The planning and policy committee of New Zealand’s largest city today voted decisively to review its procurement policies to ensure it is in step with the UN Human Rights Council which has listed companies complicit with illegal Israeli settlements in the Occupied Palestine Territory.

Auckland Council is the local body governing a “super city” with a population of more than 1.8 million people — almost a third of the country’s total population.

The council’s policy, planning and development committee voted 14 to 2 with 4 abstentions to call for a review report by July about sanctioning UN-listed companies over illegal Israeli settlements.

“Israel has been stealing Palestinian land and moving Israeli settlers onto the land in defiance of international law,” said Palestine Solidarity Network Aotearoa (PSNA) co-chair Maher Nazzal.

“The local Palestinian community and our supporters sincerely thank the Auckland councillors who today have voted for steps to refuse to procure goods or services from any of the companies involved in building and maintaining these settlements,” he said in a statement.

“Auckland ratepayers deserve to know their rates are not being used to support Israeli war crimes, as designated by the UN General Assembly, Security Council, international conventions and the International Court of Justice.

Councillor Julie Fairey moved the resolution calling for the report “on the alignment of Auckland Council policies and practices with the United Nations Security Council Resolution 2334”.

She rejected the arguments of councillors who opposed it by arguing that the council should “stick to its knitting”.  She responded that decisions should be made so that “the needles and the wool don’t have blood on them”.

Six local bodies have acted
The resolution was seconded by councillor Sarah Peterson-Hamlin.

Councillor Maurice Williamson voted against the resolution.

However, as a cabinet minister of the Key/English National government at the time, he stated he had supported New Zealand co-sponsorship of UN Security Council Resolution 2334 in 2016, calling Israeli settlements “a flagrant breach of international law”.

Williamson then went on to attack the UN Human Rights Council, falsely claiming it was chaired by Iran, when in fact its current president is Indonesian Ambassador Sidharto Reza Suryodipuro.

PSNA’s Kathy Ross presented a submission in support of the motion.

“Already six different local bodies have taken this step — it’s good to see Auckland following along the same path,” Nazzal said.

Today marks 108 years since the 1917 Balfour Declaration and New Zealand pro-Palestinian protest groups have condemned this infamous date in rallies across the country.

“Britain promised a land that wasn’t theirs to give,” said Palestine Solidarity Network Aotearoa (PSNA) co-chair Maher Nazzal.

“That single act of colonial arrogance set in motion more than a century of displacement, occupation, and suffering for the Palestinian people.

“For Palestinians, the Balfour Declaration is not history; it’s a living injustice that continues today.

“It’s time for truth and accountability,” Nazzal declared in a post today.

“It’s time for the world, including Aotearoa New Zealand, to stand firmly for justice, equality, and the right of Palestinians to live free on their land.”

Reporting on the Auckland rally and march yesterday, Bruce King said Janfrie Wakim, a longtime stalwart of pro-Palestine activism in Aotearoa New Zealand, had criticised the Balfour Declaration that had promised Palestine as a Jewish state.

‘Mendacious, deceitful’
She quoted the late British journalist and Middle East expert Robert Fisk calling it “the most mendacious, deceitful and hypocritical document in British history”.

Opposition Labour MP and shadow attorney-general Vanushi Walters outlined discussions over sanctions legislation against Israel in preparation for the party winning next year’s general election.

The opposition Labour Party currently leads in most opinion polls.

Greens MP Ricardo Menéndez protested against the NZ government having signed a free trade agreement with the United Arab Emirates (UAE) earlier this year.

This week, the rebel RSF (Rapid Support Forces) fighters that the UAE is accused of backing overran the city of El Fasher, capital of Darfur in Sudan, and carried out massacres of civilians, reports the United Nations.

Al Jazeera reports the Balfour Declaration (Balfour’s “promise” in Arabic) turned the Zionist aim of establishing a Jewish state in Palestine into a reality when Britain publicly pledged to establish “a national home for the Jewish people” there.

The pledge is generally viewed as one of the main catalysts of the Nakba — the ethnic cleansing of Palestine in 1948 – and the brutality that the emerging Zionist state of Israel inflicted on the Palestinian people.

It is regarded as one of the most controversial and criticised documents in the modern history of the Arab world and has puzzled historians for decades.

Israel has waged a two-year war on the besieged enclave of Gaza killing more than 68,000 people, including 20,000 children. Israel has killed more than 200 Palestinians in Gaza since the ceasefire began on October 10.

Luxon claimed the issue was ‘complex’ and New Zealanders should not expect a decision until well after his foreign minister Winston Peters has spoken on the matter at the United Nations in New York.

Advocacy group, Palestinian Solidarity Network Aotearoa (PSNA), immediately issued a statement headlined: Genocide is not ‘complex’, it’s a ‘cowards’ way out’.

It the statement, PSNA co-spokesperson John Minto said the ‘complexity’ excuse for cabinet inaction on Palestine this morning is “a cowards’ way out for the government to avoid even the most tepid policy to oppose Israeli genocide in Gaza”.

John Minto, said the New Zealand Government recognised Palestine at the United Nations in 1947.

“It’s taken nearly 80 years to work out ways to make that real and it still can’t do it.

“(Winston) Peters needed very clear and strong instructions to take to the UN, where he could have joined the calls for the growing list of sanctions to be imposed on Israel,” John Minto said.

He added: “In just over two days last week, Israel demolished fifty of the tallest residential tower blocks in Gaza City.  That’s a rate of destruction of more than one every hour and thousands more people made homeless.

“There’s nothing about defending borders, or implementing a strategy of getting hostages released in all of this barbarous onslaught by Israel.  It’s self-declared ethnic cleansing.”

Minto said the Prime Minister, Christopher Luxon, must face up to Israel’s blatant violations of international laws and conventions.

“At the same time, Israel has tried to kill the Hamas negotiations team by bombing them in Qatar.  New Zealand has declared that the issues can only be resolved through negotiations, but has said not one word of complaint that Israel is murdering the negotiators.”

He said there is a “yawning gap” between the government’s policy towards Russia and that towards Israel.

“Winston Peters has just implemented its thirty-second sanction measure against Russia. That does not seem to be complex,” John Minto said.

