An official of the Palestine Solidarity Network Aotearoa (PSNA) praised this month’s High Court judicial ruling over New Zealand Superfund “unreasonable and unlawful” investment policies towards Israeli companies — but warned that the fund management would need to shape up.

Speaking at the PSNA rally at Te Komititanga Square today in week 133 of protests over Israeli genocide in Gaza, national secretary Neil Scott also gave a verbal bouquet to all the activists and lawyers who had achieved the victory after a 20-year struggle.

He named Phil McNeale as one of the activists who began pushing for the Superfund to divest from Israeli companies funding illegal settlements in the Occupied West Bank about two decades ago.

PSNA earlier issued a statement declaring that this was an “important and timely win for Palestine” and expressed confidence that the Superfund would “quickly divest from the four companies [where] it holds investments” which were on the UN Human Rights Council list involved in building and maintaining illegal Israeli settlements.

Scott recalled that during 2020 and 2021, PSNA had called on the Superfund chief executive Matt Whineray to divest from Israeli banks.

“We know Israel cannot build the illegal colonies in the West bank without bank funding,” he said.

“Essentially, our NZ Superfund was investing in funding war crimes. On our behalf.”

‘Shameful policy’
On each communication about the “shameful” policy, Whineray had rejected the PSNA protest.

“In 2021, PSNA got a King’s Counsel (KC) lawyer to review the investments in Israeli banks and then sent a letter to then Minister of Finance Grant Robertson setting out the legal opinion,” Scott said.

“Robertson refused to respond to us. But soon after, the Superfund divested from four Israeli banks. Yes, we won then.”

However, Scott said that in 2021, just after the divestment decision, the Israeli Institute was “all over the Superfund with a flood of OIA requests — six of them”.

“A bunch of private individual OIA requests also went in,” Scott said.

“Usually, the Superfund received about 3 or 4 OIA requests a year. In 2021, it received 11.

“So, it seems as if massive pressure was put on the NZ Superfund to change its policies on ethical investments — to benefit Zionist Israel.

‘Gutting ethical investment’
“In 2022, it did just that. Gutting the ethical investment policies so that even investments in Israeli banks wouldn’t have been excluded.”

Scott said the Superfund dropped any reference to the “UN Global Compact” and the “Principles for Responsible Investment” — two of the main ethical investment policies in the world.

“It did this, sliding the changes through in the shadows without letting anyone know. Just slid it through in the shadows.”

PSNA kept on calling the Superfund to divest from the UN Divestment list. However, the Superfund responded by claiming that the companies cited “did not meet their, now secret, threshold”.

Late in 2024, PSNA decided to call for a judicial review of the Superfund’s investment in four companies.

“We briefed two KCs on the call. They agreed that it would have a good chance of winning,” Scott said.

“During the process of discovery, the KCs found that the Superfund had secretly changed its ethical investment policies during 2022.”

Who is responsible?
Scott said the PSNA was now determined to find out who were responsible for changing the ethical investment policies for the “benefit of a foreign country”.

He named a minister, chair of the board and the chief executive at the time of the change, saying that as a result of the High Court ruling, the Superfund “has a duty to reformulate the policy documents consistently with the [NZ Superannuation and Retirement Income Act 2001]”.

Scott praised the team responsible for winning the case: PSNA co-chair John Minto; co-chair Maher Nazzal, a Palestinian; Palestinian Rawaa Elhanafy; Rodney Harrison KC (who wrote the original letter to then minister Robertson in 2021); Francis Joychild KC; and B A Mugisho.

He also gave a final message to the cheering protest crowd: “A word of advice to everyone in the management of the Superfund — Aotearoa is our country. Not racist, ethnic cleansing, land thieving genocidal Zionist Israel.

“You work for Aotearoa. Do your job.”

May Day ‘Stop war’ rally
Among other speakers at the protest, Stop Wars Aotearoa organiser Joe Carolan appealed for support at next Friday’s May Day “Stop the fuel crisis and stop the war” rally at 6pm at Karanga-a-Hape Station.

“High fuel prices are driving workers reliant on cars off the roads. Our rightwing coalition government rules for the rich and doesn’t feel the pain of the cost of living crisis. We need solutions, not excuses,” Carolan said.

“The Solution: Free, frequent public transport for all, funded by taxes on the oil companies and the super rich.”

The Stop Wars Aotearoa coalition is demanding:

• Immediate free transport as a climate and cost-of-living solution;
• Permanent, 24 hr, frequent and fare-free transit for all, paid for by taxing corporations and billionaires; and
• Prioritised fuel for essential services, not luxury, while transitioning to renewables. New green jobs in a massive expansion of public transport and rail.

Will maximising investment returns override ethics? That is the question the tertiary sector posed to UniSaver, the academic equivalent of KiwiSaver, now revealed to invest in Israeli weapons and military intelligence.

In 2024, some 400 university staff appealed to UniSaver to divest from such companies.

The fund initially ignored the call.

The fund issued a statement in September 2025 emphasising its fiduciary duty to ensure best performance, arguing divestment was unnecessary because the New Zealand government had not imposed sanctions against Israel, and noting its Israel-linked exposure is only 0.11 percent of total assets.

After a November open letter signed by 715 staff, nearly double the earlier number, UniSaver agreed to meet representatives of the group.

What should the tenor of those discussions be?

And why should any of this matter to the average New Zealander returning from the summer lull, facing a new year that looks uncomfortably like the last, with no sign from the Prime Minister’s State of the Nation last weekend that domestic pressures will ease?

The core question
This is the core question: with so many local concerns, why should the Israel–Palestine conflict matter?

Or, more pointedly, why should 0.11 percent of a pension fund belonging to a relatively privileged cohort matter to those worried about jobs, the cost of living, and healthcare?

Global issues are closer than we think. The suffering of Gazans and the anxieties of New Zealanders share a root: public policy framed as instrumental and amoral, where the wellbeing of persons is sacrificed to detached abstractions of markets and efficiencies while morality and integrity are treated as incidental.

These attitudes yield the same harvest everywhere: dehumanisation, insecurity, and the corrosion of civic trust.

Our only defence is a moral standpoint that declares “thus far shall you come, and no farther”.

When a society publicly avows that certain principles, human dignity and the integrity of persons, are non negotiable, it restores those ideals to the centre of the public square.

This is what a rules-based order is for: to foreground the human person before power and profit. Where such an order is honoured, flourishing follows; where it is neglected, flourishing is the first casualty.

Small acts of moral probity — even a mere 0.11 percent — may appear inconsequential.

Beacons for human progress
Yet as articulations of what we hold valuable, they resound deeply in the moral universe. They are the lit matches that, gathered, become the beacon that lights human progress.

Recent years have seen our public life dominated by the contrary impulse: to measure every policy by an economic yardstick calibrated to austerity.

