A West Papuan leader has accused the Indonesian government of lying over its operations and “masking” the military role of some civilian aircraft.

Disputing an Indonesian government statement about reported that TPNPB fired upon an aircraft in Boven Digoel, killing both the pilot and copilot, United Liberation Movement for West Papua (ULMWP) interim president Benny Wenda said the aircraft was “not civilian”.

Wenda added that the Indonesian government was “tricking the world” about its military operations in West Papua.

“The Cessna plane the TPNPB [West Papua National Liberation Army] fired upon in Boven Digoel was not a civilian plane, as the police spokesman misleadingly stated, but part of a security operation,” Wenda said in a statement.

“Indonesia is again disguising their military activity as [civilian] activity. They are also willfully breaching the no-fly zones established by the TPNPB.”

The occupied conflict areas in which the Indonesian military TNI were “not permitted to fly” had been “clearly marked out by the TPNPB”.

“This is the same pattern Indonesia used in 1977, when Indonesia used a disguised civilian plane to bomb villages across the highlands and massacre thousands, including many members of my own family,” Wenda said.

Clear strategy
He added there was a clear strategy behind this — “Indonesia wants to avoid the attention that would be drawn by a large scale military buildup, so they mask their introduction of weapons and other military equipment and personnel”.

Wenda said they were effectively “using their own people as human shields”.

The TPNPB attacks took place on February 11, with the plane being downed and the pilot and co-pilot being killed.

A second attack took place in Mimika, near the Grasberg gold and copper mine, which has been the cause of so much West Papuan deaths over the past 40 years.

“Indonesia then immediately began operating their propaganda machine, claiming that the planes were simply engaged in civilian and medical supply distribution,” Wenda said.

“The truth is that these aircraft were involved in intelligence and security operations.

Media blackout
“Indonesia is only able to spread these lies and mislead the international community because of their six-decades long media blackout in West Papua.

“No journalists or NGOs are allowed to operate in our land. West Papua is a closed society, just like North Korea. I thank God we have civilian journalists to document their lies.”

By breaching these rules the military were inviting further attacks, Wenda said.

“We must always remember that the Indonesian military uses any armed action by West Papuans for their own gain, as a pretext for more militarisation, more displacement, and more deforestation and ecocide.”

Wenda said their aim was always to escalate the situation as a way of ethnically cleansing Papuans, forcing them to become refugees in their own land, and strengthening their colonial hold over West Papua.

“It isn’t a coincidence that in the week since this incident we have seen an escalation in Yahukimo, an Indonesia-occupied community health centre, and transformed it into a military post, displacing and traumatising local residents.”

Using hospitals and other health infrastructure for military means was a clear breach of international humanitarian law, Wenda said.

Normal for military
In West Papua such behaviour was normal for the military.

“In the same week in Puncak regency, Indonesian military personnel seized a school, preventing students from learning and putting ordinary people at risk of harm. Soldiers are posted in classrooms with guns.”

Wenda called on the Indonesian government to withdraw their troops from occupied West Papua, allow civilians to return home, cease using civilian vehicles as a cover for military action, and immediately facilitate a UN Human Rights visit to West Papua — as has been demanded by more than 110 UN Member states.

“Ultimately, Indonesia must come to the table to discuss a referendum,” Wenda said. “This is the only path to a peaceful solution in West Papua.”

An Indonesian Embassy spokesperson blamed the “armed criminal group”, an expression it  uses to describe resistance movement fighters.

The coalition government is telling New Zealanders in Iran and Lebanon to leave immediately as tensions rise in the Middle East.

“The New Zealand government urges New Zealanders in Lebanon and Iran to leave now while options remain available,” Foreign Affairs Minister Winston Peters said in a social media post today.

It comes after the government updated its Safetravel advisory, warning people not to travel to Lebanon due to what it called the volatile security situation.

The advisory elevated Lebanon to the highest level, meaning “extreme risk”.

