Pacific civil society and solidarity groups today stepped up their pressure on the French government, accusing it of a “heavy-handed” crackdown on indigenous Kanak protest in New Caledonia, comparing it to Indonesian security forces crushing West Papuan dissent.

A state of emergency was declared last week, at least people have been killed — four of them indigenous Kanaks — and more than 200 people have been arrested after rioting in the capital Nouméa followed independence protests over controversial electoral changes

In Sydney, the Australia West Papua Association declared it was standing in solidarity with the Kanak people in their self-determination struggle against colonialism.

“New Caledonia is a colony of France. It’s on the UN list of non-self-governing territories,” said Joe Collins of AWPA in a statement.

“Like all colonial powers anywhere in the world, the first response to what started as peaceful protests is to send in more troops, declare a state of emergency and of course accuse a foreign power of fermenting unrest,” Collins said.

He was referring to the south Caucasus republic of Azerbaijan, which Paris has accused of distributing “anti-France propaganda” on social media about the riots, a claim denied by the Azeri government.

“In fact, the unrest is being caused by France itself,” Collins added.

France ‘should listen’
He said France should listen to the Kanak people.

In Port Vila, the international office of the United Liberation Movement of West Papua (ULMWP) issued a statement saying that West Papuans supported the Kanak and Socialist National Liberation Front (FLNKS) in “opposing the French colonial project”.

“Your tireless pursuit of self-determination for Kanaky people sets a profound example for West Papua,” said the statement signed by executive secretary Markus Haluk.

In Suva, the Pacific Regional Non-Governmental Organisations (PRNGOs) called for “calm and peace” blaming the unrest on the French government’s insistence on proceeding with proposed constitutional changes “expressly rejected by pro-independence groups”.

The alliance also reaffirmed its solidarity with the people of Kanaky New Caledonia in their ongoing peaceful quest for self-determination and condemned President Emmanuel Macron’ government for its “poorly hidden agenda of prolonging colonial control” over the Pacific territory.

“Growing frustration, especially among Kanak youth, at what is seen locally as yet another French betrayal of the Kanaky people and other local communities seeking peaceful transition, has since erupted in riots and violence in Noumea and other regions,” the PRNGOs statement said.

The alliance called on the United Nations and Pacific Islands Forum (PIF) leaders to send a neutral mission to oversee and mediate dialogue over the Nouméa Accords of 1998 and political process.

In Aotearoa New Zealand, Kia Mua declared it was “watching with grave concern” the Macron government’s attempts to “derail the process for decolonisation and usurp the Nouméa Accords”.

It also called for the “de-escalation of the militarised French response to Kanak dissent and an end to the state of emergency”.

‘Devastating nuclearism, militarism’
For more than 300 years, “Te Moananui a Kiwa [Pacific Ocean] has been subjected to European colonialism, the criminality of which is obscured and hidden by Western presumptions of righteousness and legitimacy.”

The devastating effects of “nuclearism, militarism, extraction and economic globalisation on Indigenous culture and fragile ecosystems in the Pacific are an extension of that colonialism and must be halted”.

The Oceanian Independence Movement (OIM) demanded an immediate investigation “to provide full transparency into the deaths linked to the uprising in recent days”.

It called on indigenous people to be “extra vigilant” in the face of the state of emergency and and to record examples of “behaviour that harm your physical and moral integrity”.

The MOI said it supported the pro-independence CCAT (activist field groups) and blamed the upheaval on the “racist, colonialist, provocative and humiliating remarks” towards Kanaks by rightwing French politicians such as Southern provincial president Sonia Backés and Générations NC deputy in the National Assembly Nicolas Metzdorf.

Constitutional rules
The French National Assembly last week passed a bill changing the constutional rules for local provincial elections in New Caledonia, allowing French residents who have lived there for 10 years to vote.

This change to the electoral reform is against the terms of the 1998 Noumea Accord. That pact had agreed that only the indigenous Kanak people and long-term residents prior to 1998 would be eligible to vote in provincial ballots and local referendums.

The bill has yet to be ratified by Congress, a combined sitting of the Senate and National Assembly. The change would add an additional 25,000 non-indigenous voters to take part in local elections, dramatically changing the electoral demographics in New Caledonia to the disadvantage of indigenous Kanaks who make up 42 percent of the 270,000 population.

