Discrimination based on how individuals and peoples look to other people.</p>
<p style="font-weight: 400;"><strong>Discrimination on the basis of the presence or absence of &#8216;beauty&#8217;</strong></p>
<p style="font-weight: 400;">This form of discrimination falls most particularly on females. Commonly we too easily see the death of a &#8216;beautiful&#8217; woman as the greatest of all human tragedies, while regarding the death of an &#8216;ugly&#8217; woman as the least of all such tragedies. The perfect victim is a beautiful woman.</p>
<p style="font-weight: 400;">Early yesterday (10 Sep 2025) I watched Al Jazeera Live, to get information about the Israeli attack on Qatar which had taken place about four hours earlier. (Refer <a href="https://www.aljazeera.com/news/2025/9/10/maps-israel-has-attacked-six-countries-in-the-past-72-hours" data-saferedirecturl="https://www.google.com/url?q=https://www.aljazeera.com/news/2025/9/10/maps-israel-has-attacked-six-countries-in-the-past-72-hours&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw2aP0vbk0z8_xSI3DX7qqSx">Maps: Israel has attacked six countries in the past 72 hours</a>, <em>Al Jazeera</em>, 10 Sep 2015.) At about 5:35am NZ time, the news network crossed to a White House press briefing, expecting to hear for the first time the official US take on the event.</p>
<p style="font-weight: 400;">Karoline Leavitt: &#8220;Today I would like to address the tragedy that had not received nearly enough media attention; the brutal murder of Iryna Zarutska. Here are the facts that many outlets have shamefully and intentionally failed to report until the President drew attention to it. On August 22nd Iryna Zarutska was stabbed to death on the rail system in Charlotte North Carolina by a savage career criminal. This is a public transportation system that many in the area use every single day to go to school and work. Iryna was on the train that night, travelling home from her job at a pizzeria, still in uniform from her shift. <strong><em>This beautiful innocent 23-year-old young woman was a Ukrainian refugee who had recently fled her country for a chance at a safer life and a promising new beginning here in the United States of America</em></strong>. But tragically, the public transportation system in a major American city was more dangerous than the active war zone that she left. &#8230; &#8220;</p>
<p style="font-weight: 400;">Eventual break-back: Cyril Vanier [<em>Al Jazeera</em> anchor] &#8220;We are listening in intently because we are expecting that there may be comments from the White House on Israel&#8217;s attack on Doha just a few hours ago.&#8221; After more than 10 minutes Karoline Leavitt, a beautiful blond woman, made her short White House response to the Israeli attack.</p>
<p style="font-weight: 400;">After a couple of questions, she said; &#8220;As I told you, <em>the President was notified by the United States&#8217; military that Israel was attacking Hamas</em> &#8230;&#8221;. The language indicated that the President was notified by the United States&#8217; military rather than by the Israeli authorities; and that the attack on Qatar was already underway when the President first heard of it. (Maybe the United States is a proxy of Israel, and not the other way around?)</p>
<p style="font-weight: 400;">Note that Leavitt&#8217;s tale of Iryna Zarutska suggests, if taken at face value, that the &#8220;active war zone&#8221; in Ukraine is relatively safe?!</p>
<p style="font-weight: 400;"><strong>Back to my story</strong></p>
<p style="font-weight: 400;">I had heard about the Iryna Zarutska case earlier this week (refer <em>BBC</em>: <a href="https://www.bbc.com/news/articles/c4g7z8pk0j3o" data-saferedirecturl="https://www.google.com/url?q=https://www.bbc.com/news/articles/c4g7z8pk0j3o&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw1EV2tu9_HxiCi5nuhsMlHw">Suspect in fatal stabbing of Ukrainian refugee charged with federal crime</a>), so this tragic story was not as underplayed as the White House intimated. Violent crime is ubiquitous throughout the western world; much of it is senseless, committed by underclass perpetrators, many with mental illness. For many African and Native American communities, terrifying violence, including femicide, is an all too frequent fact of their lives and deaths. Pretty blond immigrant victims are the exception, not the rule.</p>
<p style="font-weight: 400;">Terror is also perpetrated by the western world&#8217;s ruling classes, and much of it is aimed at immigrants with black or brown skin.</p>
<p style="font-weight: 400;">Especially on <em>Al Jazeera</em>, because Palestine is on their patch and because they do not downplay the violence perpetrated by the Israeli <a href="https://en.wikipedia.org/wiki/Einsatzgruppen" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Einsatzgruppen&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw0_iso1Qw7vh03GF6x5WTYT"><em>Einsatzgruppen</em></a>, we see many victims – especially mothers wearing culturally-traditional black clothing and head coverings. To western viewers, these victims look quite unattractive; they are all-to-easily dismissed as mothers-of-terrorists, mothers of future terrorists, and future mothers of future terrorists. These women look less like westerners than the Palestinian men do, making it particularly hard for some of us to identify with them as humans like us.</p>
<p style="font-weight: 400;"><em>Lookism</em> regards as the most tragic of victims the young, the blond, the blue-eyed, the fair-skinned, the slim (but not emaciated). Lookism favours long or plaited hair; uncovered heads. Lookism is racism, ageism, culturism, and individualism.</p>
<p style="font-weight: 400;">Stereotypes of bad people (and non-people) are ugly, and dark. A problematic piece of twentieth-century literature which perpetuates these stereotypes is Tolkien&#8217;s <em>Lord of the Rings</em>. These books became very popular with the &#8216;hippie&#8217; generation, as well as with other generations which were into deeply problematic books such as Ayn Rand&#8217;s <em>Atlas Shrugged</em>. Ayn Rand galvanised coteries of young men (and some young women, such as Liz Truss); her fans vary in age from 99 (eg <a href="https://en.wikipedia.org/wiki/Alan_Greenspan" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Alan_Greenspan&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw1ic-M3fOVkX4zxAjMNKpwF">Alan Greenspan</a>) to 57 (eg <a href="https://en.wikipedia.org/wiki/Peter_Thiel" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Peter_Thiel&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw2e_Ot4Kq1YCSXzli7NQN2_">Peter Thiel</a>) to 19. <em>Atlas Shrugged</em>, published in 1957, became the launching-pad for the 0.001 percenters and for people who aspire to the success-cocktail of concentrated-wealth, power-sex, and techno-utopia.</p>
<p style="font-weight: 400;">(Note <a href="https://www.amazon.com.au/How-Bad-Writing-Destroyed-World/dp/1501313118" data-saferedirecturl="https://www.google.com/url?q=https://www.amazon.com.au/How-Bad-Writing-Destroyed-World/dp/1501313118&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw01mtIkYH4bMRSE3j2qkhqf">How Bad Writing Destroyed the World: Ayn Rand and the Literary Origins of the Financial Crisis</a>, 2016, by Adam Weiner; Weiner observes that 500,000 copies sold in the crisis year of 2009. And note the tech-focussed New Zealand school curriculum changes, <a href="https://www.rnz.co.nz/news/political/572737/new-push-for-ai-as-education-minister-erica-stanford-announces-curriculum-changes" data-saferedirecturl="https://www.google.com/url?q=https://www.rnz.co.nz/news/political/572737/new-push-for-ai-as-education-minister-erica-stanford-announces-curriculum-changes&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw3iIE49TOkxvMN8zIymk5tv">New push for AI as Education Minister Erica Stanford announces curriculum changes</a> <em>RNZ</em> 11 September 2025.)</p>
<p style="font-weight: 400;">The techno-supremacist 0.001 percenters seem to like three types of literature. Ultra-individualist rationalisations of &#8216;rationalism&#8217; such as <em>Atlas Shrugged</em> and books recommended by the <a href="https://mises.web.ox.ac.uk/" data-saferedirecturl="https://www.google.com/url?q=https://mises.web.ox.ac.uk/&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw2n1CV8RLHsinV4mROmo9zx">Mises Society</a>, certain types of science fiction (see <a href="https://www.youtube.com/watch?v=gKOzDU64iPA" data-saferedirecturl="https://www.google.com/url?q=https://www.youtube.com/watch?v%3DgKOzDU64iPA&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw1AZQnM3Gh_1LvvGIdjqHIs">Do billionaires even understand the sci-fi they’re inspired by?</a> The Listening Post <em>Al Jazeera</em> 7 September 2025), and mythic fantasies, such as <em>Lord of the Rings</em>.</p>
<p style="font-weight: 400;">Back to <strong><em>Lord of the Rings</em></strong> (noting that this was mentioned in the Listening Post <a href="https://www.youtube.com/watch?v=gKOzDU64iPA" data-saferedirecturl="https://www.google.com/url?q=https://www.youtube.com/watch?v%3DgKOzDU64iPA&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw1AZQnM3Gh_1LvvGIdjqHIs">story</a>, and that <a href="https://en.wikipedia.org/wiki/Peter_Thiel" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Peter_Thiel&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw2e_Ot4Kq1YCSXzli7NQN2_">Peter Thiel</a> has read it &#8220;over ten times&#8221; as an adult). On reflection, it is drawn-out racist fantasia in which Middle Earth is a thinly veiled map of Europe. Mordor is the former caliphate, the Ottoman Empire. And Mordor&#8217;s maritime allies were from the coasts of North Africa, the <a href="https://en.wikipedia.org/wiki/Barbary_Coast" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Barbary_Coast&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw18V74O8RV8WCSnI25Pt8lz">Barbary Coast</a>. The ugly (thereby evil!) Orcs were seemingly without women (though Peter Jackson made a joke about this in the second movie) and children; certainly, if present in the story, we would have wished for the death of them as the ugly mothers and future-mothers of ugly terrorists. There was however a big and ugly female spider <a href="https://en.wikipedia.org/wiki/Shelob" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Shelob&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw06yJIe-xxCbQqHxy-V4Z2h">Shelob</a>; an embodiment of all tropes of wicked ugly women.</p>
<p style="font-weight: 400;">The beautiful people – which very much include blond and other fair-skinned women – draw on Celtic, Scandinavian and possibly Ukrainian identities (noting <a href="https://kyivindependent.com/the-counteroffensive-how-ukraine-uses-the-lord-of-the-rings-to-frame-its-battle-for-survival/" data-saferedirecturl="https://www.google.com/url?q=https://kyivindependent.com/the-counteroffensive-how-ukraine-uses-the-lord-of-the-rings-to-frame-its-battle-for-survival/&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw0E9ocK0-3zbuAB7l_Jzqd-">The Counteroffensive: How Ukraine uses ‘The Lord of the Rings’ to frame its battle for survival</a> Mariana Lastovyria <em>Kyiv Independent</em> 29 August 2014, and <a href="https://www.stuff.co.nz/manawatu-standard/opinion/300581384/ukraine-and-the-orcs-leaders-slip-into-tolkien-mindset" data-saferedirecturl="https://www.google.com/url?q=https://www.stuff.co.nz/manawatu-standard/opinion/300581384/ukraine-and-the-orcs-leaders-slip-into-tolkien-mindset&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw00V1Yikwvh9VQMwgwG8HwY">Ukraine and the Orcs: Leaders slip into &#8216;Tolkien mindset&#8217;</a> Gwynne Dyer <em>Manawatu Standard</em>6 May 2022). The <a href="https://en.wikipedia.org/wiki/Kievan_Rus%27" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Kievan_Rus%2527&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw3TzCuO5Da4SAZD-HkQe_0S">Kievan Rus&#8217;</a> were a people of <a href="https://en.wikipedia.org/wiki/Varangians" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Varangians&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw3uEYTElLC-NNsu1JacmT1k">Varangian</a> – ie Scandinavian – origin. <a href="https://en.wikipedia.org/wiki/Aryan_race" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Aryan_race&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw3qiGjH8XUwFVWi2dV9QnhV">Aryan</a>, for sure. By this view, if you want to know if someone is good – or, on the other hand, &#8216;deserves to die&#8217; – just find out what their <a href="https://en.wikipedia.org/wiki/Race_(human_categorization)" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Race_(human_categorization)&amp;source=gmail&amp;ust=1757915650580000&amp;usg=AOvVaw0ewj9bxQnft9W_2ta566K7">race</a> is!</p>
<p style="font-weight: 400;"><strong>Conclusion – Lookism</strong></p>
<p style="font-weight: 400;">Mythology, especially ethnic and pseudo-ethnic mythology, is dangerous at the best of times. Ugly myths about individualism and the virtue of beauty – and their flipsides (collectivism, and the vice of ugliness) – create a recipe for conflict without any point of resolution. Ugly won&#8217;t concede because (by conflation) it&#8217;s evil; and &#8216;beauty&#8217; won&#8217;t concede because either it&#8217;s evil too, or because its adversary is too evil.</p>

