s inability to find and safely secure the New Zealander has the potential to cause serious diplomatic rifts and great harm to all parties.

There have been unverified reports of bombs dropped from helicopters on jungle camps where the pilot may have been held with uninvolved civilians.

The other eight stories were about Queenslander Bodhi Mani Risby-Jones who had been arrested in April for allegedly going on a nude drunken rampage and bashing a local in Indonesian Aceh.

Stupidities commonplace
Had the 23-year-old surfer been a fool in his home country the yarn would have been a yawn. Such stupidities are commonplace.

But because he chose to be a slob in the strictly Muslim province of Aceh and facing  up to five years jail plus a public flogging, his plight opened the issue of cultural differences and tourist arrogance.  Small news, but legitimate.

He has now reportedly done a $25,000 deal to buy his way out of charges and pay restitution to his victim. This shows a flexible social and legal system displaying tolerance — which is how Christians are supposed to behave.

All noteworthy, easy to grasp. But more important than the threatened execution of an innocent victim of circumstances caught in a complex dispute that needs detailed explanations to understand?

Mehrtens landed a commercial company’s plane as part of his job for Susi Air flying people and goods into isolated airstrips when he was grabbed by armed men desperate to get Jakarta to pay attention to their grievances.

Ironically, Aceh where Risby-Jones got himself into strife, had also fought for independence and won. Like West Papua, it’s resource-rich so essential for the central government’s economy.

A vicious on-off war between the Gerakan Aceh Merdeka, (GAM-Free Aceh Movement) and the Indonesian military started in 1976 and reportedly took up to 30,000 lives across the following three decades.

Tsunami revived peace talks
It only ended when the 2004 Boxing Day tsunami killed 160,000  people and  former general Susilo Bambang Yudhoyono was elected president and  revived peace talks. Other countries became involved, including the European Union and Finland where the Helsinki Agreement was signed.

Both sides bowed to a compromise. GAM leaders abandoned their demands for independence, settling for “self-government” within the Indonesian state, while soldiers were withdrawn. The bombings have stopped but at the cost of personal freedoms and angering human rights advocates.

Freed from Jakarta’s control, the province passed strict Shariah laws. These include public floggings for homosexual acts, drinking booze and being close to an opposite sex person who is not a relative. Morality Police patrols prowl shady spots, alert to any signs of affection.

Australian academic and former journalist Dr Damien Kingsbury was also instrumental in getting GAM and Jakarta to talk. He was involved with the West Papua standoff earlier this year but New Zealand is now using its own to negotiate.

Dr Kingsbury told the ABC the situation in West Papua is at a stalemate with neither Wellington nor Jakarta willing to make concessions. The Indonesian electorate has no truck for “separatists” so wants a bang-bang fix. NZ urges a softly-slowly approach.

A TPNPB spokesperson told the BBC: “The Indonesian government has to be bold and sit with us at a negotiation table and not [deploy] military and police to search for the pilot.”

The 2005 Aceh resolution means the Papua fighters have a strong model of what is possible when other countries intervene. So far it seems none have dared, fearing the wrath of nationalists who believe Western states, and particularly Australia, are trying to “Balkanise”  the “unitary state” and plunder its riches.

Theory given energy
This theory was given energy when Australia supported the 1999 East Timor referendum which led to the province splitting from Indonesia and becoming a separate nation.

Should Australia try to act as a go-between in the Papua conflict, we would be dragged into the upcoming Presidential election campaign with outraged candidates thumping lecterns claiming outside interference. That is something no one wants but sitting on hands won’t help Mehrtens.

In the meantime, Risby-Jones, whose boorish behaviour has confirmed Indonesian prejudices about Australian oafs, is expected to be deported.

Mehrtens will only get to tell his tale if the Indonesian government shows the forbearance displayed by the family of Edi Ron.  The Aceh fisherman needed 50 stitches and copped broken bones and an infected foot from his Aussie encounter, but he still shook hands.

After weeks in a cell the surfer has shown contrition and apologised. Australian ‘”proceedings of crime” laws should prevent him earning from his ordeal.

If the Kiwi pilot does get out alive, he deserves the media attention lavished on the Australian. This might shift international interest from a zonked twit to the issue of West Papua’s independence and remind diplomats that if Jakarta could bend in the far west of the archipelago,  why not in the far east?

Lest Indonesians forget:  Around 100,000 revolutionaries died during the four-year war against the returning colonial Dutch after Soekarno proclaimed independence in 1975. The Dutch only retreated after external pressure from the US and Australia.

Free Papua Organisation (OPM) leader Jeffrey Bomanak has appealed for Papua New Guinea Prime Minister James Marape to become a “neutral intermediary” to negotiate between the Indonesian government and the West Papuan rebels holding a New Zealand pilot hostage for his release.

He has called in a statement today for the safe transfer of 37-year-old Philip Mehrtens, a flight captain working for Indonesia’s Susi Air who was seized at a remote airstrip in the central highlands on February 7, to a “secure location in Papua New Guinea”.

