<p>New Zealand’s Urban Search and Rescue (USAR) says impending bad weather for Port Vila is now the most significant post-quake hazard.</p>
<p>A tropical low in the Coral Sea is expected to move into Vanuatu waters, bringing heavy rainfall.</p>
<p>Authorities have issued warnings to people living near landslide-prone areas around the Vanuatu capital.</p>
<p>People living near low lying areas or rivers have also been told to move, should water levels rise.</p>
<p>The heavy rain may also cause flash flooding.</p>
<p>USAR team leader Ken Cooper said last Tuesday’s 7.3 earthquake caused significant landslides.</p>
<p>“With the weather system that’s coming in, there is a high likelihood that the landslides continue and we need to ensure that there’s no life risks if those landslides should move further,” Cooper said.</p>
<p><strong>Death toll now 12</strong><br />Aftershocks have continued, and early this morning, the US Geological Survey recorded a magnitude 6.1 quake, at a depth of 40km west of Port Vila.</p>
<p>New Zealand and Vanuatu engineers were assessing prioritised areas in the capital, and a decision would then be made as to whether a community needed to be evacuated, Cooper said.</p>
<p>Since the team had been in Vanuatu, it had taken damage assessments of buildings and infrastructure, with the Vanuatu government, allowing them to prioritise the biggest risks and to assist the community in recovering more quickly, he said.</p>
<p>The official death toll from Vanuatu’s 7.3 magnitude quake is now 12 according to the Vanuatu Disaster Management office.</p>
<p>This has been confirmed by the Vila Central Hospital.</p>

<p>Earlier unofficial reports had <a href="https://www.rnz.co.nz/national/programmes/saturday/audio/2018969442/aftermath-of-vanuatu-earthquake" rel="nofollow">placed the death toll at 16</a>.</p>
<p>The team had completed almost 1000 assessments, alongside the Australia USAR team, which was a significant task, Cooper said.</p>
<p>Both teams shared common tools and practices, which had allowed them to work simultaneously and helped the teams to quickly carry out the assessments, he said.</p>
<p>“When we undertake the assessments that really gives us a clear picture of what should be prioritised and we work with the [Vanuatu] government and their infrastructure cluster, and some of the priorities we have looked at are bridges, [the] airport, the port, and also landslides,” he said.</p>
<p><strong>Resilience shown by locals<br /></strong> The deployment lead for New Zealand in Vanuatu praised the resilience of the Ni-Vanuatu people following the 7.3 earthquake.</p>
<p>Thousands of people had been affected by the disaster but the response effort was being hampered by damage to core infrastructure including the country’s telecommunications network.</p>
<p>Emma Dunlop-Bennett said the New Zealand teams on the ground were working in partnership with the Vanuatu government.</p>
<p>She said she was in awe of the strength of locals after the disaster.</p>
<p>“As we go out into communities, working . . .  with the government, people are out there, getting up and doing what they can to get themselves into business as usual, life as usual. I am really in awe and humbled.</p>
<p>The purpose of the New Zealand team being in Vanuatu was three-fold: To provide urgent and critical humanitarian assistance, a response for consular need to New Zealanders, and to support a smooth transition from relief, response to recovery, Dunlop-Bennett said.</p>
<p>Then to business as usual, working along side the priority need identified by the Vanuatu government, she added.</p>

<p>As a huge effort ramps up in Aotearoa New Zealand to restore essential services to thousands of people in Tairāwhiti and Hawke’s Bay, police hold “grave concerns” for some reported missing.</p>
<p>Five people have been confirmed killed in the devastation of Cyclone Gabrielle.</p>
<p>In Hawke’s Bay, a child was caught in rising water in the settlement of Eskdale, a woman died in a landslide, a body was found on the shore at Bay View, and a body believed to be caught in flood waters was found in Gisborne.</p>
<p>The body of a volunteer firefighter who had been missing in Muriwai, near Auckland, since Monday night was recovered yesterday.</p>
<p>By Wednesday, more than 1400 people had been reported as “uncontactable” using the police 105 online reporting form, mostly in Hawke’s Bay and Tairāwhiti.</p>
<p>While police expected a large number of the reports to be the result of communication lines being down, they confirmed they held “grave concerns” for several people missing in the Hawke’s Bay and Tairāwhiti areas.</p>
<p>The navy ship <em>HMNZS Manawanui</em> is due in Tairāwhiti this morning with water supplies, and <em>HMNZS Te Mana</em> will sail to Napier to supply Wairoa with water and other essentials.</p>
<p>The NZ Defence Force expects to move a water treatment facility to Wairoa, and a rapid relief team that reached the town on Wednesday will be handing out up to 500 food packages.</p>
<p>Engineers and roading crews are checking bridges and clearing roads throughout both regions.</p>
<p>Prime Minister Chris Hipkins is due to fly to Gisborne today in what will be his first in-person look at the scale of destruction from Cyclone Gabrielle.</p>

<p>Indonesian police should investigate a Papuan armed group’s <a href="https://www.radionz.co.nz/international/pacific-news/377702/sixteen-bodies-recovered-in-aftermath-of-papua-massacre" rel="nofollow">killing of at least 17 people</a>, including a soldier, at a construction area in Nduga in Papua’s densely forested Central Highlands earlier this month, <a href="https://www.hrw.org/news/2018/12/09/indonesia-papuan-militants-kill-17" rel="nofollow">Human Rights Watch said today</a>.</p>
<p>The circumstances of the killings on December 2 remained unclear, said the watchdog.</p>
<p>Papuan militants should cease unlawful killings, and the Indonesian government should ensure that its security forces act in accordance with international standards and not commit abuses in response to the attack, said the watchdog.</p>