The United States has urged citizens to leave Lebanon on “any available ticket”, while the British Foreign Secretary warned British citizens in Lebanon to leave immediately or risk “becoming trapped in a warzone”.

Iran vowed retaliation
Iran has vowed to retaliate against Israel, which it blames for the killing of Ismail Haniyeh, the head of the Hamas political bureau, earlier this week.

Just hours before his assassination, Israel killed Hezbollah commander Fuad Shukr in an air strike.

There are fears that Hezbollah — which is based in Lebanon and backed by Iran — could play a big part in any retaliation.

That, in turn, could result in a huge Israeli response.

Israel has been at war with Hamas since the resistance group’s attack on 7 October 2023 which saw nearly 1200 people killed.

Israel’s ground and air campaigns have killed more than 40,000 people in Gaza in the months since, according to Palestinian health authorities.

The humanitarian aid worker Andrew Bagshaw, who has dual New Zealand and British citizenship, has been missing in Ukraine for more than 10 days.

Bagshaw and his British colleague Christopher Parry worked as part of a team of Ukrainian and international volunteers delivering aid and carrying out evacuations of civilians, often under fire from Russian forces.

They have not been seen since January 6, when they left the city of Kramatorsk for Soledar, in eastern Ukraine, which has since been claimed by the Russian mercenary company Wagner.

Humanitarian volunteers often represent the best of us. They are driven to put themselves at personal risk with little financial reward to reduce human suffering and the impacts of conflicts.

Their ethical justifications for entering dangerous locations, despite clear warnings from the Ministry of Foreign Affairs not to travel to Ukraine, are often exemplary.

But aid workers are at high risk. During the past two decades, intentional attacks on aid or humanitarian workers have become a disturbing trend, often perpetrated to drive outside influences away from war zones and fully isolate populations.

It is a war crime to intentionally attack aid workers. Some, such as personnel working for the International Committee of the Red Cross (ICRC) and the United Nations, have considerably more rights than others.

Despite this division, all aid workers are covered by basic rules. The problem is that international humanitarian law is not based on the ethics of why someone is in a war zone. This is especially the case if they are foreigners.

Rights of foreigners who enter war zones
There are three main groups of foreigners who voluntarily go into war zones.

1. Some people volunteer to fight in foreign wars and are paid more than local fighters. If captured and deemed mercenaries, these people have no rights. They can be executed.
2. The second group are “aliens”, inadvertently caught up in a conflict in a country that is not theirs. For these people, if captured and non-combatants, they have a prima-facie right to leave the country. However, this is not an absolute right — they can still be held if their departure is contrary to the national interests of the state that captured them.
3. Aid workers represent the third group, and they are at increasing risk. Capturing aid workers for hostage and propaganda purposes is a repugnant trend. In recent conflicts, we’ve also seen a rise in the number of victims of collateral violence — their deaths were not intended but a result of indiscriminate force now commonly used in war zones.

More often that not, attacks on aid workers are a combination of intentional and unintentional actions.

Globally, at least 460 aid workers were victims of major attacks in 2021: 140 were were killed, 203 wounded and 117 kidnapped.

Most of these attacks happened in countries such as South Sudan, Afghanistan, Syria and Ethiopia. But other conflict zones are also contributing to the figures, with growing numbers of deaths, kidnappings and wounding of aid workers recorded in Ukraine in 2022.

International humanitarian law is clear that if a country where a war is happening consents to the presence of aid workers and they are impartial in their work, they “shall be respected and protected”.

Although Russia has withdrawn its consent to the specific convention that contains this rule, Ukraine is a signatory. The obvious problem is that Russia now considers this annexed territory to be Russian, not Ukrainian.

Irrespective of debates about ownership and consent, Russia is still bound by other rules. Russia, like Ukraine, is a party to the Hostages Convention, which prohibits and criminalises the taking of hostages, for whatever justification.

