The Fijian Media Association (FMA) has demanded better police protection after a  journalist working for the state broadcaster Fiji Broadcasting Corporation (FBC) was violently attacked outside a courthouse

In a statement today, the FMA again called for police to be more vigilant in managing security and threats outside the Suva High Court in the capital after another Fijian journalist was violently attacked by a convicted murderer leaving under police guard.

Journalist Apenisa Waqairadovu of the FBC suffered injuries to his arms and hands after he was attacked by Sairusi Ceinaturaga, who had just been convicted of murdering the one-year-old child of his de facto partner, the FMA stated.

After his conviction, Ceinaturaga walked out of the courtroom in handcuffs, followed a metre or two behind by a police officer who was outrun and scrambled to catch up when Ceinaturaga chased the journalist.

Ceinaturaga threatened Waqairadovu, swore and ran after him before pushing him down the stairs.

“This has been happening too often to journalists outside the courtroom, and we do not see any improved process despite our repeated calls for stronger security and protection,” the FMA stated.

“We have been consistently calling for urgent action from police to protect media workers — even after another convicted murderer Tevita Kapawale tried to attack journalists outside the courthouse in August.

‘Physical threats every year’
“Journalists have faced physical threats every year while covering court cases, and the Fiji Police Force’s repeated failure to provide adequate security for media personnel is unacceptable.

“The media plays a vital role in ensuring transparency and accountability in our justice system. Journalists have the right to report on matters of public interest without fear of violence or intimidation.”

The FMA is now demanding the Fiji Police Force immediately implement proper security protocols for court proceedings, including secure perimeters during prisoner transport and adequate police presence to protect journalists from violent offenders — the same call it made following the August incident.

The FMA says police must do better and relook at how they provide security at the courthouse.

The son of a Fiji assistant minister is under investigation for allegedly driving a government vehicle without authority and causing an accident that killed two men.

The accident took place along Bau Road, Nausori, last night.

The vehicle involved in the accident was the official government vehicle issued for the assistant minister.

It is alleged the 17-year-old took the vehicle without the knowledge of his father.

Police have confirmed the incident.

“The suspect is alleged to have taken the keys of the vehicle from his father while he slept and was driving along Bau Road, when he bumped the two victims standing on the roadside, and he fled the scene,” said the Fiji Police Force.

“He later relayed the matter to his father who reported the matter to police.

“The two victims in their 40s were conveyed to the Nausori Health Centre where their deaths were confirmed by medical officials.”

A joint operation between the Fiji Police Force, Republic of Fiji Military Force (RFMF), Territorial Force Brigade, Fiji Navy and National Fire Authority was staged this week to “modernise” responses to emergencies.

Called “Exercise Genesis”, the joint operation is believed to be the first of its kind in Fiji to “test combat readiness” and preparedness for facing civil unrest, counterinsurgency and humanitarian assistance scenarios.

It took place over three days and was modelled on challenges faced by a “fictitious island grappling with rising unemployment, poverty and crime”.

The exercise was described as based on three models, operated on successive days.

The block 1 scenario tackled internal security, addressing civil unrest, law enforcement challenges and crowd control operations.

Block 2 involved humanitarian assistance and disaster relief, and coordinating emergency response efforts with government agencies.

Block 3 on the last day dealt with a “mid-level counterinsurgency”, engaging in stabilising the crisis, and “neutralising” a threat.

Flash flood scenario
On the second day, a “composite” company with the assistance of the Fiji Navy successfully evacuated victims from a scenario-based flash flood at Doroko village (Waila) to Nausori Town.

“The flood victims were given first aid at the village before being evacuated to an evacuation centre in Syria Park,” said the Territorial Brigade’s Facebook page.

“The flood victims were further examined by the medical team at Syria Park.”

On the final day, Thursday, Exercise Genesis culminated in a pre-dawn attack by the troops on a “rebel hideout”.

According to the Facebook page, the “hideout” had been discovered following the deployment of a joint tracker team and the K9 unit from the Fiji Corrections Service.

“Through rigorous training and realistic scenarios, the [RFMF Territorial Brigade] continues to refine its combat proficiency, adaptability, and mission effectiveness,” said a brigade statement.

It said that the exercise was “ensuring that [the brigade] remains a versatile and responsive force, capable of safeguarding national security and contributing to regional stability.”