New Zealand police say planning is well underway ahead of a pro-Palestinian march that will shut the Auckland Harbour bridge later this month.

The organisers are expecting thousands to turn out for the “March for Humanity” which is due to be held on September 13.

Police told RNZ they were working with partner agencies, and expected to inform the public on how the march would impact on them.

They said they remained in contact with the march organisers.

The organisers say it will be a follow-on from recent protest marches that walked over the Sydney Harbour Bridge and Brisbane’s Victoria Bridge.

Those events attracted 50,000 to 300,000 protesters.

The Auckland march is being organised by Aotearoa for Palestine, a coalition of Palestinians and tangata whenua. They want the government to sanction Israel for what they say is a genocide being carried out in Gaza.

If it were China or Russia, the imposition of sanctions and threats of harm to prosecutors and judges of the International Criminal Court would be front page news in Australia- and in New Zealand.

The Australian’s headline writers and columnists, for example, would be apoplectic. Prime Minister Albanese, Attorney-General Michelle Rowland and Foreign Minister Penny Wong would issue the strongest possible warnings to those countries about consequences.

But, of course, that’s not happening because instead it is the US that is seeking to put the lives and well-being of the ICC’s staff in danger, the reasons the ICC has rightly issued arrest warrants against undoubted war criminals and genocide enablers such as Israeli Prime Minister Benjamin Netanyahu and his former defence minister Yoav Gallant.

Last week, US Secretary of State Marco Rubio, purely a slavish appendage of the worst US president on record, Donald Trump, announced sanctions on two judges and two prosecutors at the ICC.

Rubio issued a statement calling the ICC “a national security threat that has been an instrument for lawfare” against the US and Israel. A statement that, no doubt, war criminals around the world will be applauding.

These are not the first attacks on the ICC.

In February this year, Trump issued an order that said the US “will impose tangible and significant consequences on those responsible for the ICC’s transgressions, some of which may include the blocking of property and assets, as well as the suspension of entry into the US of ICC officials, employees, and agents, as well as their immediate family members, as their entry into our nation would be detrimental to the interests of the US”.

The ICC was established in 2002 to administer the Rome Statute, the international law that governs war crimes, crimes against humanity, genocide and other crimes.

Leading atrocity nations
Australia is a signatory, but the US and Israel have not signed up in the case of the former, and failed to ratify in the case of the latter, because they are, of course, leading nations when it comes to committing atrocities overseas and — in the case of Israel — within its own borders, through what many scholars say is a policy of apartheid inflicted on Arab Israelis.

So, despite the relatively muted interest in Australia today at the latest outrage against the international order by the corrupt thugs in the Trump Administration, what should the Albanese government do?

Trump’s shielding of Netanyahu and his advisers from criminal proceedings through sanctions and threats to members of the court is akin to both aiding and abetting crimes under the Rome Statute and clearly threatening judges, prosecutors and court officials.

This means Australia should make it very clear, in very public terms, that this nation will not stand for conduct by a so-called ally, which is clearly running a protection racket.

Australia has long joined with the US and other allies in imposing sanctions on regimes around the world.

When it comes to Washington, those days are over.

Sarah Dehm of UTS and Jessica Whyte of the University of New South Wales, writing in The Conversation in December last year, referenced Trump and Rubio’s thuggery towards the ICC among other sanctions outrages, and observed correctly that “Australian sanctions law and decision-making be reoriented towards recognising core principles of international law, including the right of all people to self-determination”.

A ‘trigger mechanism’
Dehm and Whyte argued this “could be done through ‘a trigger mechanism’ that automatically implements sanctions in accordance with decisions of the International Court of Justice concerning serious violations and abuses of human rights”.

What the Albanese government could do immediately is make it abundantly clear that any person subject to an ICC arrest warrant would be detained if they set foot in Australia. This would obviously include Netanyahu and Gallant.

And further, that Australia stands to contribute to protection for any ICC personnel.

Not only that, but given the Rome Statute is incorporated into domestic law in Australia via the Commonwealth Criminal Code, a warning should be given by Attorney-General Rowland that any person suspected of breaches of the Rome Statute could be prosecuted under Australian law if they visit this country.

What Australia could also do is make it mandatory, rather than discretionary, for the attorney-general to issue an arrest warrant if Netanyahu and others subject to ICC warrants came to this country.

As Oxford international law scholar, Australian Dane Luo, has observed, while Foreign Minister Wong has said in relation to the Netanyahu and Gallant warrants that “Australia will act consistently with our obligations under international law and our approach will be informed by international law, not by politics”, this should not be taken as an indication that Rowland would have them arrested.

The Trump administration must be told clearly Australia will not harbour international criminals. And while we are at it, tell Washington we are imposing economic, cultural, educational and other sanctions on Israel.

More than 200,000 people took the streets across Australia on Saturday in a national day of action demanding that the Labor government sanctions Israel and stops the two-way arms trade.

It comes after 300,000 people marched, in driving rain, across Sydney Harbour Bridge on August 3 to demand the same.

Palestine solidarity groups across the country are coordinating their plans as Israel’s illegal deliberate starvation policy is delivering its expected results.

Protests were organised in more than 40 cities and towns– a first in nearly two years since the genocidal war began.

At least 50,000 rallied on Gadigal Country/Sydney, 10,000 in Nipaluna/Hobart, 50,000 in Magan-djin/Brisbane, 100,000 in Naarm/Melbourne, 10,000 in Kaurna Yerta/Adelaide, 15,000 in Boorloo/Perth, 600 in the Blue Mountains, 500 in Bathurst, 5000 in Muloobinba/Newcastle, 1600 in Gimuy/Cairns and 700 in Djilang/Geelong.

Protesters staged pro-Palestinian demonstrations across Aotearoa New Zealand at the weekend, calling on the government to place sanctions on Israel for its war on Gaza.

The government announced last week it was considering whether to join other countries like France, Canada and Australia in recognising Palestinian statehood at a United Nations leader’s meeting next month.

Demonstrators took to the streets in about 20 cities and towns on Saturday in a “National Day of Protest”, waving Palestinian and other flags, holding vigils, and banging pots and pans to represent what a UN-backed food security agency has called “the worst case scenario of famine”.

