It’s not too late for Anthony Albanese to withdraw the invitation to the Israeli President, Isaac Herzog. It should be withdrawn for three reasons.

The first is institutional: The President of Israel is a constitutional role that is head of state but not part of the political or military chain of command. The office is similar to that of Australia’s Governor-General, though with somewhat more power.

As head of state, the president embodies and represents the state of Israel.

The International Court of Justice (ICJ) has found that Israel unlawfully occupies the Palestinian territories, has unlawfully purported to annex parts of the Palestinian territories and unlawfully plants, encourages and maintains unlawful settlements in Palestinian territories. The court is also trying a case in which Israel is accused of genocide.

The International Criminal Court has issued arrest warrants against the Israeli Prime Minister and former Defence Minister, citing allegations of war crimes and crimes against humanity. The same court is investigating other senior Israeli military and political leaders on similar charges.

The UN Commission of Inquiry on the occupied Palestinian territory has found evidence of war crimes, crimes against humanity and genocidal intent by Israeli leaders and recommended their prosecution. Israel is a rogue state whose head of state, its supreme representative, should not be permitted to visit Australia.

The second reason is about Herzog himself: The Commission of Inquiry has found that Herzog has incited genocide. Herzog made the statement that all Palestinians, “an entire nation”, are responsible for the Hamas attack on 7 October 2023.

The commission found that, because as president he is not part of the political or military chain of command, he was not responsible for war crimes or crimes against humanity. But the crime of incitement to genocide stands outside the chain of command. It can be committed by any individual. The commission recommended that he be investigated and prosecuted by the International Criminal Court.

Herzog denies this and has qualified his statement, saying “there are many, many innocent Palestinians who don’t agree” with the actions of Hamas. But the UN commission said it viewed that as an effort “to deflect responsibility for the initial statement”.

He has been a vocal head of state and his words have been taken and repeated by Israeli soldiers. Someone who incites genocide does not satisfy the good character test for entering Australia. On the contrary, a person who incites genocide should be arrested on arrival and tried under Australian law and international law for the crime.

Traditionally, a head of state has a special immunity when visiting another country. However, there is now strong legal argument that this immunity does not apply in relation to atrocity crimes, namely war crimes, crimes against humanity and genocide. Australia should not apply immunity in relation to these crimes.

Israel’s Foreign Ministry has previously rejected the commission’s report as “distorted and false”, and Herzog has said his comments have been taken out of context, noting he also said Israeli soldiers would follow international law.

The third reason for withdrawing the invitation relates to us, Australia, and our current situation: The Hanukah massacre on 14 December 2025 has shaken us all. It was an atrocity. Immediately political leaders across the spectrum expressed concerns for “social cohesion”. They said steps were needed to restore social cohesion and called for national unity at a time of crisis.

Eventually a royal commission was appointed for this purpose. And yet it’s hard to imagine a single event at this point in time more likely to harden national division and undermine social cohesion than a visit by the Israeli president. It could be the most divisive state visit to Australia since that of US president Lyndon B Johnson in October 1966 when the Vietnam war was at its height and Australian soldiers were being killed.

What was the Prime Minister thinking when he invited Herzog? In the days after the massacre, he no doubt thought inviting Herzog was a good way to express support for the traumatised Jewish community.

But Herzog is a political leader, not a religious leader. He is divisive in Israel and his visit could be divisive in Australia. If the Prime Minister wanted to support the Jewish community, he would have done better to invite a respected Jewish religious leader.

For reasons of law, ethics and social cohesion, this divisive political visit should be stopped.

The prime minister is widely acclaimed for his willingness to recognise mistakes and change course before it’s too late. He should recognise that he made a terrible mistake, in the emotional, traumatic days after the massacre, in inviting Herzog to visit.

It’s not too late to correct the mistake.

Blatantly, boastfully, bullyingly, shamelessly, Trump overnight threw open to the world’s eyes the cruel reality of US foreign policy. He has brought out from the shadows the ugly reality of what for generations previous administrations have found politic to keep covert.