<p>With the sudden <a id="link" href="https://www.thepost.co.nz/politics/360603054/adrian-orrs-exit-omnishambles" rel="nofollow">departure of New Zealand’s Reserve Bank Governor</a>, one has to ask whether there is a pattern here — of a succession of public sector leaders leaving their posts in uncertain circumstances and a series of decisions being made without much regard for due process.</p>
<p>It brings to mind the current spectacle of federal government politics playing out in the United States. Four years ago, we observed a concerted attempt by a raucous and determined crowd to storm the Capitol.</p>
<p>Now a smaller, more disciplined and just as determined band is entering federal offices in Washington almost unhindered, to close agencies and programmes and to evict and <a id="link-5e8d9e7969bfcbbfc1ced81a8eb77be9" href="https://www.reuters.com/world/us/us-federal-agencies-directed-prepare-mass-layoffs-memo-shows-fox-news-2025-02-26/" rel="nofollow">terminate the employment of thousands of staff</a>.</p>

<p>This could never happen here. Or could it? Or has it and is it happening here? After all, we had an occupation of parliament, we had <a id="link-20a908ccf652d20830998cd87b5883b0" href="https://thespinoff.co.nz/politics/28-11-2023/the-ctrl-z-coalition-all-the-repeals-and-reversals-planned-by-the-new-government" rel="nofollow">a rapid unravelling of a previous government’s legislative programme</a>, and we have experienced the removal of CEOs and downgrading of key public agencies such as Kāinga Ora on slender pretexts, and the rapid and marked downsizing of the core public service establishment.</p>
<p>Similarly, while the incoming Trump administration is targeting any federal diversity agenda, in New Zealand the incoming government has sought to curb the advancement of Māori interests, even to the extent of questioning elements of our basic constitutional framework.</p>

<p>In other words, there are parallels, but also differences. This has mostly been conducted in a typical New Zealand low-key fashion, with more regard for legal niceties and less of the histrionics we see in Washington — yet it still bears comparison and probably reflects similar political dynamics.</p>
<p>Nevertheless, the departure in quick succession of <a id="link-daedbec901a7d773a4c3b9fc68bacb9b" href="https://www.rnz.co.nz/news/political/542183/the-detail-is-nz-s-health-leadership-in-crisis" rel="nofollow">three health sector leaders</a> and the targeting of Pharmac’s CEO suggest the agenda may be getting out of hand. In my experience of close contact with the DHB system the management and leadership teams at the top echelon were nothing short of outstanding.</p>
<p>The Auckland District Health Board, as it then was, is the largest single organisation in Auckland — and the top management had to be up to the task. And they were.</p>
<p><strong>Value for money</strong><br />As for Pharmac, it is a standout agency for achieving value for money in the public sector. <a id="link-b22f90b52678cb175d6b1ec2ac375315" href="https://theconversation.com/with-act-and-nz-first-promising-to-overhaul-pharmac-whats-in-store-for-publicly-funded-medicines-215060" rel="nofollow">So why target it?</a> The organisation has made cumulative savings of at least a billion dollars, equivalent to 5 percent of the annual health budget. Those monies have been reinvested elsewhere in the health sector. Furthermore, by distancing politicians from sometimes controversial funding decisions on a limited budget it shields them from public blowback.</p>
<p>Unfortunately, <a id="link-9a6d7ef29a29bd419f168835b76ddd5e" href="https://www.stuff.co.nz/national/health/124432208/pharmac-does-a-great-job-but-its-losing-the-pr-battle-hands-down" rel="nofollow">Pharmac is the victim of its own success</a>: the reinvestment of funds in the wider health sector has gone unheralded, and the shielding of politicians is rarely acknowledged.</p>

<p>Climate justice and gender equality cannot be achieved separately, a Pacific women’s conference heard this week.</p>
<p>Marshall Islands President Dr Hilda Heine said the climate crisis faced in the region and the world would make gender equality more difficult to attain.</p>
<p>“For example, we know that we cannot have gender equality without climate justice, and vice versa,” Dr Heine told delegates at the the 15th Triennial Conference of Pacific Women gathered in the Northern Pacific for the first time in 40 years.</p>

<p>“Our aspirations are shared,” Dr Heine said.</p>
<p>“We have convened on Majuro because of one of those aspirations is the empowerment of Pacific women and girls in all their diversities and ultimately to reach gender parity in our region.”</p>
<p>President Heine said that for gender parity to be achieved, every Pacific woman’s ability, talent dreams would need to be harnessed.</p>
<p>“We must draw on the resourcefulness of Pacific women, rich in our diverse cultures and traditions, to map a way forward for us, tapping into our region’s diversity and creativity to find solutions that are embedded in our Pacific philosophies and world views,” she said.</p>
<p>“We know that the climate crisis will make achieving gender equality even harder — and that we cannot solve the climate crisis without gender equality.”</p>
<p><strong>Women hit fastest, hardest</strong><br />Heine said women were often hit fastest and hardest by climate impacts.</p>
<p>“They are the first responders of the family, responsible for ensuring that the family is taken care of and healthy,” she said.</p>
<p>“As climate change brings droughts, they are charged with securing water; when children or the elderly are affected by extreme heat, it is women who are the primary caregivers.</p>

<p>“In the Marshalls, where women often participate in the informal economy through the production of handicrafts, for example, we know that the material used for those handicrafts are at risk as sea levels rise and salt water inundates our arable land.</p>
<p>“Women are also central to the solutions to the climate crisis.”</p>
<p>Dr Heine said Pacific women had been some of the strongest voices for climate ambition at the international level while at home they were caretakers for solar panels, providing communities with clean energy.</p>
<p>She described them as being at the heart of securing climate justice.</p>

<p class="photo-captioned__information"><strong>‘Gains are far from consistent’<br /></strong> Two regional meetings took place on Majuro Atoll this week — the 8th Ministers for Women meeting and the 3rd PIF Women Leaders Meeting.</p>

<p>Political commentators said this showed that regional leaders recognised the importance of gender equality and the meetings provided opportunities to collectively discuss how to advance their commitments to the issue at national, regional and international levels.</p>
<p>President Heine acknowledged that the Pacific had made what she described as remarkable progress on women’s rights on many fronts in recent decades.</p>
<p>“But these gains are far from consistent and much more remains to be done,” she warned.</p>
<p>Women’s health, gender-based violence, and climate justice were the themes for discussion during the conferences and highlight some of the key challenges Pacific women continue to face.</p>
<p>Dr Heine said all these issues aggravated the impacts of inequalities faced by women and girls as a result of existing social norms and structures.</p>
<p>She said the triennial conference and the Pacific Ministers for Women meeting were important platforms at which to unpack these and other barriers to gender equality.</p>

<p><em>Here is the speech by Papua New Guinea’s Minister for Communication and Information Technology, Timothy Masiu, at the <a href="https://asiapacificreport.nz/category/pacific-media-conference-2024/" rel="nofollow">2024 Pacific International Media Conference</a> dinner at the Holiday Inn, Suva, on July 4:</em></p>
<p>I thank the School of Journalism of the University of the South Pacific (USP) for the invitation to address this august gathering.</p>
<p>Commendations also to the Pacific Islands News Association (PINA) and the Asia Pacific Media Network (APMN) for jointly hosting this conference – the first of its kind in our region in two decades!</p>
<p>It is also worth noting that this conference has attracted an Emmy Award-winning television news producer from the United States, an award-winning journalism academic and author based in Hong Kong, a member of the New Zealand Order of Merit, a finalist in the 2017 Pulitzer Prize, and a renowned investigative journalist from New Zealand.</p>
<p>Mix this with our own blend of regional journalists, scholars and like-minded professionals, this is truly an international event.</p>
<p>Commendation to our local organisers and the regional and international stakeholders for putting together what promises to be three days of robust and exciting interactions and discussions on the status of media in our region.</p>
<p>This will also go a long way in proposing practical and tangible improvements for the industry.</p>
<p>My good friend and the Deputy Prime Minister of Fiji, the Honourable Manoa Kamikamica, has already set the tone for our conference with his powerful speech at this morning’s opening ceremony. (In fact, we can claim the DPM to also be Papua New Guinean as he spent time there before entering politics!).</p>
<p>We support and are happy with this government of Fiji for repealing the media laws that went against media freedom in Fiji in the recent past.</p>
<p>In PNG, given our very diverse society with over 1000 tribes and over 800 languages and huge geography, correct and factful information is also very, very critical.</p>

<p>Our theme <em>“Navigating Challenges and Shaping Futures in Pacific Media Research and Practice”</em> couldn’t be more appropriate at this time.</p>
<p>If anything, it reminds us all of the critical role that the media continues to play in shaping public discourse and catalysing action on issues affecting our Pacific.</p>
<p>We are also reminded of the power of the media to inform, educate, and mobilize community participation in our development agenda.</p>
<p>IT is in the context that I pause to ask this pertinent question: <em>How is the media being developed and used as a tool to protect and preserve our Pacific Identity?</em></p>
<p>I ask this question because of outside influences on our media in the region.</p>
<p>I should know, as I have somewhat traversed this journey already – from being a broadcaster and journalist myself – to being a member of the board of the largest public broadcaster in the region (National Broadcasting Corporation) – to being the Minister for ICT for PNG.</p>
<p>From where I sit right now, I am observing our Pacific region increasingly being used as the backyard for geopolitical reasons.</p>
<p>It is quite disturbing for me to see our regional media being targeted by the more developed nations as a tool to drive their geopolitical agenda.</p>
<p>As a result, I see a steady influence on our culture, our way of life, and ultimately the gradual erosion of our Pacific values and systems.</p>
<p>In the media industry, some of these geopolitical influences are being redesigned and re-cultured through elaborate and attractive funding themes like improving “transparency” and “accountability”.</p>
<p>This is not the way forward for a truly independent and authentic Pacific media.</p>
<p>The way we as a Pacific develop our media industry must reflect our original and authentic value systems.</p>
<p>Just like our forefathers navigated the unchartered seas – relying mostly on hard-gained knowledge and skills – we too must chart our own course in our media development.</p>
<p>Our media objectives and practices should reflect all levels of our unique Pacific Way of life, focusing on issues like climate change, environmental preservation, the protection and preservation of our fast-fading languages and traditions, and our political landscape.</p>
<p>We must not let our authentic ways be lost or overshadowed by outside influences or agendas. We must control <em>WHAT</em> we write, <em>HOW</em> we write it, and <em>WHY</em> we write.</p>
<p>Don’t get me wrong – we welcome and appreciate the support of our development partners – but we must be free to navigate our own destiny.</p>
<p>If anything, I compel you to give your media funding to build our regional capabilities and capacities to address climate change issues, early warning systems, and support us to fight misinformation, disinformation, and fake news on social media.</p>
<p>I don’t know how the other Pacific Island countries are faring but my Department of ICT has built a social media management desk to monitor these ever-increasing menaces on Facebook, Tik Tok, Instagram and other online platforms.</p>
<p>This is another area of concern for me, especially for my future generations.</p>
<p><strong>Draft National Media Development Policy of PNG<br /></strong> Please allow me to make a few remarks on the Draft National Media Development Policy of PNG that my ministry has initiated.</p>
<p>As its name entails, it is a homegrown policy that aims to properly address many glaring media issues in our country.</p>
<p>In its current fifth draft version, the draft policy aims to promote media self-regulation; improve government media capacity; roll-out media infrastructure for all; and diversify content and quota usage for national interest.</p>
<p>These policy objectives were derived from an extensive nationwide consultation process of online surveys, workshops and one-on-one interviews with government agencies and media industry stakeholders and the public.</p>
<p>To elevate media professionalism in PNG, the policy calls for the development of media self-regulation in the country without direct government intervention.</p>
<p>The draft policy also intend to strike a balance between the media’s ongoing role on transparency and accountability on the one hand, and the dissemination of developmental information, on the other hand.</p>
<p>It is not in any way an attempt by the Marape/Rosso government to restrict the media in PNG. Nothing can be further from the truth.</p>
<p>In fact, the media in PNG presently enjoys unprecedented freedom and ability to report as they deem appropriate.</p>
<p>Our leaders are constantly being put on the spotlight, and while we don’t necessarily agree with many of their daily reports, we will not suddenly move to restrict the media in PNG in any form.</p>
<p>Rather, we are more interested in having information on health, education, agriculture, law and order, and other societal and economic information, reaching more of our local and remote communities across the country.</p>
<p>It is in this context that specific provision within the draft policy calls for the mobilisation – particularly the government media – to disseminate more developmental information that is targeted towards our population at the rural and district levels.</p>
<p>I have brought a bigger team to Suva to also listen and gauge the views of our Pacific colleagues on this draft policy.</p>
<p>The fifth version is publicly available on our Department of ICT website and we will certainly welcome any critique or feedback from you all.</p>
<p>Before I conclude, let me also briefly highlight another intervention I made late last year as part of my Ministry’s overall “Smart Pacific; One Voice” initiative.</p>
<p>After an absence for several years, I invited our Pacific ICT Ministers to a meeting in Port Moresby in late 2023.</p>
<p>At the end of this defining summit, we signed the Pacific ICT Ministers’ Lagatoi Declaration.</p>
<p>For a first-time regional ICT Ministers’ meeting, it was well-attended. Deputy Prime Minister Manoa also graced us with his presence with other Pacific Ministers, including Australia and New Zealand.</p>
<p>This declaration is a call-to-arms for our regional ministers to meet regularly to discuss the challenges and opportunities posed by the all-important ICT sector.</p>
<p>Our next meeting is in New Caledonia in 2025.</p>
<p>In much the same vein, I was appointed the special envoy to the Pacific by the Asia-Pacific Institute for Broadcasting Development (AIBD) in Mauritius in 2023.</p>
<p>Since then, I have continuously advocated for the Pacific to be more coordinated and unified, so we can be better heard.</p>
<p>I have been quite bemused by the fact that the Pacific does not have its own regional offices for such well-meaning agencies like AIBD to promote our own unique media issues.</p>
<p>More often than not, we are either thrown into the “Asia-Pacific’ or “Oceania” groupings and as result, our media and wider ICT interests and aspirations get drowned by our more influential friends and donors.</p>
<p>We must dictate what our broadcasting (and wider media) development agenda should be. We live in our Region and better understand the “Our Pacific Way” of doing things.</p>
<p>Let me conclude by reiterating my firm belief that the Pacific needs a hard reset of our media strategies.</p>
<p>This means re-discovering our original values to guide our methods and practices within the media industry.</p>
<p>We must be unified in our efforts navigate the challenges ahead, and to reshape the future of media in the Pacific.</p>
<p>We must ensure it reflects our authentic ways and serves the needs of our Pacific people.</p>