However, a critic said: “Anyone who is serious about reducing crime would offer a real alternative to austerity, poverty and alienation. Invest in young people and communities.”

A man has been charged with the rape and sexual assault of one of the Virgin Australia crew members in the early hours of New Year’s Day, near a nightclub in Martintar, Nadi.

Police confirm he has been charged with one count of sexual assault and one count of rape.

They say he is in custody and will appear in the Nadi Magistrates Court on Monday.

Police have yet to charge anyone in relation to the robbery of another crew member.

Meanwhile, the crew members have now returned to Australia.

A female crew member, who was allegedly sexually assaulted near the club, flew back to Australia yesterday while her male colleague returned on Thursday after receiving treatment for facial wounds.

Five other crew members remained in Fiji to assist the investigation, staying close to their hotel as directed by their airline’s headquarters.

Deputy Prime Minister and Minister for Tourism Viliame Gavoka said in an earlier statement that regrettably incidents like this could happen anywhere and Fiji was not immune.

He reminded tourists to exercise caution in nightclub areas and late at night.

Some police officers are unable to effectively investigate cases of gender-based violence, claims Fiji Women’s Crisis Centre coordinator Shamima Ali.

Ali said many officers lacked the training and knowledge to properly handle such cases, leading to significant challenges for victims seeking justice.

“There is a lack of training that used to happen in Fiji before 2006, and we are facing this as a huge challenge,” Ali said.

While speaking on issues of officers refusing to take statements of domestic violence victims, she said some officers refused to acknowledge cases of gender-based violence, despite the laws in place.

“There are some officers who do not respond to it, and at times, the justice system does not support the interests of women.”

She said if authorities did their job, men would be a bit more scared.

“There’s a reluctance to address domestic violence because of the patriarchal mindset, and this attitude often comes from within the force itself.”

In response, Police Commissioner Juki Fong Chew said the actions of a few were not representative of the way the organisation perceived cases of gender-based violence.

“We have disciplinary measures in place to deal with officers as claimed by Ms Ali, and we encourage the sharing of information so that the officers can be dealt with,” he said.

Fong Chew said these issues could be addressed promptly.

What is happening to us in Fiji?

How did we get to this stage?

The brutal attack and senseless death of [35-year-old carpenter] Apakuki Tavodi in [a roadside stabbing] in Saweni, Lautoka, is a shocking reminder about how fragile life can be.

It is a reminder as well about the importance of life, and questions how much value we place on that.

Let’s face it.

There is grief, and there is bound to be fear in the community.

We must stand united in shock and sorrow as we mourn the loss of a young life.

As we grapple with the nature of this act, and the death of someone in this fashion, we must all demand for justice and action.

The brutality displayed cannot be ignored. Is this what is lurking beneath the face that we have of society?

We must not allow ourselves to become numb to such acts.

This young man’s life mattered to those who knew him, and those who loved him, and there has to be a thorough and swift investigation that brings those responsible to justice.

In saying that, we must also ask ourselves the difficult questions: how did we get here?

What factors have contributed to the erosion of safety and respect for human life in our community?

The answers may be complex, but they cannot be avoided.

Should we see this tragedy as an isolated incident?

Or do we consider it a symptom of a deeper malaise that needs to be addressed.

Let’s not wait for the police to act and try to solve this case. Let’s not sit back and hope that nothing like it happens again.

Let’s unite and talk about this.

Let’s talk about peace and reconciliation and work together for a society where violence is unacceptable.

It may not be easy, but it must be done, for everyone’s sake.

It must be done for the peace and security, and for our country.

That will need us to stand up for what is right.

There must be trust and confidence in the law, and those tasked to uphold them.

There must be hope in our systems, and processes, and we need confidence in the long arm of the law being there for everyone irrespective of who they are in society.

Let’s see this death as a wake-up call.

Let’s see it as a reminder for us that we cannot take our safety or our sense of community for granted.

We must work together to build a future that places peace and security on a very high plane.

As a community, we can choose to heal, to unite, and to build a society where violence is not an option.

The Fiji government has warned the public “don’t panic” as news of an alleged firebombing incident at Totogo Police Station in the heart of Suva sent shockwaves around the community.

The incident yesterday also spurred questions about the safety of citizens in the country as such activities were reportedly occurring brazenly, out in the open and during daylight.