The word “Gaza” is taking on similar connotations to what the word “Auschwitz” meant to a previous generation. It signifies a deliberate and systematic attempt to erase an entire people from history on the basis of their ethnic identity.

As a result, Israel is isolating itself as a pariah state on the world stage. This week alone has seen Israel target and kill four Al Jazeera journalists, just as it had executed eight Red Crescent medical staff and seven other first responders back in March, and then dumped their bodies in a mass grave.

Overall 186 journalists have died at the hands of the IDF since October 7, 2023, and at least 1400 medical staff as of May 2025.

On Monday night a five-year-old disabled child starved to death. Reportedly, he weighed only three kilograms when he died. Muhammad Zakaria Khudr was the 101st child among the 227 Palestinians now reported to have died from starvation.

Meanwhile, Prime Minister Christopher Luxon and Foreign Minister Winston Peters keep on saying that with regard to New Zealand recognising a Palestinian state, it is a matter of “Not if, but when.” Yet why is “ but not now” still their default position?

At this rate, a country that used to pride itself on its human rights record — New Zealand has never stopped bragging that this is where women won the right to vote, before they did anywhere else — will be among the last countries on earth to recognise Palestine’s right to exist.

What can we do? Some options:

1. Boycott all Israeli goods and services;
2. Engage with the local Palestinian community, and support their businesses, and cultural events;
3. Donate financial support to Gaza. Here’s a reliable link to directy support pregnant Gaza women and their babies;
4. Lobby your local MP, and Immigration Minister Erika Stanford — to prioritise the inclusion of hundreds of Gazans in our refugee programme, just as we did in the wake of the civil war in Syria, and earlier, in Sudan;
5. Write and phone your local MP, and urge them to support economic sanctions against Israel. These sanctions should include a sporting and cultural boycott along the lines we pursued so successfully against apartheid South Africa
6. Contact your KiwiSaver provider and let it be known that you will change providers if they invest in Israeli firms, or in the US, German and UK firms that supply the IDF with weapons and targeting systems. Contact the NZ Super Fund and urge them to divest along similar lines;
7. Identify and picket any NZ firms that supply the US/Israeli war machines directly, or indirectly;
8. Contact your local MP and urge him or her to support Chloe Swarbrick’s private member’s bill that would impose economic sanctions on the state of Israel for its unlawful occupation of the West Bank and Gaza. Swarbrick’s Bill is modelled on the existing Russian sanctions framework.If 61 MPs pledged support for Swarbrick’s Bill, it would not have to win a private members ballot before being debated in Parliament. Currently 21 MPs (the Greens and TPM) formally support it. If and when Labour’s 34 MPs come on board, this will still require another six MPs (from across the three coalition parties) to do the right thing. Goading MPs into doing the right thing got Swarbrick into a world of  trouble this week. (Those wacky Greens. They’re such idealists.);
9. We should all be lobbying our local MPs for a firm commitment that they will back the Swarbrick Bill. Portray it to them as being in the spirit of bi-partisanship, and as them supporting the several UN resolutions on the status of the occupied territories. And if they still baulk ask them flatly: if not, why not?
10. Email/phone/write to the PM’s office, and ask him to call in the Israeli ambassador and personally express New Zealand’s repugnance at Israel’s inhumane actions in Gaza and on the West Bank. The PM should also be communicating in person New Zealand’s opposition to the recently announced Israeli plans for the annexation of Gaza City, and expansion of the war in Gaza.
11. Write to your MP, to the PM, and to Foreign Minister Winston Peters urging them to recognise Palestinian statehood right now. Inquire as to what further information they may need before making that decision, and offer to supply it. We need to learn how to share our outrage; and
12. Learn about the history of this issue, so that you convince friends and family to take similar actions.

Here’s a bare bones timeline of the main historical events.

Those holdout nations in white tend to have been the chief enablers of Israel’s founding in 1948, a gesture of atonement driven by European guilt over the Holocaust.

This “homeland” for the Jews already had residents known to have had nothing to do with the Holocaust. Yet since 1948 the people of Palestine have been made to bear all of the bad consequences of the West’s purging of its collective guilt.

Conditional justice
The same indifference to the lives of Palestinians is evident in the belated steps towards supporting the right of Palestinians to self-determination. Even the recognition promised by the UK, Canada, France and Australia next month is decked out with further conditions that the Palestinians are being told they need to meet. No equivalent demands are being made of Israel, despite the atrocities it is committing in Gaza.

There’s nothing new about this. Historically, all of the concessions have been made by the Palestinians, starting with their original displacement. Some 30 years ago, the Palestine Liberation Organisation (PLO) formally recognised Israel’s right to exist. In response, Israel immediately expanded its settlements on Palestinian land, a flagrant breach of the commitments it made in the Oslo Accords, and in the Gaza-Jericho Agreement.

The West did nothing, said little.  As the New York Times recently pointed out:

In a 1993 exchange of letters, the Palestine Liberation Organization’s chairman, Yasir Arafat, recognized the “right of the State of Israel to exist in peace and security” and committed the PLO to peaceful negotiations, renouncing terrorism and amending the Palestinian charter to reflect these commitments. In return, Israel would merely recognize the PLO as the representative of the Palestinian people — and only “in light of” Mr Arafat’s commitments. Palestinian sovereignty remained remote; Israeli occupation continued apace.

This double standard persists:

This fundamental unfairness has informed every diplomatic effort since. The rump Palestinian government built the limited institutions it was permitted under the Oslo Accords, co-operated with Israeli security forces and voiced support for a peace process that had long been undermined by Israel. Led by then-Prime Minister Salam Fayyad, the Palestinian Authority’s statehood campaign in the 2000s was entirely based on playing the game according to rules set by Israel and the Western-dominated international community. Yet recognition remained stalled, the United States blocked Palestine’s full membership in the United Nations — and still, no conditions were placed on the occupying power.

That’s where we’re still at. Luxon, Peters and David Seymour are demanding more concessions from the Palestinians. They keep strongly denouncing the Hamas October 7 atrocities — which is valid — while weakly urging Israel to abide by the international laws and conventions that Israel repeatedly breaches.

When a state deploys famine as a strategic weapon, doesn’t it deserve to be condemned, up front and personal?

