In solidarity with West Papua, the Pacific Conference of Churches (PCC) has called for a boycott of all Indonesian products and programmess by the Indonesian government.

The Fiji-based PCC said this should be done until Indonesia facilitated a visit by the United Nations High Commissioner for Human Rights to investigate alleged human rights abuses in West Papua, which included torture, extrajudicial killings, and systemic police and military violence.

General secretary Reverend James Bhagwan said the call for a boycott came in response to the lack of political will by the Indonesian government to honour its commitment to the visit, which had been made four years ago.

“Our Pacific church leaders are deeply concerned that the urge by our Pacific Island states through the Pacific Islands Forum has been ignored,” he said.

“We are also concerned that Indonesia is using ‘cheque-book diplomacy’ to silence some Pacific states on this issue. Our only option in the face of this to apply our own financial pressure to this cause.

“We know that the Pacific is a market for Indonesian products and we hope that this mobilisation of consumers will show that Pacific people stand in solidarity with our sisters and brothers of Tanah Papua.”

On Thursday, the Fiji Women’s Crisis Centre (FWCC) held a flag-raising ceremony to mark 61 years since the Morning Star, the West Papuan national flag, was first raised.

Women, girls suffered
FWCC coordinator Shamima Ali said as part of the 16 Days of Activism campaign, FWCC remembered the people of West Papua, particularly women and girls, who suffered due to the increased militarisation of the province by the Indonesian government.

“We also remember those women, girls, men and children who have died and those who are still suffering from state violence perpetrated on them and the violence and struggle within their own religious, cultural and societal settings,” she said.

Ali said Pacific islanders should not be quiet about the issue.

“Fiji has been too silent on the issue of West Papua and the ignorance needs to stop,” she said.

“Keeping quiet is not the answer when our own people are suffering.”

Pacific churches have condemned the media blackout in West Papua, military crackdown in parts of the territory and the silencing of dissenting voices.

They have also criticised the Melanesian Spearhead Group (MSG) for “allowing Indonesia into their fold”.

In a statement, the Suva-based Pacific Conference of Churches (PCC) said it had noted with deepening concern the humanitarian conflict in West Papua and the continued abuse of human rights perpetrated by the Indonesian security forces.

“This situation has been worsened in particular by the silencing of dissenting voices through increased military presence and suspension of electronic communication,” it said.

“Since 2018 with helicopter gunship attacks on the people of Nduga and followed by human rights abuse of Papuans in Intan Jaya Regency in 2019 and Tembagapura in 2020, Indonesia has increased its persecution of the indigenous people.”

Most recently, security forces had burned homes in Puncak, “forcing an exodus of people under the guise of fighting against terrorism”.

The council’s statement said that “terrorism” was “likely an excuse” to clear land for the “economic gain of the Indonesian elite in Jakarta and Jayapura” in the continued “cultural genocide” through displacement of Papuans.

Indonesia ‘should be ashamed’
“As a member of the United Nations Security Council, Indonesia should be ashamed of its actions and held to account,” said the churches.

“Equally culpable in these events of genocide and human rights abuse are the members of the Melanesian Spearhead Group who have allowed Indonesia into their fold.”

The PCC stood with the West Papua Council of Churches to again to call upon President Joko Widodo to order an end to human rights abuse an enter into dialogue with representatives of the Papuan people.

“We call on the MSG to accept the nomination of the United Liberation Movement for West Papua and use its offices to begin a process of dialogue and reconciliation,” said the statement.

“The churches do not condone the killing of Indonesian security forces or Papuans.

“We recognise that without free and open discussions, this conflict of more than 60 years will not end.

“Today [May 20] as we mark the 19th anniversary of East Timor’s acceptance into the United Nations family, we appeal to the United Nations to treat the matter of West Papua with extreme urgency.”

The Pacific Conference of Churches has called for justice in Mā’ohi (French Polynesia) and for Oscar Temaru, the activist mayor of Fa’aa and former territorial president.

In a message read at a protest march in Pape’ete at the weekend, PCC general secretary Reverend James Bhagwan called on France not to ignore Mā’ohi’s re-inscription to the United Nations Decolonisation list.

“Today, we note with concern that France has failed to hear the cry of the people and the voice of the United Nations,” Reverend Bhagwan said.

RNZ news reports the march was organised by the community organisation Nunaa a Ti’a, with two separate groups walking from either side of Pape’ete to the square outside the Territorial Assembly.

The event was attended by nuclear test veterans groups and union members as well as supporters of mayor Temaru who this month took the public prosecutor Herve Leroy to court over the seizure of his personal savings.

Case due in court
The case is due in court today where Temaru wants a preliminary ruling on the legality of Leroy’s action.

The meeting also attracted opponents of a vast roading project on the south side of Tahiti and people raising their concerns about 5G technology.

Among the banners on display, one quoted French President Emmanuel Macron saying “colonisation is a crime against humanity”.

More demonstrations are planned over the next two weeks, including the commemoration of France’s first nuclear weapons tests in 1970.

From Suva, the Fiji-based PCC said in its statement: “The Pacific churches also call on France to allow the people of Mā’ohi a voice on their political future by holding a referendum, similar to the political process in Kanaky (New Caledonia).”

Reverend Bhagwan said the recent arrest of “freedom fighter” Oscar Temaru appeared to be linked to his role in bringing about the re-inscription of Mā’ohi at the UN.

Mā’ohi was reinscripted seven years ago to the UN Decolonisation List after strong international advocacy aided by the PCC. The full PCC statement said:

PCC statement
“Justice For Mā’ohi , Justice for Temaru

“As the people of Mā’ohi (French Polynesia) remember the seventh year of their reinscription on the United Nations decolonisation list, the Pacific Conference of Churches calls on France to act with justice.

“France has ignored the wishes of the Mā’ohi people and the United Nations for their inalienable right to hold an act of self-determination.

“Seven years ago, the Pacific churches supported the Etaretia Porotetani Mā’ohi (Mā’ohi Protestant Church) in the process of re-inscription and has joined the EPM as a petitioner at both the United Nations Special Committee on Decolonisation (C-24) as well as the UN Special Political and Decolonisation Committee (Fourth Committee).

“Today, we note with concern that France has failed to hear the cry of the people and the voice of the United Nations. This refusal makes a mockery of France’s national motto – Liberte, Egalite, Fraternite (Liberty, Equality, Fraternity).

“The Pacific churches also call on France to allow the people of Mā’ohi a voice on their political future by holding a referendum, similar to the political process in Kanaky (New Caledonia).’

“The recent arrest of freedom fighter, Oscar Temaru, appears to be linked to his role in bringing about the re-inscription of Mā’ohi at the UN.

“Temaru is in court over allegations on the misuse of public funds in Fa’aa where he is mayor. The courts have also ordered the seizure of US$100,000 of Temaru’s savings.

“The courts must never be used as a tool for political expediency or revenge against opponents. Our courts must act impartially as instruments of a legal system which is fair and just, not prejudiced and oppressive.

“We call for Temaru to be treated justly. We remind France that it has yet to bring about just reparation for the thousands of people – including French civilians and service personnel – crippled and debilitated by the fallout from nuclear tests at Fangataufa and Moruroa.

“And we call on the people of the Pacific to pray for the Mā’ohi church and justice for all in the region who face tyranny and injustice from their leaders.

“In the name of Christ and in the service of a just, peaceful and free Pacific.”
