When it comes to press freedom, he has kept his word, extending the war on the press he launched while running for his first term with grave attacks on access to reliable information worldwide.

Reporters Without Borders (RSF), which monitors “press freedom predators” worldwide, has compiled a timeline of his administration’s assaults on the media in the past year and warns that he risks sinking to the levels of authoritarian regimes.

President Trump’s hostility towards the media predates his return to the White House in 2025. For the past 10 years, he has labelled journalists and media outlets he disagrees with as “the enemy of the people” and “fake news”.

His attacks coincide with a broader decline in the news media’s public esteem: according to Gallup, only 28 percent of Americans have a “great deal” or “fair amount” of trust in the media.

In his second term in office, though, Trump has matched his history of violent rhetoric with a series of concrete actions that have severely damaged freedom of the press in the United States and around the world.

In the past 12 months, he has censored government data, dismantled America’s public broadcasters, weaponised independent government agencies to punish media that criticise his actions, halted aid funding for media freedom internationally, sued disfavored outlets, applied pressure to install cronies to lead others, and more

These actions echo the anti-press measures of the ruthless dictators in the “political” category of the 2025 Press Freedom Predators List, such as President Daniel Ortega in Nicaragua and Russian President Vladimir Putin.

Similar alarming levels
RSF is concerned that Trump’s increasingly authoritarian tactics could eventually descend to similarly alarming levels.

The Press Freedom Predators List exposes systemic attempts to silence the free press by highlighting actors who wield an outsized, harmful influence on press freedom in five categories: political, security, legal, economic and social.

Federal Communications Commission (FCC) Chairman Brendan Carr has already made the 2025 list in the “legal” category, while Trump-aligned tech mogul Elon Musk was featured in the “economic” category.

Pacific Media Watch supports the call by the Paris-based global media freedom watchdog Reporters Without Borders (RSF) for justice for the victims of crimes against journalists in Gaza, and its demand for immediate access to the Palestinian enclave for exiled journalists and foreign press.

The ceasefire agreement between Israel and Hamas, confirmed on Friday, 10 October 2025, came after two years of unprecedented massacres against the press in Gaza.

Since October 2023, the Israeli army has killed nearly 220 journalists, including at least 56 slain due to their work.

Reporters Without Borders (RSF), which has filed five complaints with the International Criminal Court, has called in a statement for justice for the victims, and the urgent evacuation of media professionals who wish to leave.

The ceasefire agreement in Gaza under US President Donald Trump’s peace plan has so far failed to produce an end to the media blockade imposed on the besieged Palestinian territory.

According to RSF information, several bombings struck the north of Gaza on the day the agreement was announced, 9 October. One of them wounded Abu Dhabi TV photojournalist Arafat al-Khour while he was documenting the damage in the Sabra neighbourhood in the centre of Gaza City.

While the agreement approved by the Israeli government and Hamas leaders allows humanitarian aid to enter Gaza, it does not explicitly mention authorising access for the foreign press or the possibility of evacuating local journalists.

‘Absolute urgency’
Jonathan Dagher, head of the RSF Middle East Desk, said in a statement: “The relief of a ceasefire in Gaza must not distract from the absolute urgency of the catastrophic situation facing journalists in the territory.

“Nearly 220 of them have been killed by the Israeli army in two years, and the reporters still alive in Gaza need immediate care, equipment and support. They also need justice — more than ever.

“If the impunity for the crimes committed against them continues, they will be repeated in Gaza, Palestine and elsewhere in the world. To bring justice to Gaza’s reporters and to protect the right to information around the world, we demand arrest warrants for the perpetrators of crimes against our fellow journalists in Gaza.

“RSF is counting on the International Criminal Court (ICC) to act on the complaints we filed for war crimes committed against these journalists. It’s high time that the international community’s response matched the courage shown by Palestinian reporters over the past two years.”

Since the start of the Israeli offensive in Gaza in October 2023, the Israeli army has killed nearly 220 journalists in the besieged territory. At least 56 of these victims were directly targeted or killed due to their work, according to RSF, which has filed five complaints with the International Criminal Court (ICC) in the past two years, seeking justice for these journalists and end impunity for the crimes against them.

In addition to killing news professionals on the ground and in their homes, the Israeli army has also targeted newsrooms, telecommunications infrastructure and journalistic equipment.

Famine hits journalists
Famine continues to afflict civilians in the Strip, including journalists, yet aid is barely trickling in and all communication services have been destroyed by two years of bombing.

On October 9, Israeli authorities and Hamas leaders reached a 20-point ceasefire agreement in Cairo, Egypt’s capital, as part of Donald Trump’s plan to establish “lasting peace” in the region.