Instead, the language that New Zealand uses to address Israel’s crimes  is almost invariably, and selectively, passive. Terrible things are “happening” in Gaza and they must “stop.” Children, mysteriously, are “starving.” This is “intolerable.”

It is as if there is no human agent, and no state power responsible for these outcomes. Things are just somehow “happening” and they must somehow “cease.” Enough is enough, cries Peters, while carefully choosing not to name names, beyond Hamas.

Meanwhile, Israel has announced its plans to expand the war, even though 600 Israeli ex-officials (some of them from Shin Bet, Israel’s equivalent to the SIS) have publicly said that Hamas no longer poses a strategic threat to Israel.

As mentioned, Israel is publicly discussing its plans for Gaza’s “voluntary emigration” and for the permanent annexation of the West Bank. Even when urged to do so by Christopher Luxon, it seems that Israel is not actually complying with international law, and is not fulfilling its legal obligations as an occupying power. Has anyone told Luxon about this yet?

Two state fantasy, one state reality
At one level, continuing to call for a “two state” solution is absurd, given that the Knesset formally rejected the proposal a year ago. More than once, Israeli PM Benjamin Netanyahu has publicly denounced it while also laying Israel’s claim to all of the land west of Jordan, which would include the West Bank and Gaza.

Evidently, the slogan “ from the river to sea” is only a terrorist slogan when Hamas uses it. Yet the phrase originated as a Likud slogan.Moreover, the West evidently thinks it is quite OK for Netanyahu to publicly call for Israeli hegemony from the Jordan River to the Mediterranean Sea.

Basic rule of diplomacy: bad is what they do, good is what we do, and we have always been on Team Israel.

Over the course of the three decades since the Oslo Accords were signed, the West has kept on advocating for a two state solution, while acting as if only one of those states has a right to exist. On what land do Luxon and Peters think that a viable Palestinian state can be built?

One pre-condition for Palestinian statehood that Luxon cited to RNZ last week required Israel to be “not undermining the territorial integrity that would then undermine the two state solution.” Really? Does Luxon not realise that this is exactly what Israel has been doing for the past 30 years?

Talking of which . . .  are Luxon and Peters genuinely expecting Israel to retreat to the 1967 borders? That land was agreed at Oslo and mandated by the UN as the territory needed for a viable Palestinian state. Yet on the relatively small area of the West Bank alone, 3.4 million Palestinians currently subsist on disconnected patches of land under occupation amid extreme settler violence, while contending with 614 Israeli checkpoints and other administrative obstacles impeding their free movement.

Here’s what the land left to the Palestinians looks like today:

What is the point?
You might well ask . . . in the light of the above, what is the point of recognising Palestine as a state? Given the realities on the ground, it can only be a symbolic gesture. The reversion to the 1967 borders (a necessary step towards a Palestinian state) can happen only if the US agreed to push Israel in that direction by withholding funds and weaponry.

That’s very hard to imagine. The hypocrisy of the Western nations on this issue is breath-taking. The US and Germany continue to be Israel’s main foreign suppliers of weapons and targeting systems. Under Keir Starmer’s leadership as well, the UK sales of military equipment to Israel have sharply increased.

New export licensing figures show that the UK approved licenses for £127.6 million worth of military equipment to Israel in single issue licenses between October to December 2024. This is a massive increase, with the figure in this three-month period totaling more than 2020-2023 combined.

Thanks to an explicitly enacted legal exemption, the UK also continues to supply parts for Israel’s F-35 jets.

UK industry makes 15% of every F-35 in contracts [estimated] to be worth at least £500 million since 2016, and [this] is the most significant part of the UK arms industry [relationship]with Israel . . . at least 79 companies [are] involved in manufacturing components.

These are the same F-35 war planes that the IDF has used to drop 2000 pound bombs on densely populated residential neighbourhoods in Gaza. Starmer cannot credibly pose as a man of peace.

So again . . . what exactly is the point of recognising Palestine as a state? No doubt, it would boost Palestinian morale if some major Western powers finally conceded that Palestine has a right to exist. In that narrow sense, recognition would correct a historical injustice.

There is also optimistic talk that formal Palestinian statehood would isolate the US on the Security Council (Trump would probably wear that as a badge of honour) and would make Israel more accountable under humanitarian law. As if.

Theoretically, a recognition of statehood would also enable people in New Zealand and elsewhere to apply pressure to their governments to forthrightly condemn and sanction Israel for its crimes against a fellow UN member state. None of this, however, is likely to change the reality on the ground, or prevent the calls for Israel’s “accountability” and for its “compliance with international law” from ringing hollow.

As the NYT also says:

After almost two years of severe access restrictions and the dismantling of the UN-led aid system in favour of a militarised food distribution that has left more than 1300 Palestinians dead, [now 1838 dead at these “aid centres”  since late May, as of yesterday] . . . The 15 nations [at a UN meeting in late July that signed a declaration on Gaza] still would not collectively say “Israel is responsible for starvation in Gaza”. If they cannot name the problem, they can hardly hope to resolve it.

In sum . . . the world may talk the talk of Palestinian statehood being a matter of “not if, but when” and witter on about the “irreversible steps” being taken toward statehood, and finally — somewhere over the rainbow — towards a two state solution.  Faint chance:

“For those who are starving today, the only irreversible step is death. Until statehood recognition brings action — arms embargoes, sanctions, enforcement of international law — it will remain a largely empty promise that serves primarily to distract from Western complicity in Gaza’s destruction.

Exactly. Behind the words of concern are the actions of complicity. The people of Gaza do not have time to wait for symbolic actions, or for sanctions to weaken Israel’s appetite for genocide. Consider this option: would New Zealand support an intervention in Gaza by a UN-led international force to save Gaza’s dwindling population, and to ensure that international humanitarian law is respected, however belatedly?

Would we be willing to commit troops to such a force if asked to do so by the UN Secretary-General? That is what is now needed.

Footnote One: On Gaza, the Luxon government has a high tolerance for double standards and Catch 22 conditions. We are insisting that the Palestinians must release the remaining hostages unconditionally, lay down their arms and de-militarise the occupied territories. Yet we are applying no similar pre-conditions on Israel to withdraw, de-militarise the same space, release all their Palestinian prisoners, allow the unrestricted distribution of food and medical supplies, and negotiate a sustainable peace.