<p>Melanesians all across Aotearoa are coming together in Auckland this weekend to celebrate their unique cultural heritage.</p>
<p>This is the second time the annual <a href="https://www.facebook.com/melanesianfestaotearoa" rel="nofollow">Melanesian Festival Aotearoa</a> is being held and it is an opportunity for community members from Fiji, Kanaky New Caledonia, Papua New Guinea, Solomon Islands and Vanuatu to fully immerse in their culture.</p>
<p>More than 7000 people attended the inaugural event last year which was a huge success.</p>
<p>Cultural performances, musical showcases, traditional food, arts and craft were on display and enjoyed by all.</p>
<p>Festival director Albert Traill said this festival is “something unique for New Zealand because New Zealand is a predominantly Polynesian-based society when it comes to Pacific Islands communities”.</p>
<p>He expressed that sometimes the Melanesian community feel left out or lost in the crowd and their numbers are smaller in comparison to their Polynesian brothers and sisters.</p>

<p>“Melanesian culture and music is really different to Polynesia. Very similar, but it has its own unique feel,” Traill said.</p>
<p><strong>Annual event</strong><br />The community have been talking about organising their own cultural festival for years, and with the support of Creative New Zealand, it is now an annual event.</p>
<p>“It’s an opportunity for our Melanesian community to come out and have a space for us to share our culture, our food, and just to come together and celebrate each other’s identity and culture.</p>
<p>“We love it here in New Zealand because New Zealand is a country that loves and supports cultural diversity.”</p>

<p>Traill has a smile in his voice as he reflects on the success of last year’s festival, sharing how many of the performances were youth driven.</p>
<p>The young ones spent months researching their countries and consulting with community elders and knowledge holders, to produce outstanding items.</p>
<p>Their pride and passion shone on stage, striking a string in the hearts of their family and friends</p>
<p><strong>‘Everyone in tears’</strong><br />“And pretty much everyone was in tears hearing them share how special they felt. Normally they get lumped in with Polyfest and, and all the other festivals and stuff. But this one, for the first time ever, they could say, ‘this is my festival. It’s Melanesian’.”</p>
<p>“We’re doing it for the young people,” he says.</p>

<p>“So hopefully one day when we’re not here, they can stand up with the same pride and say, ‘Yeah, you know what? I’m Melanesia. And I’m proud to share my culture’.”</p>
<p>The festival will be held at the Waitemata Rugby Club Grounds in Henderson from 9am onwards with a packed programme.</p>
<p>The cultural performances begin at 10am and there are a few popular reggae artists and bands hailing from the Solomon Islands, Fiji and Papua New Guinea.</p>
<p>Community groups from Christchurch, Tauranga, Waikato and Wellington are travelling up to participate and the entertainment will continue until late in the afternoon.</p>
<p>Cultural activation spaces will also be spread around the grounds showcasing the traditional weaving and tapa printing of Melanesia.</p>
<p><strong>Ancient tatooing style</strong><br />The ancient style of Papua New Guinea tattooing will also be on display.</p>
<p>It will be a vibrant hub of cultural identity and heritage and the the organizers warmly welcome any interested ones to come along and join in the celebrations.</p>
<p>“Come and have a look, come and see Melanesia,” Traill said.</p>
<p>“Melanesia is like the Tuakana of the Pacific, the older sibling, the older ancient cultures. You’re looking at 10,000 years of history in the Pacific. A lot of these are ancient old cultures and very complex.”</p>

<p>The organisers expect this year to be even bigger and better, and it will only grow each consecutive year.</p>
<p>They are already looking into further expanding the festival for 2024 and are looking to collaborate with embassies to fly across talented local artists and cultural performance groups to join in next years Melanesia Festival.</p>

<p>​A new business initiative in Aotearoa New Zealand aims to open up conversations about the benefits of kava on mental health.</p>
<p>Tongan entrepreneur ‘Anau Mesui-Henry and her photographer husband Todd Henry own Four Shells Kava Lounge in Auckland, creating a space for the community to use the Pacific Island drink to maintain its value and cultural identity.</p>
<p>They have started <em>talanoa</em> on <a href="https://ojs.aut.ac.nz/pacific-journalism-review/article/view/1252" rel="nofollow">kava and mental health</a> in Auckland, Wellington and Gisborne.</p>

<p>The couple say the KAVAX sessions bring in people from all walks of life, and they get to enjoy some authentic kava for the night.</p>
<p>Mesui-Henry says because it is talanoa, it is open for everyone to come together and speak.</p>
<p>“Not all people will open up and share, but it’s a safe space where they can come through, indulge in some kava and explore solutions on how we can heal using our Pasifika culture,” she says.</p>
<p>“It’s the mana in knowing your natural tāonga, a tool to help us as people to heal and the silent battles that we face.”</p>
<p><strong>Pasifika tools to connect</strong><br />Mesui-Henry says although organisations like the Mental Health Foundation are doing great work with the resources they have, a “white approach” will not work alone.</p>
<p>She says Pasifika people have the tools to connect through kava, and improve mental health.</p>
<p>Mesui-Henry says some of the misconceptions around kava they have to work on dispelling are that it is bad for you, it’s “muddy water”, or once it numbs you, you are drunk.</p>
<p>“We are a community grassroots kind of place, and knowing our cultural keystone, kava has a place in society.”</p>
<p>Kava is part of significant cultural practices in different Pacific Islands, is known internationally for its relaxing properties, and is used as a herbal remedy.</p>
<p>The website of the Alcohol and Drug Foundation NZ advises that if a large amount of kava is consumed the following effects may be experienced: drowsiness, nausea, loss of muscle control, mild fever and pupil dilation and red eyes.</p>
<p>It is legal to drink kava in New Zealand.</p>

<p>A new edition of the <a href="https://riis.skr.u-ryukyu.ac.jp/publication/ojis" rel="nofollow"><em>Okinawan Journal of Island Studies</em></a> features social justice island activism, including a case study of Aotearoa New Zealand’s Pacific Media Centre, in what the editors say brings a sense of “urgency” in the field of diversity, equity, and inclusion in scholarship.</p>
<p>In the <a href="https://doi.org/10.24564/0002019892" rel="nofollow">editorial</a>, the co-editors — Tiara R. Na’puti, Marina Karides, Ayano Ginoza, Evangelia Papoutsaki — describe this special issue of the journal as being guided by feminist methods of collaboration.</p>
<p>They say their call for research on social justice island activism has brought forth an issue that centres on the perspectives of Indigenous islanders and women.</p>
<p>“Our collection contains disciplinary and interdisciplinary research papers, a range of contributions in our forum section (essays, curated conversations, reflection pieces, and photo essays), and book reviews centred on island activist events and activities organised locally, nationally, or globally,” the editorial says.</p>
<p>“We are particularly pleased with our forum section; its development offers alternative forms of scholarship that combine elements of research, activism, and reflection.</p>
<p>“Our editorial objective has been to make visible diverse approaches for conceptualising island activisms as a category of analysis.</p>
<p><strong>‘Complexity and nuance’<br /></strong> “The selections of writing here offer complexity and nuance as to how activism shapes and is shaped by island eco-cultures and islanders’ lives.”</p>
<p>The co-editors argue that “activisms encompass multiple ways that people engage in social change, including art, poetry, photographs, spoken word, language revitalisation, education, farming, building, cultural events, protests, and other activities locally and through larger networks or movements”.</p>
<p>Thus this edition of <em>OJIS</em> brings together island activisms that “inform, negotiate, and resist geopolitical designations” often applied to them.</p>
<p>Geographically, the islands featured in papers include Papua New Guinea, Prince Edward Island, and the island groups of Kanaky, Okinawa, and Fiji.</p>
<p>Among the articles, Meghan Forsyth’s <a href="https://doi.org/10.24564/0002019735" rel="nofollow">‘La langue vient de la musique’: Acadian song, language transmission, and cultural sustainability on Prince Edward Island</a> engagingly examines the “sonic activism” of the Francophone community in Canada’s Prince Edward Island.</p>
<p>“Also focused on visibility and access, David Robie’s article ‘<a href="https://u-ryukyu.repo.nii.ac.jp/records/2019736" rel="nofollow">Voice of the Voiceless’: The Pacific Media Centre as a case study of academic and research advocacy and activism</a> substantiates the need for bringing forward journalistic attention to the Pacific,” says the editorial.</p>
<p>Dr Robie emphasises the need for critical and social justice perspectives in addressing the socio-political struggles in Fiji and environmental justice in the Pacific broadly, say the co-editors.</p>
<p>In the article <a href="https://doi.org/10.24564/0002019737" rel="nofollow">My words have power: The role of Yuri women in addressing sorcery violence in Simbu province of Papua New Guinea</a>, Dick Witne Bomai shares the progress of the Yuri Alaiku Kuikane Association (YAKA) in advocacy and peacebuilding.</p>
<p>In <a href="https://doi.org/10.24564/0002019738" rel="nofollow">‘<em>La Pause Décoloniale’</em>: Women decolonising Kanaky one episode at a time</a>, Anaïs Duong-Pedica, “provides a discussion of French settler colonialism and the challenges around formal decolonisation processes in Kanaky”.</p>
<p><strong>Inclusive feminist thinking</strong><br />The article engages with “women’s political activism and collaborative practice” of the podcast and radio show <em>La Pause Décoloniale</em>.</p>
<p>The co-editors say the edition’s forum section is a result of “inclusive feminist thinking to make space for a range of approaches combining scholarship and activism”.</p>
<p>They comment that the “abundance of submissions to this section demonstrates the desire for academic outlets that stray from traditional models of scholarship”.</p>
<p>“Feminist and Indigenous scholar-activists seem especially inclined towards alternative avenues for expressing and sharing their research,” the coeditors add.</p>
<p>Eight books are reviewed, including New Zealand’s <a href="https://doi.org/10.24564/0002019678" rel="nofollow"><em>Peace Action: Struggles for a Decolonised and Demilitarised Oceania and East Asia</em></a>, edited by Valerie Morse.</p>