Yesterday, in the far north of Kanaky New Caledonia’s main island of Grande Terre, a group gathered to honour 10 Kanaks who were executed by guillotine on 18 May 1868. They had resisted the harsh colonial regime of Governor Guillan.

An Australian-based West Papua advocacy group has condemned the arrest and “humiliation” of two teenagers by Indonesian security forces last week.

The head of Cartenz 2024 Peace Operations, Kombes Faizal Ramadhani, said in a statement on Friday that the 15-year-olds had been arrested after a clash with the West Papua National Liberation Army (TPNPB) in Kali Brasa on Thursday, February 22.

During the shootout, a TPNPB member named as Otniel Giban (alias Bolong Giban) had been killed.

The Sydney-based Australia West Papua Association (AWPA) today condemned the arrest of the teenagers, only identified by the Indonesian authorities by their initials MH and BGE and who were initially seized as “suspects” but later described as “witnesses”.

Faizal said that the teenagers had been arrested because they were suspected of being members of the TPNPB group and that they were currently being detained at the Damai Cartenz military post.

However, the TPNPB declared that the two teenagers were not members of the TPNPB and were ordinary civilians.

The teenagers were arrested when they were crossing the Brasa River in the Yahukimo Regency.

Aircraft shot at
The clash between security forces and the TNPB occurred while the Cartenz Peacekeeping Operation-2024 searched for those responsible for shooting at an aircraft in Yahukimo in which a military member had been wounded.

Meanwhile, also in Jakarta last Friday the Australian Deputy Prime Minister and Defence Minister, Richard Marles, met with Indonesian Defence Minister Prabowo Subianto — who is poised to win this month’s Indonesian presidential election.

Marles stressed at a media conference at the Defence Ministry that Australia did not support the Free Papua Movement, saying the country “fully recognise[d] Indonesia’s territorial sovereignty”.

“We do not endorse any independence movement,” he told a media conference.

However, in Sydney AWPA’s Joe Collins said in a statement: “I was at first surprised that West Papua even got a mention at the meeting as usually Australia tries to ignore the issue but even our Defence Minister can hardly ignore a media question on it.”

‘No support for any independence movements’
An extract from the media conference says:

Subianto: “Thank you very much. I don’t think there is any need for questions. Questions?”

Journalist: “Thank you very much Mr Deputy Prime Minister. Regarding the huge amount of [the] Australian defence budget, how should the Indonesian people see it? Is it going to be a trap or an opportunity for our national interest?

“And my second question is what is Australia’s standpoint regarding the separatist [pro-independence] movement in Papua because there are some voices from Australia concern[ed] about human rights violations?”

Marles: “Thank you for the question. Let me do the second issue first. We, Australia utterly recognise the territorial sovereignty of Indonesia, full stop. And there is no support for any independence movements.

“We support the territorial sovereignty of Indonesia. And that includes those provinces being part of Indonesia. No ifs, no buts. And I want to be very clear about that.”

Collins said there was no shortage of comments during the delegation’s visit to Indonesian around how important the relationship was.

“West Papua will remain the elephant in the room in the Australia-Indonesian relationship,” Collins said. “We can expect many hiccups in the relationship over West Papua in the coming years “.

An Australian human rights advocacy group for West Papuans has condemned the killing of 5 youths found dead in Dekai, capital of Yahukimo Regency, and have challenged Canberra to reconsider government ties with Indonesian security forces.

Criticising the latest deaths, Australia West Papua Association (AWPA) spokesperson Joe Collins said: “While West Papuans are being killed by the Indonesian security forces, we have Australia and Indonesia sitting down at the ninth bilateral consultation to discuss
bolstering anti-terror cooperation”.

Antara News reports that Indonesia and Australia have committed to continue “anti-terrorism” cooperation through dialogue at bilateral, regional, and multilateral forums, as well as technical cooperation.

Collins said it was time that the Australian Defence Department and DFAT (Department of Foreign Affairs and Trade) “seriously looked at their ties with the Indonesian security forces” and the affect their aid and training had on West Papuans.

The five civilians who were found dead at the mouth of the Brasa River were aged between 15-18 and were members of the Kingmi Papua Church.