Understandably, Hamas has tied the release of the remaining hostages to the Israeli cessation of their onslaught, to unfettered aid distribution, and to a long-term commitment to Palestinian self-rule.  Otherwise, once the Israeli hostages are home, there would be nothing to stop Israel from renewing the genocide.

We are also demanding that Hamas be excluded from any future governing arrangement in Gaza, but – simultaneously – Peters told the House recently that this governing arrangement must also be “representative.” Catch 22. “Representative” democracy it seems, means voting for the people pre-selected by the West. Again, no matching demands have been made of Israel with respect to its role in the future governance of Gaza, or about its obligation to rebuild what it has criminally destroyed.

Footnote Two: There is only one rational explanation for why New Zealand is currently holding back from joining the UK, Canada, France and Australia in voting next month to recognise Palestine as a full UN member state. It seems we are cravenly hoping that Australia’s stance will be viewed with such disfavour by Donald Trump that he will punish Canberra by lifting its tariff rate from 10%, thereby erasing the 5% advantage that Australia currently enjoys oven us in the US market.

At least this tells us what the selling price is for our “independent” foreign policy. We’re prepared to sell it out to the Americans – and sell out the Palestinians in the process – if, by sitting on the fence for now, we can engineer parity for our exports with Australia in US markets. ANZAC mates, forever.

Yet that reputation doesn’t hold true when it comes to Gaza and the Palestinian desire and right to self-determination.

Under the Convention on the Prevention and Punishment of Genocide, states must take positive steps to prevent genocide. The New Zealand government appears to be failing in this obligation.

So far, our ministers have chosen carefully crafted diplomatic language buried under joint country statements to influence the situation in Gaza, while at the same time protecting relationships with allies, particularly the US.

An example of these was a statement issued last month, in which New Zealand joined a group of 28 “concerned” countries to express horror at the “suffering of civilians in Gaza”, which, it says, “has reached new depths”. The statement calls for the lifting of restrictions on the “flow of aid” and demands “an immediate, unconditional and permanent ceasefire.”

Just to be clear, the “flow of aid” is the life-saving food and water that’s needed to prevent the mass starvation of Palestinians as famine driven by Israel deepens.

Demands for a ceasefire have been made on numerous occasions in the UN General Assembly and the UN Security Council, to no effect.

Failure to sanction Israel
Yet countries like New Zealand fail to sanction Israel for its non-compliance. Indeed, they do worse. These same countries continue to trade with Israel, and a number of them continue to provide weapons and arms.

According to trade data, New Zealand in 2023 imported goods and services of US$191 million from Israel and exported US$16.4 million the other way.

Most recently, New Zealand joined 14 other countries to “express the willingness or the positive consideration of our countries to recognise the State of Palestine, as an essential step towards the two-State solution.”

The statement is heavily caveated by saying that “positive consideration” is one option — so it’s not clear if all, or indeed any, of the countries will end up recognising Palestinian statehood.

By contrast, UK Prime Minister Sir Keir Starmer has issued a separate statement, saying the UK would recognise the state of Palestine in September if Israel doesn’t agree to a ceasefire.

Starmer’s concern for the starvation of civilians in Gaza hasn’t stopped the UK from sending military arms to Israel. But this is at least a clearer stance than New Zealand has been able to muster.

More than 147 UN member states out of 193 formally recognise Palestinian statehood now.

Level of solidarity
And while recognition of statehood is largely symbolic, it does signal a level of solidarity with the Palestinian people. Inexplicably, New Zealand has been unwilling to take that step, while calling it a future option under “two-state” diplomacy.

New Zealand has trundled out its support of the two-state solution since at least 1993, reinforced by its co-sponsorship, in 2015-16, of a UN Security Council resolution condemning Israeli settlement expansion.

That resolution declared settlements in occupied territories illegal under international law and urged member states to distinguish in its dealings between Israel and the territories occupied since 1967.

Since then, Israel has continued to transfer its citizens to the West Bank and Gaza. More than 750,000 Israeli settlers are now living illegally in the West Bank and East Jerusalem — areas where a future Palestinian state would be located.

Meanwhile, New Zealand has failed to take any meaningful action — sanctions or suspension of trade, for example — to implement the requirements of the Security Council resolution. That the government consistently frames its response as supporting a two-state solution beggars belief in light of such inaction.

New Zealand’s refusal to sanction Israel is nothing but shameful.

When foreign affairs minister Winston Peters expressed shock about the “intolerable situation” in Gaza, RNZ asked him whether New Zealand would entertain placing sanctions on Israel. He responded by saying that we are a “long, long way off doing that.”

The genocide in Gaza is happening with the support of countries like New Zealand, through inaction and failure to implement sanctions.

And statements about recognising statehood provide the appearance of supporting an end to the genocide, but change nothing in reality.

Antony Loewenstein, author of The Palestine Laboratory, a book on the Israeli arms and surveillance industry, says Australian protesters are “outraged” not just by what Israel is doing in Gaza, but also by the Australian government’s “complicity”.

Loewenstein, who also spoke at the rally, told Al Jazeera that Australia has, for many years, including since the start of the war, been part of the global supply chain for the F-35 fighter jets that Israel has been using in attacking the besieged enclave.

“A lot of Australians are aware of this,” he said. “We are deeply complicit, and people are angry that their government is doing little more than talk at this point.”

Asked about opinions within Israel, Loewenstein, who is an Australian-German and Jewish, condemned what he called a prevailing climate of “genocide mania” and also criticised the role of the mainstream media in not reporting accurate coverage of the reality in Gaza.

Organisers of the Palestine Action Group Sydney-led march across the iconic Sydney Harbour Bridge have said at least 100,000 people — and perhaps as many as 300,000 — took part in the biggest pro-Palestinian held in Australia. Police say more than 90,000.

Mehreen Faruqi, the New South Wales senator for the left-wing Greens party, addressed the crowd gathered at central Sydney’s Lang Park before the march, calling for the “harshest sanctions on Israel”, accusing its forces of “massacring” Palestinians.

At least 175 people, including 93 children, have died of starvation and malnutrition across the enclave since Israel launched its war on Gaza in October 2023, according to latest Gaza Health Ministry figures.