This is the second ceasefire in Gaza since 7 October 2023, the first put in place at the beginning of the year and broken in March 2025, shortly after a strike killed the renowned Al Jazeera journalist Hossam Shabat.

Israel is ranked 112th among the 180 nations surveyed by the annual RSF World Press Freedom Index and Palestine is 163rd.

On August 25, one of these strikes targeted a building in the al-Nasser medical complex in central Gaza, a known workplace for reporters, killing five journalists and staff members of local and international media outlets such as Reuters and the Associated Press.

Two weeks earlier, on the night of August 10, an Israeli strike killed six reporters, including Al Jazeera correspondent Anas al-Sharif, who was the intended target.

According to RSF data, more than 210 journalists have been killed by the Israeli army in the Gaza Strip in nearly 23 months of Israeli military operations in the Palestinian territory.

At least 56 of them were intentionally targeted by the Israeli army or killed while doing their job. This ongoing massacre of Palestinian journalists requires a large-scale operation highly visible to the general public.

With this unprecedented mobilisation planned for today, RSF renews its call for urgent protection for Palestinian media professionals in the Gaza Strip, a demand endorsed by over 200 media outlets and organisations in June.

Independent access
The NGO also calls for foreign press to be granted independent access to the Strip, which Israeli authorities have so far denied.

More than 150 press freedom advocacy groups and international newsrooms have joined Reporters Without Borders (RSF) and the Committee to Protect Journalists (CPJ) in issuing a public appeal demanding that Israel grant foreign journalists immediate, independent and unrestricted access to the Gaza Strip.

The organisations are also calling for the full protection of Palestinian journalists, nearly 200 — the Gaza Media Office says more than 230 — of whom have been killed by the Israeli military over the past 20 months.

For more than 20 months, Israeli authorities have barred foreign journalists from entering the Gaza Strip, says RSF in a media release.

During the same period, the Israeli army killed nearly 200 Palestinian journalists in the blockaded territory, including at least 45 slain for their work.

Palestinian journalists who continue reporting — the only witnesses on the ground — are facing unbearable conditions, including forced displacement, famine, and constant threats to their lives.

This collective appeal, launched by RSF and CPJ, brings together prominent news outlets from every continent demanding the right to send correspondents into Gaza to report alongside Palestinian journalists.

The signatories include Asia Pacific Report from Aotearoa New Zealand.

“The media blockade imposed on Gaza, combined with the massacre of nearly 200 journalists by the Israeli army, is enabling the total destruction and erasure of the blockaded territory,” said RSF director-general Thibaut Bruttin.

“Israeli authorities are banning foreign journalists from entering and ruthlessly asserting their control over information.

“This is a methodical attempt to silence the facts, suppress the truth, and isolate the Palestinian press and population.

“We call on governments, international institutions and heads of state to end their complicit silence, enforce the immediate opening of Gaza to foreign media, and uphold a principle that is frequently trampled — under international humanitarian law, killing a journalist is a war crime.

“This principle has been violated far too often and must now be enforced.”

The media blockade on Gaza persists despite repeated calls from RSF to guarantee foreign journalists independent access to the Strip, and legal actions such as the Foreign Press Association’s (FPA) petition to the Israeli Supreme Court.

Palestinian journalists, meanwhile, are trapped, displaced, starved, defamed and targeted due to their work.

Those who have survived this unprecedented massacre of journalists now find themselves without shelter, equipment, medical care or even food, according to a CPJ report. They face the risk of being killed at any moment.

To end the enduring impunity that allows these crimes to continue, RSF has repeatedly referred cases to the International Criminal Court (ICC), urging it to investigate alleged war crimes committed against journalists in Gaza by the Israeli army.

RSF also provides aid to Palestinian journalists on the ground — particularly in Gaza — through partnerships with local organisations such as ARIJ (Arab Reporters for Investigative Journalism).

This partnership provides Palestinian journalists with psychological and professional support, ensuring the continued publication of high-quality reporting despite the blockade and the risks.

Through this cooperation, RSF reaffirms its commitment to defending independent, rigorous journalism — even under the most extreme conditions.

Journalists have been targeted, detained and tortured by the Israeli military in Gaza — and Reporters Without Borders (RSF) has now taken a new approach towards bringing justice these crimes.

The Paris-based global media freedom NGO has submitted multiple formal requests to the International Criminal Court (ICC) asking that Palestinian journalists who are victims of Israeli war crimes in Gaza be allowed to participate as such in international judicial proceedings.

If granted this status, these journalists would be able to present the ICC with the direct and personal harm they have suffered at the hands of Israeli forces, reports RSF.

