The West Papuan resistance movement OPM has blamed the tragic death of a New Zealand helicopter pilot in a remote part of the troubled Melanesian region on Indonesia’s security forces and “every nation supporting barbarity”.

In a statement today, the OPM (Free Papua Organisation) chairman-commander Jeffrey Bomanak claimed his movement had undertaken a “thorough investigation” and unilaterally rejected any implication of responsibility for the death of pilot Glen Conning.

He also expressed sincere apologies to the pilot’s family.

Bomanak said the OPM “respects civilians from Sorong to Merauke” and also from “other parts of the world”.

The Jakarta Post reports that Glen Malcolm Conning, 50, a pilot for PT Intan Angkasa Air Service, was killed yesterday after landing in a remote part of Central Papua province with two Indonesian health workers and two children, all of whom survived.

The Cartenz Peace Taskforce, assembled to deal with Papuan independence fighters, retrieved his body from the remote area and transported it to Timika near the Freeport copper and gold mine, reported the newspaper citing a military statement.

“The body of the pilot has been evacuated from the Alama district to Timika and arrived at 12:50 pm local time. The body is currently at the Mimika General Hospital for an autopsy,” Cartenz spokesman Adjutant Senior Commander Bayu Suseno said.

Mimika police head Adjutant Senior Commander I Komang Budiartha told reporters yesterday that three helicopters had been dispatched for the search effort, according to The Post.

‘Heart-broken’ for loss
RNZ Pacific reports that a statement by Natasha Conning on behalf of his family said he was truly loved by his family and friends, who he had cherished spending time with when he was not flying or being in the outdoors.

“Our hearts are broken from this devastating loss,” she said.

The OPM has been waging a low-level liberation struggle in West Papua against Jakarta since a contested UN-supervised Act of Free Choice vote in 1969 in the former Dutch colony, which has been widely condemned as a sham.

In the OPM statement today, Commander Bomanak said: “From the beginning of the brutal invasion and illegal annexation, our war of liberation is the very defence of our homeland, just as it would be for you, and as it was during WWII.”

The “barbarity” of the Indonesian military and police was well known and “illegally supported by a tyranny of vested interests — geopolitical and trade from every nation with armament exports and a resource industry that steals our natural resources”, Bomanak said.

He said the death of the New Zealand pilot was “another tragic chapter in six decades of international support for Indonesia’s crimes against humanity”.

Bomanak also criticised the New Zealand government for allowing citizens to be employed by the “rogue state”.

NZ hostage pilot
In February 2023, pro-independence fighters took another New Zealand pilot hostage. Phillip Mehrtens, 37, who was captured shortly after landing his plane in the remote mountainous area of Nduga to drop off passengers.

He has been held hostage ever since and has featured in several videos and photographs circulated by his captors.

A spokesperson for the West Papua Action Aotearoa (WPAA) group, former Green MP Catherine Delahunty, said in a statement that the killing of Conning was an “utter tragedy for his family and friends”, adding that her movement was concerned over the killing of any civilians in West Papua.

She also noted that the area of the tragedy was a “conflict zone” and that the Indonesian military had a responsibility for the safety of pilots flying there.

Delahunty said the New Zealand government needed to respond to the dangerous situation “affecting our pilots” by calling on Indonesia to allow the UN Human Rights Commissioner and foreign media into West Papua.

She said the government should stop “sitting on their hands and start negotiating with Indonesia for peace, human rights and self-determination in West Papua”.

Negotiations for the release of New Zealand pilot Phillip Mark Mehrtens, who has been held captive by the West Papua National Liberation Army (TPNPB) for more than a year, has been hindered by customary issues and “interference of other parties”, say the Indonesian police.

Senior Commander Faizal Ramadhani, head of the Cartenz Peace Operation, made this statement following a visit from New Zealand’s Police Attaché for Indonesia, Paul Borrel, at the operation’s command post in Timika, Mimika Regency, Central Papua Province, last Tuesday.

Mehrtens has been held by the pro-independence group since he was seized on February 7 last year.

The armed group led by Egianus Kogoya seized Mehrtens after he landed his aircraft at Paro Airport and the militant group also set fire to the plane.

The senior commander told local journalists he had conveyed this information to Borrel.

“The negotiation process is still ongoing, led by the Acting Regent of Nduga, Edison Gwijangge,” said Senior Commander Faizal.

“However, the negotiation process is hindered by various factors, including the interference of other parties and customary issues.”

The commander was not specific about the “other parties”, but it is believed that he may be referring to some calls from pro-independence groups for an intervention by the United Nations.

Negotiations ongoing
The chief of Nduga Police, Adjutant Senior Commmander VJ Parapaga, said that efforts to free the Air Susi pilot were still ongoing. He said the Nduga District Coordinating Forum (Forkopimda) was committed to resolving this case through a “family approach”.