<p style="font-weight: 400;"><strong>Whoever would have predicted</strong> that the definition of &#8216;male&#8217; and &#8216;female&#8217; could ever become a matter of contention? My professional life has been in political economy, which includes social science and humanities: philosophy, economics, history, statistics, demography, and geography. Demography in particular, requires a <em>biological</em> definition.</p>
<p style="font-weight: 400;">The <strong><em>objective</em></strong> science of sex is simple, and genetic. Males have a Y-sex-chromosome as well as an X-sex-chromosome; females instead have two X-sex-chromosomes. To get around the fact that some people want to play-down this observation, commentators and politicians often refer to sex as &#8216;biological sex&#8217; or &#8216;sex assigned at birth&#8217;. Some organisations refer to &#8216;gender&#8217; when they mean &#8216;sex&#8217;. Statistics New Zealand doesn&#8217;t have any of these problems; for example, the first set of data in the <a href="https://www.stats.govt.nz/information-releases/new-zealand-cohort-life-tables-march-2023-update/" data-saferedirecturl="https://www.google.com/url?q=https://www.stats.govt.nz/information-releases/new-zealand-cohort-life-tables-march-2023-update/&amp;source=gmail&amp;ust=1680226134298000&amp;usg=AOvVaw1QBtFWRn2t4hzAf0pIY_kx">New Zealand cohort life tables: March 2023 update</a> is simply labelled &#8216;Estimated births, deaths, net migration by <strong><em>sex</em></strong>&#8216;.</p>
<p style="font-weight: 400;">Confusion exists because there is a different concept, &#8216;gender&#8217;, which also uses male-female categorisation. When it is necessary to avoid confusion, a person&#8217;s sex may be characterised as their &#8216;genetic sex&#8217; (or &#8216;reproductive sex&#8217;) rather than their biological sex; this is because &#8216;gender&#8217; may also have a biological basis, and some people whose gender differs from their sex may gave gained this gender variation at conception, in the womb before birth, or even in the birth process itself.</p>
<p style="font-weight: 400;"><strong>Gender</strong></p>
<p style="font-weight: 400;">Gender differs from sex in that it is <strong><em>subjective</em></strong>. A sense of divergent identity from within may arise from any mix of biological or cultural influences. On the biological side, possible influences include aspects of the species genome other than the Y-chromosome, environmental influences within the mother&#8217;s uterus, and the birth process itself (eg caesarean birth versus natural birth). Endocrinological and neurological variation can occur before, during, or after birth. One important driver of this gender variability is most likely the microbiome: the changing bacteria and other microbes which inhabit especially the gut, the brain, and the birth canal.</p>
<p style="font-weight: 400;">Unlike sex, a binary concept, gender is a spectral concept. And gender is not fixed for all time, it&#8217;s fluid. The microbiome is mutable; cultural memes amplify, deamplify and reamplify over time.</p>
<p style="font-weight: 400;">It seems to me that a good way for demographers to document gender is through a scale from one to nine. One through to three could be characterised as &#8216;female gender&#8217;, four-to-six as &#8216;non-binary gender&#8217;, and seven-to-nine as &#8216;male gender&#8217;. So a somewhat &#8216;macho&#8217; male might be described as &#8216;male sex, male (9) gender. And some &#8216;trans&#8217; women might be best described as &#8216;male sex, female (3) gender. For short, for data-coding purposes, these two example people could be listed as &#8216;m9&#8217; and &#8216;m3&#8217;. F1 through to f3 would translate to &#8216;cis-female&#8217; in the jargon now used by many as gender identifiers. The mere use of this new jargon is of itself a cultural self-identifier.</p>
<p style="font-weight: 400;">It is important to note that the prefixes &#8216;cis&#8217; and &#8216;trans&#8217; do indicate that the gender-diverse community does in fact make the distinction between sex and gender, and therefore does not fully deny the reality of genetic sex; the issue is deemphasis, not denial. The issue that impassions that community seems to be to render the concept of sex as unimportant, even unnecessary. But, in the sciences of biology, demography and epidemiology, sex can never be redundant.</p>
<p style="font-weight: 400;"><strong>Demography</strong></p>
<p style="font-weight: 400;">The &#8216;bread and butter&#8217; of demography is reproduction, migration and death. In this context, &#8216;age&#8217; and &#8216;location&#8217; are the most important statistical characteristics of people.</p>
<p style="font-weight: 400;">&#8216;Sex&#8217; is in the next tranche of important demographic variables, because genetic sex is an important determinant of the reproduction of populations. Sex should be an easy identifier, because sex is an objective attribute; a person&#8217;s genetic sex is a matter of observation, just as whether a person has died is a matter of observation.</p>
<p style="font-weight: 400;">Another second-tranche demographic variable is &#8216;ethnicity&#8217;, although to be objective it needs to be &#8216;ancestry&#8217;, and ancestry is often not fully-known. (Many people not know who both of their biological parents are, let-alone their great grand-parents; some people do not know that they do not know this information.) In early United States censuses, the description of a person as &#8216;black&#8217; or &#8216;white&#8217; was regarded as central to their demographic identity as whether they were male or female. There certainly is an argument, nowadays with most people having multiple ethnicities of different proportions, that ethnicity should be treated as a subjective &#8216;third-tranche&#8217; demographic variable. Likewise, religion. (The counterargument is that people who are substantially of a single ethnicity, or who were born into particular religions, do have life outcomes – maybe health outcomes or culturally-determined food choices – which reflect in part the ethnic genetics or religious faiths of their parents.) The important thing is that persons&#8217; designated ancestries or religions should never become the basis for differences in their democratic rights. Demographic attributes should be kept separate from democratic attributes (with the exception of the designation of a young person as a &#8216;minor&#8217;).</p>
<p style="font-weight: 400;">Gender, a subjective attribute, distinct from sex, may nevertheless be important in a number of social studies. From a demographic viewpoint, gender may be classed as a third-tranche variable. It may be an interesting scientific question to compare and contrast the life experiences of genetic females (ie people without a Y-chromosome) who are gender-female, gender male, or gender non-binary. Likewise, the gender-diverse life-outcomes of genetic males.</p>
<p style="font-weight: 400;">Demography is a very important, though underappreciated, social science; a sibling discipline to epidemiology, and also to human geography. Optimal public health outcomes depend on good-quality demographic research. (Demography provides the all-important denominators needed to make sense of public health data.) Further, like all social-science disciplines, demography is intrinsically historical. Demography is closely intertwined with the disciplines of economic history and economics.</p>
<p style="font-weight: 400;"><strong>Identity Documentation</strong></p>
<p style="font-weight: 400;">Sex or gender are widely used in identity documents; too widely, perhaps. For important demographic purposes, sex is necessary in birth certificates, death certificates, and documents used for travelling between countries (especially passports, now the basis for statistics of international migration). Demographers need to know the age and sex distributions of countries&#8217; populations to be able to make population projections. (I congratulate Statistics New Zealand for well-crafted questions on sex and gender in the recent 2023 New Zealand census.)</p>
<p style="font-weight: 400;">Additionally, some kind of reliable documentation should be available for persons using spaces which are reserved for specific demographic subgroups. (We should note that women should not be too precious about &#8216;their spaces&#8217;. Those of us old enough remember the racially segregated toilets that used to exist in South Africa and parts of the USA; many white women and white men did not like their spaces to be transgressed by black women and men. Nevertheless, there is no argument at present for the removal of remaining reserved spaces.)</p>
<p style="font-weight: 400;">Does a person need to declare their sex or gender if, say, buying a flight ticket, or enrolling at an educational establishment? (How do the recipients of this information use it? Do they use it?) Sex may be useful on a document used to determine entry into restricted spaces. It may be worthwhile to have a bespoke identity document – a voluntary document – that helps people who need to inform others of their sex, gender or age.</p>
<p style="font-weight: 400;">The gender-diverse community wishes to play down excessive gendering in our administrative lives, and, for the most part, prefers to have access to unisex toilets rather than have to use sex-exclusive facilities. (Ask any parent with a young child of the &#8216;opposite&#8217; sex about gauntlets they have had to run re public toilets. Unisex toilets, much more common today than last century, represent commonsense progress.) If, when buying an airline ticket, does the airline really want to know a person&#8217;s sex or gender? Yes, maybe; knowledge of their passengers&#8217; sexes (but not genders) could help an airline to estimate the take-off weight of an aircraft.</p>
<p style="font-weight: 400;">Finally, in this section on documentation, we probably should not be using birth documents as general identity documents. While a passport should refer to birth documentation (which should designate &#8216;sex&#8217;), I see no reason why other identification documents – eg documents used by banks – need such information. Thankfully, we do not require a person&#8217;s &#8216;race&#8217; on a drivers&#8217; licence or an airline ticket.</p>
<p style="font-weight: 400;"><strong>Cultural Wars I</strong></p>
<p style="font-weight: 400;">In noting that &#8216;gender&#8217; is very much a subjective attribute of people (and not only people), that is not saying  there are no biological aspects to gender. Nevertheless, to use modern parlance, the confrontations about sex and gender which we are seeing at present are taking place very much in the human &#8216;cultural space&#8217;.</p>
<p style="font-weight: 400;">I was intrigued to read Bryce Edwards&#8217; <a href="https://eveningreport.nz/2023/03/27/bryce-edwards-political-roundup-the-ugly-stoking-of-a-culture-war-in-election-year/" data-saferedirecturl="https://www.google.com/url?q=https://eveningreport.nz/2023/03/27/bryce-edwards-political-roundup-the-ugly-stoking-of-a-culture-war-in-election-year/&amp;source=gmail&amp;ust=1680226134298000&amp;usg=AOvVaw1DtIRCIbETlQ4RESZnxQLp">The ugly stoking of a culture war in election year</a>(<em>Evening Report</em> and others, 27 march 2023). It&#8217;s a good non-partisan piece of writing. I was intrigued to see that an academic source to whom Edwards referred was a lawyer called Thomas Cranmer.</p>
<p style="font-weight: 400;">Much of my time this year has been spent in reading about the historical origins of modernity. It turns out that the culture wars of the sixteenth century in Europe – otherwise known as the protestant Reformation and the catholic Counterreformation – represent central events that created the global modernity which (for worse and for better) we now take for granted today.</p>
<p style="font-weight: 400;">The first true battles of that culture war took place in Tudor England, in particular in the years 1547 and 1558, during the short reigns of the young King Edward VI and then his older sister Queen Mary. (In the kinds of dramas about the Tudor period seen on television and in the movies, this critical and difficult period is rarely touched on. Instead we see various reruns of the 1530s&#8217; story about Henry VIII and Anne Boleyn, and, in the later Tudor period, about the contested lives of Queen Elizabeth and Mary Queen of Scots.)</p>
<p style="font-weight: 400;">A central figure of the mid-sixteenth century cultural war in England was the then Archbishop of Canterbury, Thomas Cranmer. In New Zealand, his role in that cultural war is commemorated through the name of Cranmer Square in Christchurch, alongside that of another protestant martyr, Hugh Latimer, who is commemorated in the same city through Latimer Square. This cultural conflict, ostensibly a war of religion but really about much more, lasted a very long time. (Port Chalmers in Otago is named after Thomas Chalmers, a central figure in the Scottish religious schism in the 1840s.) In my historical judgement, this particularly nasty war only ended in 1998 with the <a href="https://en.wikipedia.org/wiki/Good_Friday_Agreement" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Good_Friday_Agreement&amp;source=gmail&amp;ust=1680226134298000&amp;usg=AOvVaw3GYIT89CyCBYpOt8qoYcVs">Good Friday Agreement</a> in Belfast, Northern Ireland. If we start with Martin Luther in 1517 and end in 1998, we may call this the 481-years-war.</p>
<p style="font-weight: 400;">(And a piece of historical trivia that does foreshadow the events in England from the 1530s to the 1550s. So many of the prominent people in England in those days had the given name &#8216;Thomas&#8217;. This is because it became fashionable from the 1470s and 1480s to undertake pilgrimages to the then magnificent shrine of Thomas Becket, archbishop and martyr, who was killed in 1170 at the behest of King Henry II. See the reference to this in <a href="https://www.interest.co.nz/public-policy/120494/chris-trotter-assesses-what-happened-saturday-aucklands-albert-park-and-what" data-saferedirecturl="https://www.google.com/url?q=https://www.interest.co.nz/public-policy/120494/chris-trotter-assesses-what-happened-saturday-aucklands-albert-park-and-what&amp;source=gmail&amp;ust=1680226134298000&amp;usg=AOvVaw3Gi-423PT1Hr14XwBt28uU">Chris Trotter assesses what happened on Saturday at Auckland&#8217;s Albert Park and what it means</a>, <em><a href="http://interest.co.nz/" data-saferedirecturl="https://www.google.com/url?q=http://interest.co.nz&amp;source=gmail&amp;ust=1680226134298000&amp;usg=AOvVaw08em4vYF_KmpZhfK4em1L1">interest.co.nz</a></em>, 27 March 2023. Becket won fame for standing up to his king, speaking for the separation of church and state as institutions of authority. Indeed, a number of the later Thomases also met their ends through displeasing their monarchs. It&#8217;s too late to visit the shrine of St Thomas of Canterbury; King Henry VIII looted it to destruction in 1538.)</p>
<p style="font-weight: 400;">It is also important to note that the culture war referred to here peaked in Europe in the period from the 1560s to the 1640s; the military component being the &#8216;Eighty Years War&#8217; between the Spanish Empire and the &#8216;rebels&#8217; of the Dutch United Provinces (the forerunner of the modern Netherlands), with the last part of the Eighty Years War also being the descent into near-perpetual violence in central Europe known as the Thirty Years War.</p>
<p style="font-weight: 400;">While the Reformation is correctly attributed, more than anyone else, to Marty Luther from 1517, the most important figure in the ensuing culture war was Jean Calvin (cis-male), in Geneva, whose principal publication was in 1539 (the second edition of <a href="https://en.wikipedia.org/wiki/Institutes_of_the_Christian_Religion" data-saferedirecturl="https://www.google.com/url?q=https://en.wikipedia.org/wiki/Institutes_of_the_Christian_Religion&amp;source=gmail&amp;ust=1680226134298000&amp;usg=AOvVaw2GUYIUtM0L50f42XDTLHpi"><em>Institutes of the Christian Religion</em></a>). Calvin&#8217;s disciples became evangelists for his more direct and more strident protestant variant of Christianity, becoming a direct and immediate threat to the established (Catholic) Church as well as to the Lutheran reforms. Much of the British &#8216;intelligentsia&#8217; quickly became attracted to Calvin&#8217;s message. But they had to bide their time as King Henry&#8217;s administration of the Church in England became very conservative in his last years.</p>
<p style="font-weight: 400;">The evangelicals got their chance when the nine-year-old King Edward ascended the throne. They &#8216;came out&#8217; and basically ran the country. The rhetorical wars commenced and much of the language was inflammatory and belligerent. The Pope who had hitherto been the leader of the Church was now routinely lambasted as the Anti-Christ, the Devil if you will, and Catholics were rhetorically condemned as &#8216;papists&#8217;. (The result was the creation of a climate of rumour whereby the Devil could be anywhere and in any disguise.)</p>
<p style="font-weight: 400;">Much of the conservative Establishment bit their tongues and bid their time. Many clerics had been able to go along with King Henry&#8217;s sacrilege of the Church&#8217;s property (and many of its clergy) so long as the overall doctrine remained substantially unchanged. Others of the Henrician establishment – mainly the ones who would have been seen as &#8216;progressive&#8217; but who did not naturally take to belligerence – merged into the world of the radicals after 1547. Thomas Cranmer was prominent among this decreasingly &#8216;moderate&#8217; group. He wrote the new Church prayerbook to fit the new prevailing culture.</p>
<p style="font-weight: 400;">Everything changed again when Edward died, aged 15, in 1553. With no male contenders for the throne, the Edwardine radicals tried to install a cousin – Jane Grey – as Queen. But the peasants – the ordinary folk – would have none of that; and for the most part the people were unconcerned about the escalating culture war. They knew very well that the next in line for the throne was Edward&#8217;s older half-sister Mary; they wanted their country&#8217;s leaders to abide by the rules (of succession), even when those rules were inconvenient. Basically, 1553 was a case of coup and counter-coup. Jane Grey&#8217;s key supporters were dispatched by her opponents, and soon enough she was executed too.</p>
<p style="font-weight: 400;">Mary was what we might call a &#8216;cultural conservative&#8217; and she surrounded herself with those former establishment conservatives who had been biding their time. With the ensuing reinstatement of the &#8216;Heresy Laws&#8217;, things heated up, literally. I will say no more, other than to note that Thomas Cranmer (Archbishop of Canterbury) became the most renowned victim of this Marian prelude to the Counterreformation. There were many other evangelicals, artisans as well as intellectuals, who chose to die; rather than rejoin the catholic Church, rather than breaking with what they understood as their direct relationship with God. Passions prevailed over pragmatism.</p>
<p style="font-weight: 400;">Queen Mary and the ensuing Archbishop of Canterbury (Reginal Pole) both died on 17 November 1558, victims of a pandemic that had all the hallmarks of a coronavirus much like the Covid19 virus. The culture war in England subsequently defused, under the new Elizabethan administration. That defusal in England was facilitated by the self-exile of culture radicals and counter-radicals to Europe, especially to the lands we now call Belgium. And it was there in the 1560s that the religious massacres in Europe really got underway.</p>
<p style="font-weight: 400;"><strong>Culture Wars 2</strong></p>
<p style="font-weight: 400;">I tell the above story as a cautionary warning about how matters can escalate in a culture war when the participants are intentionally inflammatory, belligerent, provocative, and intolerant of people who see certain issues differently. And for too many of the people who could be debating the issues to be intimidated into silence instead. Inflammatory speech, which overlaps with the contemporary concept of &#8216;hate-speech&#8217;, is a form of violence that can have profound consequences. (In the Nazi context, an important consequence was the Holocaust.) Inflammatory speech includes comments – especially comments about groups of people – that are true, but which are said for the purposes of initiating or exacerbating a cultural conflict.</p>
<p style="font-weight: 400;">The principal issue in today&#8217;s culture war, as I see it, is the determination of a small group of people to eradicate the demographic concept of sex – of genetic sex, of XY sex – as an identity marker.</p>
<p style="font-weight: 400;">The most poignant moment that I saw in the television coverage of the events in Auckland on Saturday (refer to Bryce Edwards and Chris Trotter above) was of an older (though not elderly) woman – probably dismissed by the cultural radicals as a TERF – with a placard which simply read:</p>
<ul style="font-weight: 400;">
<li>XX = female</li>
<li>XY = male</li>
</ul>
<p style="font-weight: 400;">Completely and incontestably true. The foundation facts of reproductive biology. And not in any way inflammatory.</p>
<p style="font-weight: 400;">Yet this placard-holder was crowded out, disrespectfully, by others a generation-and-a-half younger than her. Few people with access to the news media that most people see or hear have spoken-up to support her message. &#8220;Bad things happen when good people remain silent.&#8221;</p>
<p style="font-weight: 400;">And to those who unknowingly or knowingly aggravate the problems which they claim to be addressing, remember the first law of holes: &#8216;Stop digging&#8217;. Like other wars, culture wars drag on because few protagonists of these conflicts have a vision for what success actually looks like. If you must instigate or perpetuate a culture war, then please at least lay out your vision of your utopia. In particular, how should your cultural enemies live and behave? Should your cultural enemies live?</p>