If Prime Minister Marape could not “come to the assistance of Captain Mehrtens”, Bomanak requested another PNG politician instead “because we are both Melanesian people”.

“We would be very comfortable with [MPs] Belden Namah, Lhuter Wengge, Gary Juffa, or Powes Parkop. We trust them.”

In February, the PNG government successfully resolved a hostage crisis by negotiating freedom for three captives, including a NZ professor living in Australia.

This was one of three points cited in the OPM statement needed to “end the hostage crisis peacefully”.

“However, more miracles will be required for Indonesia to cease the genocide of my people, the destruction of our land and homes, and the plunder of our spectacular natural resources,” Bomanak added.

Two other conditions
The other two OPM conditions for a peaceful resolution are:

• The Indonesian government must “open up” and talk to the OPM as the official political body of the West Papua National Liberation Army (TPNPB); and
• Cease air and ground bombing and combat operations, and withdraw all Indonesian defence and security forces from all conflict areas.

Clarifying a TPNPB video released yesterday that purported to show Mehrtens saying that if negotiations on independence for West Papua did not start within two months he was at risk of being shot by the rebels seeking independence for the Melanesian region, Bomanak blamed the Indonesian authorities over the impasse.

“If the Indonesian government continues to carry out military operations and the New Zealand government does not take persuasive steps, the OPM will not be held responsible when something happens to the life of Captain pilot Philip Mehrtens as a result of the ongoing air and ground combat operations by Indonesia’s defence forces.”

Bomanak called on the Jakarta government to have compassion, adding: “Unfortunately, when there are six decades of Indonesia’s crimes against my people, to think Jakarta can act in any way compassionate is almost [an] impossible expectation. It would be a miracle!”

The OPM fighters have been struggling in a low-level insurgency for independence from Indonesia since 1969.

However, the struggle has gained a new intensity in the past five years with more sophisticated weapons and strategies. This has coincided with mounting peaceful civil resistance to Indonesian rule.

A New Zealand advocacy group has appealed to the government to heed the call of West Papuan church leaders for Indonesia to withdraw security forces and impose a “humanitarian pause” while negotiating for the release of captive pilot Philip Merhtens.

Mehrtens, a 37-year-old New Zealander working for the Indonesian local airline Susi Air, has been held hostage since February 7 when West Papuan National Liberation Army (TPNPB) rebels captured him and set his aircraft ablaze.

West Papua Action Aotearoa (WPAA) wrote an open letter at the weekend to Prime Minister Chris Hipkins and Foreign Minister Nanaia Mahuta asking the government to support the churches’ appeal.

The group has also asked the government to call on Jakarta to allow the UN High Commissioner for Human Rights to visit West Papua given the gravity of the current crisis with mounting human rights violations.

They want an independent third party to be involved in the talks with the TPNPB to “achieve a peaceful solution to the impasse”.

The open letter, signed by WPAA’s Maire Leadbeater, Reverend Brian Turner and Catherine Delahunty, was endorsed by16 local organisations and community leaders, 10 international organisations and community leaders, and 14 individuals.

We know that you share our deep concern for the safety and wellbeing of pilot Philip Mehrtens who was abducted by the West Papua National Liberation Army (TPNPB) on 7 February 2023. In the succeeding weeks fears for Philip’s safety and that of the local community have escalated as more and more military have poured into the Nduga area. Tragically there have been several killings on both sides. Villagers have been forced to flee their homes and food gardens, risking their health in a desperate effort to escape the conflict.

We are especially worried currently because the Indonesian authorities have announced proposal to implement a “combat alert operation” in the area. There have been reports, including from Philip Mehrtens himself, of bombing in the area. This military heavy approach will only extend the cycle of violence and instil more fear and resentment toward the government.

As you know, West Papuan resistance to Indonesian rule dates from 1963 when Indonesia first took administrative control of the region. The armed resistance movement, the Free Papua Movement, or OPM, was formed as early as 1965, and their struggle has been ongoing since that time. In more recent years, peaceful forms of resistance have increased. This is a very welcome development, but unfortunately Indonesia fails to tolerate even the most peaceful forms of dissent such as vigils and prayer meetings. In the last few days peaceful pro-Papuan rights demonstrations have been broken up by police in Bali, Makassar and in Jayapura.

From what we know New Zealand has approached this difficult situation in the spirit of trying to resolve the situation peacefully and through dialogue and negotiation. We strongly support this approach. We deeply regret that Indonesia’s hard-line approach has come at a time when the TPNPB were signalling a more flexible approach to negotiation.

We commend to your attention the statement of influential Church leaders in West Papua. Catholic Bishop Yanuarius You, who is himself Papuan, has joined with his fellow Protestant Church leaders to call for a withdrawal of troops and to chart a way forward to peace. Bishop You said on 26 April:

We do not want civilian casualties, therefore, with utmost respect, we ask the President of the Republic of Indonesia to strongly order the military commander to withdraw troops from Papua. And it is necessary to take a humanitarian approach, namely through negotiations.

The Church leaders have offered their services as trusted leaders in the Papuan Community and have called on all parties to observe a “humanitarian pause” to enable successful negotiation to proceed.