According to church officials, the five youths usually delivered food to the village after buying it at Dekai.

Sebby Sambom, a spokesperson for the West Papua National Liberation Army (TPNPB) fighting for independence from Indonesia, was reported to have said that the five victims found dead on Friday were not members of the TPNPB.

‘Not ours’ says TPNPB
“They’re not our members. They were purely civilians who wanted to return to their villages and were shot and bombed by the Indonesian military,” he was quoted as saying by the Papuan news outlet Jubi.

The chair of the Yahukimo Church Fellowship (PGGY), Pastor Atias Matuan, named the five dead civilians as Darnius Heluka, Musa Heluka, Man Senik, Yoman Senik and Kaраі Payage.

On Friday, PGGY accompanied the family to collect the bodies at the Yahukimo Regional General Hospital (RSUD).

“Their bodies had gunshot wounds to the stomach, chest and legs,” Pastor Matuan said.

The pastor also reported that TNI officers had a guard post at the Dekai urban boundary, and residents wanting to travel from Dekai were required to report there.

“Residents must report to the security post. If they don’t, they’re considered part of the TPNPB, even though they don’t carry military equipment,” he said.

Victims buried
The five victims were buried at the Kilo Enam Public Cemetery, Dekai, on Friday.

Joe Collins of AWPA said there appeared to be a “total lack of trust” between the security forces and local people in the region.

Pastor Matuan said that his party “had difficulty mediating in the armed conflict because he felt that the Indonesian security forces did not trust the Servant of God”.

An Australian West Papuan solidarity group has condemned the reported arrest of 21 activists protesting in Jayapura over a “tragic day in history” and called on Canberra to urge Jakarta to restrain its security forces.

The West Papuan National Committee (KNPB) activists were arrested at the weekend because they were handing out flyers calling on West Papuans to mark the date on Tuesday — 15 August 1962 —  when the Papuan people were “betrayed by the international community”, reports Jubi News.

That was the date of the New York Agreement, brokered by the US, which called for the transfer of the Dutch colony of Netherlands New Guinea to Indonesia after a short period of UN administration.

No West Papuans were involved in this agreement.

“Hopefully this year the Indonesian security forces will allow the West Papuan people to hold their peaceful rallies without interference,” said Joe Collins, spokesperson for the Australia West Papua Association (AWPA) in a statement.

“Canberra should be urging Jakarta to control its security forces in West Papua, otherwise we will see more arrests and more human rights abuses.

“We should not forget,  Australia was involved and still involved”.

The New York Agreement included a guarantee that the Papuan people would be allowed an “Act of Free Choice” to determine their political status.

Peaceful demonstration
The so-called “Act of Free Choice” in 1969 has been branded as a sham by activists and international critics.

Sixty one years after that contested agreement, West Papuans are still calling for a real referendum.

The Central KNPB spokesperson, Ones Suhuniap, said that 21 KNPB Sentani Region activists were arrested on Saturday when activists distributed leaflets calling for a peaceful demonstration to mark the New York Agreement and also the racism troubles that Papuan students suffered in Surabaya, Central Java, in August 2019.

Although some of the activists had been released, these arrests were intended to intimidate civil society groups into not taking part in the planned rallies, said the spokesperson.

Collins said: “West Papuan civil society groups regularly hold events and rallies on days of significance in their history, to try and bring attention to the world of the injustices they suffer under Indonesian rule.

“And this is what Jakarta fears most — international scrutiny on the ongoing human rights abuses in the territory”.

Collins said it was of “great concern” that Indonesian security forces could again stage a crackdown in “their usual heavy-handed approach to any peaceful rallies held by West Papuans” during this coming week.

In the past, West Papuans had not only been being arrested for peaceful action but had also been beaten, tortured – and some people had faced charges of treason.

Three students jailed for ‘treason’
On Tuesday, three students were found guilty of treason and given a 10-month prison term by a panel of judges at the Jayapura District Court for alleged treason by being involved in a “free speech” event last year, reports Jubi News.

Yoseph Ernesto Matuan, Devio Tekege, and Ambrosius Fransiskus Elopere took part in the event held at Jayapura University of Science and Technology (USTJ) on November 10, 2022, when they waved Morning Star flags of independence.

