Fijian peacekeepers in the Middle East “are secure and accounted for,” the country’s Defence and Veteran Affairs Minister Pio Tikoduadua confirmed today.

Tikoduadua said Fiji had troops deployed in the Golan Heights under the UN Disengagement Observer Force (UNDOF) and the UN Truce Supervision Organisation (UNSTO).

He said they remained safe amid the recent developments in Syria and the surrounding region.

The minister said he had been briefed on the situation by the commander of the Joint Task Force Command and the country’s representatives in the Golan Heights.

He said robust contingency plans were in place to safeguard troops should the security situation change.

The security situation remained calm but tense, and there was no immediate threat to Fijian peacekeepers.

“I wish to commend the bravery and professionalism of our troops serving in these challenging conditions,” he said.

“Their dedication demonstrates Fiji’s long-standing commitment to international peacekeeping and security.”

He further assured the families of Fijian peacekeepers that the government was committed to the safety and wellbeing of its personnel.

Fiji’s Home Affairs and Immigration Minister Pio Tikoduadua has ordered an inquiry into the “possible unauthorised issuance of passports” by immigration staff and “offered to step aside temporarily from role”.

In a statement on Thursday night, Tikoduadua said the passports in question were issued to the children of the South Korean Christian doomsday cult Grace Road Church, which is associated with human rights allegations.

This week, The Fiji Times reported that a Grace Road employee claimed she and others were physically abused and she was kept from seeing her children.

State broadcaster FBC reported that Grace Road had refuted the claims.

The group said in a statement on Thursday that it was a family dispute within the Grace Road community, which was exploited by the media.

Grace Road said it had stayed out of the issue, allowing the family to address their differences privately, but was disappointed when the media chose to sensationalise the matter and place undue focus on the Grace Road Church.

Tikoduadua said the passports were issued without his knowledge or the knowledge of his permanent secretary and senior management of the immigration department.

“If confirmed, this constitutes a significant breach of our protocols and raises serious concerns about the internal oversight mechanisms within the [Immigration] department,” he said.

Immediate investigation
“I have directed an immediate and thorough investigation to determine how the lapse occurred and to hold accountable those responsible,” he said.

The minister said stepping down was necessary to ensure the inquiry is conducted impartially and without any perception of undue influence from his office.

He has also informed Prime Minister Sitiveni Rabuka of his decision.

Tikoduadua assured that he would fully cooperate with the investigation and work towards restoring trust.

Meanwhile, opposition MP Jone Usamate has called for a “full-scale investigation into the allegations of human rights abuse”.

Fiji police have told local media that an investigation is already underway.

The Fiji government has warned the public “don’t panic” as news of an alleged firebombing incident at Totogo Police Station in the heart of Suva sent shockwaves around the community.

The incident yesterday also spurred questions about the safety of citizens in the country as such activities were reportedly occurring brazenly, out in the open and during daylight.

Home Affairs Minister Pio Tikoduadua also acknowledged that this was an alleged attempt to attack a key security facility and represented a direct threat to Fiji’s security forces and the peace and security of the nation.

“The public should remain calm and confident in our commitment to maintaining peace and security,” he said at a media conference.

He also confirmed that the 33-year-old suspect was admitted at Colonial War Memorial Hospital after suffering burns, where he remained under police guard.

The man is expected to be taken back into custody once he has recovered.

Fijivillage News reports that Tikoduadua said the man threw a lit bottle filled with flammable liquid into the charge room, and in his attempt to throw another bottle he was apprehended.

Fiji’s government has taken the local leader of an influential South Korean doomsday sect into immigration custody after he and several other members of the Grace Road Church were declared “prohibited migrants” based on charges filed in 2018.

Fiji had announced last Thursday that it was taking steps to deport Daniel Kim and the other sect members who had been detained.

The passports of the sect members had been annulled by the Korean government in 2021, and Interpol “red notices” were issued against them.

Fiji Home Affairs Minister Pio Tikoduadua revealed that all of this had been ignored by the previous repressive Fiji government led by former prime minister Voreqe Bainimarama, according to Fijivillage News and other local media.

Tikoduadua said two sect members had already been deported while the deportations of another two were temporarily halted by a court order.

One more member was still at large.

