Pacific civil society groups say 2025 has been a big year for the ocean.

Development Alternatives with Women for a New Era (DAWN) representative Maureen Penjueli said the Pacific Ocean was being hyper-militarised and there was a desire for seabed minerals to be used to build-up military capacity.

“Critical minerals, whether from land or from the deep ocean itself, have a military end use, and that’s been made very clear in 2025,” Penjueli said during the Pacific Network on Globalisation (PANG) 2025 State of the Ocean webinar.

“They’re deemed extremely vital for defence industrial base, enabling the production of military platforms such as fighter aircraft, tanks, missiles, submarines.

“2025 is the year where we see the link between critical minerals on the sea floor and use [in the] military.”

PANG’s Joey Tau said one of the developments had been the increase in countries calling for a moratorium or pause on deep sea mining, which was now up to 40.

“Eight of which are from the Pacific and a sub-regional grouping the MSG (Melanesian Spearhead Group) still holds that political space or that movement around a moratorium.”

Deep-sea mining rules
Tau said it came as the UN-sanctioned International Seabed Authority tried to come to an agreement on deep-sea mining rules at the same time as the United States is considering its own legal pathway.

“It is a bad precedent setting by the US, we hope that the ISA both assembly and the council would hold ground and warn the US.”

He said unlike US, China spoke about the importance of multilateralism and it for global partners to maintain unity within the United Nations Convention on the Law of the Sea (UNCLOS) agreement which has not been ratified by the United States.

Also in February was the deep sea minerals talanoa, where Pacific leaders met to discuss deep sea mining.

“Some of our countries sit on different sides of the table on this issue. You have countries who are sponsoring and who are progressing the agenda of deep-sea mining, not only within their national jurisdiction, but also in the international arena,” Tau said.

In May, UN human rights experts expressed concern about the release of treated nuclear wastewater.

Japan’s government has consistently maintained the release meets international safety standards, and monitoring by the International Atomic Energy Agency shows there is no measurable impact beyond Japan’s coastal waters.

Legal and moral problem
However, Ocean Vision Legal’s Naima Taafaki-Fifita said as well as being an environmental issue, it was also a legal and moral problem.

“By discharging these radioactive contaminants into the Pacific, Japan risks breaching its obligations under international law,” she said.

“[The UN special rapporteurs] caution that this may pose grave risks to human rights, particularly the rights to life, health, food and culture, not only in Japan, but across the Pacific.”

Taafaki-Fifita said it was a “deeply personal” issue for Pacific people who lived with the nuclear legacy of testing.

In September, what is known as the “High Seas Treaty” received its 60th ratification which means it will now be legally effective in January 2026.

The agreement allows international waters — which make up nearly two-thirds of the ocean — to be placed into marine protected areas.

Taafaki-Fitita said it was important that Pacific priorities were visible and heard as the treaty became implemented.

“Detainees endure physical, psychological and sexual abuse as well as starvation and medical neglect amounting to torture,” the report said, denouncing a “deeply ingrained policy”.

Healthcare workers were beaten, threatened, and forced to sign documents in Hebrew during their detention, according to the report based on 20 testimonies collected in prison.

“Medical personnel were primarily questioned about the Israeli hostages, tunnels, hospital structures and Hamas’s activity,” it said.

“They were rarely asked questions linking them to any criminal activity, nor were they presented with substantive charges.”

Where does Trump stand on the Gaza ceasefire?
With phase one of the ceasefire due to end today and negotiations barely started on phase two, serious fears are being raised over  the viability of the ceasefire.

President Donald Trump took credit for the truce that his Middle East envoy Steve Witkoff helped push across the finish line after a year of negotiations led by the Biden administration, Egypt and Qatar, reports Al Jazeera.

However, Trump has since sent mixed signals about the deal.

Earlier last month, he set a firm deadline for Hamas to release all the captives, warning “all hell is going to break out” if it didn’t.

But he said it was ultimately up to Israel, and the deadline came and went.

Trump sowed further confusion by proposing that Gaza’s population of about 2.3 million be relocated to other countries and for the US to take over the territory and develop it.

Israeli Prime Minister Benjamin Netanyahu welcomed the idea, but it was universally rejected by Palestinians and Arab countries, including close US allies. Human rights groups said it could violate international law.