As we enter an election year, two paths lie before us: one paved by slavish adherence to instrumental rationality, the other by a politics that puts people in a place of honour and treats wellbeing, security, and human flourishing as the purpose, not by product, of policy.

We have precedents. In the 1930s, as the world entered a moment not unlike our own, New Zealand, small, distant, still reeling from the Depression, adopted what became known as a moral foreign policy.

After that most devastating conflict, we added our voice to a chorus that helped shape a rules-based international order privileging human rights, cooperation, and diplomacy over war.

From the gradual undermining of that settlement, particularly after the crisis-ridden 1970s, one can trace many of today’s global and national disorders.

So what has all this to do with UniSaver?

Instability gathering pace
From our relatively safe redoubt at the bottom of the world, we watch instability elsewhere gather pace. Shall we respond in the same polarising, amoral terms or recover the loftier stance that once gave us outsized moral influence?

The UniSaver Board now faces a profound opportunity. In opposing the 715 who call for ethical investment, it has chosen expediency over ethics.

But morality often begins with small, unfashionable acts that grow, over time, into the juggernaut of social change.

Consider how a small student-led divestment campaign in the 1950s catalysed what became the global movement that helped topple South African apartheid.

Such actions shift the parameters of the values debate. Even if it concerns only 0.11 percent, UniSaver can redraw the moral horizon.

If its decision signals that we value a fair go for all — yes, even for far off Palestinians — it will achieve far more than a simple reassignment of assets.

It will have reminded us who we are.

And it will return UniSaver to being an institution to be proud of, one that affirms that people matter at least as much as the return on investment.

New Zealand pro-Palestinian demonstrators marched peacefully on The Warehouse in downtown Auckland today to protest over the sale of products by the genocidal state of Israel.

Palestine Solidarity Network Aotearoa (PSNA) co-chair Maher Nazzal and fellow protesters delivered a giant letter calling on the management to stop selling SodaStream products.

SodaStream — an Israel-based company since 1978 — is at the centre of the global BDS (Boycott Divestment and Sanctions) campaign.

The letter was reluctantly accepted by The Warehouse city branch duty manager Alyce, who needed to take a management phone call before agreeing to take the letter mounted on a board.

“The Warehouse’s complicity in Israel’s war crimes must stop,” said Nazzal in the letter. “I know you will be appalled as we are at Israel’s cruel and depraved war crimes against Palestinians.”

The letter was handed over by a small deputation on behalf of about 200 protesters who stood peacefully by the shop entrance escalator in Elliott Street as they chanted “Blood on your hands” and other condemnation of Israel over the genocide in Gaza that has killed at least 69,000 people, mostly women and children.

The letter addressed to The Warehouse management said that “trading in SodaStream products . . . supports Israel to continue its war crimes against Palestinian people. It encourages Israel to expand its illegal occupation and its genocidal oppression of Palestinians.”

One third of aid trucks
In spite of the so-called “ceasefire” brokered by US President Donald Trump commencing on October 10, only one third of the promised 600 aid trucks a day had been allowed into Gaza.

“Arrest warrants have been issued by the International Criminal Court against Israel’s Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant for war crimes and crimes against humanity. But this is not enough,” said the letter, signed by scores of the protesters.

“On 19 July 2024 the International Court of Justice, in a landmark ruling, declared Israel’s occupation of the Palestinian territories — the West Bank, East Jerusalem and Gaza strip — is illegal and no one should give ‘aid or assistance’ to Israel in maintaining its illegal occupation.

“However, The Warehouse is giving direct ‘aid and assistance’ to Israel’s racist policies through selling SodaStream. This must stop.

“Since 2005, Palestinian civil society organisations have called for BDS (Boycott, Divestment and Sanctions) against Israel, to build international, non-violent pressure on Israel to end its brutal oppression of Palestinians.

“BDS aims to pressure Israel to end its illegal occupation of the Palestinian territories, end its apartheid policies towards Palestinians and allow Palestinian refugees to return to their homes and land in Palestine.

The PSNA letter said the protesters supported BDS against Israel — “just as we supported the international boycott of apartheid South Africa in the 1970s and 1980s”.

‘New Zealanders support sanctions’
“New Zealanders support sanctions against Israel by the ratio of two to one amongst those who give an opinion. New Zealanders expect The Warehouse to end its collaboration with Israeli apartheid and genocide and swap out of SodaStream for alternative brands,” the letter said.

The Warehouse Group’s says “ethical sourcing” policy was cited in the letter, quoting in part: “Like our customers,  we  care about doing the right thing — not only here in New Zealand but everywhere we operate.

“Our aim is to ensure our customers have confidence  that  our products have been ethically sourced.”

The letter continued: “Selling SodaStream directly violates this policy. So why do The Warehouse and it’s subsidiary, Noel Leeming, continue to sell these products linked to ethnic cleansing and genocide?”

Nasser said PSNA wanted the opportunity to speak with The Warehouse management directly about the stocking of SodaStream and looked forward to hearing from the business.

Earlier, at a rally in Te Komititanga Square several speakers about BDS policies included PSNA secretary Neil Scott and South African-born activist Achmat Esau, who explained how global sanctions had forced the brutal racist minority white regime in his homeland to abandon apartheid and bow to genuine democracy.

Esau recalled how in 1968 white South African Prime Minister John Vorster banned a tour by the England cricket team because it included a mixed-race player, Cape Town-born Basil D’Oliveira.

Boycott of apartheid South Africa
“After this incident, South Africa was excluded from international cricket until the release of political prisoner Nelson Mandela 22 years later.

“The anti-apartheid boycott of the South African regime from the 1960s until the 1980s was instrumental in bringing the racist apartheid regime to its knees,’ Esau said.

He said the success of the anti-apartheid struggle in South Africa was an indicator of how it could also succeed through the BDS movement against apartheid Israel.

“We must draw in the politicians and political parries to isolate, expose and oppose this evil Zionist regime that is guilty of state terrorism.”

New Zealand Pro-Palestine protesters gathered at West Auckland’s Te Pai Park today, celebrating successes of the BDS movement against apartheid Israel while condemning the failure of the country’s coalition government to impose sanctions against the pariah state.

“They’ve done nothing,” said Neil Scott, secretary of the Palestine Solidarity Network Aotearoa (PSNA).

He outlined successes of the global BDS Movement and explained now New Zealanders could keep up the pressure on the NZ government and on the Zionist state that had been “systematically” breaching the US-brokered “ceasefire” in Gaza.

The criticisms followed the condemnation of New Zealand’s stance last week by the secretary-general of the global human rights group Amnesty International, Agnès Callamard, who said the government had a “Trumpian accent” and had remained silent on Gaza.

“Internationally, we don’t hear New Zealand. We haven’t heard New Zealand on some of the fundamental challenges that we are confronting, including Israel’s genocide, Palestine or climate,” she said in a RNZ radio interview.

