<p>A massive earthquake has sent shockwave across PNG with at least four dead, properties and key infrastructure destroyed and fears of a mounting death toll.</p>
<p>The 7.6 magnitude earthquake struck at 9:45am yesterday and rocked the newly-built five-star dormitories at the University of Goroka, leaving about 7600 students homeless and forcing PNG Power to shut down the country’s biggest dam at Yonki.</p>
<p>The plant generates and supplies power to Morobe, Madang and the Highlands region. Parts of Highlands Highway in the Markham Valley were cracked open.</p>
<p>At the UoG, the students rushed down the stairways and scurried out of the dormitories as a debris of brick blocks, metals and glasses crashed around them. The ceilings and walls cracked open and a section of one of the buildings’ roofs collapsed.</p>
<p>“The earthquake of whatever size it was has hit all our new dormitories to the very core of their foundations,” said a university academic, Dr Maninga.</p>
<p>“We invite the structural engineering professionals to assess the damage before we make any serious decision.</p>
<p>“We will also enquire with the national geohazard centre if we are to expect another earthquake and of what magnitude.</p>
<p>“Also, we look forward to meeting with a team from the DHERST (Department of Higher Education Research Science and Technology) with Minister Don Polye.</p>
<p><strong>Tackling the emergency</strong><br />“This unfortunate natural disaster has placed us in an emergency situation and we look forward to meeting with them to address this emergency. In the meantime, the students are advised to find shelters where they can.</p>

<p>“Those students from outside the province can use the classrooms for studies and lodging as well.</p>
<p>“The mess will be opened and continue to serve the students.”</p>
<p>The UoG students council representative, Melvin Kink, said the students understood the situation they were in now and would cooperate with the administration to live through it until further advice.</p>
<p>He also told the <em>PNG Post-Courier</em> that their library building was also affected.</p>
<p>PNG Power advised of a total power system outage in Morobe, Madang and the Highlands region following the earthquake.</p>
<p>The power supplier confirmed reports of damages at the Ramu Hydro power station and switch yard and advised that their team would carry out a proper check before they could safely restore power supply to their customers.</p>
<p><strong>First medivac from landslide</strong><em><br />The Post-Courier</em> received a report of Manolos Aviation making its first medivac of a couple injured in a landslide as a direct result of the earthquake out of Kabwun district in Morobe Province.</p>
<p>In the Rai Coast, Madang Province, reports were going viral on social media of people and properties buried in landslides.</p>
<p>In Yelia Local Level Government constituency of Obura-Wanenara district in Eastern Highlands Province, Kevin Kojompa, a teacher at the Yelia Primary School, said staff houses were destroyed.</p>
<p>The National Disaster Centre acting director Martin Mose said he had not yet received a full report on the nationwide effects of the earthquake.</p>
<p>Yesterday was a weekend day and the <em>Post-Courier</em> was unable to reach the National Disaster Centre or its provincial branches bout the effects of the earthquake.</p>
<p>Meanwhile, aircraft were using Goroka Airport after the earthquake, which signals that it was not affected.</p>