As the Church leaders pointed out the withdrawal of security forces should be seen as the application of a “very noble face”, because it would promote the dignity of every human being.

We believe that there is also a need for the involvement of a neutral international agency, such as the United Nations and/or other skilled and experienced international negotiating body.

We therefore appeal to you to:

• take up the call of the Church leaders for the withdrawal of forces and a “humanitarian pause” in your ongoing negotiations with the Government of Indonesia and the TPNPB aimed at the release of New Zealand citizen Philip Mehrtens.
• Call on Indonesia to allow the UN High Commissioner for Human Rights to visit West Papua urgently because of the gravity of the present situation.
• Call on Indonesia to allow an external party to be involved in the talks with the West Papua Liberation Army (TPNPB) in order to achieve a peaceful solution to the impasse.

As part of an Indonesian-backed disinformation and troll campaign against West Papuan pro-independence activists, a Facebook page has emerged making bitter and slanderous attacks on campaigners, Papuan exiles and media people in the Pacific region.

Among the targets for this page — dubbed “View Information”, purportedly based in the Vanuatu capital of Port Vila — are Pacific Council of Churches general secretary Reverend James Bhagwan over a “false campaign” on Papua, and Australian-based Indonesian human rights lawyer Veronica Koman who is accused of being “an imposter”.

Other targets include London-based United Liberation Movement for West Papua (ULMWP) president Benny Wenda for “masterminding the Wamena riots” in 2019, Canberra-based youth advocate and activist Ronny Kareni for “cultural mockery” and New Zealand academic and journalist David Robie.

I am accused of “continuously meeting” Benny Wenda to discuss issues relating to Papua and of “ignorance and prejudice”.

True, I did meet Benny when we hosted him at the Pacific Media Centre during his New Zealand visits in 2013 and 2017 and our team interviewed him at the time. Indeed, he was interviewed by several journalists and appeared on a number of programmes such as RNZ Pacific.

He does an extremely impressive job as a tireless and impassioned advocate for his indigenous people and independence.

One of the regular themes of the View Information page is the plight of the New Zealand pilot, Philip Mehrtens, being held hostage since February 7 by pro-independence fighters of the West Papua National Liberation Army (TPNPB-OPM).

Broker negotiations
Originally the fighters wanted New Zealand to broker negotiations with the Indonesian government in Jakarta, but the military and political authorities have refused to talk, endangering the life of the Susi Air pilot.

“Philip Mark Mehrtens is a human being and deserve[s] medical attentions [sic] as we do not know under what conditions he is living in. This sepratist [sic] are abusing his freedom and holding him against his consent and will,” says View Information.

“Isn’t this an abuse of human rights?

“[These] separatists are abusing his right to freedom from being held as a captive for unreasonable grounds. He is treated as some kind of product in a grocery store.”

About the Pacific Conference of Churches (PCC), View Information page claims: “PCC considers Papuans as [a] product or commodity in grocery stores.” That phrase again!

“PCC has become a parody conquistador for the religious groups in the Pacific and a sign of betrayal to the Papuans.

“Papuans are this cheap that the PCC has to sell them for money.

“Say no to PCC before it is too late.”

Riots ‘mastermind’
About the 2019 rioting in Wamena and across the region characterised by advocates of an independent West Papua as the “Papuan Rising” and likened to the Arab Spring: “The Papua Extremist Group (ULMWP) led by Benny Wenda is the mastermind behind the West Papua riots.

“They were designed a riot exactly one day before the UN General Assembly (24/9) began with student access campaign.”

Like most of the other claims on this FB page, there is not a single source given in any attempt to back up the hostile statements. Genuine information about the ULMWP is available here.

About the United Nations, View Information claims: “The UN has never declared there is genocide taking place in Papua or West Papua. It has addressed issues of civilians being killed by the armed separatists in Nduga Regency.”

This another lie. The UN has reported about allegations of “slow genocide” in Papua in 2014 and on other occasions, and last year UN special rapporteurs reported on the “shocking abuses against Indigenous Papuans”. There have been countless such reports and a 2018 agreement by Jakarta for the UN Commissioner for Human Rights to visit Papua to make an independent report has never materialised.

A feature of this propaganda page is the wild and sweeping statements and allegations without a shred of evidence. No information about the “publishers” or “writers” is divulged, although it claims to provide “factual, balanced, quality and fair reporting”.

Jakarta causing confusion
Jakarta’s misinformation campaign that has been causing confusion throughout the world has been stepped up in recent months.

“Indonesian intelligence has allocated considerable funds globally, especially in Oceania, to target and discredit any person or institution sharing information about the genocide in West Papua,” says Yamin Kogoya, a regular contributor and commentator for Asia Pacific Report.

“The same thing is happening inside West Papua – the spreading of fake, false information often under the names of OPM, ULMWP and other groups advocating for a free West Papua.

“The internationalisation of West Papua’s issue has been Jakarta’s primary concern, knowing how they stole it — West Papua’s sovereignty — 60 years ago.”