Trump stood by the plan in a Fox News interview over the weekend but said he was “not forcing it”.

‘Finally’ an effort to hold the US accountable, says Al-Haq director
Palestinian human rights activist Shawan Jabarin has welcomed a plea by the US-based rights group DAWN for the International Criminal Court (ICC) to investigate Joe Biden and senior US officials for aiding Israeli war crimes in Gaza.

In a video posted by DAWN, Jabarin, director of the Palestinian rights group Al-Haq, said the effort was long overdue.

“For decades we have called on the international community to hold Israel accountable for its violations of international law, but time and again, the US has used its power and influence to block that accountability, to shield Israel from consequences and to ensure that it can continue its crimes with impunity,” Jabarin said.

“Now, finally, we see an effort to hold not just Israeli officials accountable but also those who have made these crimes possible: US officials who have armed, financed, and politically defended Israeli atrocities.”

The United Nations Security Council (UNSC) should act urgently to establish an international protection force to safeguard Palestinian civilians and ensure the unobstructed delivery of humanitarian aid in Gaza as a last-ditch attempt to prevent imminent, says DAWN.

If the UNSC is blocked by a US veto or fails to reach consensus, the UN General Assembly should reconvene the 10th session of “Uniting for Peace” and authorise such a force itself.

Recent airdrops of aid, now with the participation of the US Air Force, are “inadequate to meet the ongoing catastrophe in Gaza”, says DAWN (Democracy for the Arab World Now).

It signals the availability of international military forces to help stabilise the situation.

“We urgently need the UNSC to authorise an international protection force to ensure the safe and effective delivery of food to starving Palestinian men, women, and children, just as it has done in other situations of catastrophic conflicts,” said Sarah Leah Whitson, executive director of DAWN.

“Tragically, without such intervention, it has become clear that Israel will continue to deliberately block such aid, which is the sole cause of the starvation and imminent famine in Gaza.”

On February 29, at least 117 Palestinians were killed, and more than 750 others were wounded after Israeli troops opened fire on civilians gathered at a convoy of food trucks southwest of Gaza City, highlighting both the desperation of the starving civilian population and their inability to safely access humanitarian aid.

Aid delivery halted
International humanitarian organisations have halted all aid delivery to northern Gaza for nearly two weeks due to the lack of security, which is a direct result of actions and policies of the Israeli military, including targeting Palestinian police forces attempting to secure aid delivery.

The Biden administration reportedly warned Israel last week that as a direct result of its actions, “Gaza is turning into Mogadishu”.

The same day, the UN Security Council met in an emergency session called by Algeria on what is now being described as the “flour massacre,” but members failed to agree on a statement about the deaths and injuries of civilians seeking aid.

At a meeting of the UNSC last week under the auspices of UNSC Resolution 2417, UN agencies warned that at least 576,000 people in Gaza were facing famine-like conditions.

The  UN World Food Programme noted that there would be an “inevitable famine” in the besieged Palestinian enclave, amid increasing reports of children dying of starvation as Israel continued to hinder aid delivery to the population.

Gaza was seeing “the worst level of child malnutrition anywhere in the world,” Carl Skau, deputy head of the World Food Programme, told the UN Security Council last week, with one child in every six under the age of two acutely malnourished.

“Civilians and aid groups have described food shortages so dire that people were turning to leaves and bird food and other types of animal feed for sustenance.”

A new World Bank report has found that Gaza’s total economic output had shriveled by more than 80 percent in the last quarter of 2023, 80 to 96 percent of Gaza’s agricultural infrastructure had been damaged or destroyed, and about 80 percent of Gazans had lost their jobs.

Since the start of the war in Gaza on October 9, Israel’s retaliatory bombardment and ground offensive has killed more than 30,000, more than 10,000 of them children, and wounded more than 70,000 people.

“The whole world is watching in horror as Israel is deliberately starving Palestinians, not only impeding the delivery of aid but actually firing and killing people desperately trying to obtain a few sacks of flour,” said Whitson.

“If the international community doesn’t have the guts to hold Israel accountable for its atrocities and end this grotesque, genocidal assault on Palestinian civilians, the very least it can do is establish a UN protection force to ensure the safe delivery of aid.”