The event aimed to reject a Papua peace dialogue plan introduced by the National Commission on Human Rights (Komnas HAM).

A veteran journalist known for covering rights abuses in Indonesia’s militarised Papua region says a bomb exploded outside his home yesterday and a journalists group has called it an act of “intimidation” threatening press freedom.

No one was injured in the blast near his home in the provincial capital Jayapura, said Victor Mambor, editor of Papua’s leading news website Jubi, who visited New Zealand in 2014.

Police said they were investigating the explosion and that no one had yet claimed responsibility.

“Yes, someone threw a bomb,” Papua Police spokesperson Ignatius Benny told Benar News. “The motive and perpetrators are unknown.”

The Jayapura branch of the Alliance of Independent Journalists (AJI) condemned the explosion as a “terrorist bombing”.

In Sydney, the Australia West Papua Association (AWPA) and Pacific Media Watch in New Zealand protested over the incident and called for a full investigation.

Mambor said he heard the sound of a motorcycle at about 4 am and then an explosion about a minute later.

‘Shook like earthquake’
“It was so loud that my house shook like there was an earthquake,” he told Benar News as reported by Radio Free Asia.

“I also checked the source of the explosion and smelt sulfur coming from the side of the house.”

The explosion left a hole in the road, he said.

The incident was not the first to occur outside Mambor’s home. In April 2021, windows were smashed and paint sprayed on his car in the middle of the night.

Mambor is also an advocate for press freedom in Papua. In that role, he has criticised Jakarta’s restrictions on the media in Papua, as well as its other policies in his troubled home province.

The AJI awarded Mambor its press freedom award in August 2022, saying that through Jubi, “Victor brings more voices from Papua, amid domination of information that is biased, one-sided and discriminatory.”

“AJI in Jayapura strongly condemns the terrorist bombing and considers this an act of intimidation that threatens press freedom in Papua,” it said in a statement.

‘Voice the truth’ call
“AJI Jayapura calls on all journalists in the land of Papua to continue to voice the truth despite obstacles. Justice should be upheld even though the sky is falling,” said AJI chair Lucky Ireeuw.

Amnesty International Indonesia urged the police to find those responsible.

“The police must thoroughly investigate this incident, because this is not the first time … meaning there was an omission that made the perpetrators feel free to do it again, to intimidate and threaten journalists,” Amnesty’s campaign manager in Indonesia, Nurina Savitri, told BenarNews.

The Papua region, located at the eastern end of the Indonesian archipelago, has been the site of a decades-old pro-independence insurgency where both government security forces and rebels have been accused of committing atrocities against civilians.

Foreign journalists have been largely barred from the area, with the government insisting it could not guarantee their safety. Indonesian journalists allege that officials make their work difficult by refusing to provide information.

The armed elements of the independence movement have stepped up lethal attacks on Indonesian security forces, civilians and targets such as construction of a trans-Papua highway that would make the Papuan highlands more accessible.

Human Rights Watch, meanwhile, has accused Indonesian security forces of intimidation, arbitrary arrests, torture, extrajudicial killings and mass forced displacement in Papua.

Security forces kill 36
Last month, Indonesian activist group KontraS said 36 people were killed by security forces and pro-independence rebels in the Papua and West Papua provinces in 2022, an increase from 28 in 2021.

In Sydney, Joe Collins of the AWPA said in a statement: “These acts of intimidation against local journalists in West Papua  threaten freedom of the press.

“It is the local media in West Papua that first report on human rights abuses and local journalists are crucial in reporting information on what is happening in West Papua”.

Collins said Canberra remained silent on the issue — ‘the Australian government is very selective in who it criticises over their human rights record.”

There was no problem raising concerns about China or Russia over their record, “but Canberra seems to have great difficulty in raising the human rights abuses in West Papua with Jakarta.”

The Australia West Papua Association (AWPA) has condemned the absence of West Papua in last week’s Pacific Islands Forum (PIF) official communique, saying it was “greatly disappointed” that the human rights situation in the Indonesian-ruled Melanesian region had not been mentioned.

“It is understandable that the PIF has huge challenges in the region and in particular climate change. But for all the talk about inclusiveness it would appear West Papua is not a major concern for the Forum,” spokesperson Joe Collins said in a statement.