Te Atatu MP Phil Twyford also spoke at the Te Pai Park rally, saying that the government was “going backwards” from the country’s traditional independent foreign policy and that it was “riddled with Zionists”.

After the rally, protesters marched on the local McDonalds franchise. McDonalds Israel is accused of supporting the IDF (Israeli Defence Forces) genocidal crimes in Gaza by supplying free meals to the military, prompting a global BDS boycott.

Türkiye arrest warrants for Israelis
Meanwhile, Türkiye has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, and 36 other suspects over Gaza genocide charges

Israel, under Netanyahu, has killed close to 69,000 people, mostly women and children, and wounded more than 170,600 others in the genocide in Gaza since October 2023.

TRT World News reports that the Istanbul Chief Public Prosecutor’s Office said yesterday it had issued arrest warrants for 37 suspects, including Netanyahu, on charges of “genocide” in Gaza.

In a statement, the Prosecutor’s Office said the warrants were issued after an extensive investigation into Israel’s “systematic” attacks on civilians in Gaza, which it described as acts of genocide and crimes against humanity.

The probe was launched following complaints filed by victims and representatives of the Global Sumud Flotilla, a civilian humanitarian mission, that was recently intercepted by Israeli naval forces while attempting to deliver aid to Gaza.

The statement said evidence gathered from victims, eyewitnesses, and international law provisions indicated that Israeli military and political leaders were directly responsible for ordering and carrying out attacks on hospitals, aid convoys, and civilian infrastructure.

Citing specific incidents, the Prosecutor’s Office referred to the killing of six-year-old Hind Rajab by Israeli soldiers, the bombing of al-Ahli Arab Hospital that killed more than 500 people, and the strike on the Turkish-Palestinian Friendship Hospital, among other atrocities.

Additional war crimes
The office said that the investigation determined Israel’s blockade of Gaza had “deliberately prevented humanitarian assistance from reaching civilians,” constituting an additional war crime under international law.

More than 700 academics have this week sent an open letter demanding the university retirement savings scheme UniSaver immediately divest from companies directly linked to Israel and genocide.

This latest letter, organised by University Workers for Palestine (UW4P), has been signed by 715 people – almost double the number of 400 staff in a similar plea in August 2024.

UniSaver failed to respond to the previous letter.

The default retirement scheme for most university staff has come under mounting scrutiny for investing in companies complicit in human rights violations.

UW4P is a nationwide collective of university staff, including academics and administrators.

Its letter argues that any investment in Israeli companies renders UniSaver complicit in Israel’s occupation, apartheid, and genocide in Palestine.

“Our research shows such companies include weapons manufacturer Elbit Systems, ICL Group, linked to highly-toxic white phosphorus supply chains, Caterpillar, Hewlett Packard, and Palantir Technologies,” Dr Amanda Thomas of Te Herenga Waka Victoria University, spokesperson for the collective, said in a statement.

Israeli bonds and banks
Distinguished Professor Robert McLachlan of Te Kunenga ki Pūrehuroa Massey University, strongly supported the call: “Profiting from companies known to be complicit in genocide is wrong and shameful.”

UniSaver is also understood to have investments in Israeli government bonds and Israeli banks which finance illegal settlements.

Dr Rand Hazou, a Palestinian senior lecturer at Te Kunenga ki Pūrehuroa Massey University, said: “With the destruction of Gaza’s 12 universities and killing of hundreds of academics and students, global solidarity is urgent.

“This call is a nonviolent, rightsbased approach to pressure Israel to abide by international law.”

“The letter, signed by some of Aotearoa New Zealand’s most prominent scholars, is
being released on the 108th anniversary of the Balfour Declaration,” Dr Thomas
said.

The declaration, issued by Britain, the colonising power, unilaterally — and without
consultation — advocated the imposition of a Zionist state in historic Palestine.

Professor Richard Jackson, who holds the Leading Thinker Chair in Peace Studies at
Ōtākou Whakaihu Waka Otago University, said: “It is deeply troubling that Aotearoa
New Zealand’s universities are participating in a pension scheme profiting from
genocide.

Academic boycott ended apartheid
“Academic boycott helped end apartheid in South Africa: we must follow that
example.”

The letter asks for a response by end November on two demands that UniSaver:

• Immediately divests from all companies complicit in the genocide of Palestinians; and
• Develops a divestment policy to prevent future unethical investments.

Professor Virginia Braun, Waipapa Taumata Rau University of Auckland psychologist and co-author of the world’s third most cited academic paper this century, said: “Continued investment in funds that support Israel’s genocide is unconscionable.

“Other pension funds, like Norway’s, have divested; UniSaver must follow suit.”

The open letter warns: “If you don’t withdraw our funds from genocide, we will support a campaign to get universities in Aotearoa New Zealand to sever ties with you and seek an ethical alternative retirement scheme.”

‘Morality where our mouths are’
Tertiary Education Union incoming presidents Ti Lamusse and Garrick Cooper have endorsed the letter.

Dr Lamusse, of Te Herenga Waka Victoria University, said: “We need to put our morality where our mouths are — that means ensuring our savings scheme isn’t funding an illegal occupation.”

Associate Professor Garrick Cooper (Ngāti Ranginui, Ngāti Whanaunga) of Te Whare
Wānanga o Waitaha Canterbury University, said: “We must hold our own financial institutions accountable to stop this genocide by reducing the flow of money to the Israeli economy and military-industrial complex.”

Drawing on composite data from Palestine government sources and the media, estimates indicate almost 200 academics have been killed since the escalation of genocidal tactics in October 2023.

A Palestine solidarity advocate today appealed to New Zealanders to shed their feelings of powerlessness over the Gaza genocide and “take action” in support of an effective global strategy of boycott, divestment and sanctions.

“Many of us have become addicted to ‘doom scrolling’ — reading or watching more and more articles on what is happening in Palestine,” Palestine Solidarity Network Aotearoa (PSNA) national chair Neil Scott told supporters in Auckland’s Te Komititanga Square.

“Then becoming depressed because we have watched it month after month without feeling we can do anything about it.”

The news over the 15-month war was depressing daily as the “official” death toll in Gaza from Israel’s war in the besieged enclave topped 46,000 this week, mostly women and children, and Israeli raids on neighbouring Lebanon in breach of the ceasefire and also on Yemen continued unabated.

The medical research journal Lancet also reported yesterday that the real death toll had been underreported and it was 40 percent higher with an estimated 64,200 killed in the first nine months of the war ending June 30.

“If you’re like me, you will be scrolling around the available information sources finding out the truth about the crimes against humanity of apartheid and genocide that the Israeli military and the illegal settlers are doing,” Scott said.

“Along with this, we’re all feeling disgusted at the lack of action by the government.

“Who feels helpless about what is happening and feel as if they can’t do much about it? A common feeling,” he admitted.

Action good for health
Scott said there was evidence that taking some action was actually good for people’s mental health. Feeling helpless added to “the stress we feel”.