RSF has filed four complaints with the ICC concerning war crimes committed against journalists in Gaza and recently joined director Sepideh Farsi at the Cannes Film Festival to pay tribute to Fatma Hassoun, a photojournalist killed by the Israeli army after it was revealed she was featured in the documentary film Put Your Soul on Your Hand and Walk.

After filing the four complaints with the ICC concerning war crimes committed against journalists in Gaza since October 2023, RSF is resolutely continuing its efforts to bring the issue before international justice.

The NGO has submitted several victim participation forms to the ICC so that Gazan journalists can participate in the legal process as recognised victims, not just as witnesses.

Being officially recognised as victims is a first step toward justice, truth, and reparations — and it is an essential step toward protecting press freedom and journalistic integrity in conflict zones.

Nearly 200 journalists killed
Since October 2023, Israeli armed forces have killed nearly 200 journalists in Gaza — the Gaza Media Office says more than 215 journalists have been killed — at least 44 of whom were targeted because of their work, according to RSF data.

Not only are foreign journalists barred from entering the blockaded Palestinian territory, but local reporters have watched their homes and newsrooms be destroyed by Israeli airstrikes and have been constantly displaced amid a devastating humanitarian crisis.

Need to rebuild media
Gazan journalists have been working in makeshift newsrooms in tents set up near hospitals in order to have access to electricity and internet.

Despite their incredible hardship, they have continued to inform the world from a devastating landscape.

“If the ceasefire agreement is to translate into lasting peace, considerable resources will need to be allocated to rebuilding the infrastructure of Gaza’s media,” RSF said in a statement.

This reconstruction cannot take place without concrete action against impunity for the crimes Israel continued committing for over a year.

On 24 September 2024, RSF filed its fourth complaint with the ICC for war crimes committed against journalists in Gaza by the Israeli army; the first complaint was filed on 1 November 2023.

Arrests in West Bank, pressure in Israel
Overshadowed by Israel’s offensive in Gaza, the West Bank has been the target of multiple abuses by Israeli authorities and settlers that did not spare journalists and media outlets.

According to RSF’s 2024 Round-up, the arrests of Palestinian journalists in the West Bank have made Israel one of the world’s largest jails for media professionals.

The far-right Israeli government has used the state of war as an excuse to strengthen its grip on the media landscape.

In an op-ed published in Haaretz, The Seventh Eye and Le Monde, RSF condemned draft laws that repress the media as well as the intimidation of Israeli journalists who criticise their government’s actions.

The global media freedom watchdog Reporters Without Borders (RSF) has revealed an “alarming intensification of attacks on journalists” in its 2024 annual roundup — especially in conflict zones such as Gaza.

Gaza stands out as the “most dangerous” region in the world, with the highest number of journalists murdered in connection with their work in the past five years.

Since October 2023, the Israeli military have killed more than 145 journalists, including at least 35 whose deaths were linked to their journalism, reports RSF.

Also 550 journalists are currently imprisoned worldwide, a 7 percent increase from last year.

“This violence — often perpetrated by governments and armed groups with total impunity — needs an immediate response,” says the report.

“RSF calls for urgent action to protect journalists and journalism.”

Asia second most dangerous
Asia is the second most dangerous region for journalists due to the large number of journalists killed in Pakistan (seven) and the protests that rocked Bangladesh (five), says the report.

“Journalists do not die, they are killed; they are not in prison, regimes lock them up; they do not disappear, they are kidnapped,” said RSF director-general Thibaut Bruttin.

“These crimes — often orchestrated by governments and armed groups with total impunity — violate international law and too often go unpunished.

“We need to get things moving, to remind ourselves as citizens that journalists are dying for us, to keep us informed. We must continue to count, name, condemn, investigate, and ensure that justice is served.

“Fatalism should never win. Protecting those who inform us is protecting the truth.

A third of the journalists killed in 2024 were slain by the Israeli armed forces.

A record 54 journalists were killed, including 31 in conflict zones.

In 2024, the Gaza Strip accounted for nearly 30 percent of journalists killed on the job, according to RSF’s latest information. They were killed by the Israeli army.

More than 145 journalists have been killed in Palestine since October 2023, including at least 35 targeted in the line of duty.

RSF continues to investigate these deaths to identify and condemn the deliberate targeting of media workers, and has filed four complaints with the International Criminal Court (ICC) for war crimes committed against journalists.

RSF condemns Israeli media ‘stranglehold’
Last month, in a separate report while Israel’s war against Gaza, Lebanon and Syria rages on, RSF said Israel’s Communications Minister Shlomo Karhi was trying to “reshape” Israel’s media landscape.

Between a law banning foreign media outlets that were “deemed dangerous”, a bill that would give the government a stranglehold on public television budgets, and the addition of a private pro-Netanyahu channel on terrestrial television exempt from licensing fees, the ultra-conservative minister is augmenting pro-government coverage of the news.

