<p>On June 29, Radio Negro Primero, a community-based station in Venezuela, and affiliates, will examine the jailing and prosecution of Peru’s constitutional president, Pedro Castillo. The program, <em data-start="365" data-end="382">Battle of Ideas</em>, hosted by William Camacaro (Senior Analyst for COHA) and Mary Dugarte (Venezuelan Journalist), will feature distinguished panelists: Roger Waters (renowned musician and human rights defender), Lilia Paredes de Castillo (wife of President Castillo), and Walter Ayala (constitutional lawyer and former Minister of Defense for President Pedro Castillo).</p>
<p data-start="664" data-end="940">Pedro Castillo’s 2021 presidential victory marked a historic shift: a rural schoolteacher and union leader, propelled by Peru’s rural poor, Indigenous communities, and working-class voters, defeated Keiko Fujimori by just over 44,000 votes. Although he won by a narrow margin, his win nevertheless signaled a rupture with Lima’s political elite and a call for reform.</p>
<p data-start="942" data-end="1238">From the outset, his administration was besieged. A right-wing Congress, dominated by Fujimoristas, obstructed his agenda and launched three impeachment attempts in 18 months. Cabinet instability—dozens of ministerial changes in his first year—reflected both internal tensions and external obstructionism.</p>
<p data-start="1240" data-end="1737">On December 7, 2022, facing imminent removal, Castillo announced the dissolution of Congress and called for new elections. Lacking institutional support, he was swiftly arrested and charged with rebellion, conspiracy, and abuse of authority. The stakes are high. Prosecutors are seeking a 34-year sentence. After his ouster, Dina Boluarte took office with right-wing backing, unleashing state violence against protesters—predominantly Indigenous and rural—that human rights groups have condemned as serious violations.</p>
<p data-start="1739" data-end="1972">Critics argue Castillo’s case exemplifies the weaponization of legal tools to neutralize progressive leadership. For example, the vague constitutional clause of ‘moral incapacity’ was invoked during the impeachment process in lieu of a legitimate legal rationale. Moreover, his legal defenders maintain that his trial, now underway in a highly politicized climate, is marred by procedural irregularities and prolonged detention.</p>
<p data-start="1974" data-end="2203">Castillo’s removal reveals the fragility of Peru’s democratic institutions when faced with demands for structural change. This episode also reflects a broader pattern in Latin America: the criminalization of leftist leaders who challenge entrenched power. Castillo’s plight is not just legal—it’s part of an ongoing struggle against oligarchic resistance to a politics of liberation.</p>

<p><span class="c3">COHA Senior Research Fellows Alina Duarte and Professor Danny Shaw will interview</span> <span class="c3">Ricardo Patiño about the national and regional social, economic, and political implications of the presidential election in Ecuador. </span></p>
<p><span class="c3">On February 7, Ecuadoreans will choose between the increasingly unpopular neoliberal path forged by President Lenin Moreno since his surprise pivot to the right in 2017, and a resumption of the Citizens’ Revolution, which had advanced social investment and economic growth under former President Rafael Correa (2007-2017). While under Moreno, Quito has withdrawn from efforts at regional integration, presidential candidate</span> <span class="c3">Andrés</span> <span class="c3">Arauz (Union of Hope, UNES)  has promised to restore Ecuador’s role in UNASUR, ALBA and CELAC. There is, therefore, a great deal at stake for both Ecuador and the entire region.</span></p>

<p>The Council on Hemispheric Affairs (COHA) is honored to cosponsor the second encounter of the Philosophies of Liberation Conference, sponsored by <a href="https://www.bowiestate.edu/calendar/index.php?eID=2041" target="_blank" rel="noopener noreferrer">Bowie State University</a> and also cosponsored by Fordham University.  The virtual <em>Encuentro II</em> will take place on September 11 and 12 with free access via Zoom, continuing a North-South dialogue that began in 2019 at Loyola Marymount University.</p>
<p>The event brings together scholars and artists from various universities in the US, Brazil, Mexico, Argentina, and Chile, all dedicated to liberatory theory, artistic expression, and practice.</p>
<p><strong>The idea for the two encounters has been inspired in large part by the work of co-founder and leading voice of the philosophy of liberation, the renowned Argentine-Mexican philosopher, Enrique Dussel. Dr. Dussel will deliver the keynote speech of the conference on September 12.</strong></p>
<p>The conference will feature 45 speakers, organized among 14 panels, a musical performance, an art exhibit, and a theatre performance, on topics that include decolonization, ethics, and pedagogy.</p>

<p><strong>Decolonizing our minds as prelude to building a more just world</strong></p>
<p>Dussel’s ground breaking work, <em>Philosophy of Liberation</em> (1977) and his magnum opus, <em>Ethics of Liberation in the Age of Globalization and Exclusion</em> (1998), as well as his numerous volumes on history, political theory and other decolonizing themes, have inspired several generations of scholars. These academics continue to link the ethics of liberation to the social, economic and political struggle to transform the prevailing system and build a more just world.</p>
<p>The task of transformation is a long-term project; it involves first decolonizing our minds so that we can critically interpret history and expose the underside of the increasingly exhausted neoliberal ideology. This critical work lays the groundwork for an ethics that affirms the growth of life in community, using genuinely democratic procedures, over endless war, extreme economic inequality, and imperial domination.</p>
<p>In concrete terms this means overcoming the Monroe Doctrine in Latin America and supporting regional integration and independence, so that the sovereign peoples of each country can combat corruption and establish democratic institutions that obey their constituent power. It also means building a world in which the great diversity of peoples can share in certain core values that can lead us out of this desert of endless war and the destruction of the earth’s ecosystems to a “world in which many worlds can fit”, to use a Zapatista expression.</p>
<p>Philosophies of liberation are not mere ivory tower academic exercises, but forms of thinking linked to the defense of human life and the biosphere at a time when the very continued existence of the human species is at risk.</p>