The horrifying images of Gazans being deliberately starved is adding to the pressure on Western governments which have been enthusiastic supporters of Israel’s genocide, reports the Sydney-based Green-Left magazine.

Former US President Barack Obama has started to push for an end to Israel’s military operations. Sections of Israeli society, including five human rights organisations, now agree that Israel is committing genocide in Gaza.

Media corporations, such as BBC, AFP, AP and Reuters, which have been complicit in manufacturing consent for “Israel has a right to defend itself” line, are now condemning the killing of Palestinian journalists.

These shifts reflect the scale of the horror, but also the success of the global Palestine solidarity movement.

It is undermining support for Israel — a factor which is starting to weigh on Western governments. Only 32% of Americans approve of Israel’s military action in Gaza, according to a new Gallup poll.

With the exception of Ireland and Spain, Western governments have refused to describe Israel’s war as an act of genocide.

If you imagined Western politicians and media were finally showing signs of waking up to Israel’s genocide in Gaza, think again.

Even the decision this week by several Western states, led by the UK, to ban the entry of Bezalel Smotrich and Itamar Ben Gvir, two far-right Israeli cabinet ministers, is not quite the pushback it is meant to seem.

Britain, Australia, Canada, New Zealand and Norway may be seeking strength in numbers to withstand retaliation from Israel and the United States. But in truth, they have selected the most limited and symbolic of all the possible sanctions they could have imposed on the Israeli government.

Their meagre action is motivated solely out of desperation. They urgently need to deter Israel from carrying through plans to formally annex the Occupied West Bank and thereby tear away the last remnants of the two-state comfort blanket — the West’s solitary pretext for decades of inaction.

And as a bonus, the entry ban makes Britain and the others look like they are getting tough with Israel on Gaza, even as they do nothing to stop the mounting horrors there.

Even the Israeli Ha’aretz newspaper’s senior columnist Gideon Levy mocked what he called a “tiny, ridiculous step” by the UK and others, saying it would make no difference to the slaughter in Gaza. He called for sanctions against “Israel in its entirety”.

“Do they really believe this punishment will have some sort of effect on Israel’s moves?” Levy asked incredulously.

2500 sanctions on Russia
Remember as Britain raps two cabinet ministers on the knuckles that the West has imposed more than 2500 sanctions on Russia.

While David Lammy, the UK’s Foreign Secretary, worries about the future of a non-existent diplomatic process — one trashed by Israel two decades ago — Palestinian children are still starving to death unseen.

The genocide is not going to end unless the West forces Israel to stop. This week more than 40 Israeli military intelligence officers went on an effective strike, refusing to be involved in combat operations, saying Israel was waging a “clearly illegal” and “eternal war” in Gaza.

Yet Starmer and Lammy will not even concede that Israel has violated international law.  

What is clear is that British Prime Minister Keir Starmer’s sighs of regret last month — expressing how “intolerable” he finds the “situation” in Gaza — were purely performative.

Starmer and the rest of the Western establishment have continued tolerating what they claim to find “intolerable”, even as the death toll from Israel’s bombs, gunfire and starvation campaign grow day by day.

Those emaciated children — profoundly malnourished, their stick-then legs covered by the thinnest membrane of skin — aren’t going to recover without meaningful intervention. Their condition won’t stabilise while Israel deprives them of food day after day. Sooner or later they will die, mostly out of our view.

Parents must risk lives
Meanwhile, desperate parents must now risk their lives, forced to run the gauntlet of Israeli gunfire, in a — usually forlorn — bid to be among the handful of families able to grab paltry supplies of largely unusable, dried food. Most families have no water or fuel to cook with.

As if mocking Palestinians, the Western media continue to refer to this real-life, scaled-up Hunger Games — imposed by Israel in place of the long-established United Nations relief system — as “aid distribution”.

We are supposed to believe it is addressing Gaza’s “humanitarian crisis” even as it deepens the crisis.

On the kindest analysis, Western capitals are settling back into a mix of silence and deflections, having got in their excuses just before Israel crosses the finishing line of its genocide.

They have readied their alibis for the moment when international journalists are allowed in — the day after the population of Gaza has either been exterminated or violently herded into neighbouring Sinai.

Or more likely, a bit of both.

Truth inverted
What distinguishes Israel’s ongoing slaughter of the two million-plus people of Gaza is this. It is the first stage-managed genocide in history. It is a Holocaust rewritten as public theatre, a spectacle in which every truth is carefully inverted.

That can best be achieved, of course, if those trying to write a different, honest script are eliminated. The extent and authorship of the horrors can be edited out, or obscured through a series of red herrings, misdirecting onlookers.

Israel has murdered more than 220 Palestinian journalists in Gaza over the past 20 months, and has been keeping Western journalists far from the killing fields.

Like the West’s politicians, the foreign correspondents finally piped up last month — in their case, to protest at being barred from Gaza. No less than the politicians, they were keen to ready their excuses.

They have careers and their future credibility to think about, after all.

The journalists have publicly worried that they are being excluded because Israel has something to hide. As though Israel had nothing to hide in the preceding 20 months, when those same journalists docilely accepted their exclusion — and invariably regurgitated Israel’s deceitful spin on its atrocities.

If you imagine that the reporting from Gaza would have been much different had the BBC, CNN, The Guardian or The New York Times had reporters on the ground, think again.

The truth is the coverage would have looked much as it has done for more than a year and a half, with Israel dictating the story lines, with Israel’s denials foregrounded, with Israel’s claims of Hamas “terrorists” in every hospital, school, bakery, university, and refugee camp used to justify the destruction and slaughter.

British doctors volunteering in Gaza who have told us there were no Hamas fighters in the hospitals they worked in, or anyone armed apart from the Israeli soldiers that shot up their medical facilities, would not be more believed because Jeremy Bowen interviewed them in Khan Younis rather than Richard Madeley in a London studio.

Breaking the blockade
If proof of that was needed, it came this week with the coverage of Israel’s brazen act of piracy against a UK-flagged ship, the Madleen, trying to break Israel’s genocidal aid blockade.

Israel’s law-breaking did not happen this time in sealed-off Gaza, or against dehumanised Palestinians.