<p>Angry voters in East Sepik and Hela have destroyed ballot boxes and set fire to ballot papers after finding that their names were not on the common roll in Papua New Guinea’s general election.</p>
<p>No reports were received of people or election officials being hurt in the violence.</p>
<p>Polling started on Monday and will run through to Friday in all 22 provinces.</p>
<p>Despite an assurance by the Electoral Commissioner Simon Sinai that more than five million eligible voters would cast the ballots, many voters have been turned away because their names are not on the common roll, while in other locations there are not enough ballot papers for the number of eligible voters.</p>
<p>In Hela, nine ballot boxes were destroyed in various polling stations by angry voters while in Morobe, 300 ballot papers went up in flames by disappointed eligible voters who could not cast their votes because they were not registered on the common roll.</p>
<p>When responding to rumours of hijacking of ballot boxes, Hela provincial police commander Senior Inspector Robin Bore confirmed that ballot boxes were burnt and destroyed by voters on Monday morning.</p>
<p>He said the boxes destroyed were in Komo (4), North Koroba (2), South Koroba (1), Hulia (1) and Tari Pori local level government (1) while polling continued in the other parts of the province.</p>
<p><strong>Polling boycotted</strong><br />In Morobe, frustrated voters from Wampar urban local level government in Huon Gulf district boycotted polling on Monday and ordered the burning of about 300 ballot papers in the presence of police and Electoral Commission officials.</p>
<p>Huon Gulf returning officer Daniel Wasinak said eligible voters were frustrated that they were not registered on the common roll and they could not cast their votes.</p>
<p>He said about 700 ballot papers were designated for the ward, with two polling places identified.</p>
<p>First polling place is the Igam market just outside the PNG Defence Force Igam Barracks gate while another polling place was inside the army barracks for soldiers and their families.</p>
<p>In Wewak, East Sepik, polling at ward 12 Wewak Urban was suspended, again when names of eligible voters. This time PNG Defence Force soldiers from Moem Barracks could not find their names on the electoral roll.</p>
<p>Polling in Moem Barracks started at 11am with officers opening up the boxes but polling was halted for over two hours and cancelled at 2pm when soldiers argued that if their names were not on the roll, no one would vote, including their wives and children who were registered on the roll.</p>
<p>Polling was suspended indefinitely.</p>
<p><strong>Voters devastated<br /></strong> At another polling station, also in Wewak, hundreds of voters who turned up at the polling booths yesterday were left devastated that they could not vote because they were not registered on the electoral roll.</p>
<p>Many of these voters were not first-time voters as they had voted in previous elections.</p>
<p>Long time families and residents of Makun and Malasi, including the Sauns, Koskys, Bangus and Silings are among those who have not found their names on the electoral roll.</p>
<p>In Aitape-Lumi, West Sepik Province, polling will commence when fuel and candidate lists are made available to the election officials on the ground.</p>
<p>Aitape-Lumi returning officer John Awas said polling has been deferred to whenever polling materials and fuel were made available.</p>
<p>He further confirmed that polling teams were yet to be deployed to their respective polling areas in the district.</p>
<p><strong>Polling deferred<br /></strong> “Aitape-Lumi has deferred polling because payment for fuel to the local suppliers were not received and the suppliers would not give us fuel on credit either to enable us to move around and insert polling teams to their assigned location,” Awas said.</p>
<p>Meanwhile, candidates for several seats in Hela have warned that counting would not be allowed until they sorted out the disputed ballot boxes on record.</p>
<p>Candidate Francis Potape said there were two deaths from fighting at polling stations and six ballot boxes were allegedly hijacked at Takali.</p>
<p>He said yesterday that helicopters were still picking up people who were still polling in places only accessible by air.</p>

<p>Papua New Guinea police have been tasked to furnish a full investigation report on the death of Deputy Prime Minister Sam Basil and his bodyguard First Constable Neil Maino.</p>
<p>Prime Minister James Marape told Basil’s children that “no stone would be left unturned” by police as they investigate the deaths.</p>
<p>He was speaking on Sunday during the arrival of the casket of his deputy at the Jackson’s International Airport ceremonial car park.</p>
<p>Basil died in a head-on vehicle collision along the Bulolo Highway in Morobe Province last Wednesday night.</p>
<p>“I have instructed the police to give a full account of the last steps of the Deputy Prime Minister, the journey the oncoming driver took, and every circumstance behind what happened in the lead-up to his passing,” Marape said.</p>
<p>“A report is expected for us to bring to full conclusion the passing of our nation’s Deputy Prime Minister.”</p>
<p>Marape gave this assurance to family members, people of Bulolo and Morobe, friends, members of Basil’s United Labour Party (ULP), members of the disciplined forces and the public at the airport.</p>
<p>“Sometimes, in life, it is not easy to understand why such tragic circumstances happen in this manner,” he said.</p>
<p><strong>Words cannot express loss</strong><br />Marape said words could not fully express the loss of Basil to the nation.</p>
<p>“We stand with the family, we stand with the people and Wau-Bulolo, we stand with the people of Morobe Province, we stand with the United Labour Party, we stand with every citizen — men and women, boys and girls — of our beloved country to receive the Deputy Prime Minister of our country,” he said.</p>