<p>Wellington’s Tory Whanau has convincingly won the mayoralty race for Te Whanganui-a-Tara in a triumph for diversity in Aotearoa New Zealand’s local government elections.</p>
<p>She said getting the call to say she had won was “pretty wild”.</p>
<p>Whanau ran as an independent, but was a Green Party chief of staff and digital director for six years before joining local politics.</p>
<p>She beat Andy Foster who was running for a second term as mayor after holding a seat on the city council since 1992. Foster finished second, Ray Chung came in third and Paul Eagle fourth.</p>
<p>In the other major cities, Phil Mauger was winning in Christchurch, Jules Radich prevailing in Dunedin and Wayne Brown claiming victory in Auckland, defeating the Pacific hopeful Fa’anānā Efeso Collins.</p>
<p>Paula Southgate is set to be re-elected as Hamilton’s mayor.</p>
<p>One-term councillor Jules Radich has won the Dunedin mayoralty off incumbent Aaron Hawkins. Radich garnered almost twice the number of first preference votes than any of his rivals.</p>

<p>Brown is leading the Auckland mayoralty race with 144,619 votes, ahead of Efeso Collins by 54,808 votes. This progress result reflects about 85 to 90 per cent of votes counted after voting closed at midday today.</p>
<p>Progress results show Tim Shadbolt — who held the record for most elected terms as mayor, eight — losing heavily in Invercargill, with former deputy mayor Nobby Clark winning the top job in Invercargill, and broadcaster Marcus Lush conceding in a tweet.</p>
<p>Results also show Rangitikei mayor Andy Watson has won his fourth term in office, while Neil Brown has been re-elected Mayor of Ashburton by a large majority. Nigel Bowen looks to be re-elected as Timaru mayor and Kirsten Wise will return as Napier mayor for a second term.</p>
<p>Tania Tapsell has been elected as Rotorua’s new mayor. She takes over from Steve Chadwick, who was mayor for three terms. Vince Cocurullo is on track to win the Whangāreri mayoralty and Grant Smith has been releected as Palmerston North mayor.</p>
<p>Andrew Tripe will be the new mayor of Whanganui, beating incumbent Hamish McDouall by about 2000 votes, and Upper Hutt mayor Wayne Guppy has been re-elected for another term.</p>

<p>The announcement in February of a new <a href="https://www.rnz.co.nz/national/programmes/mediawatch/audio/2018789186/even-more-public-money-for-journalism" rel="nofollow">$55 million, three-year Public Interest Journalism Fund (PIJF)</a> by Minister for Broadcasting and Media Kris Faafoi suggested a revitalisation of tired old traditional media models.</p>
<p>Since then it has been viewed suspiciously by journalists with right-leaning tendencies and denizens of the dark who contend the government is attempting to curry favour with this bauble.</p>
<p>What makes it more than a shiny trinket became clear with one of the five goals of the PIJF being an ambition to “reflect the cultural diversity of New Zealand”.</p>
<p>Public Interest Journalism does not pander to the murky side of clickbait, advertorial, fake news, censorship, propaganda and voyeurism.</p>
<p><strong>The fund ‘was a necessity’</strong></p>

<p>As experienced journalist and producer Raewyn Rasch, who was appointed by New Zealand on Air (NZOA) as Head of Journalism alludes, the fund was a necessity.</p>
<p>“The impact of covid-19 had exacerbated the decline of traditional commercial media models,” she said.</p>
<p>“Prior to covid-19, rapid technological change and changing consumer behaviour was already causing financial constraints for media organisations as advertising revenues moved away from traditional media outlets towards online platforms and social media.”</p>
<p>It was time to sweep with a new broom as the media grappled with the changing landscape.</p>
<p>“As a result of covid-19, further declines in advertising revenue have resulted in significant journalist redundancies, pay cuts and disposal of infrastructure, with further cost-cutting measures expected,” explained Rasch.</p>
<p>That was confirmed by Crawford Media Consulting, which was engaged to interview industry players and find dominant trends prevalent in the media market.</p>
<p>“The decline in the provision of public interest journalism (PIJ) to New Zealand audiences is real and widespread. At the same time, PIJ output has reduced, the attractiveness of journalism as a career has collapsed.</p>
<p><strong>Closure of journalism schools</strong><br />This collapse is seen in the closure of journalism schools and the declining applications to one high-profile journalism course,” the report said.</p>
<p>Rasch saw the dire need for a calculated injection of funding to secure the decline in industry numbers.</p>
<p>“Covid-19 has accelerated the need to confront the pre-existing and fundamental challenges facing the news media sector,” Rasch said.</p>
<p>“Media companies have to adapt and transition to more sustainable business models that would fit the future media outlook, and continue to provide vital public interest journalism”.</p>
<p>It was then easy to assume then that Māori, Pasifika and other ethnic minority media had been marginalised.</p>

<p>It came as no surprise that Taualeo’o Stephen Stehlin, managing director of Sunpix, which produces <em>Tagata Pasifika (TP),</em> felt aggrieved at the way the Pacific programme was sidelined by state-owned Television New Zealand.</p>
<p>“I think [PIJF] is a great start and we have [funding] for two roles [for its new website <em>TP</em>+] for two years, although it is more than TP which gets funded from year to year [by the Ministry of Heritage and Culture].</p>
<p><strong>‘Lack of leadership’</strong><br />“But the big media companies, which we were part of for 27 years, then turned around and dumped us for no other reason than a lack of leadership.</p>
<p>“Personally, it has been good for us but for the development and capacity-building for Pacific people it is appalling because then the training is left to much smaller organisations like us, Coconet and PMN (Pacific Media Network) and we are all tiny in the grand scheme of things,” Stehlin said.</p>
<p>Rasch, however, said the PIJF had worked hard with applications received to fund diversity.</p>
<p>“We are particularly conscious of the need for diversity, in Māori, Pacific, and Asian journalism,” she told <em>BusinessDesk</em> in June.</p>

<p>Selwyn Manning, whose independent company Multimedia Investments Ltd, publisher of <em>Evening Report</em>, applied but was unsuccessful, said the PIJF sought to address issues of diversity.</p>
<p>“There is a clear and considered effort to address diversity through prioritising a biculturalism-first approach,” Manning said.</p>
<p>“And, it is encouraging that Māori media and Māori initiatives were highly represented among those entities that were successful in their funding applications — at least in the first round of PIJF considerations.”</p>
<p><strong>Among five goals</strong><br />Among the five goals the PIJF applicants had to achieve were to:</p>
<ul>
<li>Actively promote the principles of Partnership, Participation and Active Protection under Te Tiriti o Waitangi;</li>
<li>Acknowledge Māori as a Te Tiriti partner; and</li>
<li>Reflect the cultural diversity of New Zealand</li>
</ul>
<p>That spoke volumes for the hoops applicants had to jump through, said Manning.</p>
<p>“What was particularly obvious was all applicants were required to address and detail their respective commitment to Te Tiriti o Waitangi and Te Reo Māori,” he said.</p>
<p>“This effort was clearly considered and well beyond past tokenisms that mainstream media entities were, in past years, encouraged to address.”</p>
<p>He paid tribute to RNZ’s Guyon Espiner and others for inculcating Te Reo gaining acceptance in the New Zealand media vernacular.</p>
<p><strong>Concerted effort</strong><br />“Generally in 2021, we have seen a concerted effort on behalf of mainstream multimedia producers to present a bicultural face to their reporting,” said Manning.</p>
<p>“I believe Radio New Zealand producers and reporters first set an excellent benchmark in this regard. Guyon Espiner and others pioneered this bicultural expression, and I have full admiration for their effort.</p>
<p>“The Public Interest Journalism Fund certainly seized on this cultural shift as an opportunity to embed this expression of biculturalism within its funding selection processes,” Manning said.</p>
<p>“New Zealand on Air should be applauded for making such a clear requirement to all PIJF applicants.”</p>