“The PIF could have shown solidarity with the Papuan people by a simple statement of concern about the human rights situation in West Papua (particularly as the situation continues to deteriorate).”

Collins called on the forum to continue to urge Jakarta to allow a fact-finding mission to the region.

“The leaders would have had the support of the people of the Pacific region in doing so,” he added.

A West Papuan advocacy group in Australia has appealed to Foreign Minister Marise Payne to take the cue from a new United Nations Rapporteurs statement this week condemning the “ongoing human rights abuses” in the Indonesian-ruled West Papuan region.

Joe Collins of the Australia West Papua Association (AWPA) said there was an urgent need for Australia to speak out against the Indonesian military abuses in the two Melanesian provinces of Papua and West Papua.

“We are urging the Australian government to join with the UN Rapporteurs in raising concerns about the situation in West Papua, publicly with Jakarta, condemning the ongoing human rights abuses in the territory,” Collins said in a statement.

“We know the government has said it raises concerns about the human rights situation in West Papua with the Indonesian government, but have not seen any public statements of concern on the issue unlike the governments concerns about abuses in China and the situation in the Ukraine.

“The issue of West Papua is not going away.”

In a letter to minister Payne, Collins raised the UN rapporteurs’ concerns about the deteriorating human rights situation in Papua and West Papua, “citing shocking abuses against indigenous Papuans, including child killings, disappearances, torture and mass displacement of people.”

The association said it would not go into “all the grave concerns” about human rights abuses in West Papua “as we have written many times on the issue”.

But Collins quoted the rapporteurs’ statement: “Between April and November 2021, we have received allegations indicating several instances of extrajudicial killings, including of young children, enforced disappearance, torture and inhuman treatment and the forced displacement of at least 5,000 indigenous Papuans by security forces.”

It is estimated that the overall number of displaced people in West Papua since the escalation of violence in December 2018 is more than 60,000.

Collins said that “Urgent action is needed to end ongoing human rights violations against indigenous Papuans.”

He also reminded the minister about AWPA’s letter on 12 August 2021 raising concerns about West Papuan activist Victor Yeimo, the international spokesperson for the West Papua National Committee (KNPB).

“He is being charged with treason. We look forward to your reply on this matter.”

The Australia West Papua Association has protested over the “lack of any concern” by Canberra over worsening clashes in the Indonesian military crackdown on pro-independence groups in West Papua.

Joe Collins of AWPA said in a statement today that the harsh “behaviour” of the Indonesian forces would lead to the instability that the Australian government fears.

He said there was a risk that Indonesian soldiers might breach the Papua New Guinean border in pursuit of rebels.

Collins said there have been a number of clashes between the Indonesian forces and the pro-independence Papuan rebel force TPNPB in the town of Sugapa, Intan Jaya Regency.

Media reports have said that in one incident, on October 26, a two-year-old infant, Nopelinus Sondegau was killed and a six-year old, Yoakim Majau, was wounded by Indonesian forces although the police have denied this.

The TPNPB alleged the children were shot because the military “lost control” after one of their personal was shot by the TPNPB, said the statement.

According to Father Dominikus Hodo at the Catholic Diocese in Timika, large numbers of people had fled from the security forces with up to 2000 taking refuge in a church compound.

At one stage the pro-independence OPM took control of Bilogai Airport in Sugapa subdistrict, leading to the suspension of civil flights.

The commander of the Nemangkawi Law Enforcement Task Force said that a generator, house, kiosk, and two motor vehicles, including an ambulance had been set on fire.

Senior Commissioner Faizal Rahmadan said that they would station two platoons of personnel in Intan Jaya to reinforce security.

“It’s hard to understand the lack of any concern from Canberra to what is going on in West Papua,” Collins said in the statement.

“It’s in the interest of Canberra to have a stable region to our north, yet it’s the behaviour of the Indonesian security forces that will lead to the very instability Canberra fears.

“West Papuans have fled across the border into PNG and there is always the possibility that one day the Indonesian security forces could follow.

Collins said AWPA would write again to Australian Foreign Minister Marise Payne expressing concern about the crackdown.