<p>“It is his last time to leave Lae for Port Moresby, and for the last time to be with us in Port Moresby, for us to accord him the respect he deserves and send him back to rest.</p>
<p>“It is a moment none of us thought would happen, I never thought it would happen.”</p>
<p>Marape said he was in a meeting last Wednesday night when news came from Lae of the accident.</p>
<p>“I asked those who were seated with me to offer a prayer for him (Mr Basil), as we were hearing that he was struggling,” he said.</p>
<p>“Today, the nation is coming to grips with the passing, for the first time, of a deputy prime minister of our country while serving in office.</p>
<p><strong>Highest dignity promised</strong><br />“This is very, very sad.”</p>
<p>Marape told Basil’s family that the entire country joined with them in mourning the loss of their father, husband, son and brother.</p>
<p>He said Basil and himself first entered Parliament in 2007 and he was privileged to have served with him in Cabinet as a minister and later as DPM.</p>
<p>“He excelled to the highest standard in service to his people of Wau-Bulolo – which was second to none, to Morobe and to Papua New Guinea,” Marape said.</p>
<p>“The nation will give the highest dignity to a servant of our nation who has passed.</p>
<p>“We will give him, in his final tour-of-duty, the highest recognition that he deserves.”</p>

<p>Papua New Guinea’s deputy Prime Minister Sam Basil has died following a car crash in the Bulolo district of Morobe Province.</p>
<p>As well being Deputy Prime Minister, Basil was Minister for Transport and Infrastructure, and is the former Minister for Communications, Information Technology and Energy.</p>
<p>Police Commissioner David Manning confirmed his death after a collision along the Bulolo-Lae Road last night and the <a href="https://postcourier.com.pg/police-investigating-crash/" rel="nofollow" target="_blank"><em>PNG Post-Courier</em> reports</a> that investigating police say the driver of the other vehicle involved in the crash is on the run.</p>
<p>The newspaper said a close protection officer of Basil had also died.</p>
<p>Police transported Basil to Bulolo Hospital but he was pronounced dead at 11.30pm local time.</p>
<p>Three other people were also injured in the crash and taken to hospital.</p>
<p>Police Commissioner Manning expressed his condolences to Sam Basil’s family and the people of Bulolo electorate.</p>
<p>He appealed for calm to allow police investigations to be completed.</p>
<p><strong>Second vehicle driver identified</strong><br />Manning said a second vehicle was involved, and the driver had been identified.</p>

<p>“It is with great sadness that I wish to regrettably inform the Prime Minister, and the country of the death of our Deputy Prime Minister following severe injuries he sustained in a vehicle accident,” he said.</p>
<p>“I wish to also express my condolences to the late Mr Basil MP’s immediate family and the people of Bulolo electorate.</p>
<p>“I also wish to express my gratitude to the many people and organisations that responded to the incident.</p>
<p>“Police have commenced its investigations into the accident and have ascertained that a second vehicle was involved in the incident and the driver of this vehicle is known.</p>
<p>“I appeal to any eyewitnesses to the incident to come forward to assist investigators in their investigations.</p>
<p><strong>‘Appeal for calm’</strong><br />“I would like to appeal for calm during this time and allow the course of the investigations to be completed in a timely manner,” Manning said.</p>
<p>Basil was first elected in Bulolo in the 2007 General Election for the People’s Progress Party. In early 2011 he joined the Papua New Guinea Party and became opposition leader later that year.</p>
<p>In 2014, he joined the Pangu Party and immediately became its leader, but left Pangu to form the United Labour Party in 2019.</p>