<p>Media consultant and former editor of <em>The New Zealand Herald</em> Dr Gavin Ellis, who was one of a group of independent assessors who made the initial assessments, was in agreement with that view.</p>
<p>“The criteria for the PIJF are certainly wide enough to accommodate broad diversity and the first two funding rounds show Māori and Pasifika media are well represented. Other ethnicities have also received funding.</p>
<p>“Much depends on the applicants: to receive the funding they must present as compelling a case as possible. So the ball is in their court,” Dr Ellis said.</p>
<p><strong>‘No systemic problems’</strong><br />“I’m satisfied the PIJF has no systemic problems relating to diversity. Indeed, I would say the opposite. Diversity is a key driver.”</p>
<p>Manning took this further with his assertion that diversity went beyond the realms of mainstream media.</p>
<p>“If Public Interest Journalism funding is accepted as necessary to maintain democratic balance, then such initiatives must go further than mere corporate welfare.”</p>
<p>However, diversity brings its own problems and one that the interviewees identified in the Crawford Media Consulting Report. This said:</p>
<p>“There was a consensus that the pipeline of talent into NZ journalism is broken.</p>
<p>“Newsrooms cannot find experienced journalists to fill vacancies and many in the industry believe the tertiary sector is not supplying sufficiently skilled graduates.</p>
<p>“For this reason, interviewees were enthusiastic about the possibility of a funded cadetship programme and other training initiatives,” the report said.</p>
<p>That highlights the constriction created by the dearth of good quality ethnic journalists.</p>
<p><strong>‘Where are these people?’</strong><br />“With 110 positions in the second round, that is great, the question is where are we going to find these people?” Stehlin asks in exasperation.</p>
<p>“The other problem is the whole media landscape for the last 30 years has been one of a production village where big broadcasters pick and choose so the small voices never get a look in.</p>
<p>“But that has changed now because the younger generation is simply not watching mainstream and they don’t care about current affairs, they would rather watch themselves doing TikTok.</p>
<p>“The pitch (PIJF) is admirable, it will create opportunities but it remains to be seen because there is a very small pool of Pacific journalists to begin with,” he said.</p>

<p>Where then do the likes of freelance journalists like Portia Mao, a Qantas Award winner who has written for <em>North and South, Newsroom, Herald on Sunday</em>, as well as worked for TVNZ <em>Sunday, 60 minutes</em> on TV3, go? Or are they meant to slip through the cracks?</p>
<p>“I have been working as a journalist in doing in-depth reports on big political and economic or cultural events that have happened in mainstream society since 2004,” Mao said.</p>
<p>“It is important to help the community integrate into New Zealand society by helping them to become informed citizens or residents. Apart from writing, I make video programmes.</p>
<p><strong>Chinese candidate interview</strong><br />“The video interview with Naisi Chen, the Chinese candidate during the last election got more than 8000 hits,” she says.</p>
<p>“I sometimes write in English to let the mainstream know what is happening in the Chinese community and what the community is concerned about. I do think my work is very important and I get no official support at all.</p>
<p>“It is really hard to make a living as an independent journalist.”</p>
<p>Mao has had to write in collaboration with Kiwi journalists whose bylines tend to dominate articles for fear of reprisals from Chinese authorities.</p>
<p>Of immediate concern is rectifying the broken pipeline of Māori and Pacific journalists.</p>
<p>That is where a training programme called Te Rito aims to train and hire 25 journalists and cadets to inject more Māori and diverse voices into the media.</p>
<p>Te Rito is a collaboration between Māori Television, Newshub, NZME, and Pacific Media Network and other media organisations such as Sunpix.</p>

<p><strong>Funding for training</strong><br />As Mihingarangi Forbes, presenter of the Māori programme <em>The Hui,</em> said:</p>
<p>“Yes, have been funded to do some training with iwi radio stations, also some consultation work to diversify mainstream newsrooms and we have a podcast on RNZ with Tau [Henare] and Shane [Jones] but it has been held up with covid.”</p>
<p>And, as one who observes from the sidelines but provides vital content, training and equipment to the Pacific Island, Natasha Meleisea, CEO for Pasifika TV (funded by the Ministry of Foreign and Trade, MFAT) and has extensive experience in media, marketing and Aadvertising assesses.</p>
<p>“There is a need to build a pathway for more diverse voices in journalism,” she said.</p>
<p>“It is timely to start thinking about broadening or redefining the concept of mainstream [media] to be more inclusive than divisive. Journalism can play an active role in normalising diversity and promoting acceptance.</p>
<p>“We are beginning to see this now, however, there is always more that can be done. There is hope that the PIJF will help encourage more diverse voices on-air, onscreen and online.” Meleisea said.</p>
<p>With the need for diversity in the media, identified by the catalyst of the 15 March 2019 mosques massacre in Christchurch, the PIJF is a bold move into uncharted waters.</p>
<p><strong>Chance for a global standard</strong><br />As the Crawford report concludes:</p>
<p>“The PIJF will invest more per year than either the UK or the Canadian PIJ schemes, in a country a fraction the size. The potential impact is big, and the scheme has an opportunity to set the global standard in terms of PIJ reinvention.</p>
<p>“It is not an exaggeration to say that for anyone convinced of the value of news, the initiative represents a crucial test. We hope that the information and recommendations in the full report will assist New Zealand in building a world-leading public interest journalism fund”.</p>
<p>At the heart of it will be diversity.</p>

<p>Artist Dinar Candy has held a protest action over the extension of Indonesia’s Enforcement of Restrictions on Public Activities (PPKM) by wearing a bikini on the side of a road in Jakarta, <a href="https://www.cnnindonesia.com/nasional/20210806074940-12-677115/protes-bikini-dinar-candy-berujung-jerat-uu-pornografi" rel="nofollow">reports CNN Indonesia</a>.</p>
<p>During the action, Candy also brought a banner with the message, “I’m stressed out because the PPKM has been extended”.</p>
<p>Candy was arrested by police last Wednesday, August 3, about 9.30 pm near Jalan Fatmawati in South Jakarta. She was taken directly to the South Jakarta district police for questioning.</p>
<p>In addition to this, police also confiscated material evidence in the form of a mobile phone belonging to Candy, which is alleged to have been used to record the protest.</p>
<p>And it was not only Candy. Her younger sister and assistant were also questioned by police for recording the protest at Candy’s request.</p>
<p>After being questioned by police, who also sought advice from an expert witness on morality and culture, Candy was then declared a suspect.</p>
<p>“We have declared DC as a suspect for an alleged act of pornography,” South Jakarta district police chief Senior Commissioner Azis Andriansyah told journalists on Thursday.</p>
<p>Candy has been charged under Article 36 of Law Number 44/2008 on Pornography which carries a maximum sentence of 10 years in prison or a fine of 5 billion rupiah (NZ$987,000).</p>
<p><strong>Candy not detained</strong><br />Despite being declared a suspect, police have not detained Candy who is only obliged to report daily. Andriansyah said that Candy’s protest wearing a bikini did not heed cultural norms.</p>

<p>This is because Candy’s action was held in Indonesia where there are cultural and religious norms which apply in society.</p>
<p>“Anything that is done in Indonesia [is subject to] existing norms, there are ethics, there are cultural norms, there are religious norms which apply in our society, now, the actions of the person concerned did not pay heed to cultural norms,” said Andriansyah.</p>
<p>A number of parties, however, believe that Candy’s bikini protest does not need to be prosecuted under law.</p>
<p>National Commission on Violence Against Women (Komnas Perempuan) Commissioner Theresia Iswarini believes that Candy did not commit a crime even though she wore a bikini during the protest. She suspects that Candy’s protest was related to mental health issues.</p>
<p>“It would indeed be best, it has to be thought about, [although] this [wearing a bikini in public] is indeed inappropriate, but it does not mean she committed a crime, remember,” Iswarini told CNN Indonesia.</p>
<p>The Jakarta Legal Aid Foundation (LBH), meanwhile, is worried that the state is going too far in regulating what people wear in public. LBH Jakarta lawyer Teo Reffelsen is of the view that in the future the state could enforce its own values on what the public wears.</p>
<p>“If so, then eventually our prisons will be full just because people wear bikinis,” Reffelsen said.</p>