That foreign policy has been shown most especially arrogant in regard to its neighbours anywhere in the Americas.

It has been based on a lie, a lie to its own people first but no less potently to the nations, including New Zealand, which have subscribed to that fiction of a United States democracy representing all the best human qualities.

The nicely gift-wrapped package includes belief in equality, fairness, justice, the sanctity of human life, acceptance of difference, mutual respect, kindness and love: The American way, the ultimate Christian morality in practice.

Trump has done all of us who have bought that lie a favour. What he is saying out loud with the attack on Venezuela and the kidnapping of President Nicolas Maduro is the age-old message of a rogue state — might is right, all power comes from the barrel of a gun, bow down to us.

Any self-reflection by Trump, unlikely, would reveal to him the deeper historical truth that empires which once seemed invulnerable resort to such desperate measures as his Venezuelan adventure in an attempt to deny, to delay, to divert from the fact they are in their death throes. Decline and fall.

It will get worse for the United States, as a state. The lie will become increasingly acknowledged internationally as trust is shown to be a one-way street. The allied fiction of US Treasury bills as a long-term safe repository for the world’s savings may be undermined even faster.

Run on the US bank
Trust gone, it’s the work of moments for an international run on the bank of the US to begin. Even if its already hard-working monetary printing presses go into overtime, an economy and society propped up on trillions upon trillions of dollars of debt can quickly become bankrupt

Immediately, though, what can the international community do in protest? I believe there’s a special obligation on the “Western” nations to assuage a little of their guilt as willing US accomplices over many years, accomplices ready to abandon true independence and a fair bit of morality to self-interest, cowardice.

Just a gesture in protest, but a powerful one, would be to immediately and in unison demand the temporary closure of US embassies and the withdrawal of their staff as persona non grata.

Unrealistic? Of course. Real-politik will rule, OK!

Turning blind eyes to Venezuela
But we should all beware of turning blind eyes to Venezuela. Who next, after Maduro, incurs the Don’s displeasure? If Zelensky stubbornly won’t surrender to Don and Vlad’s territorial demands, will he be safe on his next State visit to the US from arbitrary arrest and incarceration as an alleged war criminal?

Does our own Christopher Luxon need to brush up his flattery skills even further? Losing every hole of a golf match with Trump would help.

Trump, though, has already lost, whether in his hyperbolically hypocritical state he knows it or not. But he has done the world a useful service in revealing how an empire on the way out is likely to act.

Big oil will be triumphal about a grab for Venezuela’s oil riches in the hypocritical guise of protecting the US from illicit drug imports.

Chinese President Xi Jinping, meanwhile, is quietly gloating.

The surprise US-Israeli attack on Iran is literally and figuratively designed to unleash centrifugal forces in the Islamic Republic.

Two nuclear powers are currently involved in the bombing of the nuclear facilities of a third state. One of them, the US has — for the moment — limited itself to handling mid-air refuelling, bombs and an array of intelligence.

If successful they will destroy or, more likely, destabilise the uranium enrichment centrifuges at Natanz and possibly the Fordow Fuel Enrichment Plant, causing them to vibrate and spin uncontrollably, generating centrifugal forces that could rupture containment systems.

Spinning at more than 50,000 rpm it wouldn’t take much of a shockwave from a blast or some other act of sabotage to do this.

There may be about half a tonne of enriched uranium and several tonnes of lower-grade material underground.

If a cascade of bunker-busting bombs like the US GBU-57 Massive Ordnance Penetrators got through, the heat generated would be in the hundreds, even thousands, of degrees Celsius. This would destroy the centrifuges, converting the uranium hexafluoride gas into a toxic aerosol, leading to serious radiological contamination over a wide area.

The head of the IAEA, the UN’s nuclear watchdog, warned repeatedly of the dangers over the past few days. How many people would be killed, contaminated or forced to evacuate should not have to be calculated — it should be avoided at all cost.