Home Affairs Minister Pio Tikoduadua also acknowledged that this was an alleged attempt to attack a key security facility and represented a direct threat to Fiji’s security forces and the peace and security of the nation.

“The public should remain calm and confident in our commitment to maintaining peace and security,” he said at a media conference.

He also confirmed that the 33-year-old suspect was admitted at Colonial War Memorial Hospital after suffering burns, where he remained under police guard.

The man is expected to be taken back into custody once he has recovered.

Fijivillage News reports that Tikoduadua said the man threw a lit bottle filled with flammable liquid into the charge room, and in his attempt to throw another bottle he was apprehended.

The High Court in Lautoka yesterday issued orders to the Fiji police and the Immigration Department not to remove four members of the controversial South Korean religious cult Grace Road from Fiji.

They are Beomseop Shin, Byeongjoon Lee, Jung “Daniel” Yong Kim and Jinsook Yoon.

The interim injunction was issued restraining the Director of Immigration, Commissioner of Police, Airports Fiji Ltd, Civil Aviation Authority of Fiji, Fiji Airways and Air Terminal Services from removing these individuals from Fiji.

The High Court has adjourned the case to September 18 at 9am for hearing.

The restraining order was obtained by Gordon and Company of Lautoka.

Earlier, Home Affairs Minister Pio Tikoduadua had called on members of the public to reach out to the authorities if they had information on the whereabouts of Grace Road president “Daniel” Jung Yong Kim and Jin Sook Yoon, reports The Fiji Times’ Meri Radinibaravi.

An International Criminal Police Organisation (Interpol) red notice was issued for Kim, Yoon and five other South Korean individuals in July 2018, which Tikoduadua said had been “ignored by the former government”.

Red notices
The seven individuals are Kim, Yoon, acting Grace Road president Sung Jin Lee, Nam Suk Choi, Byeong Joon Lee, Beomseop Shin and Chul Na.

“In July 2018, red notices were published by Interpol referring to these individuals as ‘fugitives wanted for prosecution’. All of these were ignored by the former government,” Tikoduadua told the media yesterday.

“Using my discretion as minister, under Section 13(2)(g) of the Immigration Act, these individuals were declared prohibited immigrants — making their presence in Fiji unlawful.

“In that regard, may I just use this opportunity to reach out to these other two who, in my view perhaps, are trying not to be seen or noticed by anybody.

“We’re unable to reach them, the police obviously, and the relevant authorities are looking for them. Let me remind the general public that it is an offence to actually harbour people who are wanted, it’s against the law to do that.

“So, please, we welcome information with regard to their location as they are prohibited immigrants in Fiji.”

Tikoduadua said that while Kim and Yoon were still at large, Joon Lee and Shin had been successfully transported back to Korea, accompanied by a South Korean Embassy interpreter and four Fiji police personnel who “will return to Fiji after a brief stay in South Korea”.

Passports nullified
“These individuals’ passports were nullified by the Korean government in relation to charges laid by the South Korean government which had issued a warrant for their arrest.

“During the removal process, Fiji Airways declined to transport Sung Jin Lee and Nam Suk Choi due to a High Court order. The Solicitor-General (Ropate Green) has received this court order for review.

“Ms Lee and Ms Choi have been released and are currently at the Grace Road farm in Navua.

“Additionally, the Ministry of Home Affairs and Immigration is exploring legal options under the Mutual Assistance in Criminal Matters Act 1997 and the Extradition Act 2003, given that these individuals are subject to an Interpol red notice.”

Tikoduadua said that yesterday, Green had indicated plans to appeal the court order.

“The most important thing from my perspective is a strategic partnership — a partnership where the media should not be seen as the enemy or a nuisance.”

This was the view of the Communications Fiji Ltd news director and Fijian Media Association executive Vijay Narayan expressed at a media segment of the Police Consultative Session in Suva yesterday.

Narayan said the media and the police had the same goals and objectives “focusing on truth, integrity, accountability and transparency”.

He said the media was ready to have regular meetings with the senior command of Fiji’s Police Force, and also extended an invitation to the Acting Police Commissioner Juki Fong Chew and his senior officers to visit individual media outlets to understand their work.

Narayan said that at times there was a disconnect where the only time the media was called in was when police wanted to say something or maybe when there was a major issue at hand.

He said he remembered that the Crime Stoppers Board also included members of the media and media organisations.

He added that they “fought the fight together”.