Israel’s slaughter of the two million-plus people of Gaza is the first stage-managed genocide in history. It is a Holocaust rewritten as public theatre

Israel’s ramming and seizure of the vessel took place on the high seas, and targeted a 12-member Western crew, including the famed young Swedish climate activist Greta Thunberg. All were abducted and taken to Israel.

Thunberg was trying to use her celebrity to draw attention to Israel’s illegal, genocidal blockade of aid. She did so precisely by trying to break that blockade peacefully.

The defiance of the Madleen’s crew in sailing to Gaza was intended to shame Western governments that are under a legal — and it goes without saying, moral — obligation to stop a genocide under the provisions of the 1948 Genocide Convention they have ratified.

Western citizens wring hands
Western capitals have been ostentatiously wringing their hands at the “humanitarian crisis” of Israel starving two million people in full view of the world.

The Madleen’s mission was to emphasise that those states could do much more than tell two Israeli cabinet ministers they are not welcome to visit. Together they could break the blockade, if they so wished.

Britain, France and Canada — all of whom claimed last month that the “situation” in Gaza was “intolerable” — could organise a joint naval fleet carrying aid to Gaza through international waters. They would arrive in Palestinian territorial waters off the coast of Gaza.

At no point would they be in Israel territory.

Any attempt by Israel to interfere would be an act of war against these three states — and against Nato. The reality is Israel would be forced to pull back and allow the aid in.

But, of course, this scenario is pure fantasy. Britain, France and Canada have no intention of breaking Israel’s “intolerable” siege of Gaza.

None of them has any intention of doing anything but watch Israel starve the population to death, then describe it as a “humanitarian catastrophe” they were unable to stop.

The Madleen has preemptively denied them this manoeuvre and highlighted Western leaders’ actual support for genocide — as well as let the people of Gaza know that a majority of the Western public oppose their governments’ collusion in Israel’s criminality.

‘Selfie yacht’
The voyage was intended too as a vigorous nudge to awaken those in the West still slumbering through the genocide. Which is precisely why the Madleen’s message had to be smothered with spin, carefully prepared by Israel.

The Israeli Foreign Ministry issued statements calling the aid ship a “celebrity selfie yacht“, while dismissing its action as a “public relations stunt” and “provocation”. Israeli officials portrayed Thunberg as a “narcissist” and “antisemite”.

When Israeli soldiers illegally boarded the ship, they filmed themselves trying to hand out sandwiches to the crew — an actual stunt that should appall anyone mindful that, while Israel was concern-trolling Western publics about the nutritional needs of the Madleen crew, it was also starving two million Palestinians to death, half of them children.

Did the British government, whose vessel was rammed and invaded in international waters, angrily protest the attack? Did the reliably patriotic British media rally against this humiliating violation of UK sovereignty?

No, Starmer and Lammy once again had nothing to say on the matter.

They have yet to concede that Israel is even breaking international law in denying the people of Gaza all food and water for more than three months, let alone acknowledge that this actually constitutes genocide.

Instead, Lammy’s officials — 300 of whom have protested against the UK’s continuing collusion in Israeli atrocities — have been told to resign rather than raise objections rooted in international law.

Bypass legal advisers
According to sources within the Foreign Office cited by former British ambassador Craig Murray, Lammy has also insisted that any statements relating to the Madleen bypass the government’s legal advisers.

Why? To allow Lammy plausible deniability as he evades Britain’s legal obligation to respond to Israel’s assault on a vessel sailing under UK protection.

The media, meanwhile, has played its own part in whitewashing this flagrant crime — one that has taken place in full view, not hidden away in Gaza’s conveniently engineered “fog of war”.

Much of the press adopted the term “selfie yacht” as if it were their own. As though Thunberg and the rest of the crew were pleasure-seekers promoting their social media platforms rather than risking their lives taking on the might of a genocidal Israeli military.

They had good reason to be fearful. After all, the Israeli military shot dead 10 of their predecessors — activists on the Mavi Marmara aid ship to Gaza — 15 years ago. Israel has killed in cold blood American citizens such as Rachel Corrie, British citizens such as Tom Hurndall, and acclaimed journalists such as Shireen Abu Akleh.

And for those with longer memories, the Israeli air force killed more than 30 American servicemen in a two-hour attack in 1967 on the USS Liberty, and wounded 170 more. The anniversary of that crime — covered up by every US administration — was commemorated by its survivors the day before the attack on the Madleen.

‘Detained’, not abducted
Israel’s trivialising smears of the Madleen crew were echoed uncritically from Sky News and The Telegraph to LBC and Piers Morgan. 

Strangely, journalists who had barely acknowledged the tsunami of selfies taken by Israeli soldiers glorifying their war crimes on social media were keenly attuned to a supposed narcissistic, selfie culture rampant among human-rights activists.

As Thunberg headed back to Europe on Tuesday, the media continued with its assault on the English language and common sense. They reported that she had been “deported” from Israel, as though she had smuggled herself into Israel illegally rather than being been forcibly dragged there by the Israeli military.

But even the so-called “serious” media buried the significance both of the Madleen’s voyage to Gaza and of Israel’s lawbreaking. From The Guardian and BBC to The New York Times and CBS, Israel’s criminal attack was characterised as the aid ship being “intercepted” or “diverted”, and of Israel “taking control” of the vessel.

For the Western media, Thunberg was “detained”, not abducted.

The framing was straight out of Tel Aviv. It was a preposterous narrative in which Israel was presented as taking actions necessary to restore order in a situation of dangerous rule-breaking and anarchy by activists on a futile and pointless excursion to Gaza.

The coverage was so uniform not because it related to any kind of reality, but because it was pure propaganda — narrative spin that served not only Israel’s interests but that of a Western political and media class deeply implicated in Israel’s genocide.

Arming criminals
In another glaring example of this collusion, the Western media chose to almost immediately bury what should have been explosive comments last week from Israeli Prime Minister Benjamin Netanyahu.

He admitted that Israel has been arming and cultivating close ties with criminal gangs in Gaza.

He was responding to remarks from Avigdor Lieberman, a former political ally turned rival, that some of those assisted by Israel are affiliated to the jihadist group Islamic State. The most prominent is named Yasser Abu Shabab.

The Western media either ignored this revelation or dutifully accepted Netanyahu’s self-serving characterisation of these ties as an alliance of convenience: one designed to weaken Hamas by promoting “rival local forces” and opening up new “post-war governing opportunities”.