“We bring food supplies and open dialogue regarding the release of the pilot,” said Parapaga when contacted by phone on Tuesday. He said efforts to release Phillip Mehrtens remained a top priority.

New Zealand’s Police Attaché Borrel commended the efforts made by the Cartenz Peace Operation Task Force, saying he hoped Mehrtens would be released safely soon.

“We express our condolences for the loss of the Indonesian Military (TNI) and police members during the pilot’s liberation operation,” Borrel said.

“We hope that the Cartenz Peace Operation can resolve the case as soon as possible.”

Medication delivered
Meanwhile, Papua police chief Inspector-General Mathius Fakhiri said several items requested by Merhtens had been delivered to him — including asthma medication, aromatherapy candles and disinfectants.

The armed group led by Egianus Kogoya seized Mehrtens after he landed his aircraft at Paro Airport and the militant group also set fire to the plane.

Inspector-General Fakhiri said the police always provided assistance to anyone who could deliver logistical needs or requests made by Mehrtens.

He added that the security forces were ready to help if the New Zealand pilot fell ill or needed medicine, shoes or food.

“We hope that he continues to receive logistical support so that he remains adequately supplied with food. This may also include other necessities for his well-being, including medication,” said the inspector-general.

‘Free Papua’ issue
Inspector-General Fakhiri said it had been hoped to reach an agreement in November and January.

But he said there were other parties “deliberately obstructing and hindering” the negotiations, resulting in stalled operation.

“From our perspective, they are exploiting the issue of the abduction of the Susi Air pilot as a Free Papua issue,” he said.

The inspector-general said he hoped that the New Zealand government would trust Indonesia to work towards the release of Mehrtens.

“There is a third party that always tries to approach the New Zealand government to use the hostage issue to bring in a third party. We hope that [this request] will not be entertained,” he said.

Authorities arrested six Indonesian soldiers last week suspected in the killing and mutilation of four Indigenous Papuans in Indonesia’s West Papua province.

The bodies of the four men were discovered on August 26 by local residents of Iwaka village, outside the town of Timika, in sacks floating down the Pigapu River.

The victims were identified as Irian Nirigi, a local village leader, Arnold Lokbere, Atis Tini, and Kelemanus Nirigi. It is not clear why the men were killed.

The authorities claimed they were insurgents and were allegedly on their way to meet someone in Timika to purchase weapons.

The men’s families deny this, saying they were carrying money from the village fund to purchase agricultural equipment. What is clear is the money the men were carrying is gone.

The killings come at a time of rising tensions between the Indigenous people of Papua and the Indonesian security forces, with incidents of violence becoming increasingly frequent and deadly.

Last month, unidentified persons shot dead nine non-Papuan civilians in Nduga, where the Indonesian government maintains a heavy military presence.

Anti-racism protests
This violence follows a series of anti-racism protests using the hashtag #PapuanLivesMatter, responding in part to President Joko Widodo’s contentious move to divide Papua and West Papua into four separate provinces.

Activists are raising concerns that the plans will lead to the further militarisation of the region, with critics describing it as a ploy to “divide and conquer” the Indigenous Papuans.

President Jokowi, once celebrated for releasing Papuan political prisoners in 2015, leads a government responsible for systemic discrimination against Papuans.

Last week he was in Timika, in part to visit the Freeport project and surrounding areas, which is the site of the largest gold mine in the world.

It is important that the authorities fairly and appropriately prosecute the soldiers arrested and any others implicated in the killings.

But the Indonesian government needs to address the deteriorating human rights situation in Papua by conducting an independent and impartial investigation into the involvement of the security forces more generally in atrocities against Indigenous Papuans, and keeping its promise to invite United Nations human rights monitors to visit the region.

The Australia West Papua Association has protested over the “lack of any concern” by Canberra over worsening clashes in the Indonesian military crackdown on pro-independence groups in West Papua.

Joe Collins of AWPA said in a statement today that the harsh “behaviour” of the Indonesian forces would lead to the instability that the Australian government fears.

He said there was a risk that Indonesian soldiers might breach the Papua New Guinean border in pursuit of rebels.

Collins said there have been a number of clashes between the Indonesian forces and the pro-independence Papuan rebel force TPNPB in the town of Sugapa, Intan Jaya Regency.

Media reports have said that in one incident, on October 26, a two-year-old infant, Nopelinus Sondegau was killed and a six-year old, Yoakim Majau, was wounded by Indonesian forces although the police have denied this.

The TPNPB alleged the children were shot because the military “lost control” after one of their personal was shot by the TPNPB, said the statement.

According to Father Dominikus Hodo at the Catholic Diocese in Timika, large numbers of people had fled from the security forces with up to 2000 taking refuge in a church compound.

At one stage the pro-independence OPM took control of Bilogai Airport in Sugapa subdistrict, leading to the suspension of civil flights.