“There is a concept of ‘Bearing Witness’ — this is about exposing ourselves to the suffering of the Palestinians.

“It basically means being aware of those abuses. Something I think we all do.

“Then there is ‘Taking Action’ — this is about participating in a tangible way to try to help alleviate or prevent the suffering we witness the Palestinians living through.

“When we do nothing in the face of the genocide we see going on in Gaza, that causes us to be stressed and be uncomfortable.

“But we, as individuals, can do something.

“All human rights activists, unless we are absolutely overwhelmed at the moment, should probably spend a couple of hours a week taking action. Not all in one go but spread throughout the week.

Using ‘doom scrolling’ energy
“We can do something with all that doom scrolling stress or energy.

“We can turn it into taking action.”

Protesters have embarked on a three-week cycle addressing the global BDS Movement’s strategy of “boycott, divest and sanctions” in support of Palestine’s right to be a state while still seeking a ceasefire. Boycott was today’s theme.

Scott praised the campaign against Obela hummus products in New Zealand supermarkets, but added that there had been other successful boycotts such as over DocEdge festival trying to screen Israeli documentaries, the recent boycott of Israeli soldier Lina Lushko playing in ASB tennis classic tournament, and future academic boycotts.

The rally MC, Tasneem Gouda, reminded the crowd that they had been protesting over the massacres for 66 weeks and that “the BDS movement works”.

“We have enabled one of the most popular chains to close down and to lose billions of dollars.

“And to everyone who chooses to continue buying from these brands, let me tell you that every drink, every fry that you buy has blood on it.

“It has the blood of a Palestinian child. It has the blood of a mother.

“Shame on you.”

The BDS Movement was launched by Palestinians in 2005 with more than 170 organisations backing the initiative. Coordination of the movement followed a couple of years later with a conference in Ramallah, Occupied West Bank.

Aotearoa New Zealand is part of the Asia-Pacific sector of the global movement, grouping Australia, Indonesia, Japan, Malaysia, South Korea and Thailand.

The Malaysian government is preparing a draft resolution for the United Nations General Assembly to expel Israel over its system of apartheid and the genocide, as South Africa was suspended in 1974 (it was reinstated 20 years later following the end of apartheid).

New Plymouth has admitted it has investments in companies active in illegal Israeli settlements on occupied Palestinian land, contrary to New Zealand government foreign policy and United Nations rulings.

The revelation comes a week after Mayor Neil Holdom refused a request from Parihaka Pā and all the district’s iwi to make sure the council was not invested in companies profiting from the settlements.

The shareholdings sparked a hostile debate with Holdom accusing councillor Bali Haque of politicising the district’s nest-egg for virtue signalling, and Haque in turn questioning the mayor’s honesty and integrity.

The investments were made from New Plymouth District Council’s $400 million Perpetual Investment Fund (PIF).

The money is managed by Mercer in a passive fund, which automatically follows an index of companies and chooses which shares to buy.

Eight companies invested in by Mercer have been named by the UN as enabling and profiting from the expansion of Israeli settlements in Palestinian Occupied Territories:

• Motorola Solutions — the security arm of the mobile phone maker.
• Travel companies Expedia, Airbnb, and Booking Holdings which owns Booking.com and other sites.

Less than $1m involved
Less than a million dollars is involved, just a quarter of one percent of New Plymouth’s PIF.

Haque wanted Mercer to be told that NPDC strongly disagrees with investing in companies active in the settlements and wants the investments ended as soon as possible.

He also proposed that the council-owned company overseeing the fund — the PIF Guardians — bring more advice on the process and cost of divestment if Mercer did not act.

“We need to do something,” Haque said.

“It’s small, I understand less than a million we’re talking about, but it is significant in terms of the impact . . .  This is something we can actually do and control.”

Mayor Neil Holdom repeated his explanation to the Parihaka delegation for opposing any action.

“Given the deeply sensitive and complex nature of the Israeli-Palestine conflict we’ve gotta approach this with a great deal of care and it’s my view that supporting this could be seen as taking a position in a dispute that has profound emotional and personal significance for members of our community on both sides.”

‘A terrible conflict’
The Mayor then turned to Haque.

“It is clear councillor Haque cares deeply about this issue and wants this debate and in the desperation to signal his personal conviction now wants to start playing politics with the PIF.

“It’s a terrible conflict, it’s a disaster for everybody involved but now someone wants to drag our community’s $400 million investment fund into this and make it a political football, to make a political point.”

Haque, clearly shocked, said it was Holdom himself who had told him to bring the motion to the Council Controlled Organisations committee.

“I’m staggered that now you have now done an about face and turned the tables . . .  You were the very person who encouraged me to put this very motion to this committee and now you are attacking me personally for actually acting on the basis of what you asked me to do.

“So my respect — with respect — has declined in your honesty and integrity.”

Once tempers cooled, the Mayor explained that advice from the PIF Guardians was that the low-cost passive fund offered no control over Mercer’s decision and putting the funds in different management could cost up to $3.2 million a year in higher fees.

Holdom said he had told Haque of the advice.

Haque said that he had adjusted his proposal in response and read Holdom’s text message advising him to bring a proposal to instruct Mercer to comply with UN resolutions.

“We heard that it might be expensive but I’d quite like to know what it is we’re up for if Mercer decides not to act on the basis of what we’re saying,” said Haque.

Councillors Haque, Carson Matthews, and Bryan Vickery voted for Haque’s proposal.

They were defeated by Mayor Holdom and councillors Pearce, Murray Chong and Max Brough.

Councillor David Bublitz abstained, wanting the PIF to divest shares linked to any conflict anywhere in the world.

NZ co-sponsored Resolution 2334
New Zealand in 2016 co-sponsored UN Security Council Resolution 2334, declaring Israeli settlements in Palestine a violation of international law.

The resolution obliges states and entities “to withdraw all recognition, aid and assistance to Israel’s illegal presence in the occupied Palestine territory.”

In July this year, the International Court of Justice (ICJ) ruled that Israel’s settlements in Gaza and West Bank are illegal and ordered Israel to stop building new settlements and evacuate existing ones.

In September, the UN General Assembly — including Foreign Minister Winston Peters — called on all States to make sure their people, companies and entities and authorities “do not act in any way that would entail recognition or provide aid or assistance in maintaining the situation created by Israel’s illegal presence in the Occupied Palestinian Territory.”

New Zealand’s Palestine Solidarity Network Aotearoa (PSNA) has congratulated the Nelson City Council on its vote today to boycott companies which trade with illegal Israeli settlements in Palestinian territories.

The city council (pop. 58,000) — New Zealand’s 15th-largest city — became the latest local body to change its procurement policy to exclude companies identified by the UN Human Rights Council as being complicit in the building and maintenance of illegal Israeli settlements on Palestinian land.

“Nelson City Council is taking action while our national government is looking the other way”, PSNA chair John Minto said in a statement.