The Australia West Papua Association (AWPA) has called on the Australian government to stop trying to keep Papua off the agenda at the Pacific Islands Forum and “strenuously support” Pacific leaders in urging Jakarta to allow a PIF fact-finding mission to the territory.

Congratulating the PIF Secretary-General Meg Taylor on her statement to the 46th session of the UN Human Rights Council, also called on Canberra to back the call for the visit to West Papua by the High Commissioner for Human Rights.

An AWPA statement from Sydney said Taylor raised the issues of covid-19, climate change and West Papua and pointed out that the pandemic must not hinder efforts to address critical issues.

About West Papua, she said the violent conflict and subsequent human rights violations in West Papua had been of concern for PIF leaders for more than 20 years.

Joe Collins of AWPA said, “The Pacific Islands Forum (PIF) and the Melanesian Spearhead Group (MSG), the two main regional organisations in the Pacific, are very important for the issue of West Papua,” said Joe Collins of AWPA.

Pacific leaders regularly raised the issue of West Papua at the UN and other international fora, given credibility to the issue on the world stage. This was the reason Pacific leaders were regularly condemned by Jakarta.

“The human rights situation in West Papua is an issue of great concern for Pacific governments and their people and has the potential to impact on relations between Australia and countries in the region,” Collins said.

West Papua regional police spokesperson Assistant Superintendent Adam Erwindi said that the people arrested on Friday were currently being questioned by police.

“The Manokwari Polres [district police] backed up by West Papua Polda Brimob [Mobile Brigade paramilitary police] have secured them and are taking information,” said Erwindi .

Erwindi said that the protesters did not provide prior notification of the rally with police. The police claimed they had the authority to break up the protest as a result.

In addition to this, Erwindi said, the protest action was disrupting public order and blocking roads so that road users were unable to pass.

“The substance of the demo violated Article 6 of Law Number 9/1998 [on demonstrations]”, he said.

This article stipulated that in conveying an opinion people must respect the rights and freedoms of others, respect morality and safeguard security and public order.

Protesters told to consider security
Erwindi asked that those who wanted to hold protest actions pay attention to the security situation and public order. He also warned that all protest actions must be in accordance with regulations.

“If they’re not in accordance with the above then police in accordance with mandated laws are obliged to break them up,” he said.

At least two Brimob members were injured after being hit by stones when the rally was being broken up.

According to the Antara state news agency, the demonstrators refused to disperse and pelted police with stones and bottles until they were pushed back by teargas.

The demonstrators who were forced back became even more brutal and continued pelting police with rocks and bottles. They also ignited firecrackers and threw them at police.

The demonstrators shouted “Free Papua” as they threw stones in the direction of police.

The Australia West Papua Association has protested to Foreign Minister Marise Payne, saying Indonesian police threats against Papuan protesters ahead of the December 1 flag-raising protests are of “grave concern”.

Association spokesman Joe Collins wrote a protest letter to Payne, saying:

“Dear Foreign Minister,

“I am writing to you concerning the issue of West Papua and in particular regarding comments made by the Indonesian national police spokesperson, Brig. Gen. Awi Setiyono on the 23 November 2020, which is of grave concern.

“Tempo News (24 November) reported the police spokesperson as saying that the “The Indonesian national police (Polri) together with the National Armed Forces (TNI) will conduct massive joint patrols ahead of the commemoration day of the 1 December. He also made an announcement that locals should not participate in the annual anniversary.

“I am sure you are aware that the 1st of December is West Papuan National day or National Flag day and it is of great importance to the West Papuan people. Fifty-nine years ago on the 1st of December in 1961, the Morning Star flag was flown for the first time officially beside the Dutch Tricolor. The Dutch were finally about to give the West Papuan people their freedom. However, it is one of the great tragedies that at their moment of freedom it was cruelly crushed and West Papua was basically handed over to Indonesia in 1963. After 6 years administration of the province, Indonesia held a sham referendum called the “Act of Free Choice” under UN supervision. The Papuans call this the’ act of no choice’.

“The West Papuan people continue to raise their flag as an act of celebration but also of protest against the injustices they suffer under Indonesian rule. They can face up to 15 years jail for doing so. Just two weeks ago 23 Papuans were given jail terms of between 1 and 2 years. They were arrested in December 2019 while on their way to take part in a flag raising ceremony on the 1 December (2019) in Fak Fak.