A joint investigation by the Organised Crime and Corruption Organising Project (OCCRP) and KICJ-Newstapa last year exposed how the secretive Grace Road became an economic powerhouse in Fiji during the 16-year rule of Bainimarama, who lost power in elections last December.

Reporters discovered that the church was able to thrive in Fiji despite Kim and other key members being wanted on international warrants.

The investigation also uncovered how the church expanded its empire, which included a farm, restaurants, petrol stations, and supermarkets, all while receiving millions in state-backed loans.

Grace Road’s spiritual leader, Kim’s mother Ok-joo Shin, was arrested at Seoul’s international airport in 2018 and imprisoned for offences, including assault, child abuse, and imprisoning church members.

Around the same time, South Korean police attempted to bring Kim and other church members back on similar charges in Fiji but were forced to return empty-handed after a court blocked their removal.

Grace Road group Fiji president Daniel Kim is currently in Fiji immigration custody as he has been declared a prohibited immigrant, according to Immigration Minister Pio Tikoduadua.

Speaking to Fijivillage News this afternoon, Tikoduadua confirmed that Kim had been located and that he was a prohibited immigrant.

He said there was a court order that stopped Kim from being removed from Fiji now but the government was appealing against the court decision.

Tikoduadua confirmed yesterday that Daniel Kim was on the run after his passport was nullified by the South Korean government, and the Fiji government stated that it was unable to locate him.

Tikoduadua said seven other people from Grace Road in Fiji were wanted by the Korean government and this included acting Grace Road president Sung Jin Lee, Nam Suk Choi, Byeong Joon Lee, Jin Sook Yoon, Beomseop Shin and Chul Na.

Also on the run is Jin Sook Yoon.

Tikoduadua confirmed that the government of South Korea communicated through diplomatic channels on 21 September 2018 that they had nullified the passports of the seven individuals connected with the Grace Road cult.

Passports nullified
He said these individuals’ passports were nullified by the Korean government in relation to charges laid and a warrant issued for their arrest.

The Fiji Immigration Minister said that in July 2018, “red notices’ were published by Interpol referring to these individuals as “fugitives wanted for prosecution”.

He said all of these notices were ignored by the former government.

Tikoduadua said that using his discretion as Minister under Section 13(2)(g) of the Immigration Act, these individuals were declared Prohibited Immigrants making their presence in Fiji unlawful.

He said yesterday that a task force, consisting of police and immigration officers, began the removal of these individuals.

Kim had called a press conference at Grace Road Navua yesterday afternoon challenging claims by Tikoduadua that he was on the run and he had demanded an apology from the minister.

Kim also confirmed that two Grace Road members, namely Byeong Joon Lee and Boemseop Shin, had been removed from the country without the group’s knowledge or information about the removal process.

“Our people are fed up with coups”  — this is the message from renowned Fijian academic Professor Steven Ratuva as he reiterated the statement shared by Minister for Home Affairs Pio Tikoduadua earlier this week.

Professor Ratuva, director of Canterbury University’s Centre for Pacific Studies in New Zealand, said coups had no place in modern politics and Fiji was no exception.

“It corrupts and destroys the very principles on which constitutional democracy is built, it is destructive to the economy, disrupts social relationships and wellbeing and creates a cycle of instability in the long run,” he said.

“A coup is like the covid epidemic with a long tail and unfortunately, we are still in the shadows of the long tails of the previous coups because the impacts are still with us, even as years pass.

“Up to a point, people will reach the coup-fatigue threshold and Fiji would have reached it long ago, as people are just fed up [with] coups and simply hearing rumours associated with coups, it is psychologically traumatising to say the least.”

Professor Ratuva said the whole nation had collectively been traumatised by the series of coups in the past since 1987 and it was time to “put a stop to this scourge”.

He added that the military, as a professional security institution, was often subjected to external political interests and pressures to serve narrow political and personal ends.

Military for ‘nation-building’
He also commended the Republic of Fiji Military Forces (RFMF) Commander Ro Jone Kalouniwai for his conduct during this time.

“The military must be an independent institution for national security and nation-building, not a tool for illegal state capture by some,” Professor Ratuva said.

“Fiji’s military commander is a highly educated officer with an internationally reputable status and his calm and intelligent response to destabilising rumours, gives the nation a sense of assurance and comfort.