RSF said it was “alarmed by these unprecedented attacks” against media independence and pluralism — two pillars of democracy — and called on the government to abandon these “reforms”.

On November 24, two new proposals for measures targeting media critical of the authorities and the war in Gaza and Lebanon were approved by Netanyahu’s government.

The Ministerial Committee for Legislation validated a proposed law providing for the privatisation of the public broadcaster Kan.

On the same day, the Council of Ministers unanimously accepted a draft resolution by Communications Minister Shlomo Kahri from November 2023 seeking to cut public aid and revenue from the Government Advertising Agency to the independent and critical liberal newspaper Haaretz.

‘Al Jazeera’ ban tightened
The so-called “Al-Jazeera law”, as it has been dubbed by the Israeli press, has been tightened.

This exceptional measure was adopted in April 2024 for a four-month period and renewed in July.

On November 20, Israeli MPs voted to extend the law’s duration to six months, and increased the law’s main provision — a broadcasting ban on any foreign media outlet deemed detrimental to national security by the security services — from 45 days to 60.

“The free press in a country that describes itself as ‘the only democracy in the Middle East’ will be undermined,” said RSF’s editorial director Anne Bocandé.

RSF called on Israel’s political authorities, starting with Minister Shlomo Karhi and Prime Minister Benyamin Netanyahu, to “act responsibly” and abandon these proposed reforms.

The Paris-based global media freedom watchdog Reporters Without Borders has condemned the assassination of Cambodian investigative environmental journalist Chhoeung Chheng who has died from his wounds.

He was shot by an illegal logger last week while investigating unlawful deforestation in the country’s northwest.

Reporters Without Borders (RSF) has urged the Cambodian government make sure this crime does not go unpunished, and to take concrete measures to protect journalists.

On 7 December 2024, journalist Chhoeung Chheng died in a hospital in Siem Reap, a city in northeastern Cambodia, from wounds suffered during an attack two days prior, RSF said in a statement.

The 63-year-old reporter, who worked for the online media Kampuchea Aphivath, had been shot in the abdomen while reporting on illegal logging in the Boeung Per nature reserve.

The Siem Reap regional government announced the arrest of a suspect the day after the attack, reports RSF.

Local media report that the suspect admitted to shooting the journalist after being photographed twice while transporting illegally logged timber.

“This murder is appalling and demands a strong response. We call on Cambodian authorities to ensure that all parties responsible for the attack are severely punished,” Cédric Alviani, RSF’s Asia-Pacific bureau director in Taipei.

“We also urge the Cambodian government to take concrete actions to end violence against journalists.”

Journalists face violence
Journalists covering illegal deforestation in Cambodia face frequent violence. In 2014, reporter Taing Try was shot dead while investigating links between security forces and the timber trade in the country’s south, reports RSF.

Press freedom in Cambodia has been steadily deteriorating since 2017, when former Prime Minister Hun Sen cracked down on independent media, forcing prominent outlets such as Voice of Democracy to shut down. The government revoked the outlet’s licence in February 2023.

One year into his rule, Prime Minister Hun Manet appears to be perpetuating the media crackdown started by his father, Hun Sen, reports RSF.

According to a recent CamboJA report, cases of legal harassment against journalists — particularly those covering environmental issues — are on the rise in Cambodia.

Having fallen nine places in two years, Cambodia is now ranked 151st out of 180 countries in RSF’s 2024 World Press Freedom Index, placing it in the category of nations where threats to press freedom are deemed “very serious”.

It was a heady week for the Paris-based global media freedom watchdog Reporters Without Borders (RSF) — celebration of seven years of its Taipei office, presenting a raft of proposals to the Taiwan government, and hosting its Asia-Pacific network of correspondents.

Director general Thibaut Bruttin and the Taipei bureau chief Cedric Alviani primed the Taipei media scene before last week’s RSF initiatives with an op-ed in the Taiwan Times by acknowledging the country’s media freedom advances in the face of Chinese propaganda.

Taiwan rose eight places to 27th in the RSF World Press Freedom Index this year — second only to Timor-Leste in the Asia-Pacific region.

But the co-authors also warned over the credibility damage caused by media “too often neglect[ing] journalistic ethics for political or commercial reasons”.

As a result, only three in 10 Taiwanese said they trusted the news media, according to a Reuters Institute survey conducted in 2022, one of the lowest percentages among democracies.

“This climate of distrust gives disproportionate influence to platforms, in particular Facebook and Line, despite them being a major vector of false or biased information,” Bruttin and Alviani wrote.