Divided opinions
Some people think this attack is a very good idea; some think this is an act of madness by two rogue states.

On June 18, Israeli media were reporting that the US had rushed an aerial armada loaded with bunker busters to Israel while the US continued its sham denials of involvement in the war.

Analysts Professor Jeffrey Sachs and Sybil Fares warned this week of “Israel bringing the world to the brink of nuclear Armageddon in pursuit of its illegal and extremist aims”.  They point out that for some decades now Netanyahu has warned that Iran is weeks or even days away from having the bomb, begging successive presidents for permission to wage Judeo-Christian jihad.

In Donald Trump — the MAGA Peace Candidate — he finally got his green light.

The centrifugal forces destabilising the Iranian state
The other — and possibly more significant — centrifugal force that has been unleashed is a hybrid attack on the Iranian state itself.  The Americans, Israelis and their European allies hope to trigger regime change.

There are many Iranians inside and outside the country who would welcome such a development.  Other Iranians suggest they should be careful of what they wish for, pointing to the human misery that follows, as night follows day, wherever post 9/11 America’s project to bring “democracy, goodness and niceness” leads.  If you can’t quickly think of half a dozen examples, this must be your first visit to Planet Earth.

Is regime change in Iran possible?
So, are the Americans and Israelis on to something or not? This week prominent anti-regime writer Sohrab Ahmari added a caveat to his long-standing call for an end to the regime.  Ahmari, an Iranian, who is the US editor of the geopolitical analysis platform UnHerd said:  “The potential nightmare scenarios are as numerous as they are appalling: regime collapse that leads not to the restoration of the Pahlavi dynasty and the ascent to the Peacock Throne of its chubby dauphin, Reza, but warlordism and ethno-sectarian warfare that drives millions of refugees into Europe.

“Or a Chinese intervention in favour of a crucial energy partner and anchor of the new Eurasian bloc led by Beijing . . .  A blockade of the Strait of Hormuz and attacks on the Persian Gulf monarchies.”

Despite these risks, there are indeed Iranians who are cheering for Uncle Bibi (Prime Minister Benjamin Netanyahu).  Some have little sympathy for the Palestinians because their government poured millions into supporting Hamas and Hezbollah — money that could have eased hardship inside Iran, caused, it must be added, by both the US-imposed sanctions and the regime’s own mismanagement, some say corruption.

As I pointed out in an article The West’s War on Iran shortly after the Israelis launched the war: the regime appears to have a core support base of around 20 percent.  This was true in 2018 when I last visited Iran and was still the case in the most recent polling I could find.

I quoted an Iranian contact who shortly after the attack told me they had scanned reactions inside Iran and found people were upset, angry and overwhelmingly supportive of the government at this critical moment.  Like many, I suggested Iranians would — as typically happens when countries are attacked — rally round the flag.  Shortly after the article was published this statement was challenged by other Iranians who dispute that there will be any “rallying to the flag” — as that is the flag of the Islamic Republic and a great many Iranians are sick to the back teeth of it.

Some others demur:

“The killing of at least 224 Iranians has once again significantly damaged Israel’s claim that it avoids targeting civilians,” Dr Shirin Saeidi, author of Women and the Islamic Republic, an associate professor of political science at the University of Arkansas, told The New Arab on June 16.  “Israel’s illegal attack on the Iranian people will definitely not result in a popular uprising against the Iranian state. On the contrary, Iranians are coming together behind the Islamic Republic.”

To be honest, I can’t discern who is correct. In the last few of days I have also had contact with people inside Iran (all these contacts must, for obvious reasons, be anonymous).  One of them welcomed the attack on the IRGC (Iranian Revolutionary Guard Corps).  I also got this message relayed to me from someone else in Iran as a response to my article:

“Some Iranians are pro-regime and have condemned Israeli attacks and want the government to respond strongly. Some Iranians are pro-Israel and happy that Israel has attacked and killed some of their murderers and want regime change, [but the] majority of Iranians dislike both sides.