<p>It takes up to 6 km for women from Milampipi and Kaisia villages in the mountainous hinterlands of Papua New Guinea’s Nabak local government in Nawaeb district, Morobe province, to reach the nearest roads by foot.</p>
<p>For more than 40 years they have had to do this before they could catch a vehicle to sell their garden produce in the markets in Lae city 21km away.</p>
<p>For the women — especially mothers — the struggle is real. They have walked for six to seven hours, climbing steep rugged mountains, crossing dangerous fast flowing rivers with heavy loads of vegetables, bananas, taro and sweet potatoes to reach Situm or Hobu to get on a PMV (public motor vehicle).</p>
<p>November 7, 2021, is a day the villagers will never forget –– on that day, the first PMV truck nicknamed “Dignity” drove into the village for the first time to bring the mothers and their produce to markets.</p>
<p>That was made possible after the national government, through the Department of National Planning and Monitoring, with Nawaeb and Finschhafen districts allocating funds, initiated the construction of the Nawaeb-Finschhafen Highway this year.</p>
<p>The road will link rural villages in the two districts to the provincial capital, also enabling some of the best organic coffee to reach market.</p>
<p>One mother, Wangeng Akundi, was emotional and shedding tears of joy when she put her <em>bilums</em> (string bags) packed with garden foods and <em>sako</em> (vegetable) on the truck for the first time.</p>
<p><strong>Walking for years with heavy loads</strong><br />She says that for years, they had walked long distances with their heavy loads.</p>
<p>“Sometimes we also carry our babies on top of the loads to seek medical services in Situm or Lae,” she adds.</p>
<p>“We are thankful to Anutu (God) for the road access that has reached us and now we will just get on a PMV and travel to Lae for our marketing.”</p>
<p>John Kamsi, a person living with a disability, says it takes him longer to reach the main roads to seek medical services.</p>
<p>“I am very happy with the new road,” he said.</p>
<p>A mother of one, Sandra Yaling, says: “We’re very happy with the new road, because some of us put our lives and the lives of our children at risk many times just to get to the nearest road.</p>
<p>“The main things that we need are cooking oil, soap and salt.”</p>
<p><strong>Real struggles for food</strong><br />PMV owner Eric Piving, whose vehicle was the first to bring the women and children with their produce to Bumayong and Igam markets, says many times he felt sorry for the mothers.</p>
<p>They had to walk long distances with their foodstuffs to sell and meet their basic household needs.</p>
<p>“We’ve dreamed for a road into the villages and now it has happened,” he says.</p>
<p>He said many times people see them selling their produce at the markets, without knowing the real struggles they have to go through to bring those food items to the market.</p>
<p>“Since first the Lutheran missionaries came to Finschhafen and took the same route towards Nawaeb, then to parts of Morobe — the new highway should be named Miti Highway’, which means ‘God’s Word highway’),” Piving says.</p>
<p>“We thank the government and our local MPs for their support.”</p>
<p>Nawaeb MP Kennedy Wenge told the <em>PNG Post-Courier</em> that the District Development Authority allocated K100,000 (NZ$43,000) each year to support the new stretch of road from Hobu to Momolili.</p>
<p><strong>K280 million allocated for road</strong><br />“The Department of National Planning and Monitoring allocated K280 million (NZ$120 million) in 2020 and has continued funding the road that will connect Lae-Nawaeb and Finschhafen,” he says.</p>
<p>“I want our people to appreciate what the districts and the national government have committed and support the work. The Nawaeb to Kabwum road will also take shape once K100 million (NZ$43 million) funding is made available.”</p>
<p>Wenge says the villages also produce high tonnes of coffee and the road will assist them greatly in terms of accessing markets.</p>
<p>More than 2000 people from villages in Nawaeb will benefit from the road. Apart from road Wenge, says he is also ensuring maintenance on rural airstrips so people can transport their coffee and garden produce to the markets in Lae.</p>
<p>That is to support villagers gaining some income.</p>