“It is [Prime Minister] Christopher Luxon who should be ending all New Zealand dealings with companies involved in the illegal Israeli settlements.

“Instead, our government is cowardly complicit with Israeli war crimes.”

It is a war crime to move citizens onto land illegally occupied as Israel is doing.

Nelson City Council joins Environment Canterbury and the Christchurch City Council — New Zealand’s second largest city — which both adopted this policy earlier this year.  Other local bodies are believed to be following.

“We also congratulate local Palestine solidarity activists in Nelson who have organised and battled so well for this historic win today. They are the heroes behind this decision,”minto said.

Minto said following the move by Nelson city representatives, “we are renewing our call for the government to act”.

He again called for the government to:

• Ban all imports from the illegal Israeli settlements;
• Direct the Superfund, Accident Compensation Corporation (ACC) and Kiwisaver providers to end their investments in all Israeli companies and other companies supporting the illegal Israeli settlements; and
• Direct New Zealand government agencies to end procurement of goods or services from all Israeli companies and other companies supporting the illegal Israeli settlements.

New Zealand’s opposition Labour Party has backed Christchurch City Council and called for other cities to block business with firms involved in Israel’s illegal settlements in the Occupied Palestine Territories.

“It is great that Christchurch is the first council in New Zealand to take up this cause. We hope others will follow this example,” Labour’s associate foreign affairs spokesperson Phil Twyford said.

“Christchurch City’s decision is in line with the recent International Court of Justice ruling on the illegal settlements, which said the international community should not ‘aid or assist’ the settlements.”

Christchurch is New Zealand’s third-largest city with a population of 408,000. The council vote yesterday was 10 for sanctions, two against and three abstentions.

Labour has called on the government to direct the Super Fund and the Accident Compensation Corporation (ACC) to divest from any companies on the United Nations list of companies complicit in building or maintaining the illegal settlements, and use its procurement rules to ban any future dealings with those firms.

“New Zealanders want to see an end to Israel’s slaughter in Gaza, and a political solution that allows the establishment of a Palestinian state,” Twyford said.

“Unfortunately, since the Oslo Accords in 1993, Israel has deliberately set out to colonise the Occupied West Bank with settlements housing more than 700,000 Israelis, designed to scuttle any hope of a two-state solution.

“It is time for the international community to take action against this breach of international law.”

Christchurch, New Zealand’s third-largest city, today became the first local government in the country to sanction Israel by voting to halt business with organisations involved in illegal settlements in the occupied Palestinian territories.

It passed a resolution to amend its procurement policy to exclude companies building and maintaining illegal Israeli settlements on Palestinian land.

It was a largely symbolic gesture in that Christchurch (pop. 408,000) currently has no business dealings with any of the companies listed by the United Nations as being active in the illegal settlements.

However, the vote also rules out any future business dealings by the city council with such companies.

The sanctions vote came after passionate pleas to the council by John Minto, president of the Palestine Solidarity Network Aotearoa (PSNA), and University of Canterbury postcolonial studies lecturer Dr Josephine Varghese.

“We’re delighted the council has taken a stand against Israel’s ongoing theft of Palestinian land,” said Minto in a statement welcoming the vote.

He had urged the council to take a stand against companies identified by the UN Human Rights Council as complicit in the construction and maintenance of the illegal settlements.

‘Failure of Western governments’
“It has been the failure of Western governments to hold Israel to account which means Israel has a 76-year history of oppression and brutal abuse of Palestinians.

“Today Israel is running riot across the Middle East because it has never been held to account for 76 years of flagrant breaches of international law,” Minto said.

“The motion passed by Christchurch City today helps to end Israeli impunity for war crimes.” (Building settlements on occupied land belonging to others is a war crime under international law)

“The motion is a small but significant step in sanctioning Israel. Many more steps must follow”.

The council’s vote to support the UN policy was met with cheers from a packed public gallery. Before the vote, gallery members displayed a “Stop the genocide” banner.

Minto described the decision as a significant step towards aligning with international law and supporting Palestinian rights.

“In relation to the council adopting a policy lined up with the United Nations Security Council Resolution 2334, this resolution was co-sponsored by the New Zealand government back in 2016,” Minto said, referencing the UN resolution that Israeli settlements in the occupied Palestinian territories “had no legal validity and constituted a flagrant violation under international law”.

‘Red herrings and obfuscations’
In his statement, Minto said: “We are particularly pleased the council rejected the red herrings and obfuscations of New Zealand Jewish Council spokesperson Ben Kepes who urged councillors to reject the motion”

“Mr Kepes presentation was a repetition of the tired, old arguments used by white South Africans to avoid accountability for their apartheid policies last century – policies which are mirrored in Israel today.”

Dr Varghese said more than 42,000 Palestininians — at least 15,000 of them children — had been killed in Israel’s war on Gaza.

“Boycotting products and services which support and benefit from colonisation and apartheid is the long standing peaceful means of protest adopted by freedom fighters across the world, not only by black South Africans against apartheid, but also in the Indian independent struggle By the lights of Gandhi,” she said.

“This is a rare opportunity for us to follow in the footsteps of these greats and make a historic move, not only for Christchurch City, but also for Aotearoa New Zealand.

“On March 15, 2019 [the date of NZ’s mosque massacre killing 51 people], we made headlines for all the wrong reasons, and today could be an opportunity where we make headlines global globally for the right reasons,” Dr Varghese said.

The Palestinian BDS National Committee (BNC), the largest coalition in Palestinian society leading the global BDS movement, has called for immediate pressure on all states to support the updated resolution tabled at the UN General Assembly calling for sanctions on Israel.

The resolution is aimed at enacting the July 2024 Advisory Opinion of the International Court of Justice (ICJ) about the illegality of Israel’s occupation of Palestinian territory and its violation of the prohibition of apartheid under the International Convention on the Elimination of All Forms of Racial Discrimination (CERD).

A vote is expected tomorrow.

This resolution, a diluted version of an earlier draft, falls below the bare minimum of the legal obligations of states to implement the ICJ ruling, undoubtedly a result of intense bullying and intimidation by the colonial West — led by the US and Israel’s partners in the ongoing Gaza genocide against 2.3 million Palestinians.

By relegating ending the Gaza genocide to an afterthought, the resolution ignores its utmost urgency.

Despite such obvious failure, the resolution does call for:

• Ending Israel’s illegal occupation of Gaza and the West Bank, including East Jerusalem, within 12 months;
• Ending states’ complicity in aiding or maintaining this occupation by imposing trade and military sanctions such as “ceasing the importation of any products originating in the Israeli settlements, as well as the provision or transfer of arms, munitions and related equipment” to Israel. In April 2024, the UN Human Rights Council called for an embargo on “the sale, transfer and diversion of arms, munitions and other military equipment to Israel, the occupying Power;”
• Preventing, prohibiting and eradicating Israel’s violations of article 3 of CERD identified in the advisory opinion, regarding apartheid;
• Imposing sanctions, including travel bans and asset freezes, against individuals and entities engaged in the maintenance of Israel’s unlawful occupation.