“The human rights situation in West Papua is deteriorating with the security forces conducting operations to intimidate local people. There is also an increase in violence towards villagers who the security forces suspect of supporting independence or to those they believe have what the security forces term “separatist” sympathies. There have been a number of killings and arrests by the security forces in the past few weeks in West Papua. Indonesian police arrested 54 participants at a public hearing organised by the Papuan People’s Council (MPR) in Merauke on the 17 November. They were arrested for alleged makar (treason). Yet all they participants were doing were holding a meeting to discuss Indonesia’s intention to extend the Special Autonomy laws. Although they were eventually released the arrests show there is no freedom of expression or freedom of assembly in West Papua.

“There have been reports that on 20-21 November 2020, 4 West Papuan school students aged between 13 and 19 and 1 West Papuan man aged 34 were shot by the Indonesian Security Forces. Eighteen year-old Manus Murib, who survived the shootings remains in a critical condition in hospital. When he was first shot Manus passed out and when he came to reported that he found that men wearing black uniforms, vests and helmets were placing guns across his chest and taking photographs. The troops were possible Detachment 88 troops which are trained by Australia.

“There have been ongoing security force operations in West Papua in the regencies of Nduga, Intan Jaya, Mimika and Puncak Jaya since the end of 2018 resulting in the loss of civilian life not only by armed conflict but also by sickness and malnutrition as these operations have created a large number of internal refugees who are reluctant to return to their villages because of their fear of the security forces.

“As recently as the 27 November 36 people were arrested by the police after being involved in rallies in Manokwari and Sorong. They were simply commemorating the anniversary of the West Papua New Guinea National Congress (WPNGNC).

“Twenty civil society organisations that are members of the Papua Civil Organisation, Solidarity (SOS), have called on the Indonesian president to “withdraw all organic TNI-Polri troops from the areas in Nduga Regency, Intan Jaya Regency, Mimika Regency and Puncak Jaya Regency which have given birth to serious human rights violations in the form of refugees and violations of the right to life”.

“I urge you to support the call by the West Papuan civil society groups and raise the matter of the human rights situation in West Papua with the Indonesian President.

“I also urge you to use your good offices with the Indonesian Government asking that it control its military in West Papua and asking it to inform the security forces that it should allow any rallies called to celebrate West Papuan National flag day to go ahead peacefully, without interference from the security forces.”

The Australian government should break its silence and raise human rights violations in West Papua with visiting Indonesian President Joko Widodo today, says a Sydney-based advocacy group.

Widodo is expected to deliver an address to a joint sitting of Federal Parliament in Canberra.

He is in Australia to discuss and finalise the Indonesia-Australia comprehensive economic partnership agreement (IA-CEPA), which is in the final stage of ratification.

“We can expect the usual talkfest on trade and investment, maritime issues, defence/security, counter-terrorism and cyber security,” said Joe Collins of the Australian West Papua Association (AWPA) in a statement.

“However, the one issue that won’t be on the agenda is the human rights situation in West Papua.

“Canberra continuously remains silent on the issue of West Papua. Even during the mass demonstrations that occurred in August and September last year in response to racist attacks on West Papuan students, it took a question by a journalist before our foreign minister made a comment on the issue.”

Indonesia and various governments continued to claim the human rights situation in West Papua was improving, said Collins.

Blocking fact-finding
“Yet Jakarta continues to block fact-finding missions to the territory, arrest and deport foreign media, harass human rights defenders and local media in West Papua, and shuts down the internet during demonstrations in order to stop information getting out.”

AWPA is calling on Canberra to “not only raise the human rights situation in West Papua with Jokowi, but urge him to release all political prisoners who face charges of treason simply because they raised the West Papuan flag or took part in anti–racism demonstrations.

The visit by President Widodo was an opportunity for Australia to show its commitment to human rights in the region by making a strong statement of concern about West Papua, said Collins

AWPA also urged Prime Minister Scott Morrison to press the Indonesian president to allow a fact-finding to West Papua as requested by Pacific Island Forum (PIF) leaders.

Several rallies will be held today in various cities, including Sydney.