“This credibility deficit for traditional media, a real Achilles heel of Taiwanese democracy, puts it at risk of being exploited for malicious purposes, with potentially dramatic consequences.”

Press freedom programme
At a meeting with Taiwanese President Lai Ching-te and senior foreign affairs officials, Bruttin and his colleagues presented RSF’s innovative programme for improving press freedom, including the Journalism Trust Initiative (JTI), the first ISO-certified media quality standard; the Paris Charter on Artificial Intelligence and Journalism; and the Propaganda Monitor, a project aimed at combating propaganda and disinformation worldwide.

The week also highlighted concerns over the export of the China’s “New World Media Order”, which is making inroads in some parts of the Asia-Pacific region, including the Pacific.

At the opening session of the Asia-Pacific correspondents’ seminar, delegates referenced the Chinese disinformation and assaults on media freedom strategies that have been characterised as the “great leap backwards for journalism” in China.

“Disinformation — the deliberate spreading of false or biased news to manipulate minds — is gaining ground around the world,” Bruttin and Alviani warned in their article.

“As China and Russia sink into authoritarianism and export their methods of censorship and media control, democracies find themselves overwhelmed by an incessant flow of propaganda that threatens the integrity of their institutions.”

Both Bruttin and Alviani spoke of these issues too at the celebration of the seventh anniversary of the Asia-Pacific office in Taipei.

Why Taipei? Hongkong had been an “likely choice, but not safe legally”, admitted Bruttin when they were choosing their location, so the RSF team are happy with the choice of Taiwan.

Hub for human rights activists
“I think we were among the first NGOs to have established a presence here. We kind of made a bet that Taipei would be a hub for human rights activists, and we were right.”

About 200 journalists, media workers and press freedom and human rights advocates attended the birthday bash in the iconic Grand Hotel’s Yuanshan Club. So it wasn’t surprising that there was a lot of media coverage raising the issues.

In an interview with Voice of America’s Joyce Huang, Bruttin was more specific about the “insane” political propaganda threats from China faced by Taiwan.

However, Taiwan “has demonstrated resilience and has rich experience in resisting cyber information attacks, which can be used as a reference for the world”.

Referencing China as the world’s “biggest jailer of journalists”, Bruttin said: “We’re very worried, obviously.” He added about some specific cases: “We’ve had very troublesome reports about the situation of Zhang Zhan, for example, who was the laureate of the RSF’s [2021 press freedom] awards [in the courage category] and had been just released from jail, now is sent back to jail.

“We know the lack of treatment if you have a medical condition in the Chinese prisons.

“Another example is Jimmy Lai, the Hongkong press freedom mogul, he’s very likely to die in jail if nothing happens. He’s over 70.

“And there is very little reason to believe that, despite his dual citizenship, the British government will be able to get him a safe passage to Europe.”

Problem for Chinese public
Bruttin also expressed concern about the problem for the general public, especially in China where he said a lot of people had been deprived of the right to information “worthy of that name”.

“And we’re talking about hundreds of millions of people. And it’s totally scandalous to see how bad information is treated in the People’s Republic of China.”

Seventeen countries in the Asia-Pacific region were represented in the network seminar.

Representatives of Australia, Cambodia, Hongkog, Indonesia, Japan, Myanmar, Mongolia, New Zealand, Papua New Guinea, Philippines, South Korea, Tibet, Thailand and Vietnam were present. However, three correspondents (Malaysia, Singapore and Timor-Leste) were unable to be personally present.

Discussion and workshop topics included the RSF Global Strategy; the Asia-Pacific network and the challenges being faced; best practice as correspondents; “innovative solutions” against disinformation; public advocacy (for authoritarian regimes; emerging democracies, and “leading” democracies); “psychological support” – one of the best sessions; and the RSF Crisis Response.

What about Oceania (including Australia and New Zealand) and its issues? Fortunately, the countries being represented have correspondents who can speak our publicly, unlike some in the region facing authoritarian responses.

Australia
Australian correspondent Dr Joseph M Fernandez, visiting associate professor at Curtin University and author of the book Journalists and Confidential Sources: Colliding Public Interests in the Age of the Leak, notes that Australia sits at 39th in the RSF World Press Freedom Index — a drop of 12 places from the previous year.

“While this puts Australia in the top one quarter globally, it does not reflect well on a country that supposedly espouses democratic values. It ranks behind New Zealand, Taiwan, Timor-Leste and Bhutan,” he says.

“Australia’s press freedom challenges are manifold and include deep-seated factors, including the influence of oligarchs whose own interests often collide with that of citizens.

“While in opposition the current Australian federal government promised reforms that would have improved the conditions for press freedom, but it has failed to deliver while in government.