The real aim — or rather, two aims: one immediate, the other long term — are far more cynical and disturbing.

More than six months ago, Palestinian analysts and the Israeli media began warning that Israel — after it had destroyed Gaza’s ruling institutions, including its police force – was working hand in hand with newly reinvigorated criminal gangs.

Israel’s immediate aim of arming the criminals — turning them into powerful militias — was to intensify the breakdown of law and order. That served as the prelude to a double-barrelled Israeli disinformation campaign.

Instead of the UN’s trusted and wide distribution network across Gaza, the GHF’s four “aid hubs” were perfectly designed to advance Israel’s genocidal goals

Prime looting position
These gangs were put in a prime position to loot food from the United Nations’ long-established aid distribution system and sell it on the black market. The looting helped Israel falsely claim both that Hamas was stealing aid from the UN and that the international body had proven itself unfit to run humanitarian operations in Gaza.

Israel and the US then set about creating a mercenary front group — misleadingly called the Gaza Humanitarian Foundation — to run a sham replacement operation.

Instead of the UN’s trusted and wide distribution network across Gaza, the GHF’s four “aid hubs” were perfectly designed to advance Israel’s genocidal goals.

They are located in a narrow strip of territory next to the border with Egypt. Palestinians are forced to ethnically cleanse themselves into a tiny area of Gaza — if they are to stand any hope of eating — in preparation for their expulsion into Sinai.

They have been herded into a massively congested area without the space or facilities to cope, where the spread of disease is guaranteed, and where they can be more easily massacred by Israeli bombs.

An increasingly malnourished population must walk long distances and wait in massive crowds in the heat in the hope of small handouts of food. It is a situation engineered to heighten tensions, and lead to chaos and fighting.

All of which provide an ideal pretext for Israeli soldiers to halt “aid distribution” pre-emptively in the interests of “public safety” and shoot into the crowds to “neutralise threats”, as has happened to lethal effect day after day.

Repeated ‘aid hub’ massacres
The repeated massacres at these “aid hubs” mean that the most vulnerable — those most in need of aid — have been frightened off, leaving gang members like Abu Shabab’s to enjoy the spoils.

On Wednesday, Israel massacred at least 60 Palestinians, most of them seeking food, in what has already become normalised, a daily ritual of bloodletting that is already barely making headlines.

And to add insult to injury, Israel has misrepresented its own drone footage of the very criminal gangs it arms, looting aid from trucks and shooting Palestinian aid-seekers as supposed evidence of Hamas stealing food and of the need for Israel to control aid distribution.

All of this is so utterly transparent, and repugnant, it is simply astonishing it has not been at the forefront of Western coverage as politicians and media worry about how “intolerable the situation” in Gaza has become.

Instead, the media has largely taken it as read that Hamas “steals aid”. The media has indulged an entirely bogus Israeli-fuelled debate about the need for aid distribution “reform”.

And the media has equivocated about whether it is Israeli soldiers shooting dead those seeking aid.

Of course, the media has refused to draw the only reasonable conclusion from all of this: that Israel is simply exploiting the chaos it has created to buy time for its starvation campaign to kill more Palestinians.

Calibrated warlordism
But there is much more at stake. Israel is fattening up these criminal gangs for a grander, future role in what used to be termed the “day after” — until it became all too clear that the period in question would follow the completion of Israel’s genocide.

It comes as no surprise to any Palestinian to hear confirmation from Netanyahu that Israel has been arming criminal gangs in Gaza, even those with affiliations to Islamic State.

It should not surprise any journalist who has spent serious time, as I have, living in a Palestinian community and studying Israel’s colonial control mechanisms over Palestinian society.

Palestinian academics have understood for at least two decades — long before Hamas’ lethal one-day break-out from Gaza on 7 October 2023 — why Israel has invested so much of its energy in dismantling bit by bit the institutions of Palestinian national identity in the occupied West Bank and East Jerusalem.

The goal, they have been telling me and anyone else who would listen, was to leave Palestinian society so hollowed out, so crushed by the rule of feuding criminal gangs, that statehood would become inconceivable.

As the Palestinian political analyst Muhammad Shehada observes of what is taking place in Gaza: “Israel is NOT using [the gangs] to go after Hamas, they’re using them to destroy Gaza itself from the inside.”

For years, Israel’s ultimate vision for the Palestinians — if they cannot be entirely expelled from their historic homeland — has been of carefully calibrated warlordism. Israel would arm a series of criminal families in their geographic heartlands.

Each would have enough light arms to terrorise their local populations into submission, and fight neighbouring families to define the extent of their fiefdom.

None would have the military power to take on Israel. Instead they would have to compete for Israel’s favour — treating it like some inflated Godfather —  in the hope of securing an advantage over rivals.

In this vision, the Palestinians — one of the most educated populations in the Middle East – are to be driven into a permanent state of civil war and “survival of the fittest” politics. Israel’s ambition is to eviscerate Palestinian social cohesion as effectively as it has bombed Gaza’s cities “into the Stone Age”.

Divinely blessed
This is a simple story, one that should be all too familiar to European publics if they were educated in their own histories.

For centuries, Europeans spread outwards — driven by a supremacist zealotry and a desire for material gain — to conquer the lands of others, to steal resources, and to subordinate, expel and exterminate the natives that stood in their way.

The native people were always dehumanised. They were always barbarians, “human animals”, even as we — the members of a supposedly superior civilisation — butchered them, starved them, levelled their homes, destroyed their crops.

Our mission of conquest and extermination was always divinely blessed. Our success in eradicating native peoples, our efficiency in killing them, was always proof of our moral superiority.

We were always the victims, even while we humiliated, tortured and raped. We were always on the side of righteousness.

Israel has simply carried this tradition into the modern era. It has held a mirror up to us and shown that, despite all our grandstanding about human rights, nothing has really changed.

There are a few, like Greta Thunberg and the crew of the Madleen, ready to show by example that we can break with the past. We can refuse to dehumanise. We can refuse to collude in industrial savagery. We can refuse to give our consent through silence and inaction.

But first we must stop listening to the siren calls of our political leaders and the billionaire-owned media. Only then might we learn what it means to be human.