They dislike the regime in Iran, and they are patriotic so they don’t want a foreign country like Israel invading them and killing people. They feel hopeless and defenceless as they know both sides have failed or will fail them.”

Calculating the incalculable: regime survival or collapse?
Only a little over half of Iran is Persian. Minorities include Azerbaijanis, Kurds, Arabs, Balochis, Turkmen, Armenians and one of the region’s few post-Nakba Jewish congregations outside of Israel today.

Mossad, MI6 and various branches of the US state have poured billions into opposition groups, including various monarchist factions, but from a distance they appear fragmented. The Mojahedin-e-Khalq (MEK) armed opposition group has been an irritant but so far not a major disruptor.

The most effective terrorist attacks inside Iran have been launched by Israel, the US and the British — including the assassination of a string of Iranian peace negotiators, the leader of the political wing of Hamas, nuclear scientists and their families, and various regime figures.

How numerous the active strands of anti-regime elements are is hard to estimate. Equally hard to calculate is how many will move into open confrontation with the regime. Conversely, how unified, durable — or brittle — is the regime? How cohesive is the leadership of the IRGC and the Basij militias? Will they work effectively together in the trying times ahead? In particular, how successful has the CIA, MI6 and Mossad been at penetrating their structures and buying generals?

Both Iran’s nuclear programme and its government — in fact, the whole edifice and foundation of the Islamic Republic — is at the beginning of the greatest stress test of its existence.  If the centrifugal forces prove too great, I can’t help but think of the words of William Butler Yeats:

Things fall apart; the centre cannot hold;

Mere anarchy is loosed upon the world,

The blood-dimmed tide is loosed, and everywhere   

The ceremony of innocence is drowned;

The best lack all conviction, while the worst   

Are full of passionate intensity.

Peace and prosperity to all the people of Iran.  And let’s never forget the people of Palestine as they endure genocide.

The government gave no reasons why Lynn Boylan, who chairs the European Parliament EU-Palestine delegation, was denied entry.

“This utter contempt from Israel is the result of the international community failing to hold them to account,” Boylan, an Irish MP in Brussels, said in a statement.

“Israel is a rogue state, and this disgraceful move shows the level of utter disregard that they have for international law.

“Europe must now hold Israel to account.”

Boylan said she had planned to meet with Palestinian Authority officials, representatives of civil society organisations, and people living under Israeli occupation.

She is a member of the Sinn Fein party in Ireland, which has been among the most vocal countries in criticising the Israeli government over its treatment of Palestinians.

France’s Hassan also refused
Earlier, EU lawmaker Rima Hassan was also refused entry at Ben-Gurion airport and ordered to return to Europe.

“Hassan, who is expected to land from Brussels in the coming hour, consistently works to promote boycotts against Israel in addition to numerous public statements both on social media and in media interviews,” said Israeli Interior Minister Moshe Arbel’s office.

Hassan is a French national of Palestinian origin known for her support of the Palestinian cause and for speaking out against Israel’s war on Gaza.

Kaja Kallas, the EU foreign policy chief, outlined a range of worries about the situation in war-battered Gaza and the occupied West Bank.

“We have constantly called on all parties, including Israel, to respect international humanitarian law,” she said, adding that Europe “cannot hide our concern when it comes to the West Bank”.

ICC raps Merz over warrants
Meanwhile, the International Criminal Court (ICC) has declared that states cannot unilaterally “determine soundness” of its rulings

Earlier, it was reported that Germany’s election winner Friedrich Merz was saying he planned to invite Israeli Prime Minister Benjamin Netanyahu to visit the country — despite an ICC war crimes warrant issued for his arrest, which Merz claimed did not apply.

The ICC responded by saying states had a legal obligation to enforce its decisions, and any concerns they may have should be addressed with the court in a timely and efficient manner.