<p>“A Papua militant group’s attack on a worksite raises grave concerns that require a full investigation,” said <a href="https://www.hrw.org/about/people/elaine-pearson" rel="nofollow">Elaine Pearson</a> of Human Rights Watch.</p>
<p>“Militants and responding security forces should not inflict harm on ordinary Papuans.”</p>

<p>The West Papua National Liberation Army (Tentara Pembebasan Nasional Papua Barat), the military wing of the Free Merdeka Movement (Organisasi Papua Merdeka), <a href="http://www.thejakartapost.com/news/2018/12/06/west-papua-liberation-army-claims-responsibility-for-mass-killing.html" rel="nofollow">claimed responsibility for the killings</a>, saying those killed were military personnel from the Indonesian Army Corps of Engineers.</p>
<p>An army colonel said that <a href="https://nasional.tempo.co/read/1152773/tni-polri-temukan-16-korban-tewas-insiden-pembunuhan-di-papua" rel="nofollow">three of the survivors of the attack</a> were military personnel working as engineers.</p>

<p><strong>‘Military engineers’<br /></strong><a href="https://www.facebook.com/Mmonggarap" rel="nofollow">Sebby Sambom</a>, a spokesman for the Papuan armed group, told the media that the attacks were organised by the militant’s group’s <a href="https://suarapapua.com/2018/12/06/panglima-kodap-iii-ndugama-bertanggungjawab-atas-kasus-nduga/" rel="nofollow">third Ndugama Command</a>.</p>
<p>He said they had <a href="http://www.thejakartapost.com/news/2018/12/06/west-papua-liberation-army-claims-responsibility-for-mass-killing.html" rel="nofollow">monitored the workers for three months</a> and concluded that they were engineering corps personnel wearing civilian clothes.</p>
<p>However, Indonesia’s public works minister, Basuki Hadimuljono, said that those killed were workers from <a href="http://www.thejakartapost.com/news/2018/12/04/trans-papua-road-project-suspended-amid-worsening-security.html" rel="nofollow">state-owned companies</a> PT Istaka Karya and PT Brantas Abipraya, sent from Sulawesi to work on the 4300 km Trans-Papua highway.</p>
<p>He said that only the soldiers protecting the workers were armed, including the one killed in the attack.</p>
<p>Indonesian President Joko Widodo said in <a href="https://news.detik.com/berita/4331141/jokowi-doakan-arwah-para-pahlawan-trans-papua-diterima-di-sisi-nya" rel="nofollow">reaction to the attacks</a> he had “ordered the armed forces commander and the police chief to pursue and capture all the perpetrators of such rude and violent acts”.</p>

<p>In West Papua, December 1 is widely commemorated as the day West Papua declared nationhood. In 1961, under Dutch rule, an elected council consisting mostly of indigenous Papuans commissioned the creation of a national anthem and flag.</p>
<p>On December 1, 1961, the West Papuan Morning Star flag was flown beside the Dutch tricolor for the first time.</p>
<p>Indonesia took control over Papua with United Nations recognition in 1969.</p>
<p><strong>500 plus arrested</strong><br />Over the last five decades, some Papuans have resisted Indonesian rule. On December 1, 2018, <a href="https://www.newsweek.com/hundreds-have-been-arrested-just-raising-flag-heres-why-1241476" rel="nofollow">more than 500 students were arrested</a> in more than 10 Indonesian cities after peacefully raising the <em>Morning Star</em> flag and demanding a referendum on independence.</p>
<p>Indonesia’s National Police initially announced that the killings in Nduga were in retribution for a worker taking photographs of Papuan militants organising a flag-raising ceremony near a road and bridge construction.</p>
<p>More than 100 military and police officers were evacuating the dead and injured, and engaged in a military operation against the militants.</p>
<p>Human Rights Watch has <a href="https://www.hrw.org/news/2007/07/05/indonesia-police-abuse-endemic-closed-area-papua" rel="nofollow">long documented human rights abuses in Papua’s Central Highlands</a>, where the military and police have frequently engaged in deadly confrontation with armed groups.</p>
<p>Indonesian security forces have often committed abuses against the Papuan population, including arbitrary detention and torture. A lack of internal accountability within the security forces and a poorly functioning justice system mean that impunity for rights violators is the norm in Papua.</p>
<p>“The Indonesian security forces should exercise care when operating in Nduga, directing all security personnel to treat Papuans in accordance with international standards,” said the watchdog.</p>
<p>“They should transparently investigate and hold accountable anyone implicated in a criminal offence. Both the military and the police should allow journalists to operate independently in the area.”</p>

<p><strong>Remote access</strong><br />Nduga is an extremely remote area where no journalists have had access since the attacks.</p>
<p>A <a href="https://www.hrw.org/report/2015/11/10/something-hide/indonesias-restrictions-media-freedom-and-rights-monitoring-papua" rel="nofollow">decades-long official restriction on foreign media</a> access to Papua and controls on Indonesian journalists there have fostered that lack of justice for serious abuses by Indonesian security forces and fueled resentment among Papuans.</p>
<p>“The situation in Nduga is muddled in large part because no journalists can independently go into the area to interview witnesses and verify what happened,” Pearson said.</p>
<p>“Having independent monitors on the ground will help deter abuses by both the militants and security forces, which would benefit all Papuans.”</p>