Police need ‘humanising’
Narayan encouraged police to engage more with the public through media conferences as the Police Force also needed to be “humanised”, and not just focus their message on posting to their social media page.

The CFL news director said that at times they might not be on the same page but the tough questions needed to be asked.

Fiji Sun’s investigative journalist Ivamere Nataro said some people she spoke to did not understand the work of the police and kept requesting frequent updates.

Nataro said that in this digital age, news spread faster on social media and if the police did not open up to the mainstream media, it was another thing that people looked at.

She said police needed to engage more with the community and show that they cared.

Commissioner agrees
While responding to the media, Acting Commissioner Chew said he agreed with what had been said, and moving forward the police would try to improve.

But Chew also gave an example of when a story had been published alleging that someone had been tortured.

He said the story was published and they did not know whether it was true or false.

When the matter was investigated, the issue just died out.

He said that if they manage to find that person, he or she would be taken to task for giving false information.

Fiji police have apologised for “miscommunication” that led to an incident before the Reclaim the Night march last night that almost led to it being called off, Fijivillage News reports.

Police Chief Operations Officer Acting Assistant Commissioner Livai Driu apologised, saying they had been following the conditions of the permit issued.

However, he said the issue was sorted and officers had been directed to allow the march to continue and to provide security measures.

It was earlier reported by Fijivillage News that police had told organisers amid scenes of “high drama” at the Suva Flea Market when the march was about to begin that there should be “no messages about West Papua or other international matters”.

Minister for Home Affairs Pio Tikoduadua has also apologised over the incident and said that it should never have happened.

Tikoduadua last night tweeted an apology for the mix-up. He said that human rights were paramount, and he had been making that clear.

The minister said the government was working with the police to “undo the mentality that has been the norm [under the former FijiFirst government] over the past 16 years”.

He added that the change was slow, “but it will happen”.

While speaking at the end of the march, Fiji Women’s Crisis Centre coordinator Shamima Ali said they almost called off the march because of the incident.

Fiji’s Minister for Home Affairs and Immigration has invited the Commissioner of Police to resign, citing concerns on matters of confidence in him.

Pio Tikoduadua said the commissioner, Sitiveni Qiliho, had, however, asked that the government follow the process of the Constitutional Offices Commission.

Minister Tikoduadua said he respected his decision, and we would let the law take its course.

Brigadier-General Sitiveni Qiliho was formerly in the military and in July 2021 successfully completed studies at the Royal College of Defence Studies in London. He was awarded a postgraduate certificate in Security and Strategy for Global Leaders.

However, the minister added that he had no issue with the commander of the Republic of Fiji Military Forces.

Border alert
A border alert has been issued by Fiji’s Police Criminal Investigations Department (CID) for Opposition MP and former Attorney-General and Minister for Economy Aiyaz Sayed-Khaiyum.

“Mr Sayed-Khaiyum is a person of interest and is currently under investigation regarding a case of alleged inciting communal antagonism,” according to the CID.

It said it had yet to deal with Sayed-Khaiyum who was believed to be in Australia.

It said that according to his travel history, Sayed-Khaiyum had departed Fiji on 26 December 2022.

Meanwhile, Commissioner Qiliho said that was the normal monitoring mechanism of the CID to write to the Border Police to inform it if Aiyaz Sayed-Khaiyum returned.

The Fiji Revenue and Customs Service has issued two infringement notices to the captain of the seized Russian super yacht Amadea which is berthed in Lautoka port.

These are notices under Section 14 of the Customs Act of 1986 for failure to comply with procedure on arrival and Section 17 which deals with failure to comply with people disembarking.

Section 14 deals with infringements under “procedure on arrival” where the master of every aircraft or ship arriving in the Fiji Islands shall bring the ship or aircraft to an airport or port or mooring without touching at any other place.

A fine not exceeding F$20,000 (NZ$14,000) or imprisonment for four years applies for the infringement.

Section 17 deals with “provisions as to persons disembarking from or going onboard an aircraft, ship” and states a person who contravenes or fails to comply with any direction given by the Customs comptroller under the provisions of this section is guilty of an offence and is liable to a fine not exceeding F$10,000 (NZ$7000).

“These charges are as per the Customs Act 1986,” said Police Commissioner Brigadier-General Sitiveni Qiliho.

“Normally the Act, (FRCS) Fiji Revenue and Customs Service acts on a fine matrix. If he pays the fines, then good otherwise, we will need to go to the court.”