Russia is also bound by the Security Council resolution, in which it strongly condemned all forms of violence against humanitarian workers. The council, including Russia, then urged states to ensure crimes against such personnel do not go unpunished.

Between theory and practice on the battlefield
Despite all of these rules and obligations, there is a large gap between the theory of restraint and the practices developing in Ukraine.

It is possible that Bagshaw and other humanitarian workers have been directly caught up in the violence in Ukraine. To be operating in a war zone, which involves the indiscriminate use of force, Somme-like conditions, the possibility of war crimes and the arrival of thousands of mercenaries who often pay scant regard to rules, is extremely risky.

It is also possible they have been taken for bargaining purposes. A practice is developing in Ukraine in which combatants and non-combatants, including foreigners, are taken and traded by the belligerents.

These exchanges also include the bodies of the dead.

Whichever scenario applies, this is a tragedy. We are at a point where individuals with the highest ethical motivations to provide impartial humanitarian assistance have themselves become victims: collateral in a war being conducted without honour.

The West Papua National Liberation Army-Free Papua Organisation (TPNPB-OPM) has warned the Papuan people not to trust that the TNI (Indonesian military) and the Polri (Indonesian police) can provide them with security guarantees in the region.

OPM spokesperson Sebby Sambom said that they had “sounded the drums of war” against the security forces so civilian population that were still in certain areas could avoid becoming casualties, reports CNN Indonesia.

“You (the civilian population) shouldn’t listen to the orders by the TNI-Polri saying, ‘We guarantee [the safety of] the civilian population’– there’s no such guarantee, the TNI-Polri are deceiving you,” said Sambom in a video release received by journalists.

Sambom is appealing civilian populations from all groups to leave regions which the OPM had designated as “war zones”. He said that there were several such conflict areas. including Intan Jaya, Puncak Jaya, Ndugama, the Bintang Highlands and Yahukimo.

Sambom said that the OPM — which has been labeled as a “terrorist” organisation by Jakarta — would not be responsible for civilians that died.

“If you’re a construction worker, a motorcycle taxi driver, all of you [must] leave the conflict areas. Because we cannot be responsible for your lives, we have warned you,” he said.

“But you listen to the TNI-Polri which deceives you by saying we guarantee [your safety], they are deceiving you,” Sambom said.

OPM call criticised
Joint Defence Area Command III (Kogabwilhan III) spokesperson Colonel Czi Gusti Nyoman Suriastawa responded by claiming that the OPM’s call was “a deception” which had been endlessly repeated by the group.

He said that there were no regions in Papua which are war zones. According to Suriastawa, every incident which had occurred was due to the OPM “terrorist movement”.

Moreover, he claimed that the OPM was becoming increasingly isolated.

“Let them (the OPM) say what they want. Up until now, there are no conflict areas that are war zones, what there is the OPM terrorist movement which is increasingly being squeezed because their capacity to move [is limited because] they are constantly being pursued by TNI-Polri personnel”, Suriastawa told CNN Indonesia.

He said that the Papuan people were increasingly showing their opposition to armed pro-independence groups which the government had now designated as terrorists.

According to Suriastawa, the public was no longer influenced by the “propaganda” of the OPM which he alleged was acting outside the law and even killed Papuan people themselves.

“This shows just how angry the ordinary people are at seeing the brutality and arbitrary actions of the OPM,” he claimed.

Workers fired on
Earlier, an armed group is alleged to have fired on five construction workers working on the Kuk River Bridge in Samboga village, Seradala district, Yahukimo regency, last Thuraday.

Four of the five have been declared dead while the surviving victim is being treated for injuries sustained from broken glass.

During the incident, an armed group numbering about 30 militants fired on a convoy of trucks carrying workers. They were attacked with a variety of weapons including knives, arrows, machetes, samurai swards and rifles.

Based on witness testimonies gathered by police, four other workers were being held hostage by the armed group at an unknown location.