<p><strong>We have this pretty fiction that the world is made up of approximately 200 politically autonomous nation-states. This in the entrenched &#8216;Wilsonian&#8217; view of the political world that, in particular, was sort-of realised after World War One; a view that rendered the national empires (such as the British Empire) of the past obsolete.</strong></p>
<p>In the liberal world order, the ideal structure of international polities would be 750 nation states each with between (say) three million and twenty million people. (OK, the Olympic Games and the United Nations would struggle to cope with 750 independent members; but that&#8217;s not a problem for a liberal order. In a true liberal order, each entity is too small to influence the order itself. In such a liberal order, the collective good is meant to happen through a kind of international marketplace; in marketplaces, properly understood, &#8216;competition&#8217; and &#8216;cooperation&#8217; are more like synonyms than antonyms.)</p>
<p>The twenty-first century is a quasi-liberal &#8216;rules-based&#8217; order of nation states with populations ranging from about 1,000 to 1.5 billion, with a number of hegemon states. At present the major hegemons are: Washington, London, Berlin, Moscow, New Delhi, Beijing, Tehran, Riyadh. Minor hegemons include Paris, The Hague, Copenhagen, Addis Ababa, Ankara, and Wellington.</p>
<p><strong>Nation States: Peoples or Territories?</strong></p>
<p>Historically, a nation was a group of people – an uber-tribe – defined by ethnicity, language and culture. Thus, in the early days of nations, there were no formal territorial borders; though certain geographical features formed practical borders: seas, rivers, mountain chains, deserts. At some times in history, seas were the principal borders; at other times, seas became highway connectors leaving mountains and deserts as the main dividers.</p>
<p>Following World War One, and indeed through until the 1970s, the concept of nations as peoples (rather than as territories) remained dominant. Thus, while New Zealand became politically autonomous from Great Britain, New Zealanders continued to be British. (In my first passport, I was listed as a &#8216;New Zealand citizen&#8217; and a &#8216;British subject&#8217;.) The practical extent of New Zealanders&#8217; Britishness gradually diminished over the twentieth century; indeed when I sailed to the United Kingdom in 1974 – my &#8216;OE&#8217; – my automatic right of permanent residence there depended on me having a British born grandparent. (I presume that would have included an Irish-born grandparent, given that Ireland was part of the United Kingdom from 1801 to 1921.)</p>
<p>The main point is that Anglo-Celtic ethnicity, English language, and recent history of empire all contributed to my being a part of a British nation. I even got to vote, in 1975, in the first Brexit referendum (though it wasn&#8217;t framed as Brexit then.) And in April 1976, with my then partner and on my trusty Honda 175 motorbike, I embarked on an all-Ireland tour. In Belfast and especially Derry, I ventured into a Civil War zone; the hegemony of London in Derry was not the benign British hegemony I grew up with in Palmerston North. Yet, even the independent Republic of Ireland was in many ways still British; the pound sterling circulated as equivalent to the Irish punt, there was no passport requirement of entry, and it was only in County Donegal that I heard the Irish language spoken in a natural setting.</p>
<p>The change came mainly in the 1980s; nationalism can be fuelled by economic hard times, and modern &#8216;territorial&#8217; nationalism reflects the growth of liberal identity politics in a decade in which fresh thinking about capitalism and economics just got too hard. Then in the early 1990s, the cold war &#8216;evil empire&#8217; that was the Soviet Union collapsed into constituent territorial nation states, as did the satellite empire of Yugoslavia. Some said that this was the &#8216;end of history&#8217;; the world order by 2000 was made up of about 200 nation states defined, not by ethnicity, language, or culture, but by (often arbitrary) territorial boundaries.</p>
<p>The 2000s&#8217; decade represented the pinnacle of &#8216;globalisation&#8217;, a word interpreted in a number of ways, but whose key theme was the subjection of nation states to an imperfectly competitive global marketplace, through a mixture of neoliberal ideology and internet-based technology. The remaining substantially incomplete part of the globalisation &#8216;project&#8217; was to liberalise the flow of people.</p>
<p>In the 2010s&#8217; decade, however – the post global-financial-crisis decade – this era of international &#8216;market cooperation&#8217; came to an end; most clearly within the European Union, and more latterly with the reassertion of Chinese and Indian hegemony within their extended territories. Nevertheless, by regarding most people as &#8216;labour&#8217;, certain free international flows of people expanded in the 2010s.</p>
<p>Today, the western liberal view of a nation state is that it is a tightly-bordered territory in which all resident citizens are equal beneficiaries of that state (territorial insiders), and with seven broadly defined groups of other people having lesser rights with respect to that state. New Zealand in 2021 represents a particularly extreme version of a territorially fundamentalist state; where, on the inside, any &#8216;unkind&#8217; expression of traditional identity differences is virtually outlawed, but where it is open season to be unkind towards defined outsiders by virtue of their status as outsiders. This 2020s&#8217; extension of deglobalisation in New Zealand is the &#8216;immigration reset&#8217;, which is being implemented under the cover of the Covid19 pandemic.</p>
<p>The seven outsider groups are:</p>
<ul>
<li>People currently living in New Zealand, but without political rights and subject to temporary permissions (some undoubtedly already expired) with respect to their legal right to be in New Zealand, and to pursue an economic life while in New Zealand. They are denizens rather than citizens of New Zealand.</li>
<li>People who have the legal status of citizens or permanent residents (&#8216;New Zealand insiders&#8217;), but who are not currently inside New Zealand. (We may include &#8216;realm citizens&#8217; in this group, such as Cook Island or Niuean citizens.)</li>
<li>People not in the former categories, but who have a familial relationship with New Zealand insiders, or have current or prospective employers (or education providers) in New Zealand, or are Australian citizens.</li>
<li>People not in the former categories but who are in a position to buy their way into some form of residential status.</li>
<li>People not in the former categories but who are in a circumstance to plead their way, as refugees.</li>
<li>People – especially younger men – in the RSE (recognised seasonal employment) countries: Tonga, Samoa, Vanuatu, Tuvalu and Kiribati. This is, formally, a labour relationship associated with New Zealand&#8217;s Pacific hegemony. Of these, Samoa has a further relationship with New Zealand; unlike the others, it was member of the &#8216;New Zealand empire&#8217; in the mid-twentieth century. New Zealand continues to have a closer hegemonic relationship with Samoa than with the other RSE countries. Tonga is of particular significance, because most of the victims of the &#8216;dawn raids&#8217; of 1975 and 1976 were Tongan citizens who had overstayed their temporary work permits.</li>
<li>Everybody else in the world, including people from places such as Great Britain, South Africa and India who previously had favourable access to New Zealand through their empire links.</li>
</ul>
<p>Thus, discrimination at present is based almost entirely on a person&#8217;s current location and their immigration status. That is the meaning of &#8216;territorial fundamentalism&#8217;; a nation state becomes simply an enforced piece of real estate, defined by its borders rather than by its people. That and nothing more.</p>
<p>We may note that Jacinda Ardern&#8217;s &#8216;Dawn Raids&#8217; apology (1 August 2021) was carefully worded to emphasise the &#8220;discriminatory&#8221; nature of those raids (which mostly affected Tongan overstayers, people who had worked in New Zealand on RSE-like contracts), not their brutality. Essentially – and from today&#8217;s standpoint of territorial fundamentalism – that apology was for the failure to deport enough people whose passports were not of Pacific Island countries. We should have deported more Canadians, for example.</p>
<p>As noted (by the various bullet points above), New Zealand&#8217;s territorial fundamentalism has some exceptions, or at least gradations. One of these involves money; there is a suggestion that semi-billionaires will have privileged future access to New Zealand (although, within this group, the non-discrimination principle may be tested; will a Chinese semi-billionaire face more difficulties than an American semi-billionaire?). Another discrimination is that most citizens of most counties in close proximity to New Zealand will have less unfavourable future access to New Zealand than someone from, say, the United Kingdom; the most obvious example being Australian citizens.</p>
<p><strong>Australia and United Kingdom</strong></p>
<p>Australia and the United Kingdom are, like New Zealand, leaders in territorial fundamentalism, although I sense that both are more discriminatory than New Zealand on matters other than a person&#8217;s current location or immigration status. There is a sense that Māori in Australia are more likely to run foul of their &#8216;good character&#8217; laws than are pakeha New Zealanders in Australia. Another difference in Australia is that most New Zealanders there form a whole category of denizens, essentially tenured guest workers.</p>
<p>For a few years now, especially after the 2015 refugee crisis (mainly characterised by boat-people – &#8216;refugees&#8217; and &#8216;economic migrants&#8217; – coming out of Turkey, headed for the European Union; also a year of accelerated boat-people arrivals from Africa), BBC-type television dramas have highlighted the cruel interactions between vulnerable people and government bureaucracies. (Examples of such dramas are<em> Collateral</em>, and the black comedy <em>Years and Years</em>; we also see patterns in which most TV lead-detectives seem to be women, and in which Britain is an overtly multiracial society to the extent that even &#8216;white&#8217; historical figures are depicted by &#8216;black&#8217; actors.) Being British is now solely about the legal right to occupy British real estate; a right that is getting ever more difficult to secure. Anyone presently in Britain who does not have a legal right to be there is vulnerable to deportation, preceded by police raids at dawn, dusk or any other time of any day. While I am not clear about the current status of Irish citizens living in the United Kingdom, I suspect that it is not unlike that of New Zealanders in Australia.</p>
<p><strong>China and India</strong></p>
<p>These are hegemonic powers with a very strong sense of what constitutes their own territory, with the only blurs being their borders with each other (either side of Nepal and Bhutan). India has recently asserted its sovereignty over Kashmir, and China over Hong Kong.</p>
<p>The rise of territorial fundamentalism in the west has enabled China to accentuate its own form of territorial fundamentalism, with the once blurred boundaries in China&#8217;s far west now being claimed as inextricably Chinese territory, and fully subject to the imposition of Han Chinese culture and bureaucracy.</p>
<p><strong>Hegemonic boundaries</strong></p>
<p>Modern hegemonies are territorial nation states with significant fringes-of-influence. China&#8217;s inclination is to absorb those fringes into its formal territory, when they become troublesome. In addition to its Indian borderlands, those remaining fringes include Hong Kong, Macau, Laos, Myanmar, Mongolia, Taiwan, North Korea, and islands in the South China Sea. And, one small step removed from these, is South Korea.</p>
<p>It will be interesting to see how long it takes before Hong Kong and Macau switch to driving on the right-hand side of the road; that will be a practical symbol of their full incorporation into China.</p>
<p>American hegemony was – in the Cold War period – the entire cultural west. Thus, the Chilean coup of 1973 was largely instigated in Washington, as was the bloodless Australian coup of 1975. New Zealand largely wriggled out of that hegemony in the 1980s, and now constitutes an independent hegemon (albeit a minor hegemon) in the southwest Pacific. While the United States of America does have a formal realm (including Puerto Rico, American Samoa, and the Marianas Islands – and noting that Hawaii was incorporated into its core territory much as Tibet was in China), its main ongoing hegemonic interest is informal and in the western Pacific (Japan, South Korea, Taiwan, Philippines). Also, Israel.</p>
<p>In the 1990s, Berlin effectively freed itself from American hegemony, and extended a process of asserting hegemony over the rest of the European Peninsula. Thus, in the 1990s, Eastern Europe largely – and in accordance with its history – once again flipped between Russian and Prussian influence. Further, as the European Union became increasingly a Prussian hegemony, the United Kingdom – especially England – wanted out.</p>
<p><strong>The United Kingdom</strong></p>
<p>London remains a particularly interesting, and enigmatic territorial hegemon. The United Kingdom is itself a formal hegemony ruled from England. The United Kingdom has three further layers, all formally constituted. The first layer includes the Isle of Man and the Channel Islands, both tax havens. (Indeed all aggregated financial data for the United Kingdom is severely compromised, mostly because of these Switzerlands of the Irish Sea and the &#8216;English&#8217; Channel.) The next layer is Britain&#8217;s realm, which includes a number of Caribbean tax havens and mid-Atlantic islands, as well as Gibraltar and Pitcairn. The final layer is the Commonwealth, although this expanding club (which now includes Mozambique and Rwanda) is largely a symbolic community of nations, and no longer reflects any realpolitik.</p>
<p>While there has been much recent focus on the status of Scotland, and of the impracticalities of a hegemonic boundary through Irish farmland, the really interesting case here may well be the Republic of Ireland, caught between – though geographically to the west of – two rival hegemons: London and Berlin. Dublin was similarly caught, as an uneasy neutral, during World War Two.</p>
<p>The twentieth century in Irish history represented a struggle for the political independence of the Irish people (an ethnicity which did not include the Scottish ethnics in the north), and was for a while resolved by Dublin and London both being subject to the hegemony of a union (EU) whose real political centre had become Berlin. The present arrangement – with a &#8216;forward border&#8217; in the Irish Sea is unsustainable.</p>
<p>Further, I&#8217;m not really clear that the people of Scotland will openly favour a switch to Berlin instead of London as its political bedmate. A geopolitical land border along the River Tweed could be even more problematic than one in Ireland.</p>
<p>What I can see is – in a few decades time – Ireland rejoining the United Kingdom, albeit on different terms to those of the 1801 to 1921 period. We have seen in covid times that Scotland is already substantially independent from England. What needs to happen is for Westminster to become a solely English parliament, and for somewhere like Peterborough or Swindon to become a kind of federal capital city, accommodating a British Council that coordinates fiscal and foreign policy throughout a British realm that would naturally include both parts of Ireland.</p>
<p>&nbsp;</p>
<p><strong>Russia and China</strong></p>
<p>Within Russia there is a strong sense of &#8216;Greater Russia&#8217; which incorporates, in particular, Slavic and Tatar ethnic territories. While there has never been a sense that Russia has sought world dominance – there was once a sense that a Marxist worldview (a view formerly associated with Russia) did seek such dominance. Likewise, an American interpretation of consumerist liberal democracy also reached out to the entire world, and that kind of cultural hegemony was often associated with the United States as a powerful territorial nation state. Neither view really holds today. (Nor does anyone seriously think that Han Chinese culture or Islamic culture will ever prevail much beyond their present hegemonic boundaries.)</p>
<p>Nevertheless, Russia&#8217;s strong hegemonic attachment to a Greater Russia (and China&#8217;s to a greater China) will continue to create geopolitical tension. Indeed, there is a sense of foreboding at present that George Orwell&#8217;s book <em>1984</em> is becoming an uncannily accurate projection of our human future this century. In that book, the world was a surveillance society of manipulated truth, and politically dominated by three hegemonic &#8217;empires&#8217;: Oceania, Eurasia and East Asia. In Orwell&#8217;s story, Oceania would flip between cynical alliances with Eurasia or East Asia. (In the 2020s, we may see &#8216;Eurasia&#8217; forging such an alliance with &#8216;East Asia&#8217;.)</p>
<p>We can expect that, as in the past, Moscow will resist any attempts for nations under its influence on its western fringe (Belarus, Ukraine, Moldova) to further distance themselves. And Moscow can be expected to be welcoming towards any Eastern European nations presently within the European Union who show signs of distancing themselves from Berlin (especially Poland and Hungary), and to develop political institutions more in line with the present Moscow model.</p>
<p>And we can expect the far east Asian nations (especially South Korea) to develop through the tension of being on a major hegemonic boundary.</p>
<p><strong>Southeast Asia and Indo-Pacific</strong></p>
<p>One key area to watch will be Southeast Asia. Already the term &#8216;Indo-Pacific&#8217; is becoming the new geopolitical buzz phrase. Southeast Asia (even including Philippines with its entrenched post-colonial links with the United States) is a mix of independent and contested territory; by the latter I mean that it is contested for influence by different religions as well as diverse regional and post-colonial polities.</p>
<p>Hopefully, Southeast Asia – as a region – can remain relatively free of those hegemonic influences, and can flourish as a kind of ASEAN commonwealth; and keeps itself free from the territorial fundamentalism, where borders and visas – and only borders and visas – matter.</p>
<p>&nbsp;</p>
<p><strong>Summary</strong></p>
<p>The system of territorial nation states has evolved, since the Post-WW1 Treaty of Versailles in 1919, towards its textbook optimum; a world of many independent territorial states, indeed a change from the recent globalised world of interdependent administrative states. The human world will always remain a mix of big states and small states; there is no prospect of the breakup of China, India, USA, Russia or any of the other G20 territories. (Though if my speculation re the United Kingdom comes about, I think it would have to become a British Union in which England, Scotland, Wales, Ireland etc. are recognised as separate countries, as they are indeed by FIFA.) And there&#8217;s no obvious prospect of any of today&#8217;s small nation states merging into any union beyond the scope of the present European Union.</p>
<p>Covid-facilitated (and GFC-facilitated) &#8216;Territorial Fundamentalism&#8217; is an excessive backlash from the globalisation epoch of the 1990s and 2000s. After-all, humanity is a dispersed though connected fraternity of nearly eight billion people. Border-controls of the types that are emerging are fundamentally cruel; and cruelty towards any of us is ultimately cruelty to all of us.</p>
<p>Despite our present zenith of territorial independence, many nations are significantly influenced by regional hegemons; a few countries find themselves caught between two regional hegemons. New Zealand is one of those hegemons, in the south Pacific; albeit a minor hegemon. Indeed countries like Tonga are not only pulled towards New Zealand.</p>
<p>The wider solution to the problems of humanity is to develop a concept of global human rights – for example, through a public equity framework – while acknowledging a wide plurality of social and territorial identities. While movement across the global human landscape should be as politically free as can be practically managed, the economic, political and climatic incentives that persuade people to seek refuge from certain places need to be addressed and understood. Regional hegemons can choose to play benign rather than malign leadership roles in this process. And human rights principles should prevail over administrative rules. We need an order based on principles rather rules.</p>