“Much needs to be done in clawing back the over-reach of national security laws, and in freeing up information flow, for example, through improved whistleblower law, FOI law, source protection law, and defamation law.”

Dr Fernandez criticises the government’s continuing culture of secrecy and says there has been little progress towards improving transparency and accountability.

“The media’s attacks upon itself are not helping either given the constant moves by some media and their backers to undermine the efforts of some journalists and some media organisations, directly or indirectly.”

A proposal for a “journalist register” has also stirred controversy.

Dr Fernandez also says the war on Gaza has “highlighted the near paralysis” of many governments of the so-called established democracies in “bringing the full weight of their influence to end the loss of lives and human suffering”.

“They have also failed to demonstrate strong support for journalists’ ability to tell important stories.”

Aotearoa New Zealand
In New Zealand (19th in the RSF Index), although journalists work in an environment free from violence and intimidation, they have increasingly faced online harassment. Working conditions became tougher in early 2022 when, during protests against covid-19 vaccinations and restrictions and a month-long “siege” of Parliament, journalists were subjected to violence, insults and death threats, which are otherwise extremely rare in the country.

Research published in December 2023 revealed that high rates of abuse and threats directed at journalists put the country at risk of “mob censorship” – citizen vigilantism seeking to “discipline” journalism. Women journalists bore the brunt of the online abuse with one respondent describing her inbox as a “festering heap of toxicity”.

While New Zealand society is wholeheartedly multicultural, with mutual recognition between the Māori and European populations enshrined in the 1840 Treaty of Waitangi, this balance is under threat from a draft Treaty Principles Bill.

The nation’s bicultural dimension is not entirely reflected in the media, still dominated by the English-language press. A rebalancing is taking place, as seen in the success of the Māori Television network and many Māori-language programmes in mass media, such as Te Karere, The Hui and Te Ao Māori News.

Media plurality and democracy is under growing threat with massive media industry cuts this year.

New Zealand media also play an important role as a regional communications centre for other South Pacific nations, via Tagata Pasifika, Pacific Media Network and others.

Papua New Guinea
The Papua New Guinea correspondent, Belinda Kora, who is secretary of the revised PNG Media Council and an ABC correspondent in Port Moresby, succeeded former South Pacific Post Ltd chief executive Bob Howarth, the indefatigable media freedom defender of both PNG and Timor-Leste.

Currently PNG (91st in the RSF Index) is locked in a debate over a controversial draft government media policy – now in its fifth version – that critics regard as a potential tool to crack down on media freedom. But Kora is optimistic about RSF’s role.

“I am excited about what RSF is able and willing to bring to a young Pacific region — full of challenges against the press,” she says.

“But more importantly, I guess, is that the biggest threat in PNG would be itself, if it continues to go down the path of not being able to adhere to simple media ethics and guidelines.

“It must hold itself accountable before it is able to hold others in the same way.

“We have a small number of media houses in PNG but if we are able to stand together as one and speak with one voice against the threats of ownership and influence, we can achieve better things in future for this industry.

“We need to protect our reporters if they are to speak for themselves and their experiences as well. We need to better provide for their everyday needs before we can write the stories that need to be told.

“And this lies with each media house.

The biggest threat for the Pacific as a whole? “I guess the most obvious one would be being able to remain self-regulated BUT not being accountable for breaching our individual code of ethics.

“Building public trust remains vital if we are to move forward. The lack of media awareness also contributes to the lack of ensuring media is given the attention it deserves in performing its role — no matter how big or small our islands are,” Kora says.

“The press should remain free from government influence, which is a huge challenge for many island industries, despite state ownership.

Kora believes that although Pacific countries are “scattered in the region”, they are able to help each other more, to better enhance capacity building and learning from their mistakes with collaboration.

“By collaborating in our efforts in seeking the truth behind many of our big stories that is affecting our people. This I believe will enable us to improve our performance and accountability.”

Example to the region
Meanwhile, back in Taiwan on the day that RSF’s Thibaut Bruttin flew out, he gave a final breakfast interview to China News Agency (CNA) reporter Teng Pei-ju who wrote about the country building up its free press model as an example to the region.

“Taiwan really is one of the test cases for the robustness of journalism in the world,” added Bruttin, reflecting on the country’s transformation from an authoritarian regime that censored information into a vibrant democracy that fights disinformation.

The Paris-based Reporters Without Borders global media freedom watchdog has announced that it is deeply saddened by the death of its secretary-general, Christophe Deloire, following a battle with cancer. He was 53.

Christophe Deloire, who died last Saturday, had held the post since 2012 and for 12 years transformed the association, marked by renewed growth and impact, into a global champion for the defence of journalism.