US officials join investigation
Repeka Nasiko reports that American government officials are working with the Fiji Police Force in investigations over the Amadea.

Police Commissioner Brigadier-General Sitiveni Qiliho said the US investigators had already boarded the super yacht.

Commissioner Qiliho said investigations were progressing well.

“We are working very closely with the US government in regard to the current seizure of the yacht at the moment while we go through that investigation process,” he said.

He said the next course of action would not take place overnight and “probably take the next couple of days”.

The crew, he said, were on board and the person of interest was the captain of the vessel.

“The crew are of other nationalities.

“Their embassies and high commissions have been in touch with the investigation team and we are working through the US government with those embassies regarding the crew members who continue to be on board the vessel.”

He added that all relevant defence and border agencies were involved in the investigations.

“We have the RFMF through the Fiji Navy, Customs, Fiji Police and our international counterparts that monitor the movement of vessels.”

Amadea is reportedly owned by Russian oligarch Suleiman Kerimov, who is currently sanctioned by foreign governments, including the US, over the Russian invasion of Ukraine.

Fiji’s police chief Sitiveni Qiliho looks to have dug out an old playbook that was used over a couple of years ahead of Voreqe Bainimarama’s 2006 coup.

Qiliho is on a shorter game plan though, he’s got to sow uncertainty and fear in Fiji’s population quickly — before the June general elections.

If he doesn’t, then Bainimarama and his Sancho Panza, Aiyaz Sayed-Khaiyum, will lose the elections and the likely winner will be 1987 coup maestro Sitiveni Rabuka.

At least that is what seems to show through the Fiji Sun’s recently heavily doctored opinion poll.

Today the Fiji Sun came out with this: “Police ready to prevent potential unrest.”

The one-sided slavish account of a ramble by Qiliho carried no details or names of those “elements” or what they might do. Other than to explicitly mention Rabuka.

Undoubtedly 1987 with its two coups — staged by Rabuka — was a disaster, but the unrest and uproar was not all his work. As we know now, Sayed-Khaiyum himself was one of the 1987 “elements”.

Arson investigative skills
Qiliho himself had arson investigative skills in another coup or two.

But the Fiji Sun left that out.

“We’ve had past history where some people have utilised elements to create instability,” Qiliho is quoted in the Fiji Sun as actually saying. “Not in particular during election period, but there have been reports with our history from 1987 that people can be utilised for the wrong reasons.”

Qiliho and the intelligence boys are planning countermeasures.

“We are awake to that and our intelligence bureau and other stakeholders that we continue to discuss these issues with, we are well awake to that to see that there is no political influence on those types of activities,” he said.

“In terms of the security landscape it’s important for us to provide that security and stability so that elections can run smoothly and keep the criminal landscape stable as well.

“We don’t want to be used as a political football if we don’t provide that secure environment so that is important now.”

Qiliho has a short memory.

‘Dirty politics at its worst’
Ahead of the May 2006 elections, which saw Prime Minister Laisenia Qarase reelected, Bainimarama was one of those “elements” that Qiliho now talks of. Bainimarama referred to “Mr Qarase and his cronies” and said Fijian politics was “dirty politics at its worst…it is cannibalistic.”

Qarase responded that Bainimarama’s “stated intention of involving the military in the national election campaign is a threat to peace and stability, and the conduct of free and fair elections. It goes against the rule of law and good governance.”

It would appear Qiliho – a military officer rather than a constable — is keen on getting 4576 police into the political game. What roll the 10,000 strong Fiji Military Force — the traditional leader of coups – is not spelt out.

In 2006 Bainimarama was explicit about the May elections and said that if the result was not to his liking, then he would act.

After 39 years with the Fiji Police Force, Rusiate Tudravu has tendered his resignation having reached the office of the Deputy Commissioner of Police upon his retirement.

The outgoing Deputy Commissioner Tudravu, who acted as the Commissioner of Police over a 12-month period, tendered his resignation to the Commissioner of Police Brigadier-General Sitiveni Qiliho.

He acted as commissioner while Brigadier-General Qiliho was away on overseas studies in the United Kingdom.

Following the completion of the handing over of duties to the Brigadier-General Qiliho, Tudravu decided to tender his resignation.

Brigadier-General Qiliho thanked the outgoing deputy commissioner for his services and wished him well for his future.