<p>It was announced yesterday that Australian actress Rose Byrne will star as New Zealand Prime Minister Jacinda Ardern in an <a href="https://asiapacificreport.nz/2021/06/11/actress-rose-byrne-to-play-jacinda-ardern-in-mosque-attacks-film/" rel="nofollow">upcoming movie</a> about the response to the Christchurch mosque terror attacks of 15 March 2019, titled <em>They Are Us</em>.</p>
<p>The movie will be directed by New Zealand’s Andrew Niccol. <a href="https://www.rnz.co.nz/news/national/444485/actress-rose-byrne-to-play-jacinda-ardern-in-film-based-on-christchurch-mosque-attacks-report" rel="nofollow">The movie’s focus</a> is apparently going to be on the positive impact of a strong leader in the wake of tragedy.</p>
<p>Let’s take a moment to unpack that oversized baggage of white nonsense.</p>
<p>To be clear, this is the peak Karen of film announcements.</p>
<p>We are <a href="https://www.rnz.co.nz/news/national/444530/muslim-leaders-wary-of-timing-and-content-of-christchurch-attack-movie" rel="nofollow">barely over two years on</a> from one of the deadliest mass shootings in modern history.</p>
<p>The 51 people who were killed and the 40 who were wounded were specifically targeted for their Muslim faith. Those families are still traumatised and recovering from injuries, mourning and missing their loved ones.</p>
<p>They are still painfully experiencing firsts without their loved ones: first day of school, first grandchild being born, first jobs, university graduations and so much more. Their wounds have barely had time to scab over.</p>
<p><strong>Witnesses fighting for ACC support</strong><br />Uninjured witnesses to the horrific shootings are still fighting for support from the ACC for their mental injuries.</p>
<p>A <a href="https://www.rnz.co.nz/news/national/444515/christchurch-terror-attack-victim-rocked-by-racist-mall-tirade" rel="nofollow">survivor of the attacks</a>, whose own father was killed that day, reported as recently as Friday that he encountered racist abuse outside his workplace, with no bystander intervention to help.</p>
<p>The Christchurch mosque attacks destroyed the lives of entire families and confirmed the worst fears of the Muslim community in New Zealand: that we aren’t safe anywhere. Not here. And certainly not if we’re Rohingya, not if we’re Uyghur, not if we’re Palestinian, not if we’re in our places of worship or even just crossing the street.</p>
<p>Somebody explain to 9-year-old Fayez Afzaal how to feel any other way as he recovers in a hospital in Ontario, the sole surviving member of his family after his parents, sister and grandmother were murdered by yet another white supremacist terrorist with Islamophobic views.</p>
<p>This attack in Canada happened just this week. You probably didn’t hear about it. Because white women like Rose Byrne and Jacinda Ardern will <a href="https://www.rnz.co.nz/news/on-the-inside/444523/they-are-not-us-and-it-hurts-to-be-props-in-a-hollywood-movie" rel="nofollow">dominate the headlines</a> while our communities are suffering.</p>
<p>This movie purports to centre a white woman character and her role in the aftermath of a heinous tragedy instead of focusing on the stories of the victims and survivors. It’s being directed by a white man. Hollywood will make money off this. Rose Byrne will be paid a pretty penny.</p>
<p>Remember that there were people in that mosque who literally put their bodies in the firing line and died to protect others, but apparently it’s the white saviour’s story that’s worth telling instead.</p>
<p><strong>Where is the Muslim community?</strong><br />Where is the Muslim community that was most impacted in this?</p>
<p>And I am not mollified by some “consultation with several members of the mosque”. I’m not naïve enough to believe the scope or depth of that consultation process would have been anywhere near adequate.</p>
<p>How is it okay for others to profit off our pain? How is it okay for Muslims to be de-centred from a story about their suffering? How can we celebrate this tragedy as something that was ultimately a triumph because someone got a pretty photo of Ardern in a hijab and it inspired some graffiti art and a light show in Dubai?</p>
<p>The banning of assault weapons, while important, did nothing to address the core issues of Islamophobia and racism festering in our societies under a thin façade of tolerance.</p>
<p>Similarly, this movie will achieve nothing for the community that was attacked either. It’s exploitative. It’s in bad taste.</p>
<p>USC Annenberg recently published a study on Muslim representation in popular film. It found that in popular films between 2017 – 2019, 181 of 200 films had no Muslim characters at all. Of the nearly 9000 characters in these films, only 1.6 percent of the speaking roles were Muslims.</p>
<p>Not only are we grossly under-represented, but when we’re represented at all it’s either as the victims or perpetrators of violence. And Muslim women are all but invisible on screen. The incredibly diverse ethnic backgrounds of Muslims are also erased in favour of the stereotypical portrayal of a Muslim as being either Middle Eastern or North African.</p>

<p><strong>Can we have any confidence?</strong><br />Given that, how can we have any confidence of this story being told with any sensitivity, nuance or even truthfulness?</p>
<p>If the Christchurch attacks are the subject of a movie, how can we be certain the violence won’t be glorified? That it won’t give hope to would-be attackers that their hateful actions would bring them the notoriety they seek?</p>
<p>That’s not to say we shouldn’t talk about the attacks, but there are at least 91 people I can think of who I would rather see as the subject of any such movie rather than our Prime Minister. Those 91 people and their families are mostly immigrants and refugees, of all ages, racial backgrounds, genders, working across so many industries. I promise you that any one of their stories would be more interesting, and worthy, of immortalising on film.</p>
<p>But Muslims also don’t want to be depicted only as the victims or aggressors of violence. Believe it or not, most of us can get through our entire lives without having thrown, or being on the receiving end, of a punch. We exist outside this context of tragedy too.</p>
<p>However, no one wants to know us on our terms. “They are us” plays nicely in a soft liberal speech, works well as a caption. What does it mean, in practical terms, if we can’t even be seen as the heroes of our own stories.</p>

<p>Diversity was in the spotlight last week. Te Wiki o te Reo Māori and Te Wā Tuku Reo Māori were embraced throughout organisations and homes. We also had the annual Diversity Awards NZ celebrating the organisations championing diversity and inclusion in workplaces.</p>
<p>Tellingly, most award recipients talked about ensuring our workplaces are representative of our society.</p>
<p>Having diversity at the table is an excellent and important start, but just as with Te Wiki o te Reo Māori, if our engagement ends there, we lose the full potential diversity and inclusion offer.</p>
<p>Research shows that diverse teams are more creative, innovative, resilient and empathetic. They are more productive and profitable. Shareholders and customers are starting to vote with their wallets too – requiring organisations to embrace diversity and inclusion.</p>
<p>Across New Zealand, our organisations are becoming more diverse due to changing demographics. The latest census data shows almost 40 percent of Kiwis identify as Māori, Pacific or Asian; and more than 55 percent in Auckland.</p>
<p>More than half of us identify as female, a quarter of us weren’t born here, and a quarter have disabilities. We also have an aging population.</p>
<p>But diversity without inclusion is meaningless.</p>
<p><strong>Typical approach</strong><br />The typical approach to diversity is to record the number of people in each diversity box, including: gender, race, ethnicity, sexual orientation, physical ability, age, beliefs, socio-economic background, and education.</p>
<p>And we are seeing more and more organisations reporting in this way.</p>
<p>In many of my roles throughout my career, I have been the youngest, the only ethnic Indian, and migrant from the Pacific, a religious minority, and one of few women. That’s a few boxes I tick.</p>
<p>And yet I have been told that had I identified with the rainbow community and had a disability, I would be a better poster child for diversity.</p>
<p>We are in such a hurry to put people in boxes, we miss the intersectionality that arises as a result of the multiple forms of diversity they represent. We also fail to see that people have the potential to bring a lot more to the table than ticks in boxes.</p>
<p>A few years ago, a high-achieving Māori woman recalled to me her early experiences on boards. One of her board chairs would seek input from the males at the table and ignore her.</p>
<p>The reporting metrics would have shown a Māori woman on that board, but her knowledge, skills and experience were underutilised.</p>
<p><strong>Tick box exercises</strong><br />Sadly, such tick box exercises are still prevalent today. If anything, perhaps even more so as appointment panels are under more pressure now to ensure teams are diverse.</p>
<p>A tick box approach to diversity and inclusion also perpetuates stereotypes. By having a token Māori, or Pacific or Asian person at the table, we expect them to represent the views of entire communities. This ignores the huge diversity within Pacific and Asian communities.</p>
<p>We also forget that while we may identify with an ethnicity and its cultural values, our education, socio-economic background, life and work experiences all mean that our views are not going to be representative of everyone in our community. The same applies for people who identify with disabilities or gender minorities.</p>
<p>Just as we need all of us for diversity to exist, the responsibility for harnessing the value of diversity and inclusion lies with all of us too – not only those who are considered diverse, which is often minorities. While it is important leaders set the tone, the onus is on each of us to learn about those different from ourselves – whatever dimension that difference may take.</p>
<p>Step in someone else’s shoes for a day. Covid-19 and the lockdowns magnified some of these differences. Consider that 90 percent of the newly unemployed as a result of covid-19 have been women.</p>
<p>Consider that Māori and Pacific people are more likely to end up in unemployment statistics than other communities.</p>
<p>Consider older colleagues unable to work because they were vulnerable or immunocompromised. Contrast those worried about how to put food on the table with those who complained about missing their regular coffee fix.</p>
<p><strong>Business claims</strong><br />Many businesses claim they seek to maximise diversity, but their systems promote similarity. Recruiting practices emphasise hiring from historically reliable sources.</p>
<p>Job ads give cues which help attract or turn off certain candidates. Selection practices often tend to choose candidates based on what’s worked in the past.</p>
<p>Within an organisation, dominant cultures tend to subsume all others. This is also reflected in approaches to performance and pay reviews, and promotions, which mean minorities and women continue to stagnate and plateau.</p>
<p>Diversity and inclusion cannot be a one-off exercise. Organisations need strong, sustained and inclusive leadership and culture. A culture where all people feel respected and valued, and not viewed as ticks in a box.</p>

<p><a href="https://www.inspiringstories.org.nz/guled-mire" rel="nofollow">Guled Mire</a> says his new Fulbright NZ scholarship to study at an Ivy League university in the United States sends a strong message to other refugee kids that they can believe in themselves.</p>
<p>The policy adviser and advocate for ethnic communities graduated from Auckland University of Technology with a Bachelor of Arts in 2013, majoring in international studies and policy.</p>
<p>Now he will take up his award, initially studying online, at Cornell University after being awarded a Fulbright General Graduate Award.</p>

<p>“Getting this Fulbright scholarship means a lot. Growing up, I was a high school dropout and since I was young I’ve had messages instilled in me telling me I was not good enough for university,” Mire says.</p>
<p>“It sends a strong message to other refugee kids growing up in the country that they too can do it. I’m really excited to be helping to help shape and inspire the next generation of youth who are growing up in this country.”</p>
<p>Guled says New Zealand likes to consider itself as a country that is free of bias and discrimination.</p>
<p>“Perhaps it’s not as overt and open as it is in places overseas, but when you start to dig deeper you start to realise that isn’t the case,” he says.</p>
<p>“I want to look at that and I want to explore how that informs the narratives around discourse, around race, ethnicity and so forth – and I want to actually influence our policy direction.”</p>
<p><strong>Academic success not a given</strong><br />Mire’s path to academic success was not a given, however.</p>
<p>As a toddler he fled from Somalia to Kenya with his mother and eight siblings, where they spent time in a refugee camp. Four years later, Guled’s family was fortunate to resettle in New Zealand.</p>
<p>Escaping Somalia’s civil war was lifesaving, but the relocation to Hamilton presented new battles for the youngster in the form of racism and negative stereotypes.</p>
<p>Chased by skinheads and told by school teachers that university was not a place for people like him, Mire says he began to internalise these negative messages and wider societal stereotypes of people from refugee and ethnically-diverse backgrounds.</p>
<p>“Those messages that were relayed to me when I was growing up impacted on me, in terms of having confidence in my own abilities,” he says.</p>
<p>“I want young kids to see my success and, I hope, believe in their own abilities – regardless of those negative messages passed down, either unintentionally or intentionally.”</p>
<p>His thinking changed when he later visited Africa again. The trip instilled a new sense of inspiration and he returned to New Zealand and attended AUT.</p>
<p>Education opened doors and opportunities. He developed a keen interest for research and became involved in a highly-publicised study with <a href="https://pmc.aut.ac.nz/our-people" rel="nofollow">AUT Associate Professor Camille Nakhid</a>, the chair of the Pacific Media Centre advisory board, on African youth experiences with the New Zealand police and within the justice system.</p>
<p>Mire went on to spend years as a senior public policy adviser in the public service, as well as volunteering in community and governance roles.</p>
<p>“It sends a strong message to other refugee kids growing up in the country that they too can do it. I’m really excited to be helping to help shape and inspire the next generation of youth who are growing up in this country.”</p>
<p>In 2017, Mire co-founded <a href="https://www.renews.co.nz/series/third-culture-minds/" rel="nofollow">Third Culture Minds</a> with Veena Patel, a non-profit organisation dedicated to advancing positive mental health and wellbeing outcomes for ethnic youth in Aotearoa.</p>
<p>Third Culture Minds recently launched a three-episode mini-documentary series, with the support of the Mental Health Foundation of New Zealand.</p>