Founding president of the Forum on Information and Democracy since 2018 and appointed general delegate of the États Généraux de l’Information in 2023, Christophe Deloire was a tireless defender, on every continent, of the freedom, independence and pluralism of journalism, in a context of information chaos.

Journalism was his life’s struggle, which he fought with unshakeable conviction, said RSF in a statement.

Many of those media freedom defenders working in the Asia-Pacific region, including Pacific Media Watch, met him at a regional collaboration in Paris in 2018.

Under Deloire’s leadership, RSF had stepped up advocacy for media freedom in the Pacific.

Pacific Media Watch joins Reporters Without Borders in extending its deepest condolences to Deloire’s wife Perrine, his son Nathan, his parents, and all those close to him.

For Pierre Haski, chairman of RSF’s board of directors, said: “Christophe Deloire led the organisation at a crucial time for the right to information.

“His contribution to defending this fundamental right has been considerable. The board of directors shares in the grief of his family and friends.”

With murders, contract killings, ambushes, war zone deaths and fatal injuries, a staggering total of 1668 journalists have been killed worldwide in connection with their work in the last two decades (2003-2022), according to the tallies by the Paris-based global media watchdog Reporters Without Borders (RSF) based on its annual round-ups.

This gives an average of more than 80 journalists killed every year. The total killed since 2000 is 1787.

As Russia’s propaganda and crackdown on journalism continue to wreak havoc, the Paris-based global media freedom watchdog Reporters Without Borders (RSF) has released its new campaign video.

Devised and produced by the Paris-based advertising agency BETC, this powerful video takes just a few seconds to demonstrate the importance of journalism in combatting propaganda.

In the new video, Russian President Vladimir Putin’s mendacious speeches to the Russian people about the invasion of Ukraine are contrasted with images of reporters covering the war.

Only the facts reported by journalists can thwart the Kremlin’s propaganda. Like the #FightForFacts campaign video that RSF released at the end of 2020, this new video aims to get viewers to appreciate the importance of journalism in raising awareness and in motivating the public about issues that are decisive for their future.

RSF secretary-general Christophe Deloire said:

“Without journalists to cover the war in Ukraine, we would be powerless against disinformation and propaganda, we wouldn’t know whether the bombing of civilians in Ukraine was true or false, or whether the Bucha massacres really took place.

“After the world was stunned by the war in Ukraine, RSF wants to raise awareness about the other war being waged by the Kremlin, the information war.

Eight journalists have been killed in Ukraine since the start of the war.

In the occupied territories, journalists are hunted down, arrested and given an impossible choice: collaboration, prison or death.

From day one, RSF teams mobilised. In Lviv and Kyiv, press freedom centres set up by RSF provide protective equipment, first aid kits, digital safety training and psychological support to both Ukrainian and foreign journalists covering the war.

This campaign video is intended to help RSF raise part of the funds it needs to continue its work in Ukraine and the rest of the world.

Targeted at the general public, it is being carried by TV channels, shared on social media and available to all websites that want it.

And it is available in 13 languages (French, English, Spanish, Portuguese, German, Swedish, Romanian, Azeri, traditional Chinese, simplified Chinese, Korean, Japanese and Mongolian).

Bula readers. As some of you might be aware, I am a member of various media bodies and human rights international bodies such as Amnesty International and Reporters Without Borders, who do an excellent job as a watchdog on human rights and also press freedom across the globe.

Every year a Press Freedom Index is compiled and published by Reporters Without Borders which gives a ranking of 180 countries worldwide and assesses them on their press freedom records and the degree of freedom that journalists, media outlets and news organisations have in reporting.

The study is very thorough and comprehensive which gives it international credibility and is also a yardstick for gauging the true measure of freedom the press actually has in each of the nations it assesses.

Press freedom is defined as the ability of journalists as individuals and collectives to select, produce, and disseminate news in the public interest independent of political, economic, legal, and social interference and in the absence of threats to their physical and mental safety.

I am writing on press freedom to encourage our Fiji government and stakeholders that we need to do better as we have been ranked the worst nation in the Pacific for press freedom, which is really not a title to be proud of.

The evaluation criteria to get to this conclusion is a long and complex one, but to try and break it down briefly, there are the five RSF categories and indicators,

1. Political context – 33 questions and subquestions

They aim to evaluate:

• the degree of support and respect for media autonomy vis-à-vis political pressure from the state or from other political actors;
• the level of acceptance of a variety of journalistic approaches satisfying professional standards, including politically aligned approaches and independent approaches;
• the degree of support for the media in their role of holding politicians and government to account in the public interest.