<p>Urban clinics in Papua New Guinea’s second city Lae have closed for an indefinite period following attacks on health workers.</p>
<p>Anti-vaxxers have been verbally or physically attacking health workers over false claims of state mandatory vaccinations against the covid-19 pandemic.</p>
<p>Health workers and support staff manning facilities around the city have reported incidents of stone throwing, swearing and threats to their personal safety, with some people viewing them as “agents of a forced covid-19 vaccine”.</p>
<p><a href="https://www.thenational.com.pg/attacks-deplored/" rel="nofollow" target="_blank"><em>The National</em> reported at the weekend</a> on an attack on a three-member ambulance crew by people last Thursday wrongly believing St John Ambulance staff were administering vaccines.</p>
<p>A surge in covid misinformation and disinformation on social media is hampering health authorities in their work.</p>
<p>While the Morobe Provincial Health Authority is yet to advise residents about the crisis, health workers say nobody is manning the clinics as they have all been asked to stay at home until further notice.</p>
<p>A visit to the Malahang and Butibam clinics revealed that similar notices were posted saying: <em>“Haus sik bai pas inap ol bosman/bosmeri i tok orait lo open gen”. (Hospital will close until approval is received from bosses.)</em></p>
<p>The next option for residents is to go to the overcrowded ANGAU Memorial Provincial Hospital or visit private clinics and pharmacies.</p>
<p><strong>Barely 1 percent vaccinated<br /></strong> <em>Asia Pacific Report</em> reports only <a href="https://coronavirus.jhu.edu/region/papua-new-guinea" rel="nofollow" target="_blank">1.2 percent</a> of the nine million Papua New Guineans are vaccinated against covid-19.</p>
<p>According to the <a href="https://coronavirus.jhu.edu/region/papua-new-guinea" rel="nofollow" target="_blank">John Hopkins University covid dashboard</a>, 29,715 cases of covid and 370 deaths have been reported on Papua New Guinea but health officials fear the real toll is far higher because of limited testing and records.</p>
<p>John Hopkins has reported that the total death toll from covid-19 has now <a href="https://www.1news.co.nz/2021/11/01/covid-19-global-death-toll-tops-5-million-in-under-2-years/" rel="nofollow" target="_blank">passed five million globally</a>.</p>

<p>Seventy-four health workers in Papua New Guinea’s Morobe province have been isolated after coming in contact with a 35-year-old National Department of Health officer who has tested positive with covid-19.</p>
<p>The officer arrived in Lae on Sunday from the capital Port Moresby to attend a workshop and became ill on Monday.</p>
<p>Angau Hospital chief executive Dr Kipas Binga said today the 74 workers had not shown any symptoms but would be tested.</p>
<p>“The officer is a National Department of Health (NDOH) worker. He arrived on PX106 flight from Port Moresby,” Dr Binga said.</p>
<p>“We have also asked Air Niugini to give us a list of passengers so that we can track down passengers.</p>
<p>“Hotel workers face a very low risk because they were not in direct contact with the patient.</p>
<p>“This is an imported case. We do not have community transmission. People should not panic.”</p>
<p>Papua New Guinea has <a href="https://coronavirus.jhu.edu/map.html" rel="nofollow" target="_blank">63 confirmed covid-19 cases and no deaths</a> but a spike in cases in Port Moresby in the past week has caused concern.</p>

<p><strong>Lockdown comes into force</strong><br />Earlier today, <a href="https://emtv.com.pg/measure-11-comes-into-effect-in-city/" target="_blank" rel="noopener noreferrer">EMTV’s Annette Kora reported</a> that as “unpredictable cases” of covid-19 continued to increase in Port Moresby, measure 11 for a two-week lockdown had gone into effect this morning.</p>
<p>Applicable only to Port Moresby residents, the coronavirus measure 11 was announced by Pandemic Controller David Manning for a halt to public motor vehicle (PMV) services for the two weeks.</p>
<p>This was to mitigate the spread of covid-19 in the city.</p>
<p>EMTV’s scope of the city early today showed, that apart from cab motorists, public motor vehicles had adhered to the measure and there were no buses seen to be picking up any commuters.</p>
<p>Workers were the only ones huddling at bus stop shelters – no PMV’s in sight.</p>
<p>Only taxi cabs looking to make a few extra money during the lockdown were lined up in front.</p>
<p>Companies, departments, and agencies have been encouraged to arrange transport for pick up and drop off of its staff during the two-week lockdown.</p>
<p>Schools have been suspended for two weeks and a curfew has been imposed in NCD starting tonight from 10pm to 5am.</p>
<p>The NDOH and the NCDC Provincial Health Authority will ensure these measures are adhered to.</p>