The commander of the Nemangkawi Law Enforcement Task Force said that a generator, house, kiosk, and two motor vehicles, including an ambulance had been set on fire.

Senior Commissioner Faizal Rahmadan said that they would station two platoons of personnel in Intan Jaya to reinforce security.

“It’s hard to understand the lack of any concern from Canberra to what is going on in West Papua,” Collins said in the statement.

“It’s in the interest of Canberra to have a stable region to our north, yet it’s the behaviour of the Indonesian security forces that will lead to the very instability Canberra fears.

“West Papuans have fled across the border into PNG and there is always the possibility that one day the Indonesian security forces could follow.

Collins said AWPA would write again to Australian Foreign Minister Marise Payne expressing concern about the crackdown.

The regent of Mimika in Papua has urged President Joko “Jokowi” Widodo to temporarily close a mine in the regency owned by gold and copper miner PT Freeport Indonesia as the number of covid-19 coronavirus cases in the area continues to rise.

“Human lives are at stake here, so we hope the President will close Freeport for a while because covid-19 cases keep increasing there,” said Mimika Regent Eltinus Omaleng.

He said he would send a letter to the President about his appeal, reports The Jakarta Post quoting kompas.com.

Eltinus said that closing down the mine, located in Tembagapura district, was necessary to contain the spread of the disease because the work environment led to unavoidable crowding, even though Freeport Indonesia had enacted a social distancing policy.

“In Freeport, [the employees] sit together; they go into the mess halls together; they take the bus together; they take the trams together,” he said.

52 mine positive – 1 dead
The company reported last week that 52 of its employees had tested positive for covid-19, one of whom had died.

The Mimika regency had recorded 97 covid-19 cases and three deaths as at last Thursday – the highest in Papua – with 56 of the cases coming from the Tembagapura district alone.

Papua as a whole had recorded 277 confirmed cases as at Saturday, according to the government count.

Papua covid-19 Task Force spokesperson Silwanus Sumule told Antara News Agency that Freeport Indonesia had prepared isolation chambers for its employees. The facility consisted of 600 beds.

In 2018, Freeport Indonesia said it employed about 30,000 workers, with tens of thousands more working as contractors in the mines.

In Indonesia as a whole, 14,265 people were reported infected today with 991 deaths and the numbers were rising.

A New Zealand employee of gold and copper mining company PT Freeport Indonesia was shot dead on Monday by gunmen in Timika, the capital city of Mimika regency in Papua.

The employee, identified as 57-year-old Graeme Thomas Wall, according to RNZ Pacific, was engaged in construction work with colleagues on the company site in Kuala Kencana district when the shooting took place on Monday afternoon. Freeport Indonesia spokesperson Riza Pratama said.

“The shooting happened on Monday, March 30, at around 2 pm local time. We express our deep condolences for one of our workers who was killed in the shooting at the office complex of Freeport Indonesia,” said Freeport Indonesia spokesperson Riza Pratama.

Two of Weal’s colleagues, identified as Jibril Wahar and Yosephine, were admitted to Tembagapura Hospital with serious injuries, Riza said. Four other people sustained minor injuries and were treated in the office.

Local authorities and Freeport security officers have secured the location and evacuated all workers and residents near the vicinity following the attack.

Freeport management has issued an incident notification alert asking workers to postpone all activities and find shelter following the shooting.

“We will provide further information when there are reports of new developments from this incident,” Riza said.

Papua Police chief Paulus Waterpauw alleged that the perpetrators who launched the attack were under the command of Joni Botak, the leader of an armed group operating in the Timika area, and who is also on the police’s most-wanted list.

“The group is now being hunted by our joint team,” Waterpauw said.

The pro-independence group West Papua National Liberation Army (TPNPB), however, claimed responsibility for the shooting.

“Our battlefield is at the Freeport and Grassberg mining sites. Kuala Kencana is also a war zone. We will not stop until Freeport closes down, so they had better close at once,” TPNPB Timika operational commander Hengky Wamang said.

Papuan struggle for independence
Papua has been in a struggle for independence for years and armed groups, which authorities say operate in several regencies in the province, are reported to have been behind numerous violent incidents in the region.

RNZ Pacific reports that the attack comes in the same regency where the West Papua Liberation Army had claimed responsibility for recent deadly attacks on police and military connected to the lucrative mine operations.

The Liberation Army, a disparate force of guerilla fighters, had declared war on the Indonesian state, with whom hostilities have escalated since late 2018 in Papua’s central highlands region.

The United Liberation Movement for West Papua, the non-military arm of the Papuan independence movement, had warned against pointing the blame at the Liberation Army, who Indonesian authorities often referred to as an armed criminal group.

“The ULMWP urges the international media to treat claims about the shooting with extreme caution,” movement chairman Benny Wenda said.

“There is a long history of the Indonesian military carrying out killings, posing as West Papuans, in order to justify further militarisation, security deals and crackdowns.”