2. Legal framework – 25 questions and subquestions

They concern the legislative and regulatory environment for journalists, in particular:

• the degree to which journalists and media are free to work without censorship or judicial sanctions, or excessive restrictions on their freedom of expression;
• the ability to access information without discrimination between journalists, and the ability to protect sources;
• the presence or absence of impunity for those responsible for acts of violence against journalists.

3. Economic context – 25 questions and subquestions

They aim to evaluate in particular:

• economic constraints linked to governmental policies (including the difficulty of creating a news media outlet, favouritism in the allocation of state subsidies, and corruption);
• economic constraints linked to non-state actors (advertisers and commercial partners);
• economic constraints linked to media owners seeking to promote or defend their business interests.

4. Sociocultural context – 22 questions and subquestions

They aim to evaluate in particular:

• social constraints resulting from denigration and attacks on the press based on such issues as gender, class, ethnicity and religion;
• cultural constraints, including pressure on journalists to not question certain bastions of power or influence or not cover certain issues because it would run counter to the prevailing culture in the country or territory.

5. Safety – 12 questions and subquestions

The questions concern journalists’ safety. For this purpose, press freedom is defined as the ability to identify, gather and disseminate news and information in accordance with journalistic methods and ethics, without unnecessary risk of:

• bodily harm (including murder, violence, arrest, detention and abduction);
• psychological or emotional distress that could result from intimidation, coercion, harassment, surveillance, doxing (publication of personal information with malicious intent), degrading or hateful speech, smears and other threats targeting journalists or their loved ones;
• professional harm resulting from, for example, the loss of one’s job, the confiscation of professional equipment, or the ransacking of installations. I felt it would be necessary to list how comprehensively thorough the organisation is in collecting information and data to make their assessment of countries and their willingness to let the public’s voice and their opinions be heard through the press without fear of reprisal.

The bad news is Fiji has a ranking of 102nd out of 180 countries in the world and to give you an example of where we are placed, just above us and in better positions are countries such as the Central African Republic, Botswana and Mongolia.

From a Pacific point of view, Papua New Guinea is ranked at 62, Tonga at 49 and Samoa at 45, which makes our ranking a national shame.

We really have some serious work in front of us to make media freedom truly something we can be proud of, because at present we are now the laughingstock of the Pacific.

Finally, we have an obligation as a nation to let our citizens have a voice and that voice is the press and the media.

Unfortunately, judging from the comprehensive and detailed ranking system that all the countries have been scrutinised under, we are falling far short of any kind of true freedom of press and freedom of media and that is the reality on the ground.

It is always a very serious issue indeed when the voices of the citizens cannot be heard and is suppressed through various laws and intimidation.

I believe we are better than this and have an obligation to improve our rankings to at the very least a satisfactory level and not one of a failed state.

What a national shame and what a sad reflection of our society in general. Take care and be safe.

Fiji has been ranked as the worst place in the Pacific region for journalists in the latest assessment by the global press freedom watchdog Reporters Without Borders (RSF).

In RSF’s 2022 World Press Freedom Index released last week, Fiji was placed 102nd out of 180 countries — receiving an overall score of 56.91 out of 100.

The country slipped by 47 places compared to its 2021 rankings when it was placed 55 out of 180 nations.

RSF changed its system of analysis this year to include a breakdown on specific categories such as legal framework and justice system, technological censorship and surveillance, disinformation and propaganda, arbitrary detention and proceedings, independence and pluralism, models and good practices, media sustainability, and violence against journalists, which partially explains Fiji’s sudden fall on the Index.

The Paris-based media watchdog said “journalists critical of the government are regularly intimidated and even imprisoned by the indestructible Prime Minister, Frank Bainimarama, in power since the military coup of 2006.”

Other countries from the region surveyed by the Index included Aotearoa New Zealand, which was ranked 11th, Australia (39th), Samoa (45th), Tonga (49th), and Papua New Guinea (62nd).

Neighbouring Timor-Leste improved 54 places to 17th.

RSF said Aotearoa New Zealand, which received an overall score of 83.54, was a “regional model” for press freedom “by having developed safeguards against political and economic influences” for journalists to conduct their work.

The yearly report was released to coincide with last week’s World Press Freedom Day on May 3.

Media decree, sedition laws
It said Fiji operated under the 2010 Media Industry Development Decree, which became law in 2018.

RSF said in an earlier report that the sedition laws in Fiji, with penalties of up to seven years in prison, were also used to foster a climate of fear and self-censorship.

“Sedition charges put the lives of three journalists with The Fiji Times, the leading daily, on hold until they were finally acquitted in 2018,” the report stated.

“Many observers believed it was the price the newspaper paid for its independence.”

Fiji was ranked 52nd in both 2020 and 2019 but was 57th in 2018.

The Fiji Media Industry Development Authority did not respond to a request for comment.