“It is not for states to unilaterally determine the soundness of the court’s legal decisions,” said the ICC in a statement.

Israel rejects the jurisdiction of the court and denies war crimes were committed during its devastating war on Gaza.

Germans feel a special responsibility towards Israel because of the legacy of the Holocaust, and Merz has made clear he is a strong ally. But Germany also has a strong tradition of support for international justice for war crimes.

Amnesty slams ‘shameful silence’
Amnesty International and 162 other civil society organisations and trade unions have signed a joint letter calling on the EU to ban trade and business with Israel’s settlements in occupied Palestinian territory.

“Despite EU consensus about the settlements’ illegality and their link to serious abuses, the EU continues to trade and allow business with them,” the letter said.

This contributes to “the serious and systemic human rights and other international law abuses underpinning the settlement enterprise”, it added.

The International Court of Justice (ICJ) in July issued a landmark advisory opinion affirming that states must not recognise, aid or assist the unlawful situation arising from Israel’s occupation of Palestinian territory.

The EU’s shameful silence on threats to the ICC gives the firm impression that the EU has prioritized relations with a government implicated in the commission of genocide and war crimes, over support to an institution which is pursuing individual accountability for these crimes.

Australia is facing condemnation from National and Green Party MPs over the deportation of a 15-year-old boy to New Zealand.

Little detail has been made public about the teen other than that he is being held in a quarantine facility and is receiving support from Oranga Tamariki.

The Prime Minister Jacinda Ardern has asked for more details.

“I do want to go back and look at the circumstances under which this deportation happened, because we do want to make sure particularly when we are looking at young people that is being dealt with appropriately, regardless of the circumstances of their deportation,” she said.

National’s foreign affairs spokesperson Gerry Brownlee wanted to know more details of the case but said on the face of it the deportation sounded “pretty appalling”.

“If the young child has family support here that is stronger than in Australia that might be understandable, but if it is just a case of ‘here is an offender, we want him out’ and so he is off on the next plane to New Zealand, that is a different matter,” he said.

Actions ‘put alliance in jeopardy’
Green Party foreign affairs spokesperson Golriz Ghahraman said the deportation was both outrageous and heartbreaking.

Ghahraman said Australia’s actions had put the trans-Tasman alliance in jeopardy.

“They need to know they are now damaging their relationship with us, that being a traditional ally and trading partner doesn’t mean that we will continue to be an ally and partner to them as they treat us with absolute disdain in this way.”

Ghahraman told RNZ Morning Report Australia was “absolutely an outlier” in deporting the teenager.

“It’s not something that nations who do have a rule of law and a commitment to human rights are doing.

“It is time for all what we call like-minded nations to recognise that Australia is actually behaving like a rogue nation, as we call countries who very consistently flout human rights laws, and raise this in our international forums, have our allies join together with us to condemn this and put pressure on Australia to start behaving like a good global citizen.”

Australia’s Department of Home Affairs said it could not comment on individual cases but in a statement it said its government takes it responsibility to protect the community seriously.

Visa cancellation conditions
“A non-citizen’s visa must be cancelled if they are serving a full-time term of imprisonment for an offence committed in Australia and they have, at any time, been sentenced to a period of 12 months or more imprisonment, regardless of their age or nationality.”

It said the department approached visa cancellation of minors with a high degree of caution and consultation.

“The Department complies with its legal obligations in circumstances where the removal of a minor is considered, including those under the Convention on the Rights of the Child,” it said.

Co-ordinator of the Iwi n Aus advocacy group Filipa Payne said this was the youngest deportation case she had heard of, but was not the first time Australia has detained a teenager for deportation.

“I do know of people who have been in detention centre in Australia since they were 17.

“Currently there is a boy there that is 20 years old and he has been in detention for two-and-a-half years,” she said.

Payne said deportees experienced trauma and abuse while awaiting deportation, without any human rights.

She said she was very concerned about the teenager’s mental wellbeing, given that this was an overwhelming situation for a young person.