Step in right direction
Limited in scope to addressing a mere subset of Palestinian rights, the resolution does not, indeed cannot, legally or morally prejudice the other rights of the Indigenous people of Palestine, particularly the right of our refugees since the 1948 Nakba to return and receive reparations and the right of the Palestinian people, including those who are citizens of apartheid Israel, to liberation from settler-colonialism and apartheid.

Supporting this resolution would therefore be only a step in the right direction. It cannot absolve states of their legal and moral obligations to end all complicity with Israel’s regime of oppression.

Meaningful targeted sanctions by states and inter-state groups (Organisation of Islamic Cooperation, Arab League, African Union etc.) remain absolutely necessary to stop Israel’s genocide and end its occupation and apartheid.

Failing to do so would further shatter international law’s credibility and relevance to the global majority.

Dozens of UN human rights experts have confirmed that the ICJ ruling “has finally reaffirmed a principle that seemed unclear, even to the United Nations: Freedom from foreign military occupation, racial segregation and apartheid is absolutely non-negotiable”.

The ruling in effect affirms that BDS is not just a right but also “an obligation,” and it constitutes a paradigm shift from one centered on “negotiations” between oppressor and oppressed to one centered on accountability, sanctions and enforcement to end the system of oppression and to uphold the inalienable, internationally recognised rights of the Palestinian people.

States must be pressured
To sincerely implement the ICJ ruling on the occupation and fulfil the legal obligations triggered by the court’s earlier finding that Israel is plausibly perpetrating genocide in Gaza, and in line with the demands by UN human rights experts, all states must be pressured to immediately:

• Impose a comprehensive arms embargo on Israel, including the export, import, shipping and transit of military and dual-use items, military cooperation, and academic and industrial research;
• Impose sanctions on trade, finance, travel, technology and cooperation with Israel;
• “Review all diplomatic, political, and economic ties with Israel, inclusive of business and finance, pension funds, academia and charities,” as stated by UN experts, to ensure an end to all complicity in Israel’s illegal occupation;
• Impose an embargo on oil, coal and other energy exports to Israel;
• Declare support for suspending apartheid Israel’s membership in the UN, as apartheid South Africa was suspended;
• Take immediate actions to ensure that their economic relationship with Israel and the activities of corporations domiciled in their territories do not breach their duty to prevent and to not be complicit in genocide and are not complicit in Israel’s commission of war crimes and crimes against humanity; and
• Reaffirm the right of Palestinian refugees to return, as per UNGA Resolution 194, and fully support UNRWA until this right can be exercised.

Israel’s genocidal war on Gaza and the West Bank is tearing apart local councils in Australia, on top of the angst reverberating around state and federal politics.

Inner West Labor Mayor Darcy Byrne has doubled down on his attack on pro-Palestinian activists at the council’s last election meeting before Australia’s local government elections on September 14.

‘Byrne’s attack echoes an astro-turfing campaign supported by rightwing and pro-Israel groups targeting the Greens in inner city electorates.’

With Labor narrowly controlling the council by one vote, the election loomed large over the meeting. It also coincided with a campaign backed by rightwing pro-Israeli groups to eliminate Greens from several inner Sydney councils.

In August, Labor councillors voted down a motion for an audit of whether any Inner West Council (IWC) investments or contracts benefit companies involved in the weapons industry or profit from human rights violations in Gaza and the Occupied Palestinian Territories.

The motion that was defeated had also called for an insertion of a general “human rights” provision in council’s investment policy.

With similar motions having been passed at City of Sydney and Canterbury/Bankstown councils, many had expected the motion to pass in what is supposed to be one of the most progressive areas of Sydney.

It could have been a first step towards the Inner West Council joining the worldwide BDS (boycotts, disinvestments and economic sanctions) campaign to pressure Israel to meet its obligations under international law.

MWM sources attest that the ructions at Inner West Council are mirrored elsewhere in local government. This from Randwick in Sydney’s East:

Global to grassroots
Last week, Portland Council in Maine became the fifth United States city to join the campaign this year, while the City of Ixelles in Belgium announced that it had suspended its twinning agreement with the Regional Council of Megiddo in Israel.

When the Inner West motion failed, some Palestinian rights campaigners booed and shouted “shame” at Labor councillors as they sat silently in the chamber. The meeting, which had nearly reached its time limit of five hours, was then adjourned.

Byrne’s alternative motion was debated at last week’s meeting. It restates council’s existing policy and Federal Labor’s current stance that calls for a ceasefire and a two-state solution.

This alternative motion was passed by Labor councillors, with the Greens and two Independents voting against it. Both Independent Councillor Pauline Lockie and Greens Councillor Liz Atkins argued that they were opposing the motion because it did not do or change anything.

The Mayor spent most of his speaking time attacking those involved with protesting at the August meeting. He described their behaviour as  “unacceptable, undemocratic and disrespectful”. There is no doubt that the behaviour at the meeting breached the rules of meeting behaviour at some times.

But then Byrne made a much more shocking and unexpected allegation. He said that the “worst element” of the behaviour was that “local Inner West citizens who happened to have a Jewish sounding name, when their names were read out by me because they’d registered . . . to speak, I think all of them were booed and hissed just because their names happened to sound Jewish.”

News Corp propaganda
This claim is deeply disturbing. If true, such behaviour would definitely be anti-semitic and racist. But the question is: did such behaviour actually happen? Or does this allegation feed into Byrne’s misleading narrative that had fuelled false News Corporation reports that protesters stormed the meeting?

In fact, the protesters had been invited to the meeting by the Mayor.

This reporter was present throughout the meeting and did not observe anything similar to what the Mayor alleged had happened.

Later in the meeting, the Mayor repeated the allegation that the “booing and hissing of people” based “on the fact that they had a Jewish sounding name constituted anti-semitism”.

Retiring Independent Councillor Pauline Locker intervened: “Sorry, point of order, That isn’t actually what happened. . . . It wasn’t based on their Jewish name.”

But Bryne insisted, “That’s not a point of order — that is what happened. It is what the record shows occurred as does the media reportage.”

Other councillors also distanced themselves from Byrne’s allegation. Independent Councillor John Stamolis also said that although he could not judge how the Mayor or other Labor councillors felt on the evening, he could not agree with Byrne’s description or that it described what other councillors or members of the public experienced on the evening.

Greens Councillor Liz Atkins said that there were different perceptions of what happened on the night. Her perception was that the “booing and hissing” was in relation to support for the substance of the Greens motion for an audit of investments rather than an attack on people who spoke against it.

She also said that credit should be given to pro- Palestinian activists who themselves encouraged people to listen quietly.