“He and the military will need support by all political parties and citizens generally to maintain stability in these challenging times.”

Fiji police have apologised for “miscommunication” that led to an incident before the Reclaim the Night march last night that almost led to it being called off, Fijivillage News reports.

Police Chief Operations Officer Acting Assistant Commissioner Livai Driu apologised, saying they had been following the conditions of the permit issued.

However, he said the issue was sorted and officers had been directed to allow the march to continue and to provide security measures.

It was earlier reported by Fijivillage News that police had told organisers amid scenes of “high drama” at the Suva Flea Market when the march was about to begin that there should be “no messages about West Papua or other international matters”.

Minister for Home Affairs Pio Tikoduadua has also apologised over the incident and said that it should never have happened.

Tikoduadua last night tweeted an apology for the mix-up. He said that human rights were paramount, and he had been making that clear.

The minister said the government was working with the police to “undo the mentality that has been the norm [under the former FijiFirst government] over the past 16 years”.

He added that the change was slow, “but it will happen”.

While speaking at the end of the march, Fiji Women’s Crisis Centre coordinator Shamima Ali said they almost called off the march because of the incident.

Fiji’s Home affairs Minister has held an urgent meeting with the nation’s military chief after he expressed concern about the new People’s Alliance-led government.

The government, a three-party coalition led by Prime Minister Sitiveni Rabuka, has been in power for less than a month.

Major-General Jone Kalouniwai yesterday warned that the government was taking “shortcuts that circumvent the relevant processes and procedures” which could lead to “long-term national security consequences”.

Kalouniwai’s statement also highlighted the military’s “guardian role” in the constitution, which he claimed was to ensure “excesses [of power] of the past are not repeated”.

The Home Affairs Minister, Pio Tikoduadua, who has responsibility for defence, said he and Kalouniwai had a frank exchange of views, but both were committed to respecting the result of last month’s election.

In a statement, Tikoduadua said he assured the commander that all the government’s actions had been guided by the law.

“The commander and I have spoken, and we have expressed our views frankly to each other. We both believe in the rule of law, democracy, and the rights of every citizen to go about their affairs in peace,” he said.

‘Respecting will of people’
“We are both committed to respecting the will of the people through the outcome of the 2022 general election and protecting that decision, let come what may.

“No one should forget that the commander and the military have also helped us navigate our way, democratically, to a new government a month ago when many people were uncertain that Fiji could achieve a successful transition of government.

“All of us are learning. We are slowly undoing all the misconceptions about democratic governance that have been allowed to take root over the last 16 years. Our institutions are absorbing the impact of a new govemment with different ideas and new priorities.

“But through all of this, we will be talking to each other, in the spirit of consultation to provide the best for the Fijian people.”

The FBC News reports Prime Minister Rabuka said he was not concerned about the public utterances made by Jone Kalouniwai.

He said he had no concerns over the relationship he shared with the military, and he was confident in the RFMF leadership and also the force members.

Fiji’s Minister for Home Affairs and Immigration has invited the Commissioner of Police to resign, citing concerns on matters of confidence in him.

Pio Tikoduadua said the commissioner, Sitiveni Qiliho, had, however, asked that the government follow the process of the Constitutional Offices Commission.

Minister Tikoduadua said he respected his decision, and we would let the law take its course.

Brigadier-General Sitiveni Qiliho was formerly in the military and in July 2021 successfully completed studies at the Royal College of Defence Studies in London. He was awarded a postgraduate certificate in Security and Strategy for Global Leaders.

However, the minister added that he had no issue with the commander of the Republic of Fiji Military Forces.

Border alert
A border alert has been issued by Fiji’s Police Criminal Investigations Department (CID) for Opposition MP and former Attorney-General and Minister for Economy Aiyaz Sayed-Khaiyum.

“Mr Sayed-Khaiyum is a person of interest and is currently under investigation regarding a case of alleged inciting communal antagonism,” according to the CID.

It said it had yet to deal with Sayed-Khaiyum who was believed to be in Australia.

It said that according to his travel history, Sayed-Khaiyum had departed Fiji on 26 December 2022.

Meanwhile, Commissioner Qiliho said that was the normal monitoring mechanism of the CID to write to the Border Police to inform it if Aiyaz Sayed-Khaiyum returned.