Fake antisemitism claims
Your reporter asked Rosanna Barbero, who also was present throughout the meeting, what she observed. Barbero was the recipient of this year’s Multicultural NSW Human Rights Medal, recognising her lasting and meaningful contribution to human rights in NSW.

She is also a member of the Inner West Multicultural Network that has helped council develop an anti-racism strategy.

“I did not witness any racist comments,” said Barbero.

Barbero confirmed that she was present throughout the meeting and said: “I did not witness any racist comments. The meeting was recorded so the evidence of that is easy to verify.”

So this reporter, in a story for City Hub, took her advice and went to the evidence in the webcast, which provides a public record of what occurred. The soundtrack is clear. A listener can pick up when comments are made by audience members but not necessarily the content of them.

Bryne has alleged speakers against the motion were booed when their “Jewish sounding’ names were announced. Our analysis shows none of the five were booed or abused in any way when their names were announced.

There was, in fact, silence.

Five speakers identified themselves as Jewish. Four spoke against the motion, and one in favour.

Two of the five were heard in complete silence, one with some small applause at the end.

One woman who spoke in favour of the motion and whose grandparents were in the Holocaust was applauded and cheered at the end of her speech.

One man was interrupted by several comments from the gallery when he said the motion was based on “propaganda and disinformation” and would lead to a lack of social cohesion. He related experiences of anti-semitism when he was at school in the Inner West 14 years ago.

At the conclusion of his speech, there were some boos.

One man who had not successfully registered was added to the speakers list by the Mayor. Some people in the public gallery objected to this decision. The Mayor adjourned the meeting for three minutes and the speaker was then heard in silence.

The speakers in favour of the motion, most of whom had Palestinian backgrounds and relatives who had suffered expulsion from their homelands, concentrated on the war crimes against Palestinians and the importance of BDS motions. There were no personal attacks on speakers against the motion.

In response to a Jewish speaker who had argued that the solution was peace initiatives, one Palestinian speaker said that he wanted “liberation”, not “peace”.

Weaponising accusations of anti-semitism to shut down debate
Independent Inner West Councillor Pauline Lockie warned other councillors this week about the need to be careful about weaponising accusations of race and anti-semitism to shut down debates. Like Barbero, Lockie has played a leadership role in developing anti-racism strategies for the Inner West.

There are three serious concerns about Byrne’s allegations. The first concern is that they are not verified by the public record. This raises questions about the Mayor’s judgement and credibility.

The second is that making unsubstantiated allegations of antisemitism for the tactical purposes of winning a political argument demeans the seriousness and tragedy of anti-semitism.

Thirdly, there is a concern that spreading unsubstantiated allegations of anti-semitism could cause harm by spreading fear and anxiety in the Jewish community.

Controversial Christian minister
The most provocative speaker on the evening was not one of those who identified themselves as Jewish. It was Reverend Mark Leach, who introduced himself as an Anglican minister from Balmain. When he said that no one could reasonably apply the word “genocide” to what was occurring in Gaza, several people called out his comments.

Given the ICJ finding that a plausible genocide is occurring in Gaza, this was not surprising.

Darcy Byrne then stopped the meeting and gave Reverend Leach a small amount of further time to speak. Later in his speech, Reverend Leach described the motion itself as “deeply racist” because it held Israel accountable above all other states.

Boos for Leach
In fact, the motion would have added a general human rights provision to the investment policy which would have applied to any country. Reverend Leach was booed at the conclusion of his speech.

One speaker later said that she could not understand how this Christian minister would not accept that the word “genocide” could be used. This was not an anti-semitic or racist comment.

Throughout the debate, Byrne avoided the issue that the motion only called for an audit.

He also used his position of chair to directly question councillors. The following exchange occurred with Councillor Liz Atkins:

Mayor: Councilor Atkins, can I put to you a question? I have received advice that councillor officers are unaware of any investment from council that is complicit in the Israeli military operations in Gaza and the Palestinian territories. Are you aware of any?

Atkins:  No. That’s why the motion asked for an audit of our investments and procurements.

Mayor:  I’ll put one further question to you. The organisers of the protest outside the chamber and the subsequent overrunning of the council chamber asserted in their promotion of the event that the council was complicit in genocide. Is that your view?

Atkins:  I don’t know. Until we do an audit, Mayor . . . Can I just take exception with the point of view that they “overran” the meeting? You invited them all in, and not one of them tried to get past a simple rope barrier.

Byrne says it’s immoral to support a one-party state
During the debate, Byrne surprisingly described support for a one-state solution for Israel and Palestinians as “immoral”. He described support for “one state” as meaning you either supported the wiping out of the Palestinians or the Israelis.

In fact, there is a long history of citizens, scholars and other commentators who have argued that one secular state of equal citizens is the only viable solution.

Many, including the Australian government, do not agree. Nevertheless, the award-winning journalist and expert on the Middle East, Antony Loewenstein, argued that position in The Sydney Morning Herald in November 2023.

Mayor in tune with Better Council Inc campaign
All of this debate is happening in the context of the hotly contested election campaign. The Mayor is understandably preoccupied with the impending poll. Rather than debating the issues, he finished the debate by launching an attack on the Greens, which sounded more like an election speech than a speech in reply in support of his motion.

Byrne said: “Some councillors are unwilling to condemn what was overt anti-Semitism”.

This is a heavy accusation. All councillors are strongly opposed to anti-semitism. The record does not show any overt anti-semitism.

Byrne went on: “But the more troubling thing is that there’s a large number of candidates running at this election who, if elected, will be making foreign affairs and this particular issue one of the central concerns of this council.

“This will result in a distraction with services going backwards and rates going up.”

In fact, the record shows that the Greens are just as focused on local issues as any other councillors. Even at last week’s meeting, Councillor Liz Atkins brought forward a motion about controversial moves to install a temporary cafe at Camperdown Park that would privatise public space and for which there had been no consultation.

Labor v Greens
Byrne’s message pitting concern about broader issues against local concerns is in tune with the messaging of a recently formed group called Better Council Inc. that is targeting the Greens throughout the Inner West and in Randwick and Waverley.

Placards saying “Put the Greens last”, “Keep the Greens Garbage out of Council” featuring a number of Greens candidates have gone up across Sydney. Some claim that the Greens are fixated on Gaza and ignore local issues.

Better Inc.’s material is authorised by Sophie Calland. She is a recently graduated computer engineer who told the Daily Telegraph that “she was a Labor member and that Better Council involves people from across the political aisle — even some former Greens.”

She described the group as a “grassroots group of young professionals” who wanted local government officials to focus on local issues.

“We believe local councils should concentrate on essential community services like waste management, local infrastructure, and the environment. That’s what councils are there for — looking after the needs of their immediate communities.”

On Saturday, Randwick Greens Councillor Kym Chapple was at a pre-poll booth at which a Better Council Inc. campaigner was handing out material specifically recommending that voters put her last.

Chapple tweeted that the Better councilwoman didn’t actually know that she was a councillor or any of the local issues in which she had been involved.

“That does not look like a local grassroots campaign. It’s an attempt to intimidate people who support a free Palestine. Anyway, it feels gross to have someone say to put you last because they care about the environment and local issues when that’s literally what you have done for three years.”

She then tweeted a long list of her local campaign successes.

Never Again is Now astroturf campaign
In fact, the actual work of distributing the leaflets is being done by a group spearheaded by none other than Reverend Mark Leach, who spoke at the Inner West Council meeting. Leach is one of the coordinators of the pro-Israel right-wing Christian group Never Again is Now.

The group is organising rallies around Australia to campaign against anti-semitism.

Reverend Mark Leach works closely with his daughter Freya Leach, who stood for the Liberal Party for the seat of Balmain in the 2023 state election and is associated with the rightwing Menzies Institute. Mark Leach describes himself as “working to renew the mind and heart of our culture against the backdrop of the radical left, Jihadist Islam and rising authoritarianism.

Leach’s own Twitter account shows that he embraces a range of rightwing causes. He is anti-trans, supports anti-immigration campaigners in the UK and has posted a jolly video of himself with Warren Mundine at a pro-Israeli rally in Melbourne.

Mundine was a No campaign spokesperson for the rightwing group Advance Australia during the Voice referendum.

Leach supports the Christian Lobby and is very critical of Christians who are campaigning for peace.

Anti-semitism exists. The problem is that Reverend Leach’s version of anti-semitism is what international law and human rights bodies regard as protesting against genocidal war crimes.

For #NeverAgainisNow, these atrocities are excusable for a state that is pursuing its right of “self-defence”. And if you don’t agree with that, don’t be surprised if you find yourself branded as not just “anti-semitic” but also a bullying extremist.

As of one week before the local government election, the Never Again is Now was holding a Zoom meeting to organise 400 volunteers to get 50,000 leaflets into the hands of voters at next Saturday’s local election.

This may well be just a dress rehearsal for a much bigger effort at the Federal election, where Advance Australia has announced it is planning to target the Greens.

After almost a year of consistent pressure from the student body, the Victoria University of Wellington (VUW) Foundation has announced its divestment from all Israeli government bonds and shares of companies listed in Israel.

The foundation had previously reported having close to $50,000 invested in Israeli government bonds, which finance the apartheid state’s ongoing genocide in Gaza.

The news of divestment came through some weeks after Student Justice for Palestine Pōneke (SJPP) conducted an unannounced sit-in at the Hunter Building, where the vice-chancellor’s office of Te Herenga Waka – Victoria University of Wellington is located.

Two weeks prior to that action, the Kelburn campus was adorned with spray-painted messages by activists calling for the university to divest from genocide.

Pressure on the VUW leadership and the foundation to disclose and divest, which has been ramping up over the last year, has come from multiple campus groups. These include SJPP, VUW Student Association (VUWSA), Ngāi Tauira, VicMuslims Club and Uni Workers for Palestine.

“This is a big, collective win; undoubtedly the work of numerous individuals and groups that have remained consistent in their activism for Palestine,” said Frank Mackenzie, an organiser at SJPP.

“This is student power, pushing to hold these academic institutions and leaders to account, so that we are not complicit in these settler colonial, genocidal regimes.

“And yet — divestment is the very least the university can do. It is only the first step.

“The foundation and university leaders must now institutionalise a commitment to divesting from human rights violators. We can’t leave the door open for leadership to walk back this win.

“The only way to ensure that is to implement a full, financial and academic Boycott, Divest, Sanctions (BDS) policy against Israel. We also need ongoing proactive disclosure of all investments so the university and foundation can be held accountable” .

Marcail Parkinson, president of VUWSA, said: “As the only student on the university’s foundation board I am incredibly encouraged by the foundation’s move to stop supporting genocide and divest from Israeli government bonds.

“This victory reflects the power of collective student action. This moment demonstrates the profound influence students can have in shaping the future of our institution.

“I am deeply proud of what we’ve achieved, and I hope students continue to push for change.”

An open letter by SJPP calling for divestment, BDS policy and scholarships for Palestinian students was signed by 1400 people. The university has not formally responded to the letter.

A New Zealand local authority, Whanganui District Council, has passed a motion calling for an immediate ceasefire in Gaza, condemnation of all acts of violence and terror against civilians on both sides of the conflict and the immediate return of hostages.

It comes as Palestinian militant group Hamas agreed to a Gaza ceasefire proposal from mediators, but Israel said the terms did not meet its demands and pressed ahead with strikes in Rafah.

Councillor Josh Chandulal-Mackay moved the motion on behalf of the Palestinian Solidarity Network Aotearoa (PSNA).

He told council that it had a responsibility to the Palestinian and Israeli families living in Whanganui to make its voice heard.

“A community which upholds international law and human rights is a safer community for all,” he said.

“Speaking up has moral and political weight.”

The motion also called for the New Zealand government to call for an immediate ceasefire in Gaza.

‘Stand up for human rights’
“This motion is about us calling on our government to do its bit as part of the international community to stand up for human rights, to stand up for peace and to say that a ceasefire an immediate and permanent ceasefire should be called for in the region and implemented in the region without any caveats attached to it,” he said.

“So that then negotiations for a two-state solution and for peace can be achieved.”

Chandulal-Mackay said throughout history collective pressure had always driven social change, pointing to the end of apartheid in South Africa as an example.

Earlier, councillor Rob Vinsen had been at pains to ensure the immediate return of hostages was included in the motion.

“I know an Israeli in this community whose family, two of them were murdered during the October 7 attack into Israel. Four of his family were taken hostage. Two still are hostages and that’s why I was motivated to put this clause on here about calling for the release of hostages.”

Mayor Andrew Tripe spoke in support of the motion.

“We have 101 different nationalities in Whanganui. We live in a global society basically here in Whanganui and my rhetoric is all about peace and unity here in Whanganui and if we can promote that message for Whanganui but also for the rest of the world that’s something I hold strong to.”

One abstention
All but one councillor — who abstained — voted in favour of the motion.

Earlier, council received two petitions — signed by more than 2000 people — organised by the Palestinian Solidarity Network Aotearoa.

One called for a ceasefire and the other for the Whanganui council not to do business with companies identified by the United Nations as being involved in the building or maintenance of illegal Israeli settlements.

PSNA spokesperson Sophie Reinhold told council that criticising Israel did not amount to anti-semitism.

“We want to see all the hostages brought home. We want to see an end to the mass slaughter. In 215 days over 34,000 Palestinians have been killed, over two thirds of them women and children with thousands more still unaccounted for under the rubble.

“Nothing justifies this. Nothing. Not self-defence, not human shields. Nothing.”

She urged council “to give a voice to the call for a ceasefire” in a similar fashion as it had done when it condemned Russia’s invasion of the Ukraine in 2022.

The council received the petitions.
